Minutes before the Punjab government was to sign a Memorandum of Understanding (MoU) with the Airport Authority of India (AAI) through the Greater Mohali Area Development Authority (GMADA) for the building of an international airport terminal at Mohali, Haryana Chief Minister Bhupinder Singh Hooda threw a spanner demanding the inclusion of his state as a partner in the project.

To ward off an ugly situation, union minister for civil aviation Praful Patel prevailed upon Punjab Chief Minister Parkash Singh Badal to make Haryana a partner in the project, leading to last-minute changes in the MoU that now lists both Punjab and Haryana as equal partners in the project.

Further Hooda sought a categorical assurance from the union minister that the international airport, which is an upgradation of the Chandigarh Airport, will not be renamed and will retain its name as the Chandigarh International Airport. After signing the modified MoU at the Punjab Bhawan on which Haryana too put its signatures, Patel made a categorical statement that the airport would be called “Chandigarh International Airport” and nothing else.

Badal, who has been touting the setting up an international airport at Mohali as the beginning of his government election promises made to the people of Punjab in the party’s manifesto, said, “We want an international airport at Mohali; we leave the related issues to Patel to deal with”.

Countering the allegation of Haryana having sabotaged the project conceived, developed and pursued by none other than SAD working president Sukhbir Singh Badal, Badal Senior tried to underplay the development by saying, “It is good for us that the project continues to remain in Mohali, but we will have to spend only Rs 200 crore as the Haryana government will now chip in a similar amount of money. We stand to gain by the entire exercise”.

Smelling a political conspiracy behind the move, other SAD-BJP leaders present at the function were, however, more direct in their response. They said the Congress leadership in Punjab was behind the move as they wanted to deny the whole credit for the international airport to the SAD-BJP government. In fact, a few months ago Punjab had made an open offer to Haryana, Chandigarh Administration and Himachal Pradesh to be equal partners in the project as these states would benefit equally from the presence of an airport in the area. Himachal Pradesh and UT participated in a meeting with the Punjab chief secretary, while Haryana refused to be partner in the project.

Patel, who had by now sensed the mood of the partner states, mentioned that everyone would benefit from the airport. He added that since the union government could not implement all projects on its own, it welcomed the participation of more states. He said that the airport terminal project would be completed in one year.

Specifying the terms of the MoU, Patel said the AAI would have a stake of 51 per cent, while in the remaining 49 per cent would be shared between Punjab and Haryana.

Commenting on the development, Sukhbir Badal said, “Nothing has changed. The land location remains the same, the cargo and passenger terminals too will be in the same place. We don’t mind if Himachal Pradesh and Chandigarh want to be partners. It will only help reduce the financial burden on the state”.

Making his speech Badal Sr asked Patel to upgrade terminals at the three existing airports in Punjab at Sahnewal (Ludhiana), Adampur and Bathinda. He also requested the union minister to help Punjab set up an aviation training academy at Patiala.

Significantly, leader of the Opposition Rajinder Kaur Bhattal, with other ministers of the SAD-BJP alliance, was present on the occasion.

Chandigarh, January 4
Even as the ceremony was on to lay the foundation stone for expanding the existing terminal building of the Chandigarh airport, Haryana Chief Minister Bhupinder Singh Hooda today demanded, and later got it, that its expansion should include Haryana as a partner.

The foundation stone was laid to expand the existing airport terminal at Chandigarh to accommodate more civilian aircraft and more number of passengers with more area and modern facilities. This is entirely separate from the upcoming international terminal that will have an entry from the Mohali side, and it was in this international terminal that Hooda demanded Haryana’s inclusion.

Punjab had originally invited all neighbouring states to be partner in the airport, but that had elicited no response. Officials were taken aback at Hooda’s sudden demand as the land for the terminal falls in Punjab and even the entry will be from the Mohali side. Hooda had insisted that this tri-city area, Chandigarh, Mohali and Panchkula, should be seen as one entity for developing infrastructure.

Hooda, along with Punjab Chief Minister Parkash Singh Badal, union civil aviation minister Parful Patel, union minister of state for finance Pawan Bansal and Punjab Governor S.F. Rodrigues (retd), attended the foundation-laying ceremony.

Meanwhile, once the existing terminal is expanded, it will cater to 400 passengers at a time at an estimated cost of Rs 80 crore.

The new world-class terminal building will be spread over an area of 12,150 sq m and will be centrally air-conditioned with all modern passenger-friendly facilities, which include passenger boarding bridges with a visual docking guidance system, escalators, elevators, in-line baggage conveyor system in the arrival as well as departure hall, CCTV and car parking facilities.

The Chandigarh airstrip belongs to the IAF and AAI maintains a civil air terminal. The existing terminal building has a capacity to cater to 200 passengers and apron to park two aircraft of the of airbus 320 and 1 ATR-72 type of aircraft.

Now when the new building is completed, the AAI will accommodate four airbus 320 type of aircraft.

As Sukhbir badal have told, "The only difference is that now half of the money will be given by Haryana on the construction". Though it would be political statement. But I cant figure out what benfits would be there for haryana with this?

