खेती के खतरे

मैं सोच रहा हूं कि खेती जैसे उबाऊ (boring) मजमून पर लिखने से क्या फायदा? यहां तो सारे 'टैकनोक्रेट' शहरी जाट बैठे हैं जो राजनीति, टेकनोलाजी, क्रिकेट, 'क्रियेटिव मूवीज', 'melodrama' और दुनिया भर के अगड़े-झगड़े यहां पर 'डिस्कस' कर रहे हैं । पता नहीं कितने होंगे जिनको खेती के बारे में थोड़ी-बहुत दिलचस्पी होगी । हम सब का खेती से पुराना वास्ता रहा है, पर आजकल सब इससे दूर हटते जा रहे हैं । विदेशी investment की बातें हो रही हैं पर खेती में पूंजी कौन लगाना चाहता है - खेती तो हमेशा एक घाटे का सौदा रही है । टाटा ने एक नई, सस्ती कार तो बाजार में उतार दी पर कोई बड़ा औद्योगिक घराना खेती पर पूंजी नहीं लगाना चाहता । उपजाऊ जमीन पर वे कब्जा जरूर कर रहे हैं, खेती करने या करवाने के लिये नहीं, पर SEZ के नाम पर । हां, अमरीकन ढ़ंग की 'कारपोरेट खेती' की बात जरूर हो रही है जो भारत की स्थितियों के बिल्कुल अनुकूल नहीं । और ऊपर से WTO के माध्यम से हम पर दबाव पड़ रहा है कि कृषि उत्पादों के व्यापार को खुला रखो । विदेशी बीज हमारे यहां आने से कितनी खरपतवार दाखिल हो चुकी है, इसका जिक्र मैं अपने धागे "कांग्रेस-घास (http://www.jatland.com/forums/showthread.php?t=22631)" में कर चुका हूं ।

पर खेती जरूरी है - वर्ना हमारा पेट कैसे भरेगा ? सत्तर के दशक में हरित क्रान्ति हुई और अनाज की पैदावार बढ़ी, गांव के मेहनती लोगों की वजह से देश अनाज के मामले में आत्मनिर्भर हुआ । कुल उपज तो बढ़ी, पर यह बढ़ोतरी सिर्फ गेहूं, चावल, कपास और गन्ने तक सिमट कर रह गई । बाकी जिन्सों - दालों, तिलहन और बाजरा, जवार जैसे मोटे अनाजों की पैदावार होनी कम होती चली गई । जहां-जहां नहर का पानी पहुंचा, वहां चना और दूसरी दालों की पैदावार होनी बंद हो गई । आज हालत यह हो गई है कि दालें, जो आम आदमी की खुराक मानी जाती थी, विदेशों से मंगाई जा रही हैं और महंगाई की वजह से आम आदमी की पहुंच से बाहर होती जा रही हैं । खाने के तेल भी बाहर से मंगवाए जा रहे हैं ।

एक किसान के पास खेती के सिवाय आमदनी का और कोई जरिया नहीं होता । फसल की पैदावार और अपनी आमदनी बढ़ाने के चक्कर में लाखों किसान मौत के जाल में फंस रहे हैं । कपास को देखो । पंजाब के किसान कई साल से कपास के तरह-तरह के हाईब्रिड बीज अपना रहे हैं, दुनियां भर की कीटनाशक दवाइयों का इस्तेमाल कर रहे हैं, फिर भी उनकी फसल गिरती जा रही है । कपास तो बरसात के मौसम की फसल है और उसमें पानी की जरूरत नहीं, पर आजकल के हाइब्रिड बीजों वाली नस्ल में ट्यूबवैल का पानी भी देना पड़ रहा है जिसके कारण धरती के जलस्रोत नीचे जा रहे हैं । यही हाल चावल की फसल का है । हरयाणा को ही देख लो, जहां के लोग चावल खाने के आदी नहीं हैं, फिर भी वहां बासमती चावल की फसल उगाई जा रही है ताकि उसे बेचकर कुछ आमदनी की जा सके । धान (चावल) एक बरसाती फसल है जो पहले बरसात के पानी से ही हो जाया करती थी । पर आजकल उसमें भी या तो नहर या फिर ट्यूबवैल का पानी दिया जा रहा है । जब बरसात के मौसम में ही जमीन का पानी निकाला जायेगा तो आगे क्या होगा ? और तो और, ईंख में भी बरसात के मौसम में सिंचाई की जा रही है । अब जनवरी का महीना है और गेहूं की बिजाई हो चुकी है । सर्दियों में गेहूं की फसल को कई बार पानी देना पड़ रहा है । इसीलिये जमीन का पानी बहुत नीचे सरक गया है और जमीन की ऊपरी सतह बालू रेत जैसी शक्ल अख्तियार कर रही है । अगर यही हालत रही तो आगे पेड़ भी सूख सकते हैं ।

अमरीकन विशेषज्ञों का कहना है कि एक किलोग्राम चीनी के बनने में सौ लीटर पानी का इस्तेमाल होता है - यह हिसाब शुरू से ईंख के खेत की सिंचाई और गन्ने की मिल में पानी के प्रयोग के कुल जोड़ पर आधारित है । अमरीका में ईंख खूब हो सकता है पर वहां की सरकार गन्ने की खेती को बढ़ावा नहीं देती, बाहर से चीनी मंगवाना बेहतर मानती है - सिर्फ इसलिये कि वहां के जल संसाधनों पर दबाव न पड़े । सयाने लोग हैं वे, हमारी तरह मूर्ख नहीं । सन् 1977 में जनता पार्टी सरकार के समय चीनी महंगी हो गई थी और किसानों को गन्ने का अच्छा मोल मिला । अगले साल उन्होंने इतना गन्ना बो दिया कि मिलों से संभालना मुश्किल हो गया । यू.पी. के किसान चौधरी चरणसिंह के पास गए (वे उस समय केन्द्र में गृहमंत्री थे) । चौधरी साहब ने अपनी टोपी उतार कर, सिर पर हाथ रख कर कहा - बस एक यह जगह बची हुई है, मेरे इस सिर पर भी ईंख बो दो !

पानी के ज्यादा इस्तेमाल का एक पहलू और भी है - यूरिया और दूसरी खादों का बेहद इस्तेमाल । पंजाब, हरयाणा और पश्चिम यू.पी. में एक खेत में जितना यूरिया दस साल पहले डाला जाता था, आज उससे दुगुना यूरिया डाला जा रहा है और इसीलिए सिंचाई भी ज्यादा करनी पड़ रही है । पंजाब में बहुत सी जगहों पर ज्यादा रासायनिक खाद और बेहद जहरीले कीटनाशकों के छिड़काव की वजह से यह जहर धरती के बहुत नीचे तक चला गया है और जमीन का पानी भी पीने लायक नहीं रहा । कुओं के पानी को पीकर गांवों के लोग भी कैंसर जैसी बीमारियों के चपेटे में आ रहे हैं और दुधारू पशुओं में नई-नई बीमारियां पनप रही हैं । तीस साल पहले के मुकाबले आज पंजाब के लोग कपास पर 20-25 तक स्प्रे कर रहे हैं पर कीड़ों की तायदाद बढ़ती जा रही है । जैसे DDT के ज्यादा छिड़काव से मच्छरों में प्रतिरोध-क्षमता (resistance) पैदा हुई है और अब उन पर इसका कोई असर नहीं हो रहा है, यही हाल इन दवाइयों का है । पंजाब से तो ऐसी रिपोर्ट मिली है कि वहां कुछ जिलों में जन्मजात विकलांग बच्चों की दर बढ़ती जा रही है । आदमियों के वीर्य में शुक्राणुओं की संख्या तेजी से घटती जा रही है और महिलाओं में गर्भपात के मामलों की तायदाद भी बढ़ रही है । बस देखते जाओ, यही हालात रहे तो शायद किसी को परिवार-नियोजन करवाने की जरूरत ही न पड़े !

