    Here's the statement issued by DLF:

    Last evening, in their press conference, India Against Corruption (IAC) raised certain allegations, some of which pertained to DLF.

    In this regard, we would like to state that the business relationship of DLF with Mr Robert Vadra or his companies, has been in his capacity as an individual entrepreneur, on a completely transparent and at an arm's length basis. Our business relationship has been conducted to the highest standards of ethics and transparency, as has been our business practices, all around.

    The facts are as follows on the matter raised:

    Question 1: Why should DLF give unsecured interest free loans to Robert Vadra?

    Answer: We wish to categorically state that the DLF has given NO unsecured loans to Mr. Vadra or any of his companies.

    An amount of Rs. 65 crores was given as business advances for the purchase of land as per standard industry practice comprising of the following two transactions.

    M/s Skylight Hospitality Pvt Ltd approached us in FY 2008-09 to sell a piece of land measuring approximately 3.5 acres approx just off NH 8 in Village Sikohpur, Dist Gurgaon. This was licensable to develop a Commercial Complex and the LOI from Govt of Haryana to develop it for a Commercial Complex had been received in March 2008 itself.

    DLF agreed to buy the said plot , given its licensing status and its attractiveness as a business proposition for a total consideration of Rs. 58 crores. As per normal commercial practice, the possession of the said plot was taken over by DLF in FY 2008-09 itself and a total sum of Rs. 50 crores given as advance in instalments against the Purchase consideration. After receipt of all requisite approvals, the said property was conveyanced in favour of DLF. The average cost of the licensed property in hands of DLF works out to approx Rs. 2800 psf of FSI, which was comparable with similar transactions in that area. The price of the said property has significantly appreciated today to the benefit of DLF and its shareholders.

    M/S Skylight Group of companies also offered us in FY 2008-09 an opportunity to purchase a large land parcel in Faridabad and accordingly, DLF agreed to advance Rs. 15 crores in instalments simultaneous to the commencement of due diligence of the said land parcel. After concluding that the said land had certain legal infirmities, we decided against its purchase. Accordingly on DLF's request, the Skylight group refunded the advance of Rs. 15 crores in totality.

    To reiterate, at no stage was a interest free loan ever given to the Skylight group. There were two sets of Business Advances against purchase of property , one of which amounting to Rs. 50 crores resulted in a satisfactory conclusion of purchase of commercial land and the second advance of Rs. 15 crores was fully refunded.


    Question 2: Why should DLF sell its properties to Vadra at throwaway prices and on the basis of funds obtained by Vadra from DLF itself.

    Answer: Since no unsecured loans were provided by DLF the question of acquiring the said properties from DLF loans does not exist. It is not unusual for parties which sell land to DLF to choose to reinvest the consideration received or part thereof in projects being developed by DLF.

    Keeping the above in view we clarify as under:

    Residential Properties

    Mr Vadra purchased one apartment for his personal use in Aralias in Sept 2008 at the then prevalent market price of Rs. 12000 psft . The total purchase consideration of Rs. 11.90 crores was paid by Mr Vadra, for which the apartment was conveyanced in his favour. We may also mention that while Aralias was initially launched at Rs. 1800 psft , Mr Vadra's purchase at Rs. 12,000 psft is among the highest prices at which the company sold the apartments in Aralias. The alleged figure of Rs. 89 lakhs as total purchase consideration is completely incorrect.

    As part of its real estate business, Skylight group had invested in Magnolias apartments at a price of Rs. 10,000 psft in March 2008 , which was the prevalent offer price of the company for all its customers. The initial launch price was only Rs. 4500 only at which price a large number of customers made their purchases from the company. The Skylight Group also booked some apartments in the company's Capital Greens project at the then Company's offer price of Rs. 5,000/6,000 psft which was availed by more than a thousand other customers.

    There is no question of offering, let alone selling, Mr Vadra or his group companies any property at a throwaway price. The allegation that 7 apartments in Magnolias were sold for Rs. 5.2 crores only is also completely baseless.

