WHAT distinguishes Guru Jambeshwar University, Hisar, from others is that it has made the least contribution to unemployment. By keeping off mainstream arts subjects and stressing on job-oriented courses in engineering, science and management, GJU has done tremendous social good. Permanent teachers are, by and large, young, bright and apolitical. Appointments are not caste-based, and that is a landmark in Haryana. Students are respectful and academically inclined. Admissions are transparent and results are on time. Another feat: girls face no sexual harassment. There are no unions and elections.

There is much on the negative side, however. There are allegations of financial bungling and indiscriminate promotions of the supporting staff. In Haryana bureaucratic interference is an accepted fact of academic life and VCs do not protest at the dilution of university autonomy due to the state government aid; it is Rs 4 crore for GJU. There is an outflow of talented teachers. The reason: choking work environment.

Instead of evolving their own rules and regulations to suit the requirements and develop efficient management practices to cut delays, this young university’s administrators look up to MDU and KU, hardly models of excellence, for guidance. The management blundered by importing middle-level non-teaching staff from other universities. They know how to scuttle or delay unfavourable decisions and arm-twist teachers into submission.

GJU’s apparent academic peace can be shattered any time, as it did on September 10 when students went on strike to demand supplementary examinations of compartment candidates in October. The teachers’ association opposes supplementary examinations. But the Vice-Chancellor, Dr A.R.Chauhan, who relinquished office on September 11, did not want to displease the students on the eve of his retirement. The students had their way.

The university’s response system is resented. Take the strike. The university authorities got the agitating students video-filmed and photographed, obviously for reprisals, if need be, and, worse, called in the police. A patient hearing and firm action in the best interest of the university could have averted the strike. But the situation was allowed to be on the boil and a solution was found only after the students walked out of their classrooms. If tomorrow the university becomes a hotbed of student or teacher politics, blame it on bad management.

Set up in 1995 by the then Chief Minister, Mr Bhajan Lal, the university is named after Guru Jambeshwar, a widely respected 15th century environmentalist saint of the Bishnois. The next Chief Minister, Mr Bansi Lal, tried to stunt its growth due to political rivalry. He cut short state funding. The UGC affiliation and the Chautala government’s bailout, however, have kept the university going.

Under Dr Chauhan, GJU earned A grade from NAAC, added courses like computer science, electronics, biomedical sciences, physiotherapy and M. Pharma apart from having an institute of engineering and technology. Three departments — management, environment and mass communication — have got a Rs 1.5 crore UGC grant each under its special assistance programme (SAP).

The UGC and Ministry of Human Resource Development guidelines say that to set up a university, at least Rs 20 crore should be made available annually for 10 years. GJU has got only Rs 29 crore in eight years. Ch Devi Lal University, on the other hand, says Dr Narsi Ram, President of the GJU Teachers Association, has been given Rs 45 crore. We do not mind that, but a similar grant should also be given to GJU.”

Lack of funds, and some misutilisation, have affected the university functioning. A teachers’ union leader said the university had a Rs 20-crore fixed deposit to provide it financial stability, but the principal amount is being spent now. The VC expressed ignorance of this. When the university authorities bought computers worth about Rs 55 lakh, 10 of these got burnt in two days. Substandard stuff was purchased on commission, alleged teachers. An Assistant Registrar was accused of trying to sell computer parts through his favourite supplier. He tore an official document in the presence of two teachers to remove proof of his involvement. Yet he was promoted.

The VC’s hurried decision, a day before his retirement, to relieve the Director of Distance Education has taken the university staff by surprise and lent weight to the allegation of financial bungling in the department. The Director, a VC appointee and favourite, had still one year’s service left. His financial dealings were not through the usual channel, but cleared direct by the VC, and therefore questioned by many.

For distance education there are 125 study centres in the country but many are run in one or two rooms and lack qualified teachers and infrastructure. The centre owners mint money, disgracing the name of GJU. The university is not in a position to control such centres as the VC had stopped taking the Rs 1 lakh security deposit from each centre. The university used to earn a hefty interest on the amount thus collected. Dr Chauhan, however, claims that the university income has actually gone up as he had increased the charges from the study centres, apart from taking a Rs 1 lakh bank guarantee from each centre.

Another questionable decision is the waving of the Rs 5-lakh penalty imposed on a building contractor. Dr Chauhan said the penalty was on account of delay in the completion of a university building, not due to poor construction work. The file to waive the penalty was moved before he took over but it got cleared during his term.

