Eye in sky to monitor Delhi

NEW DELHI: He may not be able to prevent the ongoing demolitions of illegal constructions in Delhi but Kapil Sibal has a solution to monitor illegal constructions, at least.

Taking a peg from Google Earth, the minister for Science and Technology (S&T), who is also a MP from Delhi’s Chandni Chowk area, announced an initiative of using Geographical Information System (GIS) technology to monitor Delhi. From illegal constructions, land encroachments to crowd and traffic management, Sibal’s team is out there with a camera to monitor everything.

Every building and house of each gali-mohalla will be mapped through the GIS technology and any new illegal construction will immediately ring alarm bells.

“Cameras will have sensors and alarm system which will alert a central monitoring cell about any new illegal construction,” Sibal said.

Through the state-of-the art technologies which includes using high resolution satellite imagery and spatial multi-media mapping 3D GIS will be built with live cameras. The pilot project will start with Delhi and then move on to Mumbai, which too is plagued by illegal construction and encroachments.

Using satellite imagery and multi media technologies urban structure will be mapped with emphasis on building elevation. High resolution satellite imagery, vehicle borne and static laser systems, Global Positioning System (GPS) and data through surveys will be used to prepare a comprehensive 3-D database.

About rupees five crores will be spent on the scheme. “The technology can also be used for property tax collection purpose and monitoring environment situation,” Sibal said.
