राज्य की सामाजिक जिम्मेदारी

राज्य प्रणाली कोई भी हो - लोकतंत्र, साम्यवाद, समाजवाद या तानाशाही - उनका एक उद्देश्य जरूर होता है - उस देश की जनता या समाज का उत्थान और उन्नति । आज हम इस बात पर विचार करेंगे कि क्या हमारा देश सामाजिक उन्नति की दिशा में बढ़ रहा है ? बात सारे देश की जनता की उन्नति की है, सिर्फ कुछ अमीर और नए-नए करोड़पति बनने वाले तबके की नहीं । इसमें न ही लोकतंत्र का दोष है और न ही किसी राजनैतिक दल या विचारधारा का । घोषणायें कितनी ही लुभावनी हों और कार्यक्रम चाहे कितने ही अच्छे बनाये जायें, जब तक उनकी पूर्ति न हो, सब व्यर्थ है । कौटिल्य ने अर्थशास्त्र में लिखा है कि अगर राज्य का अर्थव्यवस्था पर नियंत्रण न हो तो बलवान व्यक्ति निर्बल का जीना मुश्किल कर देता है, जैसे छोटी मछली को बड़ी मछली निगल जाती है । आज "फ्री इकोनोमी" के दौर में राज्य ने अपने को अलग कर लिया है और उत्पादन, व्यापार की गति पर उसका कंट्रोल नहीं है, सबको "बाजार" खुद कंट्रोल करता है ।

आज पश्चिमी अर्थशास्त्र की तर्ज पर सिर्फ आर्थिक विकास की बातें हो रही हैं, सामाजिक न्याय और जिम्मेदारी की नहीं । Sensex नई बुलंदियों को छू रहा है, राष्ट्रीय आय बढ़ी है, विदेशी मुद्रा का भंडार बढ़ा है, 5-स्टार होटल, प्राइवेट नर्सिंग होम, महंगी कारें और मोबाइल फोन, निजी डिग्री और इंजीनीयरिंग कालेज बढ़े हैं । विकास दर नौ प्रतिशत को पार कर गई है । भारत को 2015 तक विकसित देश बनाने की बातें हो रही हैं ।

पर इसके बावजूद यक्ष-प्रश्न यह है कि भारत के किसान आत्महत्या पर क्यों आमदा हैं - विकास-दर नौ प्रतिशत होने के बावजूद कृषि की विकास दर सिर्फ दो प्रतिशत क्यूं है ? देश में भरपूर उपज होने के बावजूद दस साल में कृषि आयात (चीनी, तेल, दालें आदि) दस गुणा क्यों बढ़ गया है और करोंड़ों लोग भूखे पेट सोने पर मजबूर क्यों हैं ? फौज में अफसरों की भारी कमी क्यों है? बेकसूर लोग जेलों में बंद क्यों हैं और अपराधी खुले आम क्यों घूम रहे हैं, अदालतों से लोगों का विश्वास क्यों उठ गया है ? बचपन में पढ़ाई छोड़ देने वाले बच्चों की संख्या क्यों बढ़ रही है ? अपनी देशी भाषाओं को तरक्की दिलवाने की बजाय बच्चों को सिर्फ अंग्रेजी पढ़ने के लिए ही क्यों उकसाया जा रहा है ? गौ-हत्या धड़ल्ले से क्यों हो रही है ? गरीब लोग अपना गुस्सा लोकतांत्रिक तरीके से व्यक्त करने की बजाय हथियार उठाकर नक्सलवादी क्यों बन रहे हैं ? सरकारी अस्पताल और डिस्पेंसरी बीमार क्यों हैं और देश में दवाईयों की कमी न होने के बावजूद आम जनता के पास दवा खरीदने के पैसे क्यों नहीं हैं ? डाक्टर विदेश क्यों भाग जाते हैं और यहां देश में भी सिर्फ शहरों में ही क्यों रहना चाहते हैं, देहात में जाने से क्यों कतराते हैं ? इलाज का खर्च अंधाधुंध बढ़ रहा है, बच्चे इलाज के बिना दम तोड़ रहे हैं । जो देश अपने आम आदमी को मामूली इलाज भी मुहैया नहीं करवा सकता, वह भला विकसित देश कहलाने का दावा कैसे कर सकता है ?