यू.पी से ऐसी रिपोर्ट भी आई है कि दस लाख हेक्टेयर में बुवाई नहीं हो सकी है । इससे यू.पी और उत्तर भारत की प्रमुख उपज गेहूं के उत्पादन में कमी की आशंका उभर आई है । गेहूं के साथ-साथ दलहन और तिलहन के उत्पादन में भी गिरावट से इनकार नहीं किया जा सकता । प्रभावित भूमि में बुआई न हो पाने का एक कारण बुंदेलखंड का सूखा बताया जा रहा है । पश्चिमी उत्तर प्रदेश में गेहूं की बुआई में कमी इसलिए आई क्योंकि इस इलाके की गन्ना मिलों ने समय रहते गन्ने की पेराई शुरू नहीं की । वहां पर अक्तूबर-नवंबर में कुछ गन्ने को मिल में भेजकर दिसंबर के महीने में गेहूं बो दिये जाते हैं, पर इस साल समय रहते ऐसे उपाय नहीं किए जिनसे वहां के किसान गन्ने की कटाई कर गेहूं की बुआई करने में सफल हो जाते।

खेती की रखवाली पर भी खर्च होता है पहले तो जंगली जानवर फसल को तबाह कर जाते थे । आजकल वे तो कम हो गए पर दूसरे खतरे बढ़ गए । ठीक ही कहते हैं कि 'खेती खसम सेती' - यानी खेती या फसल तभी बची रह सकती है जब एक 'खसम' की तरह उसके सिर पर खड़े रहो और रखवाली करते रहो, नहीं तो उसके सौ दुश्मन हैं और उसके उजड़ने में देर नहीं लगती । मौसम की मार और ओलों की वजह से बरबादी का डर अलग ।

मैंने अपने एक दोस्त से बात की जो हरयाणा एग्रीकल्चर युनिवर्सिटी हिसार में प्रोफेसर हैं । कहने लगे कि मैं तो गोभी का फूल ऐसा खरीदता हूं जिसमें कीड़ा लगा हो । अगर किसी फल या सब्जी में कीड़ा लगा हो तो समझो कि वह खाने लायक है क्योंकि उस पर दवाई का छिड़काव नहीं हुआ । क्या फर्क पड़ता है, कीड़े वाले हिस्से को फेंक दो, बाकी तो खाने लायक और साफ सुथरा होगा । हिसाब लगा लो कि आजकल शहरों में बिकने वाली सब्जी को खाकर लोगों की सेहत पर कितना असर हो रहा होगा ! आगे कहने लगे कि गांवों का पढ़ा-लिखा तबका तो बाहर शहरों में जा बसता है और गांव में रह जाते हैं बेचारे अनपढ़ लोग जो खेती करते हैं । जैसे डाक्टर एक वक्त एक गोली लेने को कहे और जल्दी ठीक होने के चक्कर में मरीज तीन-चार गोली खा ले तो उसकी ही जान को खतरा है । ठीक इसी तरह गांव के अनपढ़ किसानों को यह समझाना मुश्किल है कि ज्यादा यूरिया डालने से तुम्हारे खेत को ही नुकसान है, पर वे तो सिर्फ उपज बढ़ा कर ज्यादा आमदनी के चक्कर में रहते हैं । रहें भी क्यों न ? वे ट्रैक्टर और बीज आदि के लोन लेकर उतार नहीं पाते । और बैंक भी लोन तभी देते हैं जब नई तकनीक से और महंगे बीजों से खेती की जाये । पशु का लोन भी तभी दिया जाता है जब एक संकर नस्ल की गाय खरीदी जाये - भला देसी गाय किस काम की ?

मैंने उस प्रोफेसर साहब से पूछा कि इसमें गलती किसकी है ? आप जैसे खेती के पंडितों ने गांव के लोगों को ये फार्मूले बताये, सरकार ने कहा कि कुछ भी करो, उपज बढ़ाओ । अब जब उन बेचारों ने आपकी बात मान कर, मेहनत करके देश को अनाज का भंडार दे दिया, फिर भी आप उनकी ही गलती बता रहे हो ? बस यही जवाब मिला कि जब तक किसान शिक्षित नहीं होंगे, ऐसा होता रहेगा । तो प्रोफेसर साहब, उनको शिक्षित कौन करेगा ? गांवों में तो आप लोग भी नहीं रहना चाहते, वे क्या तुम्हारी युनिवर्सिटी में आयेंगे तुम्हारा लेक्चर सुनने ?

मैंने गांव के एक बुजुर्ग से भी इस बारे में बात की । कहने लगे - भाई, सीमा तो हर चीज की होती है । एक औरत तीन-चार या पांच-छह बच्चे पैदा कर सकती है, पर उससे बीस बच्चे पैदा करने की उम्मीद तो नहीं की जा सकती न ! धरती का भी यही हाल है । पहले जहां एक कीले में बीस मण अनाज होता था, आज उसमें पचास-साठ मण पैदा हो रहा है । यह आखिरी हद (saturation point) है - कुछ भी कर लो इससे ज्यादा तो होने से रहा, कम बेशक हो जाये । और जमीन का रकबा भी इतना ही रहेगा, यह धरती कोई रबड़ तो है नहीं कि इसको फैला लो । सारे बणी-बोझड़े काट दिये, जंगली जनावर खतम हो गये । "ईब तै भाई गांव फैलते जावैं सैं - पहल्यां एकाध भाई कंवारा रह जाया करता, ईब तै सबनै बन्नो चाहिये और सबनै मकान चाहिये । खेती का रकबा घटता जा-सै, ऊपर तैं सरकार अर ये बिल्डर घरती पै कब्जा करण लाग-गे । पहल्यां साल में एक फसल लिया करते, आधी धरती 'साढ़ू' राख लिया करते ज्यूकर उसनै बी कुछ आराम मिलै । ईब तै भाई, हामनै धरती कै लठ दे राख्या सै - बिचारी धरती और कितना नाज पैदा करैगी?"

ताऊ की बात सोलह आने सच लगी । बस और क्या लिखूं ? बाकी आप लिख लो ।

Ram Ram Dayanand Sir,
U r right regarding ur views but I have a different view to put from my side if u can understand.
My father is also a principal Scientist or U can say a Dr. in IARI(NBSS&LUP) Delhi and one of our jat fellow and a good friend of my father is also in the same position but in Horticulture.
Now I come to the point........
We also do farming in our village Riya Dawla(Jhajjar) and we find a lot of difference in many ways when we r doing a laboratory test in the so called HAU,IARI,ICAR or other agricultural Universities and when we do it in real in our fields being a farmer.I would be mentioning the differences below and what I feel is that we r doing research work,investing huge money but we r not addressing the root causes that affect a farmer considering economic,social aspects and not only education or educating a farmer(which u have pointed out in the latter part of ur 2nd post).
Now the Differences.....
1.our farming community is economically getting weaker because there investment per acre is more as compared to what the get in return(while in research we r thinking only about the yield and not this monetary aspect and the govt. is also not thinking about them when it comes to setting MSP etc bcoz of vote bank in cities like metros.Wht the Govt. can do is give loans which r to be payed later)
2. our irrigation system in real is much different when we come to a specified portion of field in HAU and in real in our village.
3. IN HAU or IARI there r so many care takers on a single field so obviously monitoring increases but a farmer cannot look(concentrate) on it so minutely.
4.The distribution system of seeds is in a very sorry state bcoz farmers hesitate in testing new varieties and the scientists r also lazy on there part to initiate them.
5.The most important among everything is the dependence on the rainfall and unwanted natural clamaties,of which there is no solution(there can't be any solutions also) whether its a Dr. or a farmer.Here research also fails.
There r many more........
so I feel that 1st of all the govt. should address to the root casue of a farmer considering the MSP of a crop in the market, improvement in irrigation system ,then only education and research can Help.
I don't find any fault in a farmer or a scientist but I feel that a farmer is the best researcher in his field according to time whether he is educated or not.

A very thought provoking thread, though not sure the amount/intensity of serious discussion/debate it would invite.

The fertile land is being turned into concrete jungles at an ever-increasing fast pace. This shameless act of the builder lobby - grabbing fertile agricultural land from the gullible farmers is being vociferously supported by the government - very much hands in glove.

Land is a limited and to a large extent non-reclyable resource and we are putting undue pressure on it in our lust for all things material which we can easily do without. As you rightly pointed out ground water level is going deeper and deeper at an alarming pace. Moreover, these aquifers are being turned into underground pools of poison aggravated by the seeping of industrial and agricultural pollutants. We are plundering our earth in every way possible - something like 'cutting the very branch that we are sitting on'.

Roti, Kapda aur Makaan the three basic and primary needs of mankind without which we cannot exist have been turned into investment options thereby gradually turning them into commodities which are bcoming out of reach of the common man.

As again rightly pointed out by you, there is a limit to which you can increase productivity - yield per hectare. We have almost reached the threshold. From the way things are unfolding, I can foresee a future when due to acute shortage of space to grow food for the ever increasing hungry population, the government will have to clear the concrete jungles to grow food - reverse deforestation. We can live without those swanky cars and malls but not without food - we would realise it some day very soon.

With more than two-third of our oil needs being met through imports from the volatile international market, we have foolishly added one more item - food in our global shopping list. What an irony - we are letting go the gains from the Green Revolution that had once heralded the era of self-sufficiency.

As I mentioned in one of the threads, what a dilemma - we all love open and green spaces, yet we are bent upon turning them into close, congested ghettos. Alas....

Issue you have raised is extremely important. However, being non-glamourous, no TV channel or news paper is interested in taking it up. There are no think tanks who debate these issues. Our agriculture minister spends more time in cricket politics than on agriculture related issues. The way things are going, food availability is going to be a big issue in coming years. There will be massive population migrations or revolts or food riots. Being closely associated with farm activities, I know the problem, but don't know the solution. My gut feeling is that during next 10-15 years we will see the real impact of depleting water levels and rising fuel prices. Things will reach to unmanageable levels in large parts of world. I am not sure if we can save the world from this impending disaster, however, we can certainly start preparing ourselves individually to face the crisis. We human being have great sense of survival instinct. I am sure people will fall in line to accept sustainable practices after going through crisis. Nothing sort of world wide disaster will make us understand it.

