    When we compare universities on some 'quality' indicator for its raking at the world level, we need to see how the very word 'quality' is defined. Universities with focus on Sciences and technology and Universities with Social Sciences can'nt be ranked with one tool. Also if we see the 'quality' criteria differs for different ranking systems.

    You have raised a valid question but more stress should be kept on finding ways to bring things on par.

    एक ओड़ ने म्हंस बंध रही थी और एक ओड़ ने बिटोड़े
    थोड़ी आगे सी ने चाल्या ते बालक पाए दो बोड़े-बोड़े

    मै उन ते बोल्या मका रे थारे मास्टर कित पावेंगे

    आगे चाल्या ते देख्या की चपड़ासी बीडी सुलगाये बैठा था

    अर बालक टाट पे बैठे बलधा की लड़ाई करवावे थे .......(बलध मकोड़े टाइप का एक जीव होया करे)

    स्टाफ रूम पहुंचा ते देक्ख्या मैडम स्वेटर जर्सी बनावे थी
    फलानी इसी अर धक्दी इसी....इसी इसी बात बतलावे थी

    स्कूल ते लिकड़ क ने आगे चाल्या ते एक बुड्डा फेट गया
    मका ताऊ के होगया इस स्कूल न किसका श्राप सेह्द गया
    बोल्या बेटा श्राप किसने सहदे था आड़े ते सारा सिस्टम ऐ छेर गया !

    Really the educational reforms at the grass roots level especially at Pry. level need overhauling as well as reforms.

    As I understood we shouldn't throw a generalised question about education. This question must be posed sector specific,.What I mean by sector is that we should categorise education in primary, secondary, higher, professional, technical, and so forth. Then it will be easy to identify the problems and solutions for them. The nature of these all sectors are different(however they are on a continumm and several times effect the others), so must be the problems and solutions respectively.