The 372-acre campus is a picture of neglect with a wild growth of “kikar”, “aak” and congress grass. But fund or staff shortage cannot be blamed for the insanitary conditions of departments and haphazard parking of vehicles. Hostels suffer from water shortage. Barring the department heads, teachers do not have even an inter-departmental telephone facility, leave alone an Internet connectivity. Two or three teachers are herded in one room.

In total the university today has 2,200 students, 353 non-teachers and 91 teachers. There are 146 sanctioned posts of regular teacher. The VC had a fondness for retired hands. A large battalion of temporary teachers is deployed on the campus. Some are simply postgraduates and have not cleared even the NET or SET.

The shortage of teachers is acutely felt. There should be at least 20 regular lecturers in the Printing and Technology Department according to the UGC requirements. However, there are only two teachers. The rest are on contract. The engineering college on the campus is run by those on contract. The financial crunch, the state government ban and ad hoc arrangements have barred the university from raising a team of dedicated, research-oriented teachers.

Quite a few teachers feel the university has been put into the “reverse gear”. Till last session, GJU offered applied mathematics, industrial chemistry and advanced physics to produce scientists and technologists. This year the university has “simplified” these courses. The students from these departments will not now go beyond teaching, defeating the purpose of technical education.

Almost 80 per cent of the teachers have projects and they appreciate Dr Chauhan’s help. That there is no provision for enough space and timely supply of equipment for projects is another matter. The Food Technology Department head, Dr B.S.Khatkar, alone has two projects worth Rs1 crore. Prof C.P. Kaushik, Chairperson of the Environmental Science and Engineering Department, has carried out a detailed study on the presence of pesticides in milk in Haryana.

There are two cases of Ph.D. which have become controversial, casting a shadow on the research practices in the university. In one case a former VC’s niece was given an extension after the expiry of the five-year period though she had not fulfilled the preliminary requirements under the rules. No one knows who her guide is. An applied psychology student was allowed to do Ph.D. even though she had 51 per cent marks in her MA. Her marks in M.Ed were counted despite objections from some quarters. She was given a new guide without the consent of the previous guide, who dubbed it a “criminal act in academics”.

In a letter to the VC the previous guide, Dr Anu Singh Lather, wrote: “I am surprised to know that the same Ph.D. research under the same title by the same candidate is being supervised by another supervisor, a man of commerce who has no locus standi to guide a Ph.D. in the area of criminal psychology...it is disgusting and insulting for me as a teacher and as a supervisor to see such an unethical behaviour of another teacher who is a senior faculty (member) of this university.” The VC, defending both cases as being under the rules, blamed teachers’ rivalry for the controversy.

Students come from a conservative background, but boys and girls soon shed inhibitions and work together in a healthy way. No one complains of sexual harassment. Their English and personality need improvement. This is what M.Sc (Physics) students, wrote in a poster on September 5: “People says God is one/We will say Gods are two/One is in heaven/While on earth is you”. Since they are being prepared to work in a competitive national/international corporate culture, the university has made arrangements for polishing them off.

“The students and teachers are the two key areas of a university, not the supporting staff”, says Mr Sanjeev Kumar, Secretary of the teachers association. A number of teachers, requesting anonymity, complained about the unhealthy dominance of DRs and ARs (Deputy Registrars and Assistant Registrars) on the university functioning resulting in the denial of timely promotions to teachers and delay in the purchase of equipment for research projects.

Nowhere else teachers wanting to attend international conferences and workshops are forced to sign a bond before going abroad. “We are discouraged from attending such conferences on the ground that teaching work would suffer. Doesn’t the teaching work suffer when we are sent on exam duty for distance education?” asks one teacher. “The ARs and DRs have got two promotions in eight years, but a lecturer is promoted reader after eight years”, adds another. They are all “kalakaars” who have imposed a “ghuggi culture” (multilateral signing of documents), remarks a long-time observer of the university affairs.

The outcome of the activities of the “academic mafia” is that quite a number of talented teachers have quit the university. In the mathematics department, for instance, six of the eight teachers have left. Though the university had appointed 103 lecturers, 17 of them have resigned. The university advertised for nine posts of lecturer in the computer science department three times but has not found suitable applicants.

However, the Registrar, Mr D.K.Kasnia, claims the university functions according to the Act and the rules in practice everywhere. None of the teachers’ promotion is pending. He, as also the VC, defends the prevalent work system.