UN की मानव विकास कार्यक्रम की रिपोर्ट में भारत 127 वें स्थान पर है । रिपोर्ट में भारत और चीन की अच्छी खबर ली गई है । बंगलादेश, वियतनाम और युगांडा जैसे गरीब देशों की सराहना की गई है क्योंकि उन्होंने धीमी विकास दर के बावजूद मानव विकास के क्षेत्र में भारत की बजाय ज्यादा तरक्की की है ।

जनता को साफ पीने का जल मुहैया करना, स्वास्थ्य की बेसिक सुविधायें देना, बच्चों को कम से कम प्राइमरी शिक्षा मुफ्त दिलवाना, कम से कम रात को सोने के लिए छत मुहैया करवाना राज्य का कर्तव्य है । हमारे यहां बढ़ी हुई राष्ट्रीय आय, जिससे 110 करोड़ जनता को लाभ मिलना चाहिये था, दो-तीन करोड़ लोगों में उसका बंदर-बंटवारा हो गया और बाकी ताकते रह गए । राष्ट्रीय आय तो बढ़ी पर प्रति व्यक्ति आय (Per Capita Income) नहीं बढ़ी । देश का आर्थिक विकास तो हुआ, पर मानव-विकास नहीं हुआ । कुछ लोगों के लिए महंगे रेस्टोरेन्ट, महंगी शराब और कारें, निजी स्कूल और नर्सिंग होम की बाढ़ आ गई । हवाई सेवाऐं बढ़ गईं पर सार्वजनिक यातायात ठप्प हो गया । कुदरत की देन पानी भी बोतलों में बंद होकर महंगे भाव पर बिकने लगा । जूआ-घर, डांस-बार, शराबखाने बढ़े, और बार में नाचने वाली गरीब युवतियों का शोषण भी बढ़ा और कुछ को 'काल-गर्ल' बनने पर मजबूर होना पड़ा । अच्छी शिक्षा-प्रद फिल्मों की जगह कामोत्तेजक और गंदी फिल्मों और पत्रिकाओं की बाढ़ आ गई । अच्छे घरानों की लड़कियां भी "ब्यूटी कांटेस्ट" में हिस्सा लेने के लिए आतुर रहती हैं, सुंदरता भी बाजार की चीज बन गई । नौजवान लड़के भी कानों में छल्ले, हाथों में अंगूठी, चेहरे पर लिप्स्टिक-पाउडर लगाकर, लंबे बाल बढ़ाकर, हिजड़ों जैसा भेष भरकर घूमने में अपनी शान समझने लगे और देशभक्ति का जजबा खत्म हो गया, फौज की नौकरी को घटिया कहने लगे ।

आज जरूरी चीजों के उत्पादन में करोड़ों लोगों की भागीदारी नहीं है । उपयोगी चीजों की बजाय उपभोग की वस्तुऐं बन रही हैं । कोल्ड ड्रिंक, लिप्स्टिक, पाउडर, बोतलबंद पानी, जंक फूड, चाकलेट, फैशन के कपड़े-जूते, शराब और घटिया मनोरंजन सामग्री भारत की जरूरत नहीं हैं पर ये सब चीजें लोगों पर जबर्दस्ती थोंपी जा रही हैं । हमें अपनी जलवायु के अनुसार कपड़े, जूते, बर्तन और मकानों का निर्माण करना चाहिये, पश्चिम की अंधी नकल में हमारी भलाई नहीं ।

