    The first family of Haryana, the Chautalas, are worth over Rs 10,000 crore. This is the estimate arrived at by a high-level committee set up by the state Congress to inquire into the alleged misdeeds of the Chief Minister, Mr Om Prakash Chautala, and his family.

    The committee, headed by a former Haryana Congress president, Mr Shamsher Singh Surjewala, is in the last stages of finalising its report after visiting various parts of the state and the country. Its other members are Mr Bhupinder Singh Hooda, Mr Birender Singh and Mr Harpal Singh, all former party chiefs; Capt Ajay Singh Yadav, officiating Leader of the Haryana Congress Legislature Party; and Mr Phool Chand Mullana and Mr Karan Singh Dalal, both former ministers. Mr Jagdish Nehra and Mr Ran Singh Mann, both former ministers, are permanent special invitees to the meetings of the committee.

    According to reliable sources, the committee in its report, described as a charge-sheet, has said that in 1977 when the Chautalas first came to power, they owned merely 30 acre of agriculture land. Now their assets, the committee’s report says, include thousands of agricultural land, hotels, commercial complexes, residential and commercial plots and other prime properties.

    The report alleges that the ruling family has made these assets by influencing the decision-making power of official machinery in favour of the chosen ones by compromising the interests of the state. Some of the fields in which the Chief Minister and his family, the Congress alleges, used their influence in an illegal and unauthorised manner were the change of land use (CLU), mining, auction of liquor vends, exemptions to various industries from the local area development tax (LADT), extortion from industrialists and issue of no-objection certificates for installing patrol pumps.

    The sources say the well-documented report, which is supported by a large number of photographs of the properties allegedly owned by the Chautalas, also claims that the INLD supremo also collected money in the name of the ousted Fiji Prime Minister, Mr Mahendra Choudhary, and from the allocation of land by the Haryana State Industries Development Corporation.

    The report alleges that the Chautalas have collected huge assets in the garb of the Devi Lal Memorial Trust.

    The charge-sheet alleges that illegal money was also made through the release of the land acquired for public purpose and the land still under the acquisition proceedings and by granting special concessions to big builders and colonisers.

    It also lists various properties purported to be owned by the Chautala family. The list includes 4000 acre of land in Canada and two farms of 5000 acre each in Australia.

    Interestingly, the person who played a key role in preparing the “charge-sheet” is a former Advocate-General of Haryana, Mr Mohan Jain, at whose residence here the committee is believed to have held several meetings. Mr Jain was appointed the Advocate-General because of his role in toppling the Bansi Lal Government in 1999, which paved the way for Mr Chautala to become the Chief Minister of the state.

    However, soon differences cropped up between Mr Jain and Mr Chautala, leading to the resignation of the man to whom the INLD supremo was once grateful.

    During the Bansi Lal regime, Mr Jain had become a focal point for dissidents. Several unsuccessful toppling operations were launched against the Bansi Lal Government with the logistic support provided by Mr Jain. It was only in July, 1999, that the dissidents and Mr Jain succeeded in their game. It was he convinced those MLAs who had walked out of the Haryana Vikas Party to accept Mr Chautala as the Chief Minister.

    The sources say the “charge-sheet” will be presented to the Governor, Dr A.R. Kidwai, soon, with copies to the President of India, the Prime Minister and the AICC president, Mrs Sonia Gandhi, among others.

    It is a shameful rape of the State !

    This report shows that the Chautala family has engaged in a corruption of the worst kind in a democracy ! The family has abused political power in ways that human decency can't comprehend. And then the nation talks about having a permanent seat in the United Nations.

    Wouldn't it be more useful to the people of India if we solve corruption related problems at home !

    Corruption and More

    Thanks Budh Ji for posting the article.

    Corruption, especially on this scale, is bad enough, but unfortunately that is not all. These people have also criminalized politics to an unprecedented degree, have used open coercion, and in general created an atmosphere of intimidation against their "opponents"-- political and otherwise. Chautala using the governor's power of granting clemency released scores of criminals who were serving life imprisonment for committing heinous crimes. Also, not long ago, there was the case of an upright official who uncovered massive fraud in teacher recruitment, and received death threats from this government, and had to be given police protection. (He even filmed the results of the teacher recruitment exam, which the government was trying to destroy, to put their "own people" in place.).

    For these people, it is their financial interests that are supreme. Look at the company they keep: Badals of Punjab, who they have helped tremendously in amassing illegal properties, even in Haryana. Badals are incidentally totally with the Punjab government on the river water issue (despite their enmity with Amarinder Singh). But did this affect Chautala's relationship with Badals? Of course not ( As they say, Chor Chor Mausere Bhai) And then these people claim to be representing Haryana's interests. Maybe they consider the state's interests and their own to be synonymous!

