    Angry One Rank One Pension (OROP) for Defence Pensioners

    Defence pensioners long pending demand of One Rank One Pension (OROP) has been agread by one and all but never accepted and implemented. Present central govt's party also agreed to implement this in their manifesto of 2004 parliament election but same govt has now out -rightly rejected this demand. After seeing all decent ways are going in drain and all political parties using this issue for their political ends and blackmailing emotionaly, Ex- servicemen have started INDEFINITE FAST AND DHARNA under the banner of INDIAN EX-SERVICEMEN MOVEMENT at Jantar Mantar in delhi since 16/12/2008.     It should be implemeneted without any delay....

    I see ESM's, the one's who fought for indo-pak, and indo china war getting pea nut's....(specially the war casualties... widows & disabled soldiers...)

    than the one's who got retired & have never fought any war....enjoying the state governments jobs reservations.

    Better are........the still surviving personnals of Azad Hind Fauji's (better known as freedom fighter's)....who'se pension is proportional to the number of those who survives....for the minimum 5 times of the above stated cases...(who also enjoy plots alloted by government, free telephone connections, free travellings by bus/train/air...etc)

    Why so disparity???
    If someone has to kill you, he has to beat you first.

    Now he is very much active in Rajasthan politics. He was a independent candidate from Nim Ka Thana- Sikar District in this year Rajasthan MLA election.
    No party given him ticket. His life story written in Hindi by Mr Rinwa give inside life of a soldier in Indian Army. He is from 2ND Raj RIF the BN of Brig Hoshiar Singh, Col. Virender Tevatia and my Mama Ji. This book have words of praise for our Col Tevatia Sahib.
    Why not all officers and soldiers came under some one Association .
    Get united of all jat officers and soldiers is a noble Idea.
    We have highlighted the problems for so long.
    Now Do some constructive work for our community.

    one rank one pension

    Dear Jatlanders,

    This thread has been posted on this site to inform all the concerned jatlanders ( both esm & others). All ESM are requested/informed to participate in the proposed march on 27/12/08 at 10.00 am. Since, almost 40 % (north India) of the ESM are from our community, all jats are requested to support this movement. Otherwise also, a country which can waste crores and crores of rupees on the security of politiciations, can certainly spare some money to fullfill the just demand of ESM/veterans. This is going to motivate the present soldeirs who are going to be ESM after sometime.
    Furthewr, Raj, it is pertinent to mention here that the movement is progressing under the able leadership of Lt Gen Raj Kadiyan ( Retd Dy. Chief of Army), Col. Jakhar and Sub Maj Dahiya, so, atleast our jatlanders can morally support the movement and inform the concerned ESMs to participate.

    Dear Colleagues,

    Contingent from Hisar (Haryana) held fort today at Jantar Mantar. There were many veteran officers and PBOR who visited the venuue, became members and made financial contributions. These included Lt Gen GL Bakshi, Brig BS Lamba, Brig Sinha, Brig Pooran Uppal and Brig N Bahri among others. Thank you all for
    providing motivation to the relay fast.

    There were also visits from some TV channels: ‘Zee TV’, ‘News X’ and ‘CNN-IBN’ being the main ones.

    ESM from different parts of India continue to call to express solidarity and support. Col Rajan, who holds the anchor in Bangalore, has promised to arrive on
    16 Jan 2008 with a contingent from Karnataka. The IESM spirit has really caught on.

    We need to further improve dissemination of what we are doing. Many still seem unaware.

    OROP was accepted in parliament on 28/8/1991 when this point was raised by Sh. Ram Vilas Paswan in response of Dharna by Ex- Servicemen at Boat Club, but this was sabotaged by Sh.     Jantar Mantar is under the joint charge of our stalwarts from UP and Punjab today.

    Rally Preparations

    Most members of the Core Gp under the charge of Gen Satbir Singh have spent the day out there tying up the usual D minus 1 detail.