Now as the search committee is meeting on September 18 to finalise a panel for the next VC of GJU, it is hoped the Chancellor/state government will select a VC who can provide visionary leadership to bring GJU back on the growth track, usher in a healthy work and study culture and save it from the clutches of vested interests.

These problems in our educational institutions have become very deep and they are pushing the progress in the State of Haryana backward. The primary reason for these problems is the sinful governance of universities by politicians. This is a disastrous situation. Just recently, a new university was set up to honor Mr. Devi Lal. Did Haryana really need another university, when the existing ones are in disarray? The chief minister just wanted to show his muscle by setting up a place in the name of his father. The guy could have done a better thing by establishing some center in his village to help the young who have, say, drinking problems.

The population explosion and illiterate people to run the state will continue to compound these problems. Referring to Bhagwad Gita, when the sinful conditions reach to an unbearable level another Lord Krishna will appear. His appearance seems to be overdue.

This was a regional engineering under KU before IT rev.
Dr Bhimsingh dahiya was VC at Kurekshetra. This is his brain child. He developed it as a model IT Engibeering UNI. This was clear understanding that he will be the frist VC until last day.
over night a junior panjabi paid heavy bribe and became VC.
every one know in educational circle . We heard from Dr Dahiya in London. He visited Lodon many times use to stay with us.
Same thing last VC done on last day.
Ship with big hole in the bottom will go down in open sea.
Jisaki neam hi balu raet ki- kagaj ki nav majhdar mae duwagi.

The degeneration in society in general and the education department in particular in Haryana should not be a surprise at all. It has still to reach the lowest ebb though. Brig OP Chaudhary (Retd) was appointed the VC of Rohtak (MDU) university. He almost brought about a revolution in all aspects of the university. But then he was removed at a crucial juncture for political reasons.

An old man from my village said thus: "Krishan Ji ka dimaag kharab ha ke woh avtar leke Hindustan ki aur Haryana ki samasya hal karega. Yu Chautala aur Bhajan Lal milke usne politician banadein ge". And he further said: "Jo ye saare bhagwan katthe ho ke bhi aa javan na, to bhi iss desh ka kuch nahi ho sakta. Phir se ek be angrez aawenge tab kucu ho sakta hai".

No, I did not agree with that old man because I believe that the situation can be retrieved even now if only well meaning people come forward and raise their voices.

It is surprising that Haryana state brings about a revolutionary legislation regarding 'Two Child Norm' for 'Panchayats' but doesn't give a damn for educational institutions that would educate our children.

God helps those who help themselves. I heard this for the first time in Mission School Sonepat when I was five years old. Each one of us who consideres himself to be educated and wise should make a difference to at least one another individual (other then his relative) and ensure he/she is given an opportunity to achieve his/her dreams.

Dudee ji a word about MS Malik, DGP Haryana Police. He is also the President of the Haryana Olympic Association and also of some other associations also. Actually, half the sports bodies have been made into a personal fiefdom by Chautala's sons. And they claim to be managing the sports bodies well in Haryana, not because of thier talents but due to the achievements of naturally talented boys and girls of Haryana. I had approached the DGP after my son had won the Junior Golf Title in Nov 2002 (Equal to a Gold Medal at National Level as it was a Indian Golf Union Categorised tournament) for some recognition from the state. Alongwith the formal application I also approached him through my cousine brother, also MS Malik and in Haryana Police. Do you want to know the outcome? Like a true JAT and maybe also as a 'Pakka' Malik (I have yet to fully understand the history of Gathwalas and Malik's), HE DID NOTHING.

I am sure you all are fully seised of the matter of degradation of education management standards back home. Do continue educating all those whom you can.

Dear all,
it is true hat money was exchanged for v c's appointment. i still remeber the amount of money as ppl use to quote those days.there has to be some iota of truth in that.

on 17th of this month i visited hau hisar for some business purpose,there i got shock of my life .the faculty members of the dealing division told me that they have not recieved pay since last four months.they were collecting some donations for some day to day expences such as repair of tractors and other farm equipments. this is plight of the existing institutes then why to have another white elephant.these politicians have got no caste or creed, they are all same.

Truly said there is no need for the new university in haryana .

For the transfer of the colleges in new university There is strong opposition from the colleges in Bhiwani , Dadri , Rewari etc . but there is no sunwai .

Truly said , there was no need for this new univ in haryana , they should enrich GJU which is one of the good completly technical university and meet the plans for the exchange of students with foreign universities and providing the students good labs,faculties etc.

