This joke is from pre independence era when ordinary people could be asked to do begaar (work for free)by Government officials. There were no automobiles and people used to travel by foot or on animals e.g. camels, horses etc.
This poor young man is riding home on a camel with his new bride and notices policeman and Patwari approaching from opposite direction. He thought now these people are going to catch me for begaar. His mind started working fast and came out with a perfect plan for immediate execution. He asked the bride to sit on him and hide him under her Ghagra ( they used to be made of 52 yards of cotton fabric those days). She did as told and kept going. As they crossed in opposite directions the policeman became suspicious since she was sitting so high up. He asked her to stop the camel which she did and asked her to get down. Obviously the husband hiding in the Ghagra was exposed instantly.
Policeman : Kahan thaa re !
Man : Bas Abhi paida hua !
Policeman : Aur ye moonchh !
Man: Darte ke aagayee!!