    SC stays release of convicts by Haryana Government

    New Delhi Sept. 26. The Supreme Court today stayed the release of 165 prisoners convicted for heinous crimes in Haryana by remitting their sentences.

    A Bench comprising Justice S.N. Variava and Justice H.K. Sema stayed the release on a public interest petition filed by an advocate alleging that the Om Prakash Chautala Government in the State had, in the last four years, released 275 life convicts after remitting their imprisonment period and was planning to release another 165 convicts.

    The Bench issued notice on a petition filed by Anil Sharma and made it clear that the State Government should not release any more convicts by remitting their sentences during the pendency of the petition.

    The petitioner contended that the State Government was releasing life convicts even before they had completed the mandatory 14 years of imprisonment. Giving a list of the convicts who had been released, counsel for the petitioner said the Supreme Court had categorically held in a 1991 judgment that no life convict could be released prematurely before serving the sentence of at least 14 years.

    But the Haryana Government was releasing life convicts prematurely in complete violation of the provisions of law and the law settled by the apex court in a number of judgments, he said. The Government had, in complete violation of the provisions of Section 433-A of Cr. P.C., already released 275 convicts before the expiry of 14 years of sentence and again it had recommended the premature release of 165 life convicts just to appease Mr. Chautala's political cadre. The petitioner prayed for quashing the Government's order.

    I agree with what you and Neeraj say but then the problem here seems to be how to start cleaning up this rotten system and what is the alternative. The amount of wealth people have made using their position, power, post or proximity to those who have power is not funny. Each day the CBI or Anti Corruption Bureau unearths crores of rupees of unaccounted wealth and 'Benami' property and people have got so used to corruption here that it just doesn't bother them.

    Why are young & bright graduates not joining the Armed Forces? The main reason is probably monetary. I don't say there is no corruption in Defence Forces but then it is not as brazen as elsewhere. And the justice system is such that punishment is quick and harsh. Though outside people think that a retired Colonel must be worth millions, as some people think about me!!! This was the question my civilian friends asked me when I took a housing loan to make a very modest home. I told them that I have nothing to show except for 21 years of honest & dedicated service. I have relatives who are in Police or other Government jobs and they have amassed wealth. They are no different than the Chautalas, Gandhis and Badals.

    On the lighter side. Some Punjabi friends used to tell me that "You JATS are selling off your land around Delhi and in due course of time you would be no different than 'Refugees' and start doing what we did 40 years back, namely small businesses". I used to tell them that JATS are not fools. They are surely selling land around Delhi but buying large chunks in Rajasthan or Terai region of UP. Now the Chautalas have gone a step further and supposedly bought land in Australia & Canada. Good thing, the JATS are on the move.

    Dear Budh Ji,

    Thanks for posting this article. I am not surprised even a single bit. I had heard a lots of stories about Mr. Chautala and his family trying to make money from any situation. I happen to drive through couple of times on the road on which Chautala village is located. There are some rides in a park in that area. Kala Titar is a picnic spot or so.

    I wish, the central government also institutes similar inquiries against Mulayam Singh Yadav, Lalu Prasad Yadav and Mayawati. And how about Jai Lalitha and Sharad Pawar. The list is endless. If Mr. Manmohan Singh really want to make it big and permanent then probably this will do a lot of good to him personally as well as to the nation. There may be score of people within Congress itself. I am sure, if he starts doing it, he will get enormous public support.

    We need to look at ourselves !

    Indeed it makes us believe more firmly in the dictum that we as individuals or as a society sleep in the beds we make for ourselves. After all, when a few people suck up the resources for themselves through underhanded means then the society at large suffers. The amount of money and resources the Chautala family (and other similar examples) have garnered for themselves have deprived the people of Haryana of many basic needs. Just visit the villages and you can see the living hell. Youth without jobs or any direction for life are just living day by day. Bribe is needed for anything to be done.

    What is painful to realize is that our society seems to have asked for this treatment. The Asanda village case and now a similar case in Jakholi village in Kaithal district sent the local Khaps up in arms to destroy lives of some young people who are happily married or engaged. Damn our society and those people ( O yes, I mean it in every sense of the words) who are so barbarous and self destructive that they spend their resources on mindless tasks to destroy people, and they cannot see what is happening to their villages where schools don’t have good buildings and teachers are appointed by way of bribes to the Govt., and thus letting these politicians collect unjust wealth. How can we be such mindless creatures! We ourselves are to blame. We have no sense of life or character. Otherwise, politicians can’t hoard up resources for themselves and ignore the jobs they are elected to do.