खेती और किसान की हालत पर थोड़ी सी चर्चा । कहते थे उत्तम खेती, मध्यम व्यापार, नीच चाकरी । आज नौकरी करना शान समझा जाने लगा है और खेती करना घटिया काम । पचास प्रतिशत किसान कर्ज में डूबे हैं । एक सर्वेक्षण के अनुसार 40 प्रतिशत किसानों ने खेती छोड़ने की इच्छा व्यक्त की है, ज्यादातर किसानों की क्रयशक्ति सामान्य क्लर्क या चपरासी से सात-आठ गुना कम है । नई नहरों का बनना बंद है, नदियां सूख रही हैं, तालाब गायब हो चुके हैं । सरकार अमरीकी ढंग की खेती तो कराना चाहती है पर अमरीका की तरह अपने किसानों को सब्सिडी देने से कतराती है । खेती में पूंजी की जबरदस्त किल्लत है । असल में रेल बजट की तरह कृषि क्षेत्र का भी अलग बजट होना चाहिये ।

अब कानून-व्यवस्था की बात लें । कुछ महीने पहले की ही बात है । बिहार के जहानाबाद कस्बे की एक बड़ी जेल पर नक्सलवादियों ने रात को हमला बोल दिया, कई पुलिस जवानों और पहरेदारों को मार डाला, चारदीवारी तोड़ डाली और अपने 600 साथियों को जेल से छुड़ा कर ले गए । वे अचानक नहीं आये, एक दिन पहले साथ के गांव में बाकायदा लाउडस्पीकर पर इसका ऐलान किया । और अभी जून 2007 में फिर बिहार में ही नक्सलवादियों ने एक पुलिस स्टेशन पर हमला कर के सारे हथियार लूट लिये । और उसके बाद 9 जुलाई 2007 को छत्तीसगढ़ के जगदलपुर इलाके के जंगल में 24 जवानों की एक पुलिस टुकड़ी को 300 माओवादी नक्सलवादियों ने घेर लिया । जवानों ने मुकाबला किया पर नक्सलवादियों के पास AK-47, SLR, LMG जैसे आधुनिक हथियार थे, सब बुलेटप्रूफ जाकेट पहने थे । सभी जवान मारे गए और माओवादी उनके हथियार लूट ले गए ।अखबारों में छोटी सी खबर छपी और बाद में सब भूल गए । भारत का मीडिया क्रिकेट और रोमांस की खबरें खूब फैलाता है, ऐसी गंभीर घटनाओं पर उसका कोई ध्यान नहीं ।

"बिहार में कुछ होता है तो होने दो, हमें क्या" - यह घातक सोच है क्योंकि बिहार भारत के दिल के समान है और बीमार दिल वाले जिस्म का क्या हाल होगा, अंदाजा लगाना मुश्किल नहीं है । नक्सलवाद बिहार ही नहीं, पश्चिम बंगाल, झारखंड, उड़ीसा, उत्तर-प्रदेश आदि में गहरी पैठ जमा चुका है और अब हरयाणा में भी कुछ-कुछ पैर फैला रहा है । कहीं हम रूस जैसी खूनी क्रांति की ओर तो आहिस्ता-आहिस्ता नहीं बढ़ रहे ? समाज में जब दो वर्ग (एक बहुत धनी और दूसरा बेहद गरीब) बन जाते हैं तो संघर्ष शुरू हो जाता है, इतिहास इसका गवाह है । खतरे की घंटी सुनो, कबूतर की तरह बिल्ली को देखकर आंख मत मूंदो ।

सच्चाई यह है कि एक छोटे से तबके के पास बिना खास मेहनत किए ही बेशुमार दौलत आ गई है और उन्होंने रिश्वत देकर नेताओं को भी भ्रष्ट बना दिया है । उनके अपने काम फटा-फट हो जाते हैं, बाकी जनता बेशक लाइन में लगी रहे । आज सत्ता में बैठे हुए लोगों और अफसरशाही को आम जनता के दुख-दर्द से कोई सरोकार नहीं । बस-सेवा नहीं है तो क्या, हमारे पास तो कारें हैं । बिजली-पानी की सप्लाई खराब है तो क्या, हमारे फार्म-हाउस वाले बंगले में बड़ा सा जनरेटर लगा है और ट्यूबबैल भी । फोन करते ही डाक्टर हमारे घर आ जाते हैं, हमें डिस्पेंसरी से क्या मतलब ? हमारे घर के सामने वाली सड़क तो चमाचम चमक रही है, बाकी देश से हमें क्या मतलब ? हमारे बच्चे बोर्डिंग स्कूलों में पढ़ रहे हैं, सरकारी स्कूल टूटे-फूटे हैं तो हमें क्या ?