Farming in Haryana is an issue that is often discussed in my family. I find it ridiculous how agricultural land in Haryana is being sold for money and being used to either build properties or factories on such a large scale. The consequence of this is bound to be catastrophic in the long-term - not only in terms of India's ability to meet the food demands of her own population but also in terms of the impact on society in Haryana.

India was once (and still is) known as an agricultural country but now India needs to import grains. With a population exploding at its seams, it is clear India's dependency on these grains will only grow. Another effect will be the increase in costs for the consumer. Imported grains will certainly be more expensive than locally produced grains. However a food shortage will naturally result in high prices too.

Sustainability and Preservation are key challenges all the developed countries are facing and they are taking appropriate actions to tackle these issues. Why are we ignoring these two issues and doing the opposite and exploiting/wasting our precious resources? Is it due to ignorance, indifference or for immediate benefits reaped (money)?

To preserve Haryana's Agricultural Industry, to encourage farming and to ensure it's profitibality in terms of yields as well as monetary value, the following actions need to be taken:
1. Goals must be identified
2. Current state of affairs must be assessed
3. A plan for preserving, reviving and increasing profits of the agricultural industry must be drafted.
4. Required Actions must be taken.

But who will do this? The Agricultural Board/Representatives of the Farmers (I'm not sure of the exact name of the department) in the Haryana Government? The farmers of Haryana? The scientists and researchers in this field? Perhaps the Haryana Government should employ a team of experienced, effective, smart Managers, Engineers and experts in the field of Agriculture (pun intended) and get them to work on this issue. I would say 6 months would be more than enough for assessment and planning.
Surely, the government has the money for that. And if not (hah), then give it as an assignment to an ambitious group of MBA & Engineering students at one of India's best Management & Engineering colleges. Even they would be able to come up with something beneficial.

It is really a matter of concern...every single word you have written really needs attention.

Pesticides, fertilizers, water, health of people, HYV, shortage of land, import-export etc etc etc......IT IS REALLY REALLY IMPORTANT

Government really need to save farmers and farming land...it is a high time...Agriculture industry needs a revolution to sort out all these problems.

Our Country generally does not believe in taking precautions...we are more on curing side !

....but thaks a lot, that was an eye opener..atleast we have a better idea of the problem...making people aware is the very first step.

to us 'Hunger' means either missing the breakfast or being on a religious Fast.... but try to imagine the sufferance of people who died of hunger, days and days without food, to what extant they would have compromised to save their life...... the same way discussing the farmer or hardship in the agriculture is dishonesty unless we have faced the adverse working conditions or the helplessness of a debt ridden farmer...... i dont know what my point is but whenever i see the super calculating capacity of a newly invented processor and the suicide report of a debt ridden farmer in the same news edition... i feel ashamed !!!!!

म्हारी खेती-बाड़ी की जमीनें कईं गाँवों में हैं…… आजकल शिरी, हाळी, साज्जी, नौकर खेती के काम के लिये पहले की तराह आसानी से नही मिलते इसलिये हम अपने खेत ठेके पर ही दे देते हैं…….…..हरियाणा में एक नारा आजकल काफ़ी प्रचलित ओर प्रशिद्व है.....आप लोगों नै भी सुना होगा…...हुड्डा तेरे राज में जीरी गई जहाज में…….तो इस बार जीरी की मेहरबानी से माहरे ठेके के रेट जो पिछले साल सोलाह हज़ार के करीब हुआ करते थे इस साल छ्ब्बीस हज़ार तक पहुंच गये है। फ़िर जैसा की देशवाल जी ने भी कहा के “खेती खसम सेती”….इसलिये कौन ट्रेकटर-ट्राली,नौकर-चाकर और खाद-पाणी के चकरा मे पडै…….सिधा ठेके पै दे दो…और ठेका भी एडवान्श में ले लो….और लेओ जी से साल भर ।

खेती उबाऊ है, उपजाऊ है या कमाऊ है……ये तो अलग-2 जगह पर और विभिन्न भोगोलिक परिस्थितों पर निर्भर करता है जैसे कि पानी की उपल्भता ट्यूबवैल या नहरी पानी, रास्ता घौर या सडक, शहर या गाँव से खेत की दूरी.......इत्यादी।

हम अभी भी खेती की जमीन खरीदते रहते हैं……इसके दो फ़ायदे है…..एक तो ठेका आजकल बहुत बढिया मिल जाता है ओर दूसरा हर साल जमीन के रेट…… लागत के हिसाब से बढिया बढ़ जाते हैं।

पानी का चोवा जहाँ पहले हमारे यहाँ 20 फ़ुट तक मिल जाता था वहीं आजकल 250 फ़ुट से अधिक तक चला गया है……पानी की इस किल्लत को देखते हुये….डी.सी. ने एक बार अगेती सांठी जीरी की लुवाई पर कानूनी रोक तक लगा दी थी।

अपने किसान भाई भी भेड की चाल चलते हैं……अगर आलू के रेट बढ़ गये तो फ़ेर सारे आलू ही उगाना चालू कर देते हैं…….जैसे इस बार हमारे यहाँ जीरी पचास हजार एकड़ तक निकली है….…अब सब किसान ईंख की तरफ़ से मुँह मोड लेंगे और चारों तरफ़ आपको जीरी ही जीरी नजर आयेगी।

हमारे किसान भाई “कारपोरेट खेती” करने में असर्मथ हैं…..आप ही बतलाएं के पांच-दस एकड का जमींदार ट्रेक्टर,रैपर,कम्पाईन जैसे विकशीत साधन खरीद भी ले लेकिन जौत/जमीन छोटी होने की वजाह से अंत मे वो उसके लिये घाटे का सौदा ही साबित होता है।

आज तीन फ़सलें तो किसान उगा ही रहें हैं……..और चौथी फ़सल उगाने के भी प्रयोग जारी हैं..जैसे गेहूँ की कटाई के बाद….साठीं मूँग बो दी….मूँग के बाद जीरी लगा दी…और जीरी के बाद खीरा, गाजर, मूली, आलू, पालक, सरसों आदि की अगेती बुआई कर दी।

इस बात का कोई ख्याल नहीं रख रहा है के खाद और दवाईयों के अधिक उपयोग से बिमारियाँ फ़ैलती है…आजकल इस प्रगति और स्प्रदा के दौर में हर आदमी नोट छापने में लगा हुआ है। कोई जिये या मरे…….अपनी बल्ला से…..????

जिस किसान भाई पै आज सौ एकड जमीन का जमींदारा है……मेरे हिसाब से तो वो सफ़ल व्यापारी के समान है….व्यापारी नै उसका व्यापार धोखा दे सकै लेकिन आज जमीन…. जमींदार को धोखा नही देगी……और मेरे पास व्यापार और जमीदारा दोनों का साथ साथ अनुभव है. जमीन के रेट साल-दर-साल बढ़ते ही रहेंगे…क्यूंकि ये कोई रबर तो है नही जिसको आप अपनी आवश्यकता अनुसार बढ़ा सकें।

जैसे कि पूर्वज बोल कर गये हैं……..के ज्यादा बेटियों वाला और ज्यादा जमीन वाला दोनों हारैं थे………लेकिन आजकल बेटियों की भी कद्र है और जमीन की भी कद्र है।

खेती के खतरों से तो हम सहमत हैं..…लेकिन खेती की जमीन पर पैसा लगाना आज घाटे का सौदा नही रहा।

respected deshwal sir...u have raised a very important topic which concerns all...moreover bhai virender narwal has also put forward his invaluable views..

but i wud like to point out one thing-- it concerns the use of fertilizers....
in India the per hectare use of fertilizers is very less as compared to the developed countries nd even less then some of the developing ones notably china...
the productivity which is proportional to the use of manure/fertilizer is therefore less in India....though the area under cultivation is highest in the world...further, the Indian farmer is ignorant nd by fertilizer he understands only urea(containing nitrogen) whereas the need is to put in phosphate and potash also...
the discussion is centred around the traditional green revolution areas....where the use of urea has been excess but if we look at the country as a whole the use of fertilizers is to be increased....
similarly other inputs -- infrastructural nd institutional can be looked into...