Previously because of the less caring attitude of the university many of the students are having problems during their BIT,BIS degrees conducted by the MDU .




An incident i am telling u in this regard -

This year after the PMT result has been declared , the next day i was there in MDU there was a girl pleading to recheck her exam and weeping badly , she was pretty sure of her selection as she have an idea of nearly 170 questions and she was saying that she can write the questions and the answers as well that moment also .....

But there was no one to listen .

Later i came to know from an employee that there was a big dhandli and a new list was made the last night of the sifarisis and the real selected candidates were deprived off the selection .

So , where can a talented person can stand when such corruption will prevail in the society .

Jagmohan Ji , it is the real picture that JATs are not so much as cooperative as the other castes and creeds are .

If there is a punjabi in place of u and the DGP they would have been done a lot for u.

Five VC,S three of them jats enjoying on floor in my front room. I requested them please go to bed rooms and they said thank you we are in our own house.

You have indeed given an excellent review of the GJU in particular and others in general. It is a timely and thought provoking review article that could be helpful in correcting academic standards and environment.

HAU has also gone down slide during past 15 years or so as a record setting pace.

I did my Ph.D. from HAU in 1986 and left the university, sad with the state of affairs there. In later years, it has only served as the source of employment rather than education and that too cleanly meritless.

I still remember that I was selcted as Assistant Prof there in 1986 but was not issued appointment letter purely because while I was serving as member to the University academic council, I used to speak for improvement and used to bravely and critically speak for academic improvement, despite deaf years and autocratic functioning of the VC-LD Kataria. I was often given the signal that I will have to pay for it. A day came, I applied and was selected as Assistant Prof. There were other selections too in different deptt/colleges. All accumulated to about 70. Appointment letters were issued selectively according to criteria best known to him only. Ultimately, all managed to get one except me. Reason: I was told that "you have bigger responsibility to work for the improvement of the university and this job can not be done by an employee that too this pitiable 'professory'"
Although a few senior faculty members (but not the neo-beneficiaries) expressed their displeasure over the issue and even tried to convince him that it not only amounted to victimization of person but merit also. But he wanted to prove his point that only those things would work that "my liking is the merit". Therefore, he took an oral decision before these senior faculty memebrs that the post be readverrtised and he (me) should be selected all within a month. When I learnt of this decision from the well wishing faculty, I declined to honour this process, purely because it would be back door entry for me. I believed- New selection means new candidates and new merit, anything else would be a favour. I felt advt. with this prejudice to slect me would be wrong. Personally, I did not want to drop what I had earned and agree something that was a sort of "to be given to me". I left saying plain "no" and looked anywhere else except HAU.

Within three months I was selcted in this prestigious national laboratory. While working for this institute, I had all freedom to work, see the work valued. I developed facilities, got research grants althrough and made a scientific standing of international repute for myself as well as the institution. But over the years I have been hearing about events and academic state there and I do feel pain of it. But who should be blamed for it- in fact, only we who could not see what was better for our organization.

There has been utmost type of inbreeding in recruitments without merit even within. It has been the victim of the non-academic interest of the all those who were given the non-competititve opportunity of gainful employment. People used it to the extent of parasitic collapse of host.

Eventually people served to the extraneous interests, "workers" progressed but not the organization. The infrastructure and the manpower that used to be pride has been rendered a liability.

And worst is yet to come. As the senior faculty of older times are retiring, it might be difficult to trace science and academics there, except archeologically.

Some of the professors who brought laurels were not even given cognizance of there being there. Had a chance be given to them to manage academic organization, it would have gone improvement way. People that was linked to the powers that be had the hand on everything.

Good understanding is required for doing good. We can not make wise and awakened people to believe in the pseudo-phenomena and superficiality.

Nevertheless, this is not the end. No time is late for betterment and improvement, providing concern, committment and courage is sustained by the executors and well wishers.

I once again appreciate your raising the valuable issue of all time relevance.

Dear Col Sahib, Major Rajender, Dr. Rajender Sangwan and all thank you very much for your personal exp and insight on this subject.
AS i said in side story is even more painful. Only 1% strong and brave can take any bold step against unjustice, bribe and evils. 99% people have no guts to open their mouth.
We all have many tales to tell but not dare to do so.
This is the reason all honest , talented people are going out of the country.
only 2 choices left either immigration or change the system by lawful fight for the rights. Both are not easy so face the music in hard way.