सामाजिक जिम्मेदारियों से मुंह मोड़ना आत्महत्या के समान है । सरकार ही नहीं, कारपोरेट जगत की भी कुछ सामाजिक जिम्मेदारियां होती हैं - पढ़िये यह लिंक (http://www.fee.org/publications/the-freeman/article.asp?aid=3702) ।

क्या मौजूदा सरकारें (केंद्रीय या राज्य) अपनी सामाजिक जिम्मेदारी निभा रही हैं ? जरा सोचो-विचारो !!

I agree with you DND ji.The first and foremost responsibility of a state is PUBLIC WELFARE and thats why a state is always called welfare state.So much can be written on this issue but i will focuss on a few issues.


In a country like India where political standards have fallen below all expectations,public welfare is a farse.It is basically a VOTE BANK politics.Get into power and do what pleases you is the theme here.Coupled with it there are problems gallore[these too have become white elephants due to apathy of successive govts as there are no firm policies/firmness in execution of those policies] like unmanagable population,sick infrastructure,imunnity of people in the helm of affairs due lack of accountability,corruption of unbelievable proportion,lack of public participation,Shallow media,uneducated politicians,red-tapism,lack of national pride,lack of sensitivity all around...so on and so forth.

If that be so,we must accept the realities of today and live on.....OR wake up and stand up to the jargon.Choice has to be made by us...yes we all.

शायद अच्छी बातों को लोग पढना-लिखना पसंद ही नही करते…….आज के समाज पर आपने बहुत बढिया प्रकाश डाला है……वास्तविकता ये है कि आज का नौजवान अपने पथ से भटक रहा है……तेज पैसा कमाने के चक्कर मे आजकल के नौजवान अव्यवाहरिक कदम उठा रहे हैं……उनको सिर्फ़ ज्यादा पैसा कमाने से मतलब रह गया है…….उसका जरिया चाहे जितना मर्जी खतरों से भरा क्यूं ना हो…….हम अपने संस्कारों को भूलते से जा रहे हैं…… हर कार्य हमारे लिये सिर्फ़ सरकार ही करके दे ये ठीक नही है कुछ जिम्मेंवारिया हमारी भी होनी चाहिये समाज के प्रति……? बिना सामूहिक सहयोग के इतने बडे प्रजातन्त्र को संभालना सरकार के लिये टेढी खीर साबित हो रही है…..नई फ़सल उगाने के लिये आज किसान को आढती से पैसा ब्याज पर उठाना पड रहा है….जौत भी पहले जितनी नही रही है…..पैसा पैसे को कमा रहा है…….अमीर और गरीब के बीच का फ़ासला थमने का नाम नही ले रहा है…….कानून व्यवस्था को सरकार भी कहां तक संभाले……..काफ़ी दुख-सुख तो पहले हम आपसी भाईचारे मे ही निपटा लिया करते थे…..कोर्ट-कचहैरी तो बहुत बाद की चीज थी…..पहले अगर किसी का बच्चा कुछ गलत कर रहा है तो आप धमका सकते थे……लेकिन अब आप ये गुस्ताख़ी नही कर सकते…..बडों के प्रति मानसम्मान ओर सेवा का आभाव होता जा रहा है…..आज आदमी अपने दुखों से इतना दुखी नही है जितना दूसरे का सुख देख-देख कर दुखी हो रहा है…….इस प्रतिस्प्रधा के दौर मे इन्सान पिसता जा रहा है……पिसता जा रहा है……?

