I never pondered over meaning of these names... bhetri, bharpai seemed to me just like other names, though little old fashioned... I am not sure if parents put these names intentionally, most of them may not even know the meaning... the writer had shown some judgement on Jats and he himself is jat (siwach)... one nice news, 2 bad ones... God known where the press is going...

The writer of the Times of India story must have been a Punjabi fellow, certainly a non-Jat - they are habitual of making a mockery of Jats, apparently out of jealousy. They had been in the habit of nicknaming Charan Singh and Devi Lal too.
Such names are no longer being given to daughters in present day. But if one goes by the meaning, there are other 'modern' names which have similar meanings. For example, the word 'Amita' has the same meaning as that of 'Bhateri' ! And you will find so many Amitas in cities !
Two sisters were named 'Suresh' and 'Kamlesh' - both masculine names meaning 'Lord Shiva' !
Decades ago, even rural gentlemen used to have funny names. Read my thread Strange names (http://www.jatland.com/forums/showthread.php?t=11546) in 'Humor' forum.
