Let us start stating facts related with division of Utter Pradesh:

Density of population in Utter Pradesh is very high in western and central Utter Pradesh.
Some facts are stated here: http://en.wikipedia.org/wiki/List_of_cities_in_Uttar_Pradesh
http://www.mapsofindia.com/census2011/population-density.html
India´s land area is 1/3 of China and population of India is going to equate China in coming decades.

First thing we need is population management, restructuring of civic services, establishment of proper infrastructure to facilitate public working needs and facilities for masses.

Manageability in form of smaller states is the need of the day there should not be any two thoughts about it, otherwise, rivers will become black drains, ground water will be polluted and we humans will literally eat away resources of state.

Western Utter Pradesh is the worst hit in this respect.
Eastern and other parts of Utter Pradesh have a high dependency on Western Utter Pradesh due to its close proximity to Delhi.
One can see the pathetic state of roads, national highways, metro facilities in western utter pradesh, although it has the highest density of population and is closest to Delhi.
It also has a high inflow of population from other parts of country.

I do not understand, why there is a delay in the formation of new states out of Utter Pradesh.
Why different parts of Utter Pradesh can not decide for their own development and come out of the shadow of wrong political parties and corrupt politicians?
Where is the educated class of India?
Why can the educated class not supersede the corrupt political powers in this country?

A Thought:

Have people of Western Utterpradesh really fought for the formation of a new state?

People of Western Uttar Pradesh have never vehemently come out in support of creation of a separate state like Gorkhaland. You can see that Gorkhaland is seeing support of each and every people from all the sections of the society.

Road conditions is worst in Uttar Pradesh. Few days back I had gone to Shamli and found that no road leading to Shamli was in better condition. It was like a driver's hell.

A single person (CM) can not manage such a big state with a population of around 21 crores.

Yes, u are right, Western Utter Pradesh is in the worst situation as the civic facilities are crumbling and due to its close proximity to Delhi, it becomes a money heaven for corrupt people.

The main point is Western Utter Pradesh is the most neglected part of the entire state, whatever development is happening is happening due to outside influences of neigh neighbouring states like Delhi.
Due to rapid urbanization village youth are getting exposed to city and western way of life in the most wrong way. Due to lack of proper education and a wrong view towards life itself crime has increased many fold. As India is a young country the above stated fact in long term becomes very bad, and leads to criminalization of our youth.

"A single person (CM) can not manage such a big state with a population of around 21 crores." :

It is not a matter of single person (CM), rather it is a matter of population density, needs of local people(such as infrastructure and right policies towards local needs and other local issues), resources, etc.

I find it hard to understand, how can people sitting 500 kilometers away understand the local needs of the people of Western Utter Pradesh?, the entire idea of such a big state looks absurd.

If the density of population is high then the best governance can be done in small close knit areas, where accountability and authorization is clearly visible to everyone. Small close knit areas will also help to eradicate corruption and bad governance.