इस दौर ए तरक्की के, अन्दाज निराले हैं ।
ज़हनो में हैं अन्धेरे, सडकों पे उजाले हैं ।

Let me congratulate you first on raising such a complex and not so

the things u have mentioned are gospels not to be denied :)

I have a small point to make and i would like you and Dev ji and Narwal ji on this !
The point is , Who actually is responsible for this ? Its a democracy , we are choosing our representatives ! We ourselves are not doing things then how can we expct State to do all the things for us . :) We want a new government( of a difft party ) every 5 years ! We choose the same people who betrayed us.
Y are all these parties surviving ? because they know their chance will come sooner or later .
Take UP for example !

Since i started knowing things : its like : BJP govt , then BSP , then SP , then BSP again :eek:
we ourselves are not sure ! We do not have patience enough and also are not ready for a suffering at present to make it a better future.
Any person , party doing things strictly or correctly is changed , replaced :)

Its time we conclude that the actual sinner ( if any ) is WE !

And the worse thing is that we easily claim that we are not responsible . We either blame society ( forgetting we are a part of it ) , or state , or higher class for the situation.

I can only see one solution and that is to start at the lowest possible level and that is WE ourselves.

Let us live a moral life and try to help ourselves first , others later and then society at large to make our life worth it is :)
We must stop cribbing and not work around the problem but actually do something to arrive at a solution ! :)

and the inspiration and guidance the present youth requires has to be provided by sincere and noble souls like u ! :)

I read your piece - I feel you lean heavily to the left - or if you don;t mind may I call you a communist.
You propose social welfare by government and profit is a dirty word for you - you want everybody to be miserable and poor. Showing off on wedding etc might help get some jobs to some poor people - I think the poor would be happy to get a job and some food and be part of the celebration than go to sleep hungry.

The country is going in one direction and you are still hanging on to the Nehru's Fabian philosophies. I suggest you crossover - the grass is greener on the other side. Rest it is your point of view - you can believe in anything you want.

On the contrary, Chhikara ji, I hate the word ‘communist’. I am also not advocating Nehruvian socialism. The clock of path of progress cannot be reversed. I am only highlighting some adverse effects which our society has started facing because of haphazard planning and blindly adopting Western model. While the West is giving substantial subsidies to their farmers, Indian kisans are adopting the path of suicide. Cultivable farm land is squeezing. Only last year, 55 lakh tonnes of wheat was imported. Production of oilseeds and pulses has declined drastically and these items are being imported on a heavy scale. This only means that India is no longer self-reliant on food production. Corporate farming has been successful in a few countries like USA which have large farmlands and less population. This kind of farming has failed in Mexico and Brazil whereas India has begun to start such ventures. Is this not a fit topic for discussion here? All of us belong to a renowned farming community.

Profit is not a dirty word but in India, MNCs are interested only in fast buck. They are engaged in a business which requires less investment but gives quick returns. Such businesses include fast food restaurants like Pizza Hut and McDonalds, beverages, fashion goods, retail malls etc. which start giving immediate profit (though some of them are also maintaining call centres and outsource outlets which give employment to a few Indian youth). Presently, India’s priority is not this kind of business but that of building infrastructure like highways, ports and airports, bridges and fly-overs, power houses etc. Indian company Larson & Toubro which is engaged in such infrastructural projects, is facing shortage of civil engineers. Foreign based MNCs are not interested in such projects because these take a lot of time and investment and profits start coming after many years. Enron did construct a power house at Dabhol, Maharashtra, about 10 years back but it fled the country soon thereafter, fearing less profit.

Everyone has got some social obligations – governments and corporations too. A ‘welfare state’ is one which looks after the well-being of its common citizen rather than a few rich ones. The ‘welfare state’ is not at all a Communist ideology but a pure democratic one. Bill Gates is donating millions of dollars for a noble cause in Africa – to help AIDS victims. Let us guess how many MNCs are engaged in such charity work in India. On the contrary, several NGOs and social organizations in India are doing their job well as they have no profit motives.