    News continues to pour in from various parts of the country of ESM descending on Delhi for the rally. Sub Maha Singh, President of District Poorva Sainik Sangh, Churu (Rajasthan) called up to inform that they along with their Jhunjhunu peers would be joining in. Brig Kiran Krishan called from Chandigarh that nine officers from there are joining the event. And there are others.

    The March

    After the usual brief speeches, we carry out a peaceful march along Jantar Mantar - Ashok Road - Jan Path - Tolstoy Marg - Jantar Mantar. As per the police this is the first time a procession has ever be permitted on this route. (It has not been easy to get them to agree). We must remain disciplined and orderly, walking on the Left side and causing minimum disruption to traffic.

    Media

    Maj Gen Thaplial has got another major TV channel - Times Now - on board. Well dome Sheroo! Our gratitude also to Anand Gupta for herding Tehelka.

    I have also managed to get India Live, Star News and News X to cover the event. I have been literally flooded with phone calls from the media today. What they have found the most newsworthy is the ‘surrendering’ of medals. Tomorrow we can hope to read a lot of it in the papers – Asian Age, Dainik Jagran, HT (Nasirabad), Business Bhaskar and others. One TV channel even rushed over for a byte.

    Nice move sir, considering the fact that the MP becomes eligible for pension even after a stint of 5 years where he enjoys all the perks and facility where as the soldiers die fighting the enemy.

    Anyone, Please correct me if the information i have with me that an MP becomes eligible for pension is true or not, i was told by someone in this regard

    ye bilkul sahan nahi hoga bhai,,,aur inke Muqaable maine suna hai ki jo Short Service Commissioned Officers hote hain unhe kuchh nahi miltaa if they opt out after 5 yrs of service or 10 yrs of service if extension is taken. These officers give youth of their lives and serve in hostile conditions and they are denied all these privileges saying that it was mentioned in the contract.....

    Having been one of the three people who had done the job of putting addresses and name slips in the plastic bags, bagging the medals being returned and logging the name and address of the veteran in a register, I was asked to be one of the eight persons asked to escort the Medals Carton to the Rashtrapati Bhavan.

    We loaded the carton in a Police Gypsy and the eight of us nominated to escort the carton got in the two Gypsies that were to take us there, unfortunately, one Veteran – name unknown, but who had identified himself as being ex-Bombay Sappers – also got into the Gypsy when his name was not there! It took a considerable amount of cajoling, requesting and persuasion to convince him that only those so nominated would be allowed inside the Rashtrapati Bhavan.

    Once that was sorted out, we proceeded to Gate No 2 of the Rashtrapati Bhavan. After the carton had been removed from the Gypsy, we were told that it would need to be Security checked and cleared. We informed the Security people there that it was, obviously, full of metals since all the medals were there! So, they promptly summoned a 'sniffer' who carried a rather sophisticated looking sensing machine on his shoulder. The gentleman rubbed a small round piece of paper on the sides of the carton and then offered it for a 'sniff' to the machine. Almost instantly, he declared that the carton was 'safe' and did not carry any explosives. My mutter "Just some explosive emotions" did not elicit a smile, unfortunately!

    We then trooped into the Reception, where we were duly met by the Deputy Secretary to the President, Mr Rana, his assistant and the person Incharge of Security. We requested this latter gentleman permission to take a photograph or two of the handing over of the medals. This was firmly refused. I then requested that we be allowed to take a picture of the eight escorts with the carton outside the reception, at least. This permission too was refused, with the Security gent unwittingly telling me that he has clear instructions to not let that happen. We then requested them to kindly call their in-house security cleared photographer so that we could request him for a picture or two. At this, we were informed that as today was a Sunday, there was no photographer available. Mind you, this when there were at the very least about fifteen other Rashtrapati Bhavan staff floating about!