Dr. Rajinder I think I remeber you, you were doing PH.D in biochemistry when I was undergraduate in HAU.

This topic is such that it gives anguish and pain sometimes. After a very hard work I won Bhabha Atomic Research Fellowship and when I applied for jobs in many universities despite being in merit selection were made on some other basis.

One time I remember when I applied at GJU, Hisar. The voice chancellor himself was in interview and asked me "yeh Sindhu kiya hote hain". I knew what they mean. They were not willing to give position to me being a jat. This was pretty much known in that university at that time.

I just ignored the question and said in a joking way' " well, dekhne main to aadmi hi hote hain"

Anyway , I was satishfied with the interview as academically they could not point a finger.

Some how the things reached to the then CM (CH. Bansi lal) and he cancelled all the selestions and abolished all the positions immediately without giving any appointment.

If one ignore the merit, the merit will ignore him too.

People do not think in long term. Thats why the academic standard of institutes is going down.

But it helped me a lot as then I decided I will go abroad. Had I got that position near my home I probably would not have been in USA today.

But it hurts to see our parent institutions going the rubbish way. What they are doing is making our talent suffer.

Whenever, I visit another institute in USA I try to find, how many people are from our community, the ratio is alarmingly very low. We should do something to make people from our community aware about the opportunities awailable. Make them understand that

"Hardwork never goes waste and patiance always pays"

Dear Dundee Sahib,

Many people still do not know that even USA immigration is open just like Canada and Australia. But standard is little higher and a bit expensive too.

This is open for researchers in almost all fields.

If one had good academic record and and good publications and a well planned scientific career. One can get green card even with out a job offer in USA. This is how this country attracts top brain of the world.

There are 20 to 30 % scholarships in USA which go unawarded every year. One has to try and try and keep applying in different institutes. The approach has to be thorough and systematic.

One has to keep writing to different people and send them questions and queries about the work they are doing, so they understand that you are really interested to pursue studies in their field. Then a scolarship/fellowship request can be made. This is one of non conventional approach.

More over in my field (molecular biology), I can suggest some of the websites which time to time advertise fellowships/ sholarships.

They only cover less than 10% of scholarships/fellowships available.
Most of them are given through discussion. So one has to keep writing and keep talking to people in their field.

Indian students are a preferred lot these days in US because of their hard work and basic training. Indian students are the largest group in any institute in US these days. But some how our people are not showing up.

Sadly the situationin India in education except in few institutes is not so good. Most students has to get a self training by personal interest.

I was reading a report last month in one of the national news paper in USA, that IIT students from India are preferred over MIT graduates when companies hire fresh graduates.

With the available internet and emails, things have become very easy compared to the earlier times.

MDU is insane..after my BSc I applied for MSc in MDU..and was confident after entrance exam. that I will be in Top 5 atleast..but I was no where even in waiting list...... at the same time I was selected in DU,JNU Biotechnoly and JNU Bioscience..where competetion is really tough.
applicant at MDU were some 500 - 700 only
and at JNU were atleast 50,000 or more..

should I conclude:-
MDU is higher in ranking than DU and JNU?

Debate rages over varsity appointments among academicians


Rohtak, September 25
The appointment of Vice-Chancellors and Registrars has become a major issue of discussion among academicians in Haryana. Moreover, the composition of committees going abroad for signing of Memorandum of Understandings (MOUs) for collaboration with foreign universities and institutions has also become controversial in some universities in the state.

The oldest university of the state, the Kurukshetra University, has had well-known personalities as its Vice-Chancellor, including Justice S K Dutta, a retired Chief Justice of the Assam High Court, Lt-Gen (Retd) Balram, Dr M L Ranga, Dr Bhim Singh Dahiya, senior IAS officers and politicians. The list of persons who have held the post of Vice-Chancellor of Maharshi Dayanand University, Rohtak, have included Mr Hardwari Lal, Mr P.P Caprihan, Mr J D Gupta, Mr Chander Singh and Mr S N Rao.

The names of Registrar includes Mr K L Guglani, Dr Preet Singh and several university Readers and college principals.

Unfortunately, MDU has also witnessed the suspension of at least two Vice-Chancellors and forced resignation of some others.

The Chaudhary Charan Singh Haryana Agricultural University (CCSHAU), Hisar, had Vice-Chancellors who held top government position including that of the Chief Secretary of the state.

Guru Jambheshwar University, Hisar, has seen five Vice-Chancellors since its inception in 1995. The Registrar of the university is on deputation from a local college.

