Dear Friends,

Haryana elections are considered to be the stage setters for Indian politics. The aya ram gaya ram politics started from Haryana. Then came the politics of mass defections started by Bhajan Lal and Co. Now has come the turn of family bargain for party tickets. Bansi Lal, surjewala, Bhajan Lal families have cornered tickets for their family members. I am sure there are other lesser know families also in sharing the loot of political capaital. People hardly have much choice and they have to choose among these families. Reality on ground is no different than in Afganistan where war lords ruled the country through their mafia. Its this what leads to the fuel for groups like people war group, naxals and maoists etc...God save motherland India..

Correct..jaisee naktee devi, waise hi oot pujaari...on the one hand we talk of 33% reservation for women and on the other every effort is being made to hand over power to few families.......who wants competent people ? Who will decide who is competent ? Who will talk on the behalf of competent people ? Truely the charity begins at home....and unfortunately in India it all ends at home..

Honestly I have no idea what the solution is to this problem. Sytems might have different names, but things on ground don't change..We had mughals, Mountbetons..and now we have Scindhia, chutalas, Surjewalas, Lals of all shades..Gandhis of all shades and in all parties...This simply creates a sense of helplessness in the mind of right thinking people. Wish I know the solution to this problem..

Punjab is in a very poor state.
It is massively in debt.

It lacks long-term political stability - both at a religious and caste level; and with all the heaps and heaps of NRI's based abroad the Punjab politicians have done little to make Punjab an attractive place for NRI investment. It only trickles when it should be pouring in.

Captain Amrinder Singh is very rich and very corrupt. He's no different to say, Chautala, in turning Punjab politics into a family affair. Unlike Badal, Capt Amrinder Singh was born wealthy (royal Sidhu family of Patiala) which makes his corruption even more shocking.

There's a decent amount of investment being heaped into Haryana, but the problem is that its not filtering in properly to Jat belt areas. And the whole SYL saga is not helping anyone.

You are 100% right Ramandeep. No one wants to invest in Punjab and reason is simple..Too much corruption in government there. Punjabis might be rich, but Punjab government is in worst fiscal condition. Most institutions of Punjab government are highly outdated. Medical colleges are in very poor condition. No wonder every punjabi wants to run away to UK, Canada or anywhere else in world..Business houses of Oswals, Thapars etc are strugling to survive..

The economy of Punjab has always shown signs of revival.The good monsoon resulting in better performance of the agriculture, manufacturing and retail sector, along with jump in exports, has resulted in resurgence of the state economy. Government’s initiatives to simplify the rules and regulations to govern the industries.The state brought out the best ever Industrial Policy in the country.The government have focussed on creating more jobs by creating environment for investment and by training the youth to acquire right sort of training instead of migrating to other countries.The industrial and trading community, which played a significant role in installing the present government had nourished them.The Amrinder Singh government has taken initiative to cut down the fiscal deficit, size of the bureaucracy or started the privatisation of loss-making state units like Punjab Roadways and various corporations.

Niti ji,

What happened to the stalwart thing :) ...10 JANPATH par Soniya Ji jisko chahe Stalwart banade... :)

One such stalwart is sitting in 7 Race course.......and the another Stalwart you mentioned your self...."Able" Capt Amrinder Singh :)

If you also want to become stalwart please go to 10 Janpath.....you will come to know about the reality of all these stalwarts.

Dont fight over these small things......we must get an able, honest and dynamic CM.......let it be from any cast or religion.

The important thing is that the office bearer must do some ground work for the upliftment of the state.

In the History also we have numerous examples where good KINGS have kept themselves above such biased attitude.....and during their tenure the kingdoms have really flourished.

Dear Niti Ji,

I appreciate your stand that the place where you live & with whom you live, you are always in praise for them.

But I have a question to you, that can you name a few Large Scale Industries which has been set up in Punjab in last five years or any Big corporates planing to enter Punjab Industry in near future or a new Industrial Belt coming up in PUNJAB?.

This is the only reason that the Punjabi families are migrating to the western countries. Noone wants to leave his home.

Putting up a new Large scale Industry depends a lot on the following things as it requires a huge investment:

1. Infrastructure 2. Govt. Policies 3.Financial Institutions 4. Man Power & of course BRAIN.

Please dont mind about writing of BRAIN as Punjab does not have any BRAIN of its own. Whatever it had, is already in CANADA/UK/USA & other countries.
For your kind information, Only the Large Scale Industry help any state or country to grow as a lot of revenue is recd. by the govt. from these Industries.

I am confident that you dont have any answer to this. I would request you unless otherwise you have any strong database, dont argue.

Firstly, "chardi kalah" means "high spirits", NOT 'on the up and up'.
It comes from the gurbani which says "Nanak naam chardi kalah, tere bhaane sarbat da bhalla".

Thats lesson #1 for you.

Secondly, you write "The economy of Punjab has always shown signs of revival." - this statement of yours in itself is contradictory! How can a plummeting economy 'always' be in a state of revival? Makes no sense! Punjabi sikhan tho pehle, thennu angrezi sikhni chahidi si.

Then you go on to write, "The good monsoon resulting in better performance of the agriculture, manufacturing and retail sector, along with jump in exports, has resulted in resurgence of the state economy." - so are you trying to tell us that Punjab is no longer in debt????????

No! Kabootarbhazi, afeem, and all 'kuth-poona' is as high as ever amongst youth of Punjab.

And lets not forget the massive influx of biharis/dalits into Punjab to do unskilled work.