    We were then offered a cup of tea and some snacks – which we courteously refused to partake, informing Mr Rana that this was not a moment of celebration for us Veterans but rather a very solemn and unhappy moment, akin to us being at the Nigambodh Ghats for our last rites as that is how much these medals mean to a Veteran or a serving person!

    We all sipped a glass of water that was then offered to us and after making a detailed list of the eight escorts, we were ferried back to the Jantar Mantar site by the Police Gypsies. The people who escorted the Medals Carton were:
    1. Mrs Shiksha Bhardwaj, mother of Shaheed Capt Umang Bhardwaj, Shaurya Chakra
    2. Col Kirit Joshi
    3. Wg Cdr CK Sharma

    Return of Medals to the President by Ex Servicemen

    Dear Members of the Media,
    1. The Indian Ex Servicemen Movement (IESM) thanks all members of Media for giving extensive coverage to our mammoth Rally at Jantar Mantar on 08 Feb 2009. The rally was to express disenchantment of the Ex Servicemen community with the non implementation of the One Rank One Pension (OROP). This emotive issue has been on the manifesto of all political parties and its implementation was promised by Mrs Sonia Gandhi at Chandigarh in 2002. Dismayed and deeply disappointed by the UPA Government reneging on its promise to implement it, many ex servicemen returned their Medals to the President consequent to the rally.
    2. Utterly disappointed with the absence of any visible positive response from the Government even consequent to the trauma of returning their medals, many more ex servicemen across India have also decided to return their medals in large numbers to the President on 21 Feb 09. The State units of the IESM have been directed to collect medals centrally and bring these to Jantar Mantar, New Delhi from where these will be returned to the President- The Supreme Commander of Defence Forces of India. A letter to this effect has been written to the President by Chairman IESM (copy attached).
    3. We once again appeal to the Govt to immediately implement One Rank One Pension before the elections are announced. Failing this, our movement will be intensified across the country to bring the Congress' betrayal of our trust of Ex Servicemen to not only ALL our brothers but also the citizenry at large.

    Dear Sir,
    Further to my letter of even number dated 26 January 2009.
    In the absence of any response from the government to their pending demand of 'one rank one pension', more Ex Servicemen have now decided to surrender their medals to the President. In some Districts, these have already been handed over to the local Deputy Commissioners for onward despatch to Delhi. In other cases, these are being sent to us for handing over centrally by the Indian Ex Servicemen Movement. You are requested to have these received at the Rashtrapati Bhawan on 21 February at 1530 hours.

    The delegation carrying the medals would also like to meet the Hon'ble President and apprise her of their demand of 'one rank one pension', which had been pledged in the Congress election manifesto in the last Parliamentary elections, and the pledge is being reneged now. Do kindly intimate if it would be convenient to the Hon'ble President so that the delegation can be suitably composed. I had already sought an audience vide my letter dated 24 November 2008 (copy attached), which is pending.

    The program on our pensions which was scheduled for 18th Feb 2009 will now be telecast on Friday, the 20th Feb 2009 at 1730 hrs and Monday 23rd Feb at 2230 hrs.