The Commissioner of Hisar Division has been given the charge of the newly established Ch. Devi Lal University at Sirsa, which remains a centre of agitation over the affiliation issue.

Moreover, the post of the Pro Vice- Chancellors in most of the universities have been created and abolished as per political exigencies. During the past few years, the Kurukshetra University and the Maharshi Dayanand University have signed MOUs with foreign universities.

The Kurukshetra University team led by its Vice-Chancellor to Australia included members, which led to much criticism. Another such visit planed by the Kurukshetra University was recently cancelled by the Chancellor.

A team is presently in Korea for the signing of a MOU for collaboration in Doctoral and Post-Doctoral research between the Korean Energy Institute and Maharshi Dayanand University’s Department of Chemistry. The team members include the Vice-Chancellor, Maj-Gen (Retd) B. S. Suhag and Commissioner, Higher Education.

OF late The Tribune has been publishing a series of valuable articles on universities in Northern India and the maladies they are suffering from. The main focus in these articles has been on the political interference in the governance of universities, teachers’ apathy to teaching and research, students unrest and, above all, the rampant favouritism in the appointment of the university staff and Vice-Chancellor. However, in this article my focus is on the basic issue of restructuring of the different authorities of the university and in particular of the supreme academic and administrative body of Panjab University Senate which is a dire necessity of the hour.

After the partition of the country in 1947 East Panjab University was established by Ordinance-VIII of 1947 for which Prof M.G. Singh, a former Registrar of Panjab University, had played a significant role. This ordinance was repealed later and the university was named as Panjab University.

By an amendment to this Act it was decided in 1960 that the university will be located at Chandigarh.

Consequent upon the Punjab Reorganisation Act, 1966, Panjab University became a corporate body under Section 72 of this Act.

In accordance with the provisions of this Act, Panjab University was to continue functioning and operating in the reorganised states of Punjab, Haryana, Union Territory of Chandigarh and the Union Territory of Himachal Pradesh in the same manner as prior to the Punjab Reorganisation Act, 1966. The Central Government was also given the power to modify the Act of the university to the extent it deemed necessary. For this the Central Government issued 11 such notifications between January 11, 1966, and October 27, 1997.

Though the Central Government had made modifications in the Act of the university the basic structure of the Panjab University Act has remained unchanged to date. While the Acts of even the universities of Calcutta, Madras and Bombay established in 1857 have been drastically modified and changed, keeping in view the present concept of the governance of universities and exigencies of the times as envisaged by the Education Commission and the committee as set up from time to time by the University Grants Commission, no attempt has been made to amend the Panjab University Act. The acts of other universities in Punjab are broadly in line with the guidelines issued by the UGC.

According to the Panjab University Act (Section 8) the supreme authority of the university is vested in the Senate which apart from the Chancellor (Vice-President of India) and Vice-Chancellor consists of six ex-officio Fellows (which among others include the Chief Minister and Education Minister of Punjab and Chief Justice Punjab and Haryana High Court). The Ordinary Fellows (whose numbers is not to exceed 85) comprise 36 nominated by the Chancellor, two elected by the Punjab Legislative Assembly and the remaining elected from different constituencies of which the majority are registered graduates and different categories of teachers and heads of affiliated institutes. Only four are elected to the Senate from among the university appointed teachers. Again in the Executive Committee apart from the Vice-Chancellor, DPIs Punjab and Chandigarh, 12 are elected by the faculties. Even here the elected members are drawn predominantly from colleges.

The matters relating the university are either governed by the regulations framed by the Senate with the sanction of the Central Government or taken up by it at its meetings.

In fact, these matters are now decided by the Syndicate/Executive Council/ Board of Management in the universities consisting of 15-20 members and unlike by the Senate in Panjab University which has 91 Members.

The framing of regulations and amending the same is a long-drawn process. It nearly takes nine to 12 months before a regulation is approved by the Senate and submitted to the Central Government for sanction. It has been noticed that in most cases the sanction of the government is conveyed after a year or more. It is only when the regulation is approved by the government and published in the government gazette can it officially be adopted. Even the publishing of the regulation in the gazette some time has takes several months as the regulation has to be simultaneously published in English and Hindi even though the Act and the first regulations are only published in English.

In some cases of urgency, the university has acted on the regulations in anticipation of the government sanction. However, in a few cases the court has annulled this as the university could not act on the regulation till it is published in the gazette, after the sanction of the government.