Kya jobs mein help milegi ya jo paisa aaega wo bant jaega? just on lighter note ... in sardaran ka kuch na bera jukar satluj link nehar ke pani ne naat ge court ke aadesh ke bavjood .... nue kade kaal ne isne bhi natte pavenge :) ha ha

Mumbai is too costly & away from home.

Being a Delhite I will be near to my home...if I get transferred to Chandigarh.

Because Delhi Airport (IGI) par Transfer ki ummeed to khatam si ho chuki hai...kyoki itne saare log wait kar rahe hain trasfer ke liye...having approach to Director, Ministers & Chairman level...

...I don't have any approach or sifarish...

...Only Sifarish I do have is JatLand

After having “elbowed” its way into the signing of an MoU for setting up of the Chandigarh international airport with the Airport Authority of India (AAI) and the Punjab government, Haryana will now train its guns on securing approval for a second international airport in the state near Delhi.

State power minister Randeep Singh Surjewala yesterday disclosed that the next target of the Haryana government would be to get approval for setting up another international airport in the NCR which was a more suited destination compared to Noida where an international airport was being planned.

Surjewala said the matter had already been taken up by the state government in view the growing need of air passengers. He pointed out that reports showed that in the next five years there would be 17.9 per cent increase in aircraft movement, 22 per cent in passenger traffic, 7.9 per cent in cargo and that the present airports would saturate in 2016.

“This would be the next milestone achieved by the present government in the development of the state, as the Prime Minister has given positive signals for the same,” he maintained.

Complimenting the Punjab Government for recognising Haryana’s claim without a fuss in the setting up of the Chandigarh airport, he suggested that all long-pending issues, including the SYL canal, boundary disputes and Hansi-Bhutana link canal, would be resolved mutually and in the same spirit.

He said the Haryana Chief Minister had shown firmness of resolve to protect state’s interest in the all-important creation of special purpose vehicle for the Chandigarh airport project. He said the state government had earlier taken up the matter with the centre. The union ministry of civil aviation was offered two options.

“One option was that in case the defence and civil airports could not be set up at one place, Haryana was ready to part land in Panchkula or Naraingarh for an international airport. The second proposal was if the airport was to be set up at the same place, then 51 per cent share would be of union government and remaining 49 per cent would be shared equally by Haryana and Punjab,” he maintained.

Surjewala said now the additional land required for the Chandigarh airport would be valued and all three partners would pay their respective shares. With staking its right over the Chandigarh airport, Haryana had been able to decisively affirm its claim not only on Chandigarh but also on its territory and water, he added.

Later, Chief Minister Bhupinder Singh Hooda and Surjewala, thanked UPA Chairperson Sonia Gandhi, Prime Minister Manmohan Singh and union civil aviation minister Praful Patel for extending their support in ensuring that Haryana gets its rightful share.

Noose tightens around Bhajan faction

Haryana Congress working president Kuldeep Sharma may not be far from the truth when he says suspension from the Congress yesterday of Bhajan Lal and his two loyalist MLAs is the first step towards their expulsion from the party.

While the step to suspend Bhajan Lal and his associates instead of expelling them from the party despite the former Chief Minister floating a new party gives the impression of the Congress keeping open a path of reconciliation with the disgruntled MLAs, Sharma says it has been done to avoid any legal wrangle coming in the way of the disqualification of the MLAs from the assembly.

Three Congress MLAs loyal to Chief Minister Bhupinder Singh Hooda have moved separate applications to Speaker of the assembly Raghubir Singh Kadian seeking the disqualification from the house of Bhajan Lal, Dharampal Malik and Rakesh Kamboj for floating the Haryana Janhit Congress.

The Speaker, after receiving the complaints, gave notice to Bhajan Lal and his two associates. The notices were sent by registered post with acknowledgement cards. The acknowledgement card sent to Rakesh Kamboj came back to the sender unsigned. The two remaining cards did not come. However, the letters did not come back to the sender either which could only mean that they were received at the addresses to which they were sent. Not taking any chances, the Speaker has arranged the notices to be handed over at the residences of the MLAs today personally by the SDMs of the area. The notices will have to be replied to within seven days.

The petitions seeking the disqualification from the assembly of the trio have been backed up with newspaper clippings as well as video CDs of the announcement regarding the formation of the Haryana Janhit Congress by Bhajan Lal, his son Kuldeep Bishnoi and their associates, including Malik and Kamboj. In view of the mass of evidence on the formation of the new party by the disgruntled MLAs, there is little chance of their escaping disqualification from the assembly.

Disqualification from the assembly will lead to byelections to the three seats, which will be declared vacant by the Speaker. Unless Bhajan Lal and company does something to scuttle the disqualification move, they will have to face byelections, something they will rather like to avoid at this juncture.

Since disqualification from the assembly will imply that they are no more members of the party, the Congress does not see any need for expelling them from the party. This is, according to the HPCC working president, how the story of the rebellion of Bhajan Lal, Malik and Kamboj will unfold .

While Bhajan Lal is in the USA right now, Dharam Pal Malik, too, has gone outside the state. Rakesh Kamboj, their junior partner who is here, said the Congress step to suspend them was uncalled-for. “Nobody has become a member of the Janhit Congress as yet”, he said. He added that they would decide their next course of action after Bhajan Lal returned from the USA on January 18.
