हाल ही में छठे वेतन आयोग कि सिफीरिशें लागू की गई हैं । इसमें उच्च शिक्षा ही एक ऐसा क्षेत्र है जिसमें वेतन आयोग के साथ साथ सेवा शर्तों में भी भारी फेरबदल हुआ है । कुछ महत्वपूर्ण तथ्य हैं कि अब मूल्यांकन की नई पद्यति दी गई है । जिसमें हर सेवा गतिविधि के अंक दे दिए गये हैं । एक ऐसा ही नया आयाम उभर कर आया है कि विदेशी पत्रिकाओं के अंक बेहद अधिक हैं । जाहिर है ऐसे में सिर्फ विज्ञान व अंग्रेजी विषयों के विद्यार्थी ही लाभ उठा पाएंगे ।
अभी आरक्षण की लड़ाई शुरु ही हुई है कि सामाजिक दुराव के ये साधन पहले ही तैयार किए जा रहे हैं । जाट आखिर व्यवस्था में संघर्ष करे तो कितना करे ।

And what should Jats do all the struggle because system is not good enough for Jats. Or system has many faults in a Jats' perspective.

I did not get Ambrish ji's post. If he is talking about research papers published in Indian/International journals, then how does it matter if 'applicant' is Jat or non-jat? I did not get this "advantage-to-English/Science-students" either! I think his post is regarding the lectureship/professorship; applicants will be competing in their specialized subjects and obviously language/subject benefit will be same for all within a category.

Yes, it is a serious issue if the proposed evaluation (for promotion/salary increment) system gives more marks for the articles published in international journals/magazines irrespective of subject areas. This would give unfair advantage to certain candidate (subjects areas). Personally, I don't think that it is a good idea to assess the performance on the basis of magazines' nationalities (there are hundreds of crap international journals). A better (not perfect) criterion of evaluating an article would be to take in to account the numbers of citations it received (excluding self-citations)!!

छठे वेतन आयोग में ugc की नई शर्तें लागू हुई हैं । इसमें जो शोध के अंक हैं उसके बारे में चर्चा है । पहले एक सामान्य मूल्यांकन पद्यति हुआ करती थी । उसमें जो बेहतर पत्र हुआ करते उनका मूल्यांकन किया जाता है चाहे वे भारतीय हों या विदेशी । अब जो नई पद्यति लागू हुई है, उसमें बाहरी पत्र- पत्रिकाओं में छपवाने के ज्यादा अंक हैं । जाहिर है जो हिंदी भाषी क्षेत्र हैं वहाँ अंग्रेजी का प्रभाव तुल्नात्मक रूप से कम होता हैं । उदाहरण के लिए तमिल, तेलुगु व बंगाली के लिए ये ज्यादा लाभदायक स्थिति है । अतः हिंदी व हिंदी भाषी के जो आशार्थी देश की सर्वोच्च संस्थाओं का सपना देख रहे हैं उनके लिए एक झटका है । और जाट जो कि उच्च शिक्षा के क्षेत्र में अभी काफी दूर हैं उनके लिए ये कम चुनौती नहीं है ।