The present jurisdiction of the university extends to the Union Territory of Chandigarh and a few districts of Punjab. Originally the government grants payable to the university were shared among the Central Government, the Government of Punjab and the Government of Haryana. However, in the light of existing jurisdiction of university it is shared between the Chandigarh Administration and the Punjab Government. There has been in the recent past difference in approach by the State Government regarding release of its share of grant (40%). This has caused considerable difficulties with the university.

From the above it is apparent that the university departments have a much smaller — rather an insignificant role —to play in the running of the university, which is dominated by the elected persons, mainly drawn from the colleges, which creates complications.

To enable the university to continue its standing not only as a teaching university, but also to further enhance its status, both in teaching and research, it is necessary that the university is converted into a central university for which amendment of the Act is necessary. By the amendment the university will be a teaching university with the provision to affiliate the colleges located in the Union Territory of Chandigarh. The role of the Central Government will be as it exists in other Central Universities with funding (both non-Plan and Plan) the responsibility of the UGC.

Scholars exploited in KU

Apropos of your series on the state of universities in our region, I would like to highlight the problems of research scholars. I was conferred a Ph.D in public administration by Kurukshetra University in 1994. It has been observed that totalitarian and hegemonic attitudes of senior professors of the departments act as a stumbling block in the way of facilitating higher standards in research. Manipulation, copying and plagiarism are frequently reported. From getting registered for Ph.D to the submission and evaluation of thesis, every research scholar has to comply with the whims and caprices of the supervisors. The scholars are victimised and exploited to a large extent.

Feudal and patronising trends also dominate in constituting undergraduate, postgraduate boards of studies and appointment of teachers in colleges and universities. A close review of the personal background of lecturers reveals that a majority of them are kith and kin of or patronised by senior professors.

Merit, performance and excellence become casualties, especially in this region. The Union Public Service Commission’s report shows that out of 307 universities only seven including Delhi University, Jawaharlal Nehru University, Rajasthan University, Panjab University and the Tamil Nadu Agricultural University lead in the results of successful candidates in the Civil Services examination. Who is responsible for this sorry state of affairs? Only the politicians’ manipulative and patronising modus operandi.

Rename the varsity

This is with reference to the report ‘Chautala defends setting up of Sirsa varsity’ (NCR Tribune, September 16). The universities in India are established by an act of either the State Legislature or Parliament. Ch Devi Lal University at Sirsa came into being by an Act of the Haryana government a few months back.

When Haryana came into being as an independent state of India in November, 1966, Kurukshetra University, Kurukshetra (KUK), was in existence. This university came into being by an act of the composite Punjab Legislature in May, 1956. The university’s character remained residential until June 30, 1974. On this date, 105 colleges affiliated with Punjab University, Chandigarh, were transferred to KUK.

The Bansi Lal government established another university at Rohtak. Which came into force on April 19, 1976. The university’s name was changed in 1977, by a government headed by Ch Devi Lal from Rohtak University to MDU.

In November 1995, the Haryana government headed by Ch Bhajan Lal established another university in Hisar, Guru Jambheshwar University (GJU). This is virtually a residential university till date.

Bansi Lal’s government had established Rohtak University and Bhajan Lal’s government established GJU and Ch Devi Lal was also supposed to establish a university in Haryana, but could not.

Devi Lal’s son Om Prakash Chautala has got the university established in the name of Ch Devi Lal at Sirsa.

There is nothing wrong with having more universities. Problem is with maintaining quality. Often such universities or Institutions, created politically are later on targeted by the rival politicians and are starved of funds. Students become the main victims in this political game. During British period and even later on, there was an unwritten rule to name the universities after the name of the town or city where they were located. Later on politicians without doing anything, started renaming them after some one or the other. Name of any person should be attached only if there is a commitment from the person or his family of a very significant financial contribution towards the running of the university. I am not sure if Chautala family has made such commitments. This game of naming started by stooge misnisters and chief ministers first to appease Indira Gandhi. Look at few examples. Just walk around in Delhi;....

3. Indira Gandhi International Airport

This has become our national culture and Haryana is no different. In Tamilnadu there must be 100s of Institutions after the name of MGR..Every street corner has a statue of Ambedkar and many of them blocking the roads.. Let us face it we do not have leaders who can rule by doing real work. Most present day leaders are walking with the stcick of some or the other big name... In this country name matters, surname matters, cast matters...anything matters ....though sad, but very little one can do under the present climate..