The word ‘government’ is also not a dirty word. Managing law & order and defence of a country is the job of government only – be it India, USA or any other democratic country. Nowhere is it the responsibility of an MNC. Youngmen in India now-a-days are lacking the sense of patriotism and armed forces are short of officers and jawans. USA can hire soldiers from countries like Mexico, Honduras and Colombia but India has to fight on its own. We are surrounded by enemies on all sides, internal security is being challenged by terrorist organizations like Naxalites, Maoists and Islamists. Let us discuss such topics on this site.

Aur doosri baat agar sab log apna apna ghar saaf karein toh shahr (city) apnay aap saaf ho jayegaa.

I believe doing something real and concrete is much better than keep discussing here ( not to undermine the planning and the thought porocess that goes on before doing anything substantial ) !

Each one do what is moral and what is " should be " ! It will not be long then before we reach ideality :)

लेकिन कल्याणकारी राज्य की जिस अवधारणा को हमारे संविधान में बड़े सम्मान से रखा गया है, उसका रूप तो तभी दिखेगा जब वंचितों को भी जीने का हक मिलेगा। और, अस्पताल कोई रेडीमेड गारमेंट की दुकान नहीं है। इसका संबंध लोगों का इलाज करने और उनको जीवन देने से है। वह इतनी आसानी से नहीं कह सकता कि गरीबों का इलाज करना उसकी जिम्मेदारी नहीं है। कहां एक तरफ कॉरपोरेट सोशल रिस्पांसिबिलिटी को कॉरपोरेट के नए चेहरे के तौर पर पेश किया जा रहा है और कहां इस कैंसर अस्पताल का यह रवैया। कैंसर से पीड़ित गरीबों के लिए सरकारी अस्पतालों में जितना संभव है, उपचार किया ही जा रहा है। निजी अस्पतालों को भी इस भूमिका में आना चाहिए कि वे भी सरोकारों से सरोकार रखते हैं।

On the contrary, Chhikara ji, I hate the word ‘communist’. I am also not advocating Nehruvian socialism. The clock of path of progress cannot be reversed. I am only highlighting some adverse effects which our society has started facing because of haphazard planning and blindly adopting Western model. While the West is giving substantial subsidies to their farmers, Indian kisans are adopting the path of suicide. Cultivable farm land is squeezing. Only last year, 55 lakh tonnes of wheat was imported. Production of oilseeds and pulses has declined drastically and these items are being imported on a heavy scale. This only means that India is no longer self-reliant on food production. Corporate farming has been successful in a few countries like USA which have large farmlands and less population. This kind of farming has failed in Mexico and Brazil whereas India has begun to start such ventures. Is this not a fit topic for discussion here? All of us belong to a renowned farming community.

Profit is not a dirty word but in India, MNCs are interested only in fast buck. They are engaged in a business which requires less investment but gives quick returns. Such businesses include fast food restaurants like Pizza Hut and McDonalds, beverages, fashion goods, retail malls etc. which start giving immediate profit (though some of them are also maintaining call centres and outsource outlets which give employment to a few Indian youth). Presently, India’s priority is not this kind of business but that of building infrastructure like highways, ports and airports, bridges and fly-overs, power houses etc. Indian company Larson & Toubro which is engaged in such infrastructural projects, is facing shortage of civil engineers. Foreign based MNCs are not interested in such projects because these take a lot of time and investment and profits start coming after many years. Enron did construct a power house at Dabhol, Maharashtra, about 10 years back but it fled the country soon thereafter, fearing less profit.


I agree Enron's executive's were no saints - but look at our clueless and corrupt politicians.... its not all Enron's fault - its more of our foolish politicians. This might have been a case of corporate welfare........ please follow the link......

Everyone has got some social obligations – governments and corporations too. A ‘welfare state’ is one which looks after the well-being of its common citizen rather than a few rich ones. The ‘welfare state’ is not at all a Communist ideology but a pure democratic one. Bill Gates is donating millions of dollars for a noble cause in Africa – to help AIDS victims. Let us guess how many MNCs are engaged in such charity work in India. On the contrary, several NGOs and social organizations in India are doing their job well as they have no profit motives.