    At NO stage was a property ever sold to the Skylight group below the then offered price to all customers. The gains, if any, made by Skylight group, by subsequent retrading would be similar to the gains made by those customers and in line with applicable market price appreciation experienced by all DLF customers in general.

    Saket Hilton Hotel:

    As part of its publicly stated objective of exiting the non core business of hotels, DLF, based on independent valuation, arrived at an enterprise value of Rs. 150 crores for the Saket Hilton Hotel. It was agreed to sell an equity stake of 50% at the above enterprise value. The enterprise value comprised of Rs. 80 crores of debt (at an interest rate of 12% pa) and an equity value of Rs. 70 crores. Accordingly, for a 50% equity stake in the hotel, a sum of Rs. 35 crores was contributed by Skylight Group.

    However, despite good operating management, the Hotel continues to suffer financially due to the economic slowdown. Consequently the equity owners have jointly mandated an International Property Consultant to find an appropriate buyer at the best available market value. The indicative valuation is around Rs. 200 crores and substantially lower than the Rs. 300 crores being alleged. The final consideration shall be arrived after a market discovery process and shall be publicly disclosed upon its closing.

    Q3: It is well known that DLF has been given 350 acres of land by Haryana Government for the development of Magnolias project in Gurgaon(where Vadra was allocated 7 apartments) and has been given various other properties and benefits by the Congress Governments in Haryana and Delhi. Is that the quid pro quo for DLF giving Vadra the seed money for the purchase of these massive properties worth hundreds of crores?


    Answer: DLF vehemently denies any quid pro quo in its transactions with Mr Vadra and his group of companies. DLF is engaged in Real estate development in Haryana for over 40 years and has successfully implemented large projects by purchasing land from individual land owners directly at fair market prices and developing the same in strict compliance of all rules, regulations and applicable laws.

    The development in which Magnolias project is located is part of the Phase V project in DLF City, Gurgaon. The land for the same was purchased from numerous individual land owners over the last 25 years and the relevant licenses for development were granted strictly in accordance with the rules , regulations and applicable laws way back in the Mid 1990s. As part of the ongoing development of Phase V, the Magnolias project was launched around 2005-06. The question of receiving any favours does not arise and the purchase of apartments by the Skylight group was done at a far later stage and at a price which was more than double the original launch price.

    An attempt is being made to confuse the Magnolias project with an independent project of 350 Acres which was tendered by the Haryana State Industrial and Imports Development Corporation (HSIIDC) for a "Recreation and Leisure project" by a series of well advertised international tender processes in 2009. DLF emerged as the successful bidder after a thorough technical and commercial bidding process carried out in a highly transparent manner. The project is still at a nascent stage.

    It may be clarified that DLF secured the project on its own merits by fulfilling the eligibility criteria through a competitive bidding process and NOT through a discretionary allotment by the Haryana Government as alleged. We further state that DLF has not been allotted any lands by the State Governments of Haryana, Rajasthan or Delhi.


    Q4: It is clear that there is a lot of unaccounted black money invested in these properties of Vadra. What is the source of these funds ? Are illicit funds of the Cong party being funneled into this property buying spree by the son in law of the dynasty

    Answer: All business transactions between DLF and Mr Vadra and his group of companies have been conducted with complete transparency and are fully accounted for as per the applicable laws and accounting standards. There is no question of utilization of unaccounted black money or illicit funds as alleged. We categorically and vehemently reject this allegation.




    Like I said, if we assume that either DLF or Vadra would be fools enough to put up scam docs on govt websites then we are making a fool of ourselves. Let us get a habbit of thinking and scrutinizing before putting up allegations or trusting the kinds of Kejriwal

    When the citizens write to the PM or Madam on genuine and serious issues as corruption, there is no response.

    When the citizens undertake peaceful protests and fasts and hunger-strikes, people call it a drama and blackmail.

    When the citizens enter electoral politics to be the change by accepting the challenge of the corrupt to get the people's mandate, they are termed as people with wrong intentions.

    At least I can't think of any other way change can be brought about peacefully. If you have any other way please do suggest. In fact, Team Anna is looking for those other ways and genuinely they would be grateful to people who can suggest other ways by which the desired outcome of eradicating corruption and bringing about clean governance. I would request you to not only put those 'OTHER WAYS' on this thread but also on their website (or on their email id.).