HI Everybody,

This is true opening of institutions in any area is a wonderful idea. Doesnot matter whose name it is. It do bring education and awareness in that area, specially for the poor people who could not afford to to live in hostels away from their home.

My point is to care for quality education. Identify the talent and groom it.

But there is hardly any example where any CM did anything about quality of education being provided.

They donot care and most of the premier institutions like KU, HAU who did provided quality education at one time. They rather than improving with time have gone into degradation.

Compromise with quality has devastating effect.

Politicians appoint their favorites in the university and do not think about it that how many careers they are going to spoil when the undeserving come to the academics. The figure runs into thousands during the service he will provide. If we think seriously, it turns out to be a whole instutution gone bad with time.

This is exactly what has happened to KU, HAU, MDU.

In the age of marketing, one need to market the quality itself. Its now becoming well known even at lower levels that to get a well paid job or even to find a place in society one needs to get educated in institutions of quality. This is why many Indian students are travelling to USA and UK to get the very same degrees which they could get in India at a fraction of price. With less and less funding from Government, all academic institutions are now realising that to survive they have to compete in quality education. I am sure market forces will correct it all in next deacde or so. Many of such universities will either close down or will be taken over by Education Corporates.. Time is not too far when Goverment will disinvest into these areas as well..

MDU links up with Korean institute for OELD project

The Maharshi Dayanand University, in collaboration with the Korea Institute of Energy Research (KIER), is initiating an international project for searching new materials for organic light emitting devices (OLEDs).

Addressing newsmen here today, Maj Gen (Retd) Bhim Singh Suhag, vice chancellor of the university, said he had signed a memorandum of understanding (MoU) with KIER in this connection during his recent visit to Korea. the project, he said, Prof Ishwar Singh and his research team from MDU would help the Korean Institute in making and synthesising OLEDs. Dr Sang-do-Han, a senior scientist in the KIER, along with his research team, would use their technology to fabricate the devices to be used in display systems for information technology.

In technological terms, he said, these new materials had great utility in the electronic industry, especially in flat panel display technology. These materials could be utilised in lap top computers, mobile phones, advertisement panels, car dashboards, decorative lighting etc. OLED has replaced the bulky cathode-ray tubes in the display systems and it offers the thinnest profile of any colour flat technology.

The vice chancellor said this international collaborative research project would be worth Rs 2 crores, out of which MDU’s share would be about 9 per cent. The project would help the MDU scientists to learn the technology used in making devices for information display systems.

He said that with the signing of the MoU with KIER, exchange of information in diverse areas would be facilitated.

He said the joint agreement between the two institutions would be valid for five years. Both the institutes would exchange staff members and jointly register research scholars. Presently, Dr K C Singh, Reader, Chemistry Department of MDU, is in Korea. Scientists/research scholars from MDU, who have visited KIER, include Prof Ishwar Singh, Prof R S Chaudhary, Dr K C Singh, Dr S P Khatkar, Dr Vinod Bala Khatkar, Dr Balraj Deswal, Dr Sanjeev Makan and Ravi Rana.

The vice chancellor said the MDU research team would be working with the advanced energy materials and application research department, Hydrogen and Fuel Cell Research Department and Clean Energy Research Department of KIER. He said the university was looking at other possibilities of international linkages too.

We all here criticise the education system, politics and more.
We know that this is truth and not hidden to all of us.
But the point arrives here how can we provide better education?
If we are lagging behind what are the reasons behind it ? If someone come forward and give big hand, it can help alot.But the question is who would like to come forward ? In this state where 80% are farmers, a normal person is helpless and have to work hard to meet his both ends.Government teachers are the "bunch of crooks" and the main reason for the degradation of education in haryana. They themself send their childern to study in private school , so how can we beleive on them
? The rest part is the professionals who have to give a big hand and no other way.Villeges have the schools but "COPY","CHEATING " are their main sources to get fame.I am talking about average students and exceptions always exist. Here the question is not for the fame, but its about the life of innocent childern. We generally keep on saying and criticising the system that wiil not be much effective. we have to come forward like "HERO" and have to play very-2 good roles.corruption is not an issue because it has been adopted by our society and by "ALL OF US".

I follow what i say and have started gathering the professional people whose mentality is to social service in term of education.

Whatever you have written here is correct, and even the condition is worst in government schools nowadays not only in Haryana but throught india also.

Government has started so many schemes, but most of uneducated people are not interested to be educated. So we have start something like an awairness programme to make people understand of those schemes, so they can get benifits of those schemes.