There is a difference between Bill Gates charity and welfare state - Bill Gates is a private charity - It is always better than welfare state because ......
I will repeat Nobel laureate Milton Friedman's quote...
There are four ways in which you can spend money. You can spend your own money on yourself. When you do that, why then you really watch out what you’re doing, and you try to get the most for your money. Then you can spend your own money on somebody else. For example, I buy a birthday present for someone. Well, then I’m not so careful about the content of the present, but I’m very careful about the cost. Then, I can spend somebody else’s money on myself. And if I spend somebody else’s money on myself, then I’m sure going to have a good lunch! Finally, I can spend somebody else’s money on somebody else. And if I spend somebody else’s money on somebody else, I’m not concerned about how much it is, and I’m not concerned about what I get. And that’s government.

Also, Africa needs investment more than aid.......... atleast thats what African economists are saying ........

I am way behind the curve in identifying the problems with the international aid industry, when compared with Bill Easterly. Easterly has been calling the bluff for years now and in this op-ed in the L.A.Times, he actually talks about the specific perception issue that I've been talking of since TED. It's a dark and scary picture of a helpless, backward continent that's being offered up to TV watchers and coffee drinkers. But in fact, the real Africa is quite a bit different. And the problem with all this Western stereotyping is that it manages to snatch defeat from the jaws of some current victories, fueling support for patronizing Western policies designed to rescue the allegedly helpless African people while often discouraging those policies that might actually help.
Let's begin with those rampaging Four Horsemen. Do they really explain Africa today? What percentage of the African population would you say dies in war every year? What share of male children, age 10 to 17, are child soldiers? How many Africans are afflicted by famine or died of AIDS last year or are living as refugees?
In each case, the answer is one-half of 1% of the population or less. In some cases it's much less; for example, annual war deaths have averaged 1 out of every 10,800 Africans for the last four decades. That doesn't lessen the tragedy, of course, of those who are such victims, and maybe there are things the West can do to help them. But the typical African is a long way from being a starving, AIDS-stricken refugee at the mercy of child soldiers.

The real Africa also has seen cellphone and Internet use double every year for the last seven years. Foreign private capital inflows into Africa hit $38 billion in 2006 — more than foreign aid. Africans are saving a higher percentage of their incomes than Americans are (so much for the "poverty trap" of being "too poor to save" endlessly repeated in aid reports). I agree that it's too soon to conclude that Africa is on a stable growth track, but why not celebrate what Africans have already achieved?

Why do aid organizations and their celebrity backers want to make African successes look like failures? One can only speculate, but it certainly helps aid agencies get more publicity and more money if problems seem greater than they are. As for the stars — well, could Africa be saving celebrity careers more than celebrities are saving Africa? In truth, Africans are and will be escaping poverty the same way everybody else did: through the efforts of resourceful entrepreneurs, democratic reformers and ordinary citizens at home, not through PR extravaganzas of ill-informed outsiders.Easterly also points to the TED debate...


The real Africa needs increased trade from the West more than it needs more aid handouts. A respected Ugandan journalist, Andrew Mwenda, made this point at a recent African conference despite the fact that the world's most famous celebrity activist — Bono — was attempting to shout him down. Mwenda was suffering from too much reality for Bono's taste: "What man or nation has ever become rich by holding out a begging bowl?" asked Mwenda.

The word ‘government’ is also not a dirty word. Managing law & order and defence of a country is the job of government only – be it India, USA or any other democratic country. Nowhere is it the responsibility of an MNC. Youngmen in India now-a-days are lacking the sense of patriotism and armed forces are short of officers and jawans. USA can hire soldiers from countries like Mexico, Honduras and Colombia but India has to fight on its own. We are surrounded by enemies on all sides, internal security is being challenged by terrorist organizations like Naxalites, Maoists and Islamists. Let us discuss such topics on this site.