    I wonder why Congress is worried about allegation on Mr. Vadra? He does not represent congress. He does not respresent incumbent government. He has not fought any election. He always say "I am a businessman not politician".

    Why Congress is worried about him.(Simple Question). If Congress is really worried about the allegation then certainly there are vested interests of Mr Vadra in government business. And Congress promotes "Dynasty" as usual.

    t’s apparent that not only has Arvind Kejriwal decided to enter politics, he’s become a politician as well, learning from existing experts in politics how to manipulate ‘facts’ and manage media events to suit his ends.

    A few days ago, Kejriwal decided to take issue with the Delhi administration for the rise in the price of electricity to citizens. “In his run-up to the Delhi Assembly elections, anti-corruption activist Arvind Kejriwal took on the Delhi government on Sunday, burning electricity bills, which he said were inflated, in Satyam Puram area of Jharoda Kalan. It is an unauthorised colony where Kailash Sharma, a middle aged shop keeper died of a heart attack as he tried to retrieve his meter from the hand of a Delhi Police enforcement team.

    Not only has Arvind Kejriwal decided to enter politics, he’s become a politician as well. PTI
    On Saturday, Kejriwal restored the electricity connection of a daily wage earner, whose power supply was stopped after he failed to pay his bills. Kejriwal claimed that his power bill was inflated. “How can a person, who is earning Rs 9,000, be expected to pay Rs 15,000?” asked Kejriwal,” reported IBNLive.

    Stories like those of Kailash Sharma dying ‘as he tried to retrieve his meter,’ are manna from heaven for politicians – and since Kejriwal is now one, he decided to look for more such stories and leverage them.

    That’s what led to his visiting the slum and ‘restoring’ the connection of a daily wage earner. The story tugs at the heartstrings, as readers imagine an emaciated man, just short of naked and a set of underweight and ill-kempt family members around him.

    Except, he wasn’t anything like that, NDTV’s Sunetra Choudhury discovered.

    Choudhury, earlier today, sent out a number of tweets after visiting the house of the ‘labourer’ whose power connection was restored by Arvind Kejriwal.

    Here are the four tweets clubbed together to make it easier to read. No changes, not even on capitalisation, have been made to what Ms Choudhury said.

    “i went to meet the family of bana ram yday whose power connection was restored by kejriwal.Got an insight into urban ‘poor’ labourer family. Bana lal’s neighbour lives in equaly modest house but 2 split air cons! Bana lal had 2 washing machines which weren’t working coz of power. Bana lal family felt guilty for 3 coolers they were using when i walked in so switched em off. The washing machine was a dowry item they say. They used to pay power bill of 3k which i found remarkable as it used to be my bill too before hike of 25% but they have 20 ppl in family.”

    There goes the picture of the struggling labourer, struggling to make both ends meet on a day-to-day basis. The use of the descriptor ‘daily wage’ had made the picture even more poignant as we expected to see someone who was unsure of when his next rupee would come.

    And here he is, Choudhury finds, surrounded by multiple split airconditioners, air coolers and washing machines – and paying an electricity bill that’s lower than your bill or mine – even if we have fewer electrical appliances.

    Did Kejriwal know about the non-poor labourer before he invited the media to witness, and capture for posterity, the images of justice being done by him, defending the hapless against a tyrannical administration?

    The answer must be ‘yes’. In which case, Arvind Kejriwal has evolved; he’s arrived; now he’s a politician.

    Robert Vadra enjoys exemption from frisking at indian airports. If Mr. Vadra is just a private citizen, with what rights does he enjoys this Priviledge? Or is it just for the convenience that Vadra becomes private citizen when it suits him. Numerous complaints sit for years in the PMO & yet no action ever takes place. When, Kejriwal or XYZ uses the public platform to question the possible improriety in financial dealings of Vadra, The Entire Govt. Machinery comes out in the defense of our "Private Citizen". Has there ever been any other way for a common man to raise this Question? We won't even notice a small headline anywhere for that matter in case Kejriwal didn't raised this Question. The social media can also be easily curbed as we are a banana republic where the absolute freedom of speech is exclusively enjoyed by the likes of Digvijay singh.