किसान के सामने आज के दिन समस्याये ज्यादा है सहूलियत कम!
किसान आज के दिन बढ़ी दुविधा मे फंसा हुवा है, अकेली खेती से उसका भला भी नही हो रह है और कुछ करने के लिए उसके पास कुछ बचा भी नही है!
ऐसा नही है की किसान विकास की योजना नही बनता, वो बनता भी है लेकिन कभी भी बेचारे की योजना के हिसाब से कुछ होता ही नही है खेती मे जितना वो इन्वेस्ट करता है उसका आधा भी उसको वापिस नही मिलता है जब तक फसल पकती है वो इतना कर्जा करके बैठ जाता है की फसल निकलते टाइम कर्जदार खेत मे ही आ लेते है, पता चला की जितनी फसल हुई थी उससे तो कर्जदार ही नही चुके है उसके ख़ुद के सपने तो धरे के धरे ही रह गये!
राजस्थान मे किसानों की बेचारो की हालत इतनी बदतर है की उस बरे मे कुछ भी लिखना कम होगा. इधर उधर से कर्जा करके कुवे पर बिजली का कनेक्सन लेते है फिर इस उम्मीद मे की इस बार अच्छी फसल करके सारा कर्जा चुका दिया जाएगा..
वो जमीन को ढंग से तैयार करके अच्छी से बुवाई करता है लेकिन फिर जब ज्यादा पानी देने के लिए ज्यादा बिजली की जरुरत पड़ती है तो बिजली वाले बिजली मे कटती करना शुरू कर देते है! जो बिजली बुवाई करते टाइम 8 घंटे आती है वो अंत मे 5 घंटे मे हो जाती है हालांकि बिजली का बिल उतना ही रहेगा नतीजन आधी फसल तो ऐसे ही नष्ट हो जाती है कई जगह बेचारे किसान जनरेटर किराये पर लगाते है लेकिन वो फिर ज्यादातर के लिए महंगा ही साबित होता है
कुल मिलाकर बुवाई से लेकर कटाई तक का खर्चा इतना हो जाता है की अंत मे फसल निकालता है तो पता चलता है इससे तो खर्चा भी नही निकल पाया. यानि की राई के भाव राई के ही लग गए ..
जब तक फसल पकती है किसान यह सोचता रहता है की इस बार फसल बेचकर यह करेंगे और वो करेंगे लेकिन बेचारे की सारी प्लानिंग धरी की धरी ही रह जाती है.. और उसके सपने अगली से अगली फसल के लिए स्थगित होते रहते है, पूरे कभी नही होते है.. गधे की तरेह काम करते करते वो ढंग से नहाना धोना भी भूल जाता है पुरा परिवार उसके साथ काम करता है लेकिन फिर भी अंत मे धूल के सिवाय कुछ नही मिलता.

ना तो अपना कुछ भला कर पता है ना ही अपने बचो का सुरक्षित करियर बना पता है, क्योकि अच्छी सी एडुकेशन दिलाने के पैसे भी इतने लगते है के बेचारा सोच भी नही सकता की अपने चिल्ड्रेन्स को ढंग की सी स्कूल मे प्रवेश दिला दे ! सरकारी स्कूल मे तो सबको पता ही है की पढ़ाई के नाम के 12 बजे हुवे है... और गाम मे एक आध पराईमरी स्कूल मे बजे तो भी टाइम पर बेचारा फीस नही दे पता है मुझे आज भी याद है की जब फीस टाइम से जमा नही करा पाते थे तो हमे कई बार स्कूल से बहार निकल दिया जाता था. और 4-5 दिन तक ऐसे ही घर पर बैठ रहते थे जब तक फीस का बंदोबस्त नही हो जाता था... 12 वी तक की एडुकेशन तो जैसे तेसे कर लेते है लेकिन आगे की पढ़ाई का कुछ पता नही है .. एक किसान के बेटे के लिए अभियन्त्रिकी या Mba की डिग्री तो दिन मे सपने देखने के समान है
एक किसान बाप यह भी नही चाहता की उसकी ओलाद उसकी जैसे ही गधे की तरेह महेनत करती रहे और कुछ ढंग की एडुकेशन भी नही दिलवा सकता... ज्यादा समस्या तो किसान के सामने प्रतिदिन का खर्चा चलाने की रहती है.. इसके लिए या तो वो कोई कर्जा करता है या फिर छोटा मोटा काम.

निति निर्धारक और सरकार खेती का भला करने के लिए हजारो नीतियाँ बनाते है लेकिन एक बार भी किसान से उसकी राय ने ली जाती है बंद एयर कंडीश्नर कमरों मे बैठकर यह लोग इन किसानों का भला करने के नाम पर ख़ुद का भला जरूर कर लेते है

अब टाइम यह है की किसानों को सरकार के भरोसे न रह कर ख़ुद ही अपने भले के लिए सोचना कहिये.. लेकिन दिन दिन भाईचारे और सहयोग की भावना जिस प्रकार घट रही है उससे देखते तो इस प्रकार की उम्मीद करना भी शायद बेकार है. आज गामो मे एक एक इंच जमीन के लिए आपस मे लड़ाई कर लेते है तो उनसे क्या उम्मीद करी जा सकती ही की वो अपनी समस्याओ के लिए एक हो जायेंगे. और उनकी इस कमी का फायेदा पॉलिटिकल पार्टीज उठाती है
आपसी भाईचारे की कमी से एक हक्टैर जमीन को इतने हिस्सों मे बाँट लेते है की जो प्रोडक्शन उस एक हक्टैर मे होना चाहिए वो नही हो पता क्योंकि फिर सब अपने हिस्सों को ध्यान मे रखते हुवे अपनी आवश्यकता के हिसाब से खेती करते है .. जिसका परिणाम लो प्रोडक्शन और वस्टेज ऑफ़ रेशोर्सेज..

Nice topic and eveybody has replied well.

Once Dr. Ranbir Dahiya was telling that this so called Green Revolution have had its very bad effects and these we are now facing in several forms. He told that Vietnam has also gone through Green revolution but they dont follow it blindly and now they are in very better situation. Dont know much internal details.

So would be nice if Dr. Dahiya or others can put some light on this too.

They say India is Krishi-Pradhan Country but here Kishan is most exploited. :( thats why many farmers commit suscide cuz after paying so much hard work, sweat, money he doesnt get anything!! Shame on Govt!!

Well, nobody feels the pain of poor farmers!! thats really bad!! :(

मेहनती लोगों ने बंजर जमीन को हरा-भरा बनाया जहां आज धरती सोना उगल रही है । पंजाब के लोगों ने उत्तरांचल का ऊधमसिंहनगर जिला बसाया और वहां पर बहुत उत्तम खेती हो रही है । सरदार लोग तो थाईलैंड जैसी जगहों पर भी खेती कर रहे हैं । एक सरदारजी ने कई एकड़ ईंख बो रखा था । रात को एक हाथियों के झुंड ने सारे ईंख का कबाड़ा कर दिया । अब करवा लो उनकी रपट थाने में ! ऐसी वारदात का तो कोई बीमा भी नहीं करता ।

ऊपर मुकेश ने राजस्थान के किसानों की सही तसवीर खींची है । हरयाणा के कुछ लोग जिनके पास पैसा था या जिनको हाल में अच्छा मुआवजा मिला है, उन्होंने पिलानी के आस पास जमीन खरीद ली और वहां पर भी जमीन महंगी करवा दी । अब कईयों ने बीकानेर जिले में सैंकड़ों एकड़ जमीन खरीद ली है । एक लाख रुपये में एक एकड़ जमीन मिल गई, और क्या चाहिये? वैसे अब वहां पर भी भाव बढ़ गया है, फिर भी एक कीला अढ़ाई-तीन लाख में आसानी से मिल रहा है । मैंने ऐसे ही अपने एक जानकार से बात की (उसने कई कीले जमीन वहां खरीदी है) । पहले वहां पर झाड़ों के सिवाय कुछ न था । अब हरयाणा के मेहनती लोगों की वजह से हरियाली हो गई है, पर इसके लिये काफी पैसा खर्च करना पड़ा ।

राजस्थान के उस इलाके में एक बिजली का ट्यूबवैल लगवाने में पांच लाख रुपये खर्च हो जाते हैं । उस भाई ने भी वहां पर ट्यूबवैल लगवाया है । पानी चार सौ फुट नीचे है, पर है मीठा । कहने लगे कि एक 'समरसिबल' पम्प लगवाया है जो आठ इंच पाइप के अन्दर जमीन के काफी नीचे फिट करना पड़ता है । मेरी समझ में नहीं आया कि यह 'समरसिबल' क्या बला है । दिमाग पर जोर देकर समझ में आया कि यह 'submersible pump' है, यानी कि जो धरती के नीचे submerge किया जा सके या डुबकी लगा ले ।

मेहनत और पूंजी का नतीजा रंग ला रहा है । पर सवाल यह है कि आखिर कब तक ? कुदरत ने जमीन में जो चार सौ फुट नीचे पानी दिया हुआ है, अगर इसी तरह ताकतवर पंपों की मदद से ऊपर खींचा जाता रहा तो कुछ साल बाद इसका असर दिखने लगेगा । हो सकता है कि पानी एक हजार फुट नीचे चला जाये । वहां इतनी बरसात तो होती नहीं कि जमीन में पानी रिस कर नीचे जाता रहे । आखिर नीचे कोई समुद्र तो है नहीं, कितने दिन तक इस पानी का दोहन करते रहोगे ? यही यक्ष प्रश्न है । कानूनी तौर पर देखा जाये तो जो आदमी जमीन खरीदता है, वह उस जमीन के ऊपरी हिस्से का ही मालिक है क्योंकि उसने जमीन ही खरीदी है, नीचे की संपत्ति या भूमिगत पानी उसका नहीं है । जमीन के अंदर बहुत गहराई में चार सौ फुट नीचे के पानी पर अकेले उस जमीन के मालिक का हक नहीं बनता, पर इस सब पर आजकल किसी का ध्यान नहीं जा रहा । जब पानी की भयंकर किल्लत पड़ेगी, तब ऐसा कानून जरूर बनेगा ।

इन्सान गल्तियां करता रहता है और कुदरत उसको सजा देती रहती है । कुदरत के साथ-साथ रहने में ही भलाई है, इसके साथ ज्यादा खिलवाड़ करना तो समझो प्रलय को दावत देना है । महाभारत का एक सीन याद करो । वनवास के दौरान युधिष्ठिर ने भीम को जंगल से कुछ सूखी लकड़ियां लाने भेजा, ताकि चूल्हा जलाया जा सके । भीम एक बड़ा सा गट्ठर उठा लाये । युधिष्ठिर ने कहा - "प्रिय भीम, ये इतनी सारी लकड़ियां क्यों उठा लाये? प्रकृति से हमें इतना ही लेना चाहिये जितनी हमें आवश्यकता है, अधिक लोभ करना पाप है ।"

धरती के पानी को भी निकालो, पर जरा देख-भाल कर । पहले बाल्टियों द्वारा कुओं से पानी निकाला जाता था और कुंओं में पानी की कभी कमी नहीं होती थी । अब शक्तिशाली बिजली के पंपों से धरती के पानी को निचोड़ा जा रहा है । जरा संभल के भाई, कहीं ऐसा न हो कि हमें पीने के पानी के ही लाले पड़ जायें !

