DL3S - AC 6969 - To me this looks like a 2-wheeler vehicle registration number plate which is registered in New Delhi.
DL- Delhi , S - scooter (not necessarily but used for any 2 wheeler).

3 stands for the no. given to authority. here 3 stands for sheikh sarai authority... likewise 2 stands for patiala house authority. :p:D