Punjab is in deep crisis. Yet, no one seems to be paying any attention to save it; not even the government. Neither politicians nor bureaucrats have either time or inclination to salvage the state from total disaster.

Punjab’s annual economic growth rate is less than 2 per cent. Its annual employment growth rate is less than 1 per cent. The school dropout rate from the primary class up to 10 plus two is 84 per cent.

The state spends more on security forces than on education — against the 22 per cent Budgetary allocation to education in 1980-81, it was just 12.5 per cent in 2002-03. Punjab is at number 16 among all states in education. There are over 20 lakh jobless youths who are either falling prey to drugs or taking to crime, resulting in social divisions and tensions.

Punjabi University economist, expressing these views, Dr Sucha Singh Gill said: “In spite of hardworking Punjabis and a good pace of economic development in the past, the state is today slipping into a precipice with no one having concern for its future”. In an interview to Tribune News Service today, he said financially Punjab was where it was five years ago. There was neither any visible effort nor change in the fiscal situation.

Dr Gill said: “Availability of various reports and recommendations are of no consequence to the policymakers. May these be in respect of tax reforms, resource-mobilisation, raising agricultural productivity and nursing industry. No one seemed to be interested in helping Punjab move forward. There appears to be strong in-built resistance in the politico-administrative system, which has developed immunity to change, reform and evolve. The politicians lack the will and the bureaucrats commitment,” he added.

On agriculture, Dr Gill talked of the “mismatch between policy intervention, both of the Centre and the state, and field demands”.The 10th Plan document has suggested agriculture research and extension being entrusted to the private or the corporate sector. In practice, ordinary dealers and arhtiyas have become nodal agents on behalf of absentee private-corporate companies even on “contract farming”.

These dealers, in the name of “contract farming”, supplied spurious seeds to farmers at a high cost and offered low procurement price for what little was produced. Farmers had burnt their fingers. Though the corporate sector had been entrusted with this responsibility, it did not have requisite basic infrastructure, like seed-testing labs. Otherwise, how come winter maize did not grow?

Dr Gill said farmers were being arm twisted by the state Agriculture Department into signing contracts on the dotted lines, which had no legal sanctity. Farmers were also penalised with high “administrative charges” — Rs 150 per acre to Rs 400 per acre.

In fact, in the absence of scientific crop-mix corresponding to ground or surface water, much could not be expected. Punjab Agricultural University was supposed to be flush with funds to undertake research using bio-technology for crop productivity improvement. This was not happening. The result was low yields and unremunerative returns, particularly to small or semi-medium and medium farmers, who formed bulk of 12 lakh farming families.

There was a visible shift of farm workforce to non-farm jobs. This migration was a serious issue. Small farmers were being crowded out because of denial of low-cost credit to them or marketing facilities. In fact, credit at 9.5 per cent for tractors was far higher than even the car loans! In the absence of agro-processing, value addition was done and missing organic linkages gave rise to suicides by farmers and unemployment among rural youth. “My experience of interaction at different political and administrative levels is that in the government there is scant concern for Punjab,” he added.

Dr Gill said it was in tax reforms, widening of the tax net in view of the upcoming service economy and tax compliance which alone could mean additional resources to the tune of Rs 2,500 crore. Political exigencies, populism and please-all decisions would have to be sacrificed.

As far as my knowledge of finance may be naive But one thing is cetrain "Enterprise and Endeavor" are the essential spirit of the people of Punjab.The views that you had showed me is not a real view of Economy of Punjab. Punjab average growth rate of 10% is amongst the highest in the country, clearly reflecting the progressive economy of the state.Punjab has started making its mark on the global business mainstream, with major players from around the world forming joint ventures in the field of agri-business.

Hi,

Firstly, where have you got this magical figure of '10% growth' from? The tribune article (dated Sept 2004) puts the figure at less than 2%.
Most of the figures from that website you've given are 97-98 figures. A lot can happen in 7-8 years!!

As for Chardi Kalah, you write "Thanks for enlighten meaning of "Chardi Kalah".Let me not engross on religious issues." - Mem Sahb, there's no religious issue! You brought it up, yet you didnt know the meaning!

Are these two traits alien to Jats of Haryana or Western UP? Certainly not endeavour! And most of the bijniz-karobaar (business) in Punjab is being run by bhappas, khatris, aroras etc. Jats are a declining population in Punjab.

Or, the farmers in the Malwa region who are now committing suicide???
Or lack of investment in Punjab? Or the increasing fiscal debt?

Bottom line is this: Haryana is certainly not an outstanding performer. But, if we need to seek inspiration or have a role model - hell, certainly NOT Punjab! Its a state that is resting on past laurels (green rev. of 60's) and has zero in terms of political stability (both religious & caste-related).
In 10 years, South Indian states like Karnataka and Maharashtra will be sweeping the board.

Thanks, That is what is true. Mrs. Niti, that is not joke but truth. It is not necessarly true that if you live in Punjab you know all about it. Kindly see the budget report this year and you will know the truth.

My joining or not joining politics has no meaning unless we have the community together. I would like to go for social and economic reforms and management first and then translate that might to the political power. This is my vision of the future. I can't do it alone. But surely we need to make a beginning. We have some people on this site who are working on it.

If one has to choose between Bhajan Lal and Chautala, I would certainly opt for Chautala. At least in case of INLD winning the elections, we all know as to who will be the CM. In case of congress winning the election, only Sonia Gandhi knows..