अब जब किसान कुवे की खुदवाई और उस पर बिजली का कनेक्सन लेने मे २ से ३ लाख का खर्चा करता है लेकिन जब पता चलता है के जमीन के उपरी हिस्से मे पानी तो सुख गया तो उसके पास कोई उपाय भी नही बचता इस 'submersible pump' खुदवाने के अलावा, अब जब कोई उनकी सोचता ही नही है तो वो भी क्यो सोचे की आगे क्या होगा, वो आने वाले कल की चिंता करे उससे पहले तो यक्ष प्रशन उनके सामने रोज की रोजी रोटी का बंदोबस्त करना है, जो सिर्फ़ उस खेती मे होने वाले अनाज से ही सम्भव है और जब उसे लगता है की उपरी पानी से कुछ नही होने वाला तो उसके सामने वर्तमान मे तो एक ही रास्ता बचता है और वो है यह 'submersible pump' ...

लेकिन हम इस पानी की प्रॉब्लम से मुँह भी नही मोड़ सकते, आज हर एक कुवे पर यह 'submersible pump' लगा हुआ है , जब मे ८ वी क्लास मे था तब हमारे गाव मे एक ही कुवा था जिस पर बिजली का कनेक्सन था लेकिन उसमे भी उपरी पानी से ही सिंचाई करी जाती थी लेकिन आज तो पूरे गाव मे कोई २५ से ३० कुवे हो रखे है और सभी मे 'submersible pump' लगा हुवा ... सब से बड़ी बात तो यह है की इसके बावजूद भी पानी की प्रॉब्लम बड़ी है .. जब पहले ५ घंटे मे ३ बीघा की सिंचाई होती थी आज उठने टाइम मे केवल २ बीघा भाई मुश्किल से हो पाती है और रही सही कमी यह बिजली विभाग वाले पुरी कर देते है बिजली कटती करके.. यानि कुल मिलाकर सारे जतन करने के बाद भी किसान के लिए तो दिक्कत ही दिक्कत है ... और आने वाले टाइम मे उनकी दिक्कतों मे इजाफा ही होगा यह तो तय है..... ऐसे विपरीत हालात देखकर तो कोई भी खेती को रोजगार के साधन के रूप मे नही अपनाना चाहेगा....

लेकिन ऐसा नही है की हालात मे सुधार नही हो सकता है, अगर टाइम रहते सही कदम उठाये जाए तो किसानों का भला भी हो सकता है और आने वाले कल को भी अनुकूल बनाया जा सकता है

In my point of view corporatisation of agriculture will be a right solution. This is the way by which we can ensure better production and can create awareness among farmers.

Before addressing the agriculture related problems, focus should be paid first on generating awareness among farmers. Education is the only solution I can think of, through which we can organize them and can make them understand about every pros and cons of each and every solution to their problems.

Since farmers are worried of their daily expenditures hence they can not invest money in agriculture for long terms thereby affecting the production adversely. To solve this problem, focus should be paid on increasing the side jobs for them and having some policies to provide loans for this purpose.
Our education system is such that it doesn’t allow students; those come from economically poor background, to pursue their dream career. They have to face lots of adversities and because of this majority of them leave the study in middle and get involved either in agriculture or in other unproductive activities. What I feel is that there is a need for drastic change in the system to help the needy students to reduce the burden on their already burdened farmer parents.

In my point of view, there should be a public/private oranisation that takes agriculture business directly in its hands to solve all the agriculture related hazards professionally. It can have an agreement with farmers for a fix time for that farmers can be paid a fixed amount. During this period it is upto that organization to decide what crops is to be grown or not. Care must be taken that farmer’s interests, long terms or short terms, are not getting affected. I am dammn sure that it will increase the production by double because the crops can be grown by keeping complete available land for irrigation in mind. That particular organization can employee the farmers for doing the irrigation in that particular field by paying monthly salary. In this way farmer’s income will also get doubled and now they will not have to be worried about their daily expenditure.

The youth of today feels dejected without a girlfriend or a boyfriend whatever, he never misses a chance to take stock of the latest movie hitting the box office, is crazy about the branded stuffs, have perfect plans about how to spend his weekend this time, enjoys the ‘Fair & handsome’ glow on his face and the likes. And now ask them whether they will dig their hands in soil and dry out in sun and give so much pain to their backs and bent down to sow seeds etc ? Can be yes ! Will talk about that too but first let me ask seriously how many of us will leave our jobs and engage in any sort of agricultural activity? The issue is, everyone thinks about such key issues in monetary terms and this is also not wrong! if agricultural activities have become some less profitable then who will go forward to take all pains and get no gains ? To add to this, agricultural activity have an element of risk attached always, it depends on so many variables, are subject to so much vigil and require sweating and tremendous hard work. Farmers have even started growing flowers and ornamental plants owing to huge profit margins! Mukesh rightly said, they will think about filling their stomachs rather than the future of Indian Agriculture. The way out in my opinion is a complete rediscovering of the term ‘agriculture’ or for that matter a revolution and its not a one day task or simple to achieve ! There has to be some political support, gaining attention of the masses, making the term ‘agriculture’ elevated in terms of the respect it entails, and of course a dynamic backing of researches and modernization of ways of doing all required activities. And then can also come a day which sees the educated youth too, paying heed to what he proposes for the agricultural sector, what plans he has in his kitty for reforming it etc. To start with, some strict regulations must be carved out and relevant policies reviewed to protect the agricultural resources.

Political support is what the agriculture sector is missing miserably. No one is there to give a heed to the problems of a farmer. So called kisan neta never have been pro farmer in true sense. Whatever they do, they just do it to for their selfish reasons.

Many times these political leaders gather these innocent farmers for the sake of their welfare but in actually they just do it to threaten the ruling government and to have an opportunity to bargain with the government for their selfish purpose. Innocent farmers were cheated many times by these political hooligans in past and this may continue in future also because of the lack of awareness.

None of their problem raised and discussed properly neither by these leaders nor by bureaucrats. All policies drawn in past failed to produce the desired results as none of them could get implemented properly.


Public is also never have been sensitive to the problems of farmers. I remember, once farmers from all over the Rajasthan gathered in Jaipur to raise their problems, they were protesting against the government’s policies very democratically but the local public was very unfriendly to them, and because of this farmers had to face lots of problems during their stay in city which lasted for 10 days. I found it very disgusting.

Samar bhaishab.. Its good to see that you want to do something rather then discussing.. but what i feel is that before we start working on any problem we all discuss it in detail.. Isn’t it ? that’s what we are doing here.

And why do you think that people who are taking interests in this topic doesn’t have any interests to work on ground level?

I am reading this thread just to get a deep analysis of this problem because I have something in mind to work on ground level. Ab yeh koi khet ke charo taraf dholi to lagani nai hai ki utaaya phawada aur chal diya.. kuch sochna bi padata hai

Though I have decided to take my dream project after 5 to 10 years down the line, as it required lots of financial and labour resources, which I don’t have at this point of time. So if you are really very serious to help us then please do let me know. I can start early. I will make you understand each and every point of my project so that you can get convinced about the returns on your investment. Are you interested ?

Am quite heartened to see sucha quality thread after a looooooong time otherwise JL is kinda become just Time Pass sauda!! :rolleyes:

I second Mukesh view point here that carefully thorough planing is required to uplift the Agri scene in our village!! So bhai Samar instead of criticizing in a negative manner give ur valuable positive inputs!! :)

Well, back to the cruz of thread; I dont think Govt gonna pay attention or help poor Farmers in near future as our Agri Minister is Busy in CRICKET!! :mad:

Growing Cash crop may be an alternative but then that too can be done on a limited land otherwise there will be a huge scaricity of food grains.So it is a catch 22 situation for farmers and thats why this greed to flood the crops with fertilizers and pasticides.This rat race is here to stay and we all have to eat the sub standard food.Gone are the days when DESHI KHAAD was the only power giving substance and the taste of Wheat was very good.Problem is further compounded by the falling water levels and scaracity of water for irrigation.Coupled with it is the problem of shrinking land holdings and rampant use of fertile land for construction purposes.Small land holdings are not a profitable proposition and hence compounding the problem further.

