Haryana vigilance bureau victimizes 17-yr-old boy

CHANDIGARH: 17-year-old Vikas has been to the hell and back but the nightmares refuse to fade from his memory. Enjoying a privileged childhood till February this year, the life of this son of a class-I officer of Haryana government changed overnight when cops from the vigilance bureau swooped down on his house one dark evening, bundled him in a gypsy, shoved currency notes into his back pocket and took him away to the police station. Vikas returned after 47 days in jail and by then his life had changed forever due to the trauma he faced.
In a shocking case of alleged criminal misconduct on the part of Haryana VB, it has been revealed that the agency registered a false corruption case against Vikas' father Gopi Chand, a deputy excise and taxation commissioner (DETC) in Jhajjar and arrested him along with his minor son from their house in Rohtak before packing them off to jail. While the father may have become a victim of vendetta, his son is a helpless victim of police insensitivity and criminal act.
‘‘Imagine what all my innocent child had to face, especially when he was about to appear for his class XI exams. The police would escort him to the examination centre and take him back to the jail while his friends and teachers would witness his humiliation,'' mother Mesar sobbed.
A status report filed by the IG VB, Rohtak, RC Jowel, in the Punjab and Haryana High Court has revealed that the VB registered a corruption against against Gopi Chand for taking Rs 50,000 as bribe on the complaint of one Sanjay Goyal, a resident of Dadri, who was earlier penalized by the DETC for plying a tanker carrying mustard oil without relevant documents. He paid a penalty of over Rs 2 lakh but later ‘‘with the motive of revenge'' Goyal made a false complaint against Chand saying the latter had demanded a bribe of Rs 50,000 for refunding the penalty amount.
VB SP Hemant Kalson, armed with permission from DC Rohtak, arranged a raid on February 9 and Goyal went to Chand's house. Since the DETC was not at home, his son came out to inquire and was bundled into the gypsy. ‘‘The packet of money, which had fallen to the ground in this commotion, was picked up by another cop, who brought it to the vehicle and shoved the cash into Vikas's pocket,'' the report states.
Twenty-five minutes later, the father was arrested from his house upon his arrival from Delhi. The two were released on bail after 47 days. Chand is still under suspension and Vikas is a shadow of his former self. ‘‘He can't concentrate on his studies and is always depressed,'' a hapless father observed.
IG Jowel, who was directed to investigate the case after Mesar complained to the CM about the injustice done to her family, has recommended cancellation of the FIR and the family is hoping that Chand's suspension would now be revoked. Why Vikas was made to suffer in the sordid affair, and why no action has been taken against cops, are some queries for which the police has no answer.
