Eligibility for PhD

I am M.E. in Electronics and MBA in System Management further want do PhD IN PUBLIC ADMIN,
Any body guide me Is it permissible by UGC or any university to do Phd in another discipline [Weather I m eligible or not].

As far as eligibility for Ph. D is concerned i think PG in any field is good enough. As u r already M.E and MBA, this should qualify u to join Ph.D.

as u told that u r me in elect. & mba in system management, then i think u can do phd either in elect. field or in field related to ur mba,