चलो, कोई बात नहीं जीत - अब मुझे इजाजत दो एक 'ऑफ-टापिक' किस्सा लिखने की - पर है खेती-बाड़ी के बारे में ही ।

ब्रिटिश टाइम में भी जिस साल बरसात न होती और फसलों को नुकसान होता था, तो थोड़ी-बहुत मदद अंग्रेज हकूमत भी दे दिया करती थी । कई चमार मिलकर जिले के डी.सी. के पास पहुंचे कि शायद मांगने पर कुछ मिल जाये - बोले कि साहब हम फलां-फलां गांव के किसान हैं, कुछ मदद दिलवा दो । चमारों की बदकिस्मती - उनकी शक्ल देखकर गोरे साहब को भी शक हो कि ये जमींदार तो लगते नहीं । उसने बाहर खड़े जाट पुलिसमैन को बुलाया कि इनकी पहचान करो । उस पुलिस वाले ने उन चमारों से पूछा - बताओ एक कीले में सरसों बोने के लिये कितने धड़ी बीज लगेगा ? ('धड़ी' का मतलब है 'पांच सेर') ।

चमारों ने कुछ देर सोच विचार किया, फिर उनमें से एक ने जवाब दिया - "अळ साहब, चार धड़ी (बीस सेर) बीज लगेगा" ।

सिपाही जोर से हंसने लगा और उसे देखकर गोरे साहब ने भी किल्की लगाई ।

ये चमार भी खूब हैं - "चार छटांक" (एक पाव) की बजाय बेचारे "चार धड़ी" बता रहे थे (एक कीले में तो मुश्किल से एक पाव सरसों का बीज बोया जाता है) ।

आज 21 जनवरी को दिल्ली और समस्त उत्तर भारत में भयंकर ठंड पड़ रही है, सुबह तो सफेद पाला पड़ा हुआ था । देहातों की चौपालों में एक ही चर्चा है - ठंड से फसलों को नुकसान और बरसात न होने का असर । सरसों की फसल को इससे बहुत नुकसान हुआ है ।

इस मौसम में होने वाली बरसात को देहातों में "माहवट" कहा जाता है । यह माहवट तो ऐसी मानी जाती है कि एक-एक बूंद सोने के बराबर है । इस बार अभी तक माहवट न होने से सरसों पर कीड़े का प्रकोप भी जारी है । बारिश न होने से ट्यूबवैल आदि से पानी देना पड़ रहा है - मेहनत भी ज्यादा करनी पड़ रही है, किसान का खर्चा भी खूब हो रहा है, साथ ही देश की ऊर्जा (डीजल, बिजली आदि) की भी खपत हो रही है । अगर अभी बरसात न हुई और अगर आगे मार्च के महीने में हो गई तो उस समय की बरसात से एक और नुकसान होता है । उस समय फसलें पक चुकी होती हैं और ओले पड़ने का भी डर होता है ।

कई बार हम उन गांव वालों की बातें सुनकर 'बोर' हो जाते हैं - कि जब देखो ये बूढ़े मौसम का रोना लिये रहते हैं । पर वे करें भी क्या - वे किसी टी.वी. चैनल की चटपटी खबरें या क्रिकेट के छक्कों के बारे में बात करके क्या करेंगे ? वैसे आज यहां जाटलैंड पर "Sports" फोरम खुल गई है - अब वहां खूब 'डिस्कस' करना क्रिकेट की statistics और दूसरे आंकड़े । क्यों नहीं एक "Agro Talk" या ऐसे ही नाम की फोरम के बारे में सोचा जाये ? बहस उसमें भी अच्छी खासी हो सकती है, बेशक इसमें रुचि थोड़ों की ही हो ।

दिल्ली के एक स्कूल में मास्टर जी ने पूछा - बताओ बच्चो, दूध कहां से निकलता है ? एक बच्चे ने जवाब दिया - सर "मदर-डेरी" की मशीन से !

The best fertile area in India .... Sirsa, Fatehabad, Ambala ( Haryana ), Abohar, Fazilka ( Punjab ) and Sri Ganganagar, Hanumangarh ( Rajasthan ) .... but nowdays this area having problems regarding Electricity and Water ...... in past Ghaghar was the best resource of water but nowdays Ghaghar seems to be a bankrupt herself ....... water level in that area was used to be around 20-30 feet in gud times ... now .... don't ask :) ( Tubewell in my fields was just 15 feet deep )

An Agri based Nation needs some serious attention towards the base rather than inventing the idea of SEZ's. SEZ's are fine but not at the cost of acquiring fertile area. Take example of China, best growing nation in every field, where SEZ's are only limited to some specific area while our Indian/State govts is/are so kind towards Industrialists and farmers are forced to take a back seat these days.

एक बार फिर मीठे पानी या सिंचाई का जिक्र करते हैं । चाहे इस बात का संबन्ध सिर्फ हमारे वास्ते नहीं, पूरी दुनिया के लिये ही है - कई साल पहले 1999 में UNDP की एक रिपोर्ट में पानी की कमी की गंभीरता के बारे में बताया गया था । धरती का दो-तिहाई हिस्सा पानी से घिरा है यानी समुद्र है । लेकिन इसमें से ज़्यादातर हिस्सा इतना खारा है कि उसे काम में नहीं ला सकते । सिर्फ ढाई फ़ीसदी पानी ही मीठा है जो कि हमारे काम का है । और इस ढाई फ़ीसदी मीठे पानी का भी दो-तिहाई हिस्सा बर्फ़ के रूप में पहाड़ों और झीलों में जमा हुआ है । अब जो बाकी बचता है उसका भी 20 फ़ीसदी हिस्सा दूर-दराज़ के इलाक़ों में है । बाकी का मीठा पानी ग़लत वक़्त और गलत जगह पर आता-जाता है जैसे मानसून या बाढ़ से बह कर फिर खारे समुद्र का हिस्सा बन जाता है । सारांश यह है कि दुनिया में जितना पानी है उसका सिर्फ़ 0.08 फ़ीसदी इंसानों के लिए मुहैया है और चिंता की बात यह है कि वह भी प्रदूषण के कारण गंदा होता जा रहा है । इसके बावजूद अंदाज़ा है कि अगले बीस वर्षों में हमारी माँग करीब चालीस फ़ीसदी बढ़ जाएगी ।

हम अपने पास मौजूद पानी का 70 फ़ीसदी खेती-बाड़ी में इस्तेमाल करते हैं । लेकिन विश्व जल परिषद का मानना है कि सन् 2020 तक पूरी दुनिया को खाना खिलाने के लिए हमें अभी मौजूद पानी से 17 फ़ीसदी ज़्यादा पानी चाहिएगा । हम इसी ढर्रे पर चलते रहे तो आने वाले दिनों में आज के मुक़ाबले ऐसे लाखों लोग ज़्यादा होंगे जो हर रात सोते वक्त भूखे-प्यासे होंगे ।

नदियों और झीलों का पानी भूमिगत जल से आता है और यह सूख भी सकता है । ज़मीन के भीतर से निकाले गए मीठे पानी की जगह खारा पानी ले सकता है । और ज़मीन के भीतर से पानी निकालने के बाद जो जगह खाली बच जाती है वह कई बार तबाही पैदा कर सकती है जैसा कि बैंकाक, मेक्सिको सिटी और वेनिस में हो चुका है ।

दिलचस्प बात यह है कि हमारी सरकारें पानी की अपनी समस्याओं को बरसाती पानी और धरती पर मौजूद पानी पर निर्भरता बढ़ाने के बजाए भूमिगत पानी का इस्तेमाल कर सुलझाना चाहती हैं । जमीन के अंदरूनी पानी को अंधाधुंध निकालते जाने का मतलब है कि अपने बैंक खाते में पैसा जमाए कराए बिना लगातार पैसे निकालते जाना !

पर ये सब बातें गहरी हैं और राजस्थान में जो किसान बहुत गहराई पर ट्यूबवैल लगा रहे हैं, उन्हें यह सब समझाना मुश्किल है । सो, जल देखो और जल की धार देखो !!

भूकंप आ गया था मुकेश । पर भूकंप से उतना नुकसान नहीं हुआ - जिन जगहों पर नीचे जमीन से पानी निकाला जा रहा था, उसके आस पास बने हुए मकान धंस गए थे । ऐसी आशंका देहातों में तो नहीं, पर दिल्ली में जरूर जताई जा रही है । शहरों में हर घर में जमीन में बोरिंग करके या तो हैंडपंप या मोटर से पानी निकाला जा रहा है । नीचे से जमीन में काफी खोखलापन आ गया है और इसी gap की वजह से छोटा सा भूकंप का झटका ही शहर के बड़े हिस्से को तबाह करने को काफी है ।

अब एक छोटी सी और बात का जिक्र करें । जैसा कि ऊपर लिखा गया है, आजकल देसी गेहूं दिखाई देना बंद हो गया है, जिसके आटे की रोटियों का स्वाद ही अलग था । एक ताऊ कहने लगा कि भाई, पहले जब सुबह-सुबह उठकर कुल्ला करते थे तो मुंह का अलग ही जायका होता था, लगता था जैसे कि मिठाई खाकर सोये थे । मैने पूछा कि ताऊ, अब क्या हो गया ? ताऊ ने जवाब दिया - "भाई, ईब तै तड़कैहें-2 कड़वा मुंह पावै सै - इसा लागै सै जणूं गू खा-कै सोये थे" !!

