New Delhi, February 10: In a major bonanza for customers, state owned BSNL and MTNL on Friday announced a maximum tariff of Rs 1 per minute for calls anywhere in the country, under the much-publicised OneIndia plan, effective from March 1, 2006.

The STD charges will be slashed by up to 58 per cent, while the rentals will be hiked with fixed-line services having a rental of Rs 299 a month and the local call charges would cost Rs 1 for three minutes.

At present, peak STD rates are Rs 2.40 a minute for landlines and about Rs 3 for cellphones.

Since BSNL may face a projected loss of Rs 3,000-5,000 crore , rentals are likely to be hiked, which could range from Rs 300-500. "This will go onto ensure that BSNL does not incur losses," said sources. BSNL’s Average Revenue Per User (ARPU) per month is now around Rs 300 for the mobile segment and around Rs 500 for fixed line.

The two communication companies jointly announced the new telecom packages, under which BSNL would offer a minimum tariff of 40 paise a minute for its mobile subscribers (post-paid) for calls on its network.

All other calls made from landline phones anywhere in the country or on mobile phones would be charged at the rate of Rs one a minute, said BSNL chairman A K Sinha.

For its post-paid mobile services, the corporation has proposed a rental of Rs 299 and the calls to other BSNL subscribers would be at the rate of 40 paise a minute. Calls to any other network across the country would attract a tariff of Rs 1 a minute, he said.

The pre-paid subscribers, on the other hand are being offered a package of Rs 799, which would include a talk time of Rs 550 for a validity period of 30 days. Under the package, calls made to BSNL subscribers would be at the rate of 60 paise a minute, while for other networks it would be at the rate of Rs 1 a minute.

Union Minister of Communications and IT Dayanidhi Maran, it is believed, is in a rush to push the scheme through before the Election Commission announces dates for polls in his home state of Tamil Nadu and enforces the model code of conduct.

Though government had earlier planned to launch this tarrif-plan on January 1, the scheme which announced by Communications and IT Minister Dayanidhi Maran had to be postponed twice as the access deficit charge (ADC) component had to be revised by TRAI as well as fixing rates for local calls. The media briefing scheduled last week had to be cancelled after Maran disagreed with the BSNL board over tariffs.