Of course, it is a complex question, and I will not attempt an answer to this complex question. This is an immensely complex question: why does a citizen agree to die? ", the factors that go amongst various others are the factors of morale, of izzat, of iqbal, of standing and the prestige of our Armed Forces, therefore, of the soldiers and sailors. Sir, there are some aspects which I have underscored; seemingly trivial, but, I think, they are profoundly important, wrongly important as it is, and much more important in consequence. Sir, the first question which the hon. Pranab Babu, again, in a Group of Ministers meeting was required, he chaired it, to address is the question of pay, pensions and emoluments. I will come to it in a minute. The second question is of distinction, distinction and distinctiveness of uniforms, the rights and the duties of the respective security .organisations of the country. Please do not confuse one with the other. The hon. Minister, Pranab Babu, handled responsibility as the Defence Minister of the country, with distinction and competence. And, no doubt, you realise, Sir, how to uniform a man, whether a General or a Field Marshal or Justice Inquiry or a Warrant Officer; izzat is of the greatest importance. The izzat that the individual gets is an account of the uniform which he wears; the uniform is of this Republic of India. If you belittle the uniform, you belittle, in a very rare sense, the Republic. Phoz ki jo dress hai, hum dekhte hai ki yeh jo bahut badi- badi companiya hai, ishe humare distinguished friend vimal babu neb hi dekha hoga ki un companiyo ke darbano ko phoz ki dress me vahan khada kar dete hai, phir vahi medals lagate hai. Ish bare me kanoon banana chahiye. Please do not permit the copying of military uniform by any other force, but the Military.aur usme choti choti bate aa jati hai. Phoz ka chahe rishala ho ya pultan ho, yeh choti-choti bate hai aur usme kimat dekar right equare kiya gaya hota hai. Sir, iske sath hi main yaha example nahi dena chahuga kyonki usme vakt lagega. Yeha jo down grading aapne ki hai of the Armed Forces, of their Officers, in the Warrant of Precedence, this is not acceptable. This is totally unacceptable. Please address it because this is a seemingly, quite seemingly, clearly an illogical and a destructive step that over the decades successive Governments of India have been continuing, and, perhaps, almost as if they have been deliberately doing it The next point, in addition to the point of Armed Forces, is about the ex-servicemen. (Contd. by TMV/2S) -MKS-TMV-DS/2S/3.40 SHRI JASWANT SINGH (CONTD.): The ex-servicemen today number almost three million, if I am not mistaken. So, they are stung by the various anomalies that have been thrown up by the Sixth Pay Commission and their confusion has been compounded by a variety of interpretations that have been put out in the successive letters of the Controller of Defence Accounts. I have been, for several years, the victim of the vagaries of the Controller of Defence Accounts' rules. I won't go into those details. I can't simply understand how the pensions of a Lt. General, a Major General and a Brigadier are going to be exactly the same as that of a rank which is about half that service of a Lt. Colonel, except, perhaps, for a difference of a hundred rupees. On what ground? You chaired the Group of Ministers, but the discontentment remains. Precedence is very important. Pension is very important. On both you dent the standing of the Armed Forces and you expect them to deliver the best that they can. Sir, the question of one rank one pension has bedevilled the Armed Forces for a very long time. I was greatly troubled. I am greatly troubled and uniformed or officers and men who were once in uniform are compelled to take action of the kind that they have been compelled to take, either by returning their medals or by sitting in protest. Please take your own example. I didn't hear my friends. I may be wrong. But I don't think why a Member of Parliament, should get a pension, personally, because it is a very unpopular thought. I know it. I am also not at all of the view as to why we should get Rs.1 crore or Rs.2 crores for whatever we do. But there again I am a minority. So, I withdraw mine. But I don't understand, when we, as Members of Parliament, have given to ourselves what tantamounts to one rank one pension, how can you deny it to the ex-servicemen? Sir, suppose a senior colleague of mine retired from Parliament, say, in 1957 and didn't come back to the Parliament. The kind of pension that a Member of Parliament receives today, say, in 2009, is what you will give to a Member who left the Parliament in 1957. Between 1957 and 2009, there is a difference of almost half-a-century. So, you adjust the pension that you are giving to him, but you refuse to adjust it to the ex-servicemen who are out of service at the age of 38. There is a full life ahead of him with no employment or limited employment opportunities available. I have addressed this question in detail. Please don't throw it in my face—you are entitled to throw—that you also held this job and why you didn't do it. I was also a Member of a Commission appointed during late Mrs. Gandhi's days. I appeal to the Government to re-address itself to the complex question of one rank one pension and to immediately find as equitable an answer as you find for the Members of Parliament and not let the servicemen and the ex-servicemen suffer on account of differentials of precedence of pay, emoluments and pensions and of one rank and one pension posted by bls31