Jyadatar water channel - Nalli / Dhane kachhe sain. that is misuse of human resource in form of labor and also lots of water being wasted. Pichali sarkar nai Road cess lagaya thaa. म्हारी खेती-बाड़ी की जमीनें कईं गाँवों में हैं…… आजकल शिरी, हाळी, साज्जी, नौकर खेती के काम के लिये पहले की तराह आसानी से नही मिलते इसलिये हम अपने खेत ठेके पर ही दे देते हैं…….…..हरियाणा में एक नारा आजकल काफ़ी प्रचलित ओर प्रशिद्व है.....आप लोगों नै भी सुना होगा…...हुड्डा तेरे राज में जीरी गई जहाज में…….तो इस बार जीरी की मेहरबानी से माहरे ठेके के रेट जो पिछले साल सोलाह हज़ार के करीब हुआ करते थे इस साल छ्ब्बीस हज़ार तक पहुंच गये है। फ़िर जैसा की देशवाल जी ने भी कहा के “खेती खसम सेती”….इसलिये कौन ट्रेकटर-ट्राली,नौकर-चाकर और खाद-पाणी के चकरा मे पडै…….सिधा ठेके पै दे दो…और ठेका भी एडवान्श में ले लो….और लेओ जी से साल भर ।

खेती के खतरों से तो हम सहमत हैं..…लेकिन खेती की जमीन पर पैसा लगाना आज घाटे का सौदा नही रहा।

There seems to be some conspiracy on the part of MNCs who seem to have influenced the present regime which has suddenly started adopting suicidal agricultural policy. The Finance Minister says that present-day farmers can only cater to 20 per cent food needs of India. And PM is advocating that there is a need to shift major portion of population from villages to urban localities. If it happens, it will pave the way to acquire agricultural lands for the purpose of establishing big industrial plants.

During the last couple of years, India has emerged as a major importer of edible oils. In 1985, Rajiv Gandhi’s government had taken initiatives to increase the production of edible oils and in a few years’ time, the country was almost self-sufficient in this field. But after 1994-95, Import Duty on edible oils was drastically reduced which paved the way for large scale imports from Indonesia, Malaysia and USA. The annual import bill of edible oils has reported to have reached the figure of 9416 crores. Apparently, India lost the advange of ‘yellow revolution’ of eighties because the growers of oilseeds were grossly sidelined. MNCs have propagated that locally produced mustard oil is bad for health!

Coming to pulses, over the last four years, the annual production of these nutritious pulses is reeling around 1.3 to 1.5 crore tonnes only. It is no fault of farmers – these grains are produced at dry and arid zones where farming community is not equipped with proper facilities. Now, Canada and Australia are the biggest exporters of pulses to India. India imports 2 crore tones of pulses per year, valued at about 3851 crore rupees. Pulses, the easiest source of protein for the poor masses of India, are becoming a scarce commodity for them.

Despite fertile lands, hard working farmers with traditional knowledge, and good number of agricultural scientists, why and how are we losing grip on these two important agritultural commodities? There seems to be some deficiency on the part of policy makers and negligence of farming community by the Centre and the States. If concerted efforts are made, nothing is impossible – where there is will, there is a way.

Despite fertile lands, hard working farmers with traditional knowledge, and good number of agricultural scientists, why and how are we losing grip on these two important agritultural commodities? There seems to be some deficiency on the part of policy makers and negligence of farming community by the Centre and the States. If concerted efforts are made, nothing is impossible – where there is will, there is a way.

In My opinion, new irrigation and post harvest techniques like Drip ( Tappka) and Fawaraa can be very useful in increasing overall production. Still our nation land is able to cater to all Indians. Not based on any fact, but my inner feeling is saying that around 40 - 50% cultivated land annually remains vacant. Let me explain what I mean to say: In Haryana also, an acre giving only one crop say mustard, is vacant for 8 months out of 12 months. Thats around 65% vacancy. Can't we mass produce, some vegetable there with micro irigation techs, and storing that in processed form with a better post harvest technique. We can. But some constraints are there. Today, farmer may have start getting some benefit but key points are; as of now due to less margins, cash problem and hence lack of enterpreneurship farmers are not taking these kind of steps. In next 3-5 years I expect that kind of mentality change upto some extent. 1 baar pisa haath mai chokha aan laag jyaga to udh maati bhi thaa denge. Saare naa, to kime to jaroor.

bhai rohit, dairy sabi kisano ke liye alternate source of income nai ho sakta.... in a particular village it can be useful for 5 to 10 families at maximum....aur upar se kai gaam to abi bi transportation ki facility none ke barabar hai aur kisan milk ki adequate price hasil karne se vanchit reh jata hai.. aur isme problems hi problem hai.. lack of health facility se 10 maie se 4 bainsh to bimar hi milengi...

बजट आने वाला है । खबर है कि सरकार किसानों के लिये सस्ते कर्ज की घोषणा करने वाली है । हैरानी होती है कि अर्थशास्त्री किसानों को अधिक कर्ज मुहैया कराने को जायज कैसे ठहराते हैं, जबकि ज्यादातर किसान पहले ही कर्ज के बोझ तले दबे हैं ? हर कोई जानता है कि किसान इसलिए आत्महत्याएं कर रहे हैं, क्योंकि वे ऋण की अदायगी नहीं कर पा रहे हैं । किसानों की आत्महत्या की संख्या बढ़ने का कारण बढ़ता हुआ कर्ज ही है। हमारे वित्त मंत्री किसानों को कर्ज के जाल से मुक्त कराने के ईमानदार प्रयास क्यों नहीं करते ? जरूरत इस बात की है कि किसानों के लिये नियमित मासिक आमदनी की कुछ व्यवस्था की जाये ।

और 27 फरवरी को महेन्द्र सिंह टिकैट भी शायद दिल्ली में किसानों की रैली निकाल कर संसद भवन के सामने धरना देने की तैयारी कर रहे हैं । इंतजार करो - देखो क्या होता है ।

Definitely it is a thought provoking subject but unfortunately I could not understand it that to whom and for whom it is written. Is it written for the “SHAHARI BABUS” who are not getting good quality vegetables or food grains or to the environmentalists who are just talking without looking to the realities? I do not know how many of you did the full time agriculture but I did it and I know how village folks survive just depending on one or two crops in a year.

I think all of you may know that before the green revolution or introduction of chemical fertilizers, our agriculture was depending on the natural rains. I am talking about the arid areas of Haryana which is consisting of Rohtak, Bhiwani, Rewari, Mahendargarh, parts of Jind, Hissar, Sirsa and Ambala. I know that time; even a so called big farmer was not getting enough crops to sustain his whole family for whole year. I remember that there was only one occasion when family members were getting new clothes. It was either the beginning of winter season or a marriage in the family.

Now our so called literate persons are no longer living in the villages. All moved to the cities and having their breakfasts with jams and breads. This life style of unban babus impacting our rural folks also and that is why they try to produce or get from farming land as much as they can with out realizing its consequences because they want live the same life style as their counterpart brothers or uncles living in the cities. This is the basic reason of using unlimited ground water or chemical fertilizers.

Now come to the point where we are talking about acquiring our agriculture lands by the big industrialists. It is true and it should not happen at least with the fertile land. But one of our friends wrote here that they are buying agriculture land and then giving it on lease. What is it? From whom they are buying and to whom they are leasing? Is it not another form of acquiring farming lands by non-agriculturists? If you are serious about the community then we should try to help our village folks who is selling his source of bread earning.

I think basic question here is that how we can help them. I have posted a thread under “EDUCATION” title of which is “Education in Rural Haryana” and proposed that we should do some thing to our community by encouraging our village students to complete their higher education. Unfortunately no body replied back except Mr Gulia, thank you my dear Gulia Sab.

agriculture eats up lots of others money paid in tax...i think some of jamindaars have been spared for heaven's sake...and now the agriculture industry shall also shed some money in paying tax...people owing more than 3 kilas, as i have seen their income, shall be taxed...why should we poor working class suffer alone

Per Haryana aur other states key Zamindar aur kisan ..even though they may have similar land...don't even stand somewhere near in comparison...

Adhiktaar Kisan apane bachon ko school college ki fees bhi naheen bhaar paate...Aur log agriculture per tax ki baat karte haiin...

Naaya Budget kab ayega?

Why not we look for some crops other than which are on the orthodox line like Sugarcane, Wheat & Maize etc.

Why not someone try to cultivate Mushrooms which is costly & having a large number of varieties...just an example & there are many such more...

Someone has to be the archetype to make other realise that only with little efforts someone can earn even more...