    Vadra is very right in calling us a banana republic, where a common citizen has not even rights to a peaceful protest. And the govt. has all the needed reasons to use force as & when it suites their cause. And we call it a Democracy. Arvind Kejriwal is evolving as a politician & he cannot be held accountable for that. When Kejriwal & team raised the issue of Jan Lokpal, the govt. themselves were of the opinion to let them form a political party, get elected & raise the issues in the parliament.

    Only in a banana republic, the head of the state promises something & then again backtracks from his promises. Politicians like Raja, Kalmadi, Kanimozhi after being arrested on graft charges, again being appointed as parliament panel members. And questions cannot be raised in the shady dealings of DLF & Mr. Damaad. Why don't DLF gives 65 crores of Interest free loans to one of our JL Members?

    Kapil Sibal came quite late in the defense with terming the allegations as “Daily Phenomena”. It is looking more like a rollcall in a class where the ministers are marking their attendance in support of Mr. Damaad. The Question still remains why is the Govt. hellbent on the defense of a Private Citizen? And why don't Mr. Damaad comes out himself & has an open discussion with Kejriwal & explains how a 90 Lakh Apartment turns upto 10 crore in a year? I remember in Faridabad, the laws were changed overnight to facilitate the acquisition of the land & to raise the market value of the land where he held a large stake. In a matter of few more days, the media houses would evaporate this news as it never happened. That would the "Usual Congress Phenomena".

    Law was changed for a small time thug Gopal Kanda while he is in a jail. Kanda got his land under CLU(Change of land use). Overnight he added millions of dollars to his empire. Loot is all around. Kezriwal exposed one of those!!

    Author talks about DLF as a builder and Kushal Pal's partnership with former PM Rajiv Gandhi. How DLF got Gandhi's approval to build his empire in Gurgaon. DLF claims to be a professional builder but it seems that company has no idea about urban planning. In simple words, company turned the peasant's land into a ghetto. Author also talks about the inefficiency of State administration in providing basic infrastrucutre to this Millenium City(Or SLUM).

    On the outskirts of Delhi, Gurgaon is archetypal of the new middle class ghettos sprouting all over the country: a disorganized gated community of luxury condos, shopping malls and golf courses that's missing basic infrastructure and public spaces, Le Monde reports.


    But in the subterranean of Gurgaon, a catastrophe is about to happen. With over 30,000 illegal wells, the ground-water level is decreasing at an alarming pace, by about one meter each year. Water tables are also contaminated by the infiltration of untreated wastewater stagnating in hidden sight.

    “The city is drowning in its excreta,” claims a report published in April by the Delhi-based Center for Science and Environment (CSE), whose experts fear an outbreak of water-borne diseases such as cholera.

    Although it has glass towers and luxury condos, Gurgaon is now facing the same problems as a slum. Roads are full of potholes; the electricity works intermittently and there are no pavements- and would be the point of having them anyway? The city doesn’t have a single public park, only vast shopping malls surrounded by car parks. In Gurgaon, the only life that matters is in gated communities



    Created from nothing- vision without a vision

    Gurgaon could as well have been called DLF – the name of the company that built the city. On this stony land, where peasant farmers were trying to grow crops 30 years ago, Kushal Pal Singh imagined a city tailor-made for the growing middle-class. The story of Mr Singh, as told by a real estate agent, is right out of Hindu Mahabharata mythology: “Once, he came upon Rajiv Gandhi, the Prime Minister of India, in the fields of Gurgaon. He got Gandhi to agree to his project, right there under a tree, and then bought the peasants’ lands one after the other; 3,000 hectares in total.”

    But Kushal Pal Singh is no mythological hero, nor is he a city planner. He created gated communities one after the other, without any global vision. With the construction of surrounding walls, there is no continuity between public and private space,” city planner Rwitee Mandal deplores. Some talk about “the United States of Gurgaon,” in reference to the very American life-style it promotes, but mostly to the rampant privatization of urban space.