    It is an unfortunate but, sadly enough, a very true outlook that NOTHING positive will come through for the masses. The sufferings for the society at large will continue. People with resources or good fate will continue to find ways to move away from masses and the rural people will face even darker lives in future.

    Some people may feel that I am painting a pessimistic picture, but then by closing our eyes we do not make evil disappear either. We can at least acknowledge the facts as they are.

    Hamaare hih kuuch bhai log aison koh Hail Chautala karne sey peeche nahin hatte... Jaise haryana kah uddhar yeh langaada hih karreyga......

    Abh HCS(Haryana Civil Services) kah result bhi aaney waala thaah...uss per bhi abh High Court ney stay lagga diyah hai....usmen bhi iss key apane hih
    candidaton kih list bhari paadi thieh......koiih jagah aisih choud nahiin rakhi jismen inh bhrasht netaon ney apane gande perr naah rakhe houn.....

    Aur hamaari kismat kaisi hai kih aabh bhi aisey aur isake jaise log firse election jit jaayenge...Ham aisey joukhon kah kuuch bhi ukhad naheen sakte....

    Curruption is that evil which keeps us down. Now matter were we go this demon will haunt us all the time.

    It is so sad. It is not democracy, it is Demon cracy. Those who are powerful, they just squeez the system to extract money. Our judicial system should be so powerful, to bring these people to books.

    Wheather it is Chotala, Bhajan Lal, Bansi Lal and Surinder company. WHo do not know how they made money. They were simple peasants, from where all this money has come. All this happend in Demon cracy. It is not hard to find where all this prosperity has come.

    A change has to come, if we need to rise.

    A voter need to be educated what he is electing, why he is electing. These illitrate leaders who grab power are though smart to play with the norms and systems, have rouined whole country.

    A personal progress at what expense. It is beyond anybody's estimate.

    How we can call a Jat on move and buying land in Australia and Canada and USA or bank accounts in Switzerland when he suffocated the very resources which he was elected to guard.

    It is a Shame and not a pride.

    Today, people in our villages have hard time even meeting two ends meet and their way of living have been forced to change and resources have been cut short.

    Those very people who claim to be their worthy guardians have robbed the smile from the face of their kids.

    But look at their progress they have made, 10,000 crores.

    This is just one family, others are still hidden, but belong to the same category.

    What next.....

    Do not know, may be one day they will start selling people after all resources have gone. Even this will not be hard for them.

    They are the guardians they can do it.

    Curruption at its ugliest face.

    Has any one gone to register any property one buys. (with Tehsildar)

    YOu can see an open demad for bribery before everybody's eyes and ears open. Everyday and everytime. Where is media and where are people ?

    This is no good thinking! If you think that Chautala's has done a great job by buying properties in Australia, I think u r wrong. They earned that money from corruption. And they bought it for personal profits..Haryana walon ki jameen thoda hee hai woh...unki personal hai..mehnat karke kamaya hota to kehh saktey they..haraamka paisa hai...dekh lena..Chori ka maal Mori mein hee jayegaa...

    In some other thread I had stated that "recover the money stolen by politicians and bureaucrates can make India tax-free for 5-10 years". My statement is vindicated by this report against the Chautalas. By the way, Chautala is a small fish in this pond of corruption. Big fish are still occupying Lutyens bunglaws. There are people in our country who can finance the whole budget of India for 2-3 years. Swiss and Luxemburg banks are thriving on Asian and African money only.

    Yeh log to Tata Birla sebhi acche Businessman haiin....nah koiih factory, nah koiih business....nah koiih mehnaat aur koiih tension hih naheen...share keh bhaav sey bhala inhen kyaah faark padta haii.....aur koiih labour problem bhi naheen jismen input daala jaaye....only output.....

    Baas baith key luuto aur joh koiih shor machaye....daalo ussey jhute cason maiin ander....Mostly newspapers don't publish anything against him....they only target chote mote like some patwari or constables, tehsildars.....koiih chote mote akhbaar kabhi kabhi kuuch chaap deyte haiin....aur sometimes that too with some personal enmity between these politicians....


    Nothing can be done...that is the poor state of justice...in india....abh to yeh kahna padeyga...kih koiih politicians hih bachaye inh bhrasht politicians sey.

    Even worse is that there are no exams for politicians.....so, udhar bhi hope naheen haii...