At least on 1-2 bighaas ...one can think of some special cultivation from earning point of view...

लुधियाना [बिंदु उप्पल]। कृषि विशेषज्ञों का कहना है कि किसानों को फसली चक्र से निजात पाने के लिए सब्जियां उगानी चाहिए। एक ही फसली चक्र से खरपतवार व कीट बढ़ते हैं, भूमि में उपजाऊ तत्व कम होते हैं और भूजल स्तर गिरता है। ऐसे में किसानों को अलग फसलें लगानी चाहिए और खेती के नए तरीके अपनाने चाहिए।

पंजाब कृषि विश्वविद्यालय [पीएयू] के सब्जी विभाग के डॉ. तरसेम सिंह ढिल्लों ने बताया कि एक वर्ष में सब्जी की कई फसलें उगाई जा सकती हैं। उदाहरण के लिए, मूली व बैंगन को वर्ष में कभी भी लगाया जा सकता है। फलीदार सब्जियां मटर व फ्रेंचबीन लगाने से भूमि की उर्वरा शक्ति बढ़ती है। उन्होंने बताया कि गेहूं व धान के मुकाबले सब्जियों का उत्पादन प्रति एकड़ ज्यादा होता है। किसानों के लिए भी सब्जियां उगाना गेहूं व धान की खेती करने के मुकाबले अच्छा है। सब्जियां जल्द तैयार हो जाती हैं। धान के मुकाबले सब्जियों को पानी की कम जरूरत पड़ती है और उन्हें समय से पहले बोने पर किसान अधिक लाभ कमा सकते हैं।

डॉ. ढिल्लों ने बताया कि गेहूं व धान के मुकाबले सब्जियों में विटामिन, प्रोटीन, खनिज, आदि पोषक तत्व अधिक मात्रा में होते हैं, जो स्वास्थ्य के लिए बेहद जरूरी हैं। मौजूदा समय में पंजाब में एक लाख 58 हजार हेक्टेयर भूमि पर ही सब्जियां पैदा की जाती हैं। स्वास्थ्य विशेषज्ञों के अनुसार, प्रत्येक व्यक्ति को रोजाना 300 ग्राम सब्जियां खानी चाहिए, लेकिन अब तक 180 से 210 ग्राम सब्जियां ही प्रति व्यक्ति प्रतिदिन उपलब्ध होती हैं। इसके मद्देनजर सब्जियों की पैदावार का क्षेत्र बढ़ाए जाने की जरूरत है। उन्होंने बताया कि किसान को सब्जी उगाकर बाजार में बेचने में शर्म महसूस नहीं करनी चाहिए। किसान को मौसम व मंडी की मांग के अनुसार ही सब्जी उगानी चाहिए। छोटे किसान प्याज, मिर्च, टमाटर, बैंगन व गोभी लगा सकते हैं।

In short, "फसल का चक्र" का मतलब है कि एक ही खेत में एक ही फसल हर साल पैदा नहीं करनी चाहिये । आपने देखा ही होगा कि एक खेत में हर साल पहले धान बोए जाते हैं (बरसात में) और उसके तुरन्त बाद गेहूं बो दिये जाते हैं । अगर हर साल यही होता रहे तो जमीन की उपजाऊ शक्ति कम हो जाती है और उसमें ज्यादा रासायनिक खाद डालना पड़ता है । अगर एक साल गेहूं आदि बो कर अगले साल उसमें सब्जियां या दालें बोई जायें तो मिट्टी की उर्वरा शक्ति बढ़ती है और रासायनिक खाद भी नहीं डालनी पड़ेगी । पहले भी किसान ऐसा ही करते थे - वे एक साल या तो जमीन को खाली छोड़ देते थे या उसमें दालें आदि बो देते थे ताकि भूमि को आराम मिले या तबदीली हो । जैसे अगर हम रोजाना गेहूं की रोटी खाते हैं, तो बीच-बीच में किसी दिन दलिया, खिचड़ी या दूसरे अनाज खाने से पेट को आराम मिलता है और शरीर के लिये भी यह ठीक है । यही बात खेती वाली जमीन पर भी लागू होती है ।

Kaya kare sir kisaan bhi jarurtain jayada badh gayi hai .... competition ghar ghar main ek doosre se chal reha hai ...... or us chakker main Fasal Chakker ko bhoolte ja rahe hain ...... Wrong irrigation patterns and whithout knowledge of all the things... they are converting the land in to waste land.

Apart from this the bricklin owners are paying for the soil ..and under the lucrative offer the farmers are making their land as waste land ... Hemaari taraf ek to jameen main "Rehi" aa gayi hai doosre ye int bhaathe wale aa gaye hain .... to ab kehaan ki kheti bachne wali hai ...

Legta hai .... ye khet bhi kheti kerne ke liye kisi Private Authority ko dene padenge tabhi agricultural cycle theek chalega ....

Govt. ka koi bhi parchaar ... aaj tak kisano ko influence nahi ker paya is baare main .... na koi ye batata hai gaon main aake .. kon se bimaariyon ka ilaaj kon sa hai .. log kuch bhi khreedte hain or kuch bhi daalte hain...

Jarurton ke mutabik jameen pe bhi pressure badh gaya hai .... pehle jarurtein kam thee .... to fasal chaker ho jata ya .. ya doosi fasal bo de jaati thee ... per Govt to Gehoon or Rice ka hi MSP betaati hai .... koi ye nahi bata-ta bhai jis kheti pe tum Gehoon bo rahe ho us pe daal bowoge to gehoon te bhi jayada paise milenge.... ya sabji ugaaoge to us te bhi jayada .....

Iss sarkaar key yuh baat samajh naheen aati ki apani foodline ko kat karke...konsi economic growth kar lange.

पिछले तीन-चार दिन से समस्त उत्तर भारत में जैसा मौसम चल रहा है, वह खतरे की घंटी के समान लगता है । गेहूं, चना, सरसों आदि फसलें पक कर तैयार खड़ी हैं और ऊपर से इस बेमौसमी बरसात, आंधी और ओलों ने काफी नुकसान किया है । मीडिया वालों को इन सब की रिपोर्टिंग का समय नहीं, हां - सब्जियों और तेलों, दालों आदि के बढ़ते दामों की रिपोर्टिंग जरूर हो रही है । जिनकी फसलें कटने को तैयार हैं, उनके चेहरे पर चिन्ता की लकीरें हैं ।

आजकल खेती एक महंगा सौदा है - कुदरत की मार तो है ही, फसल के दाम भी ठीक नहीं मिलते । बेशक बजट में 600 अरब रुपये के कर्जे माफी का ऐलान कर दिया, पर जो किसान महाजनों और सूदखोरों की गिरफ्त में हैं, उनकी कौन सुनेगा ? वैसे यह साल चुनावी साल कहा जा रहा है और इसमें बहुत कुछ होना बाकी है । सो, तेल देखो और तेल की धार देखो ।

बजट के समय काफी शोर मचा था कि लो जी, किसानों के साठ हजार करोड़ के कर्जे माफ हो गए हैं - अब तो सब को सांप सूंघ गया लगता है । ऐसी रिपोर्ट मिली हैं कि इसमें काफी घपला है और सिर्फ वोट की राजनीति के लिए ही ऐसी घोषणायें हो रही हैं । हो सकता यह भी एक 'स्कैंडल' निकले । न किसानों का भला हो रहा है, न जनता का - महंगाई सबके सिर पर चढ़ कर बोल रही है । बारिश भी बेमौसमी हो गई है, चाहे मौसम विभाग वाले कुछ भी कहते रहें । देखो, अभी तो बहुत कुछ देखना बाकी है । बरसाती मेंढक काफी टर्रायेंगे इस साल ।

चलो, अब तो बरसात का मौसम भी गुजर गया - बरसात अच्छी हुई बताते हैं - बिहार में बेशक बाढ़ ने कहर बरसा दिया । पर लोगों को कुदरत से शिकायत लगी ही रहेगी - धान अच्छे हो गये पर दूसरी फसलों को नुकसान हुआ ! यह तो रहेगा ही, खेती का पेशा ही ऐसा है । चलो, एक हरयाणवी चुटकला पढ़ लो इसी मजमून पर ।


मूळा कुम्हार की दो छोरी न्यारे-न्यारे गामां में ब्याह राक्खी थी । एक बै मूळा दोनूं छोरियां तै मिलण-फेटण चल्या गया ।


पहल्या वो बड्ड़ी छोरी धोरै गया, उन्हैं कुछ खेती-बाड़ी कर राक्खी थी, वो बोल्ली - बाबू, ईब-कै रामजी नहीं बरस्या, तै मैं तै कतई मर-गी, ईब-कै हमनै खेती घणी कर राखी सै ।

मूळा दूसरी छोरी धोरै गया, तै वो बोल्ली - बाबू, ईब-कै भान्डे घणे पाथ राखे सैं, जै रामजी बरस ग्या, तै मैं मर-गी ।


मूळा घरां आ-कै आपणी कुम्हारी तैं बोल्या - भागवान, चून (आटे) का कट्टा त्यार कर ले, एक छोरी तै जरूर मरैगी !!
