Rohtak-Jhajjar-Rewari rail track approved
Tribune News Service

Rohtak, February 16
The Railway Ministry has sanctioned the laying of the Rohtak-Jhajjar-Rewari rail line costing Rs 215 crore. The new link is critical for development of Southern Haryana which is one of the most backward districts of Haryana.

In a letter to local Congress MP Deepender Singh Hooda, the ministry has communicated that the project will be completed in three years and that the provision for funds will be made in the Rail budget for 2006-2007 due to be presented shortly.

Mr Hooda told The Tribune on the telephone from Delhi that the Railways had accepted the proposal for this link “in principle” in 2004 after his father Mr Bhupinder Singh Hooda who was the then MP from Rohtak submitted it. However, he said, when no funds were forthcoming he approached the ministry a few months ago and learnt that there were about 5000 such proposals pending, most of them for over 20 years.

He said he found that the Railways had been allocating only token funds for some of these projects. His enquiries also revealed that the ministry was sanctioning funds only for those links which had commercial use.

Thereafter, he sent a communication to the ministry detailing the commercial viability and its benefits to Haryana since Rewari was the emerging commercial hub of the state.

Mr Hooda said even after that there were several hurdles in the way of financial sanction. However, he came across a clause in the Planning Commission’s guidelines for such projects which provided for sanctioning of funds for the project provided the state made a matching contribution.

He said a few projects had been funded in this manner in Karnataka and Jharkhand. Making use of this clause, he succeeded in getting the project sanctioned.

The Haryana government has already agreed to meet half of the cost of the link coming to Rs 107.50 crore, Mr Hooda said.

He said the ministry would invest Rs 30 crore in the project in the next fiscal and the project would be completed by March 2009. Thus far manufacturers had been routing their goods to southern Haryana areas via Delhi. This led to delays and raised the costs substantially.

After the project was completed industries would be able to send their produce directly to Rewari and beyond to Rajasthan, he added.

On the passenger side, travellers from Chandigarh and Haryana towns located on the National Highway No. 1 and headed for Delhi, Jaipur, Ahmedabad and Mumbai would be benefited.

Mr Hooda said the cost of the project was around 10 per cent of the annual state budget.

Bahut aache Deependar Bahi ...lagya rahe nue.

Bhai people of jhajjar-rewari region were demanding it for long and it will be a real return to them for their huge support for you and Uncle ji.

Good one this is the first step for you .....many milestones to acheive.

Accha ek baat aur keep putting your deeds into media so that people/opposition tomorrow can't say that you didn't have even used the MP quota.

One more huge problem is of Electricity, so that should be well covered by the media to let know a layman about the actual problem and efforts done.

Thanks for everyone's wishes on this project. Indeed, this is very good news for south Haryana. My team worked hard on this one and they deserve more accolades than me.

Anyhow, moving on to the next project that I've slotted up in my top shelf: construction of 4 lane non-stop highway on NH-10 Delhi-Rohtak-Hisar road. This one's a bit more tricky with a few stringent Planning Commission hurdles yet to overcome, but I am hopeful that with everyone's kind wishes we will make this happen too. (For now my "stretch" goal is to get the work started on ground within 1 year => before financial year 2007).

One step at a time!

Dear Deepender Bhai,

If one travels from bahdurgarh towards rohtak one would realise how important is it to make the road wide with scores of accident happening everyday, this work had been far overdue and one would recall the fresh bus tragedy. You would do a noble service to the people of this region.

Apart from putting a stop to so many loss of lives, this road will also improve the economic condition of the central haryana. Just an afterthought,if the road right from Punjabibagh is widenend(especially around choking nangloi) or some sort of long flyover till mudka would help lift the chances of economic growth of central haryana. All these study can be taken up to reap long term benefits.Meanwhile our wishes for the good work u r doing.
keep it up

With warm Regards,

Col Malik sa'ab -

Glad that you were able to locate the relevant announcement. Couple of things:
Surveys that you had quoted are more or less a formality, nothing concrete, for example the first survey of rohtak-jhjjr-rewari line was conducted in 91 and since then multiple surveys have been conducted in various budgets...infact there are over 5000 railway lines that have been approved in surveys as feasible.
The real trick is to get allocations and fundings...
This year only 9 railway lines from across India could manage allocations, and I'm proud to say that r-j-r is one of them. Further, since Haryana govt. has offered to pay 50% of cost this is the only railway line in the country that the Railways has agreed to execute in a timebound manner (3 yrs). Which brings me to another question -- Why had no other Haryana govt in previous few decades had taken this up with Railways, given that this line is now likely to open a gateway of commercial and industrial progress for south haryana...anyway...

Dev Dahiya sa'ab -

ROHTAK-SONEPAT 4 LANING:
If you travel through the stretch now you'll see 4 laning work till Bhalot already in progress. While we are limited to start by 4 laning only this initial stretch for now(fought for this one as a last minute budget adjustment), I remain hopeful we will find funding in next year to extend this further.

Dear Deepender,

Thanks for the clarification dear. I am sure this railway line will indeed open up Southern parts of our state to development.

Sonepat - Rohtak four laning project: The Military always identifies roads that are of startegic value in case od 'Mobilisation'. May be this stretch is also one of those that has been earmarked by the Military as a Strategic Road (Meerut - Baghpat - Sonepat - Rohtak - Hisar - Sirsa & beyond). If that angle could be exploited.

As to why no previous government thought of taking up Rohtak - Jhajjar - Rewari railway link actually defies logic. The only reason I can think of is that 'Pahle shayad kam padhe likhe politicians hote honege, jinki samajh mein ya baat na aai hogi'.

I believe that areas around the National Capital should develop with a purpose. I had raised some concerns in a PM to your yahoo ID a few weeks back. Hope you received it.

Thanks and continue to do good selfless work.

JS Malik

Next logical step would be to ensure that Railways create state of the art facility and not just an out-dated railway line to transport human being like livestock. Every railway station along the line should be carefully planned and should be an architectural masterpiece as far as possible. Railway stations can become source of revenue generation for local youth and also an outlet for local culture. There should be enough parking spaces in front of every station and all other facilities should be planned right from beginning. Approach roads to stations should be wide enough for all future needs. Our Rural people need to be exposed to the best if we want them to think at par with the developed world. All future railway lines in India must be of world class and not just another out-dated railway line. I am sure Deepender and our other young parliamentarians can send this message to authorities. Every future infrastructure in India must adhere to international standards and only then we can take India forward.

Deepender Bhai,

I have been wondering about this for a long time may be you can tell why this is the case.

There are so many NGO's in Andhra Pradesh, infac tin Hyderabad itself there are so many of them and they do real good work, well most of them.

Same is the case with Bangalore. Infact AP govt and Karnataka govt has programmes like adopt a school where a NGO adopts a govt run school and helps improve the quality.

Now my concern is why is it that we dont have such NGOs in haryana.

is it because government never supported them ? ?

Is it because most of the NGOs in south are run on donations by ppl form south who are abroad and we dont have that many ppl to fund such activites.?

Or is it that Haryana is so developed and free from social issues that we dont need any NGOs :)

Just an obsevation I was able to make and was not able to find a convincing reason for this.

Thanks and Regards,
Anuj Kadyan
