    In 1991, India faced its most serious economic crisis due largely to the profligacy of the Rajiv Gandhi era, when, as I G Patel noted, "money did not matter". The Gulf war made matters worse. The country's foreign exchange reserves, never too comfortable, soon dwindled to $1 billion, which was not even sufficient to finance two weeks' imports.

    Presentation of a regular Budget would have enabled us to approach the International Monetary Fund for a bigger assistance. But the Congress party, which was supporting the government, blocked it.

    Those who never tire of lecturing the Opposition today to cooperate with the government in national interest should remember that when the country faced its worst economic crisis, the Congress party, then an ally of the government, jeopardised the future of India for its own petty political gains.

    Precipitating a Precipice

    The Congress party compounded its sin further by subsequently withdrawing support from the government, forcing a general election and taking the country to the precipice.

    As finance minister in the Chandra Shekhar government, I presented an interim Budget on March 4, 1991. In my speech, I gave a brief account of the crisis the country was facing and said, "Macroeconomic imbalances which have been large and persistent are at the root of the problem. The fiscal deficits of the government had to be met by borrowing at home. The current account deficits of the economy were inevitably financed by borrowing from abroad. The burden of servicing the accumulated internal and external debt has now become onerous. I need hardly stress that neither the government nor the economy can live beyond its means for long. The room for manoeuvre, to live on borrowed money or time, has been used up completely. The soft options have been exhausted."

    Fisc Over Fist

    Manmohan Singh presented his famous reform-oriented Budget four months later on July 24, 1991.

    After describing the prevailing economic situation in some detail, he went on to say, "There is no time to lose. Neither the government nor the economy can live beyond its means year after year. The room for manoeuvre, to live on borrowed money or time, does not exist any more." (Please ignore the similarity in language.)

    He went on to add, "For improving the management of the economy, the starting point, and indeed the centre piece of our strategy, should be a credible fiscal adjustment and macroeconomic stabilisation during the current financial year, to be followed by continued fiscal consolidation thereafter."

    Fiscal consolidation was my theme in 1991 and remained my quest throughout the five Budgets I presented as finance minister in the Atal Bihari Vajpayee government. I strongly believe even today that a government, like a household, should live within its means.

    Deficits and borrowings, if any, must be for productive investments and not for current consumption. Running huge fiscal and current account deficits and borrowing both at home and abroad to meet current consumption needs is a criminal conspiracy against future generations.

    Selective Amnesia

    Since I did not want to leave anything to chance, I worked hard on the Fiscal Responsibility and Budget Management (FRBM) Bill that was finally passed by Parliament when Jaswant Singh became finance minister and was implemented when the UPA-I came into power.

    Subsequent events, however, prove that the UPA was insincere in the implementation of the FRBM Act, abandoned it as soon as the going got tough and went back to the earlier era of huge fiscal deficits.

    Just as Sonia Gandhi and Manmohan Singh - appropriately described by Surjit Bhalla in a recent article as "Manmonia" - made fools of the people before the 2009 elections by promising jobs to everyone through the Mahatma Gandhi National Rural Employment Guarantee Act and electricity to every household through the India-US nuclear deal, they seek to repeat the formula through the food security Ordinance.

    In the same article, Surjit Bhalla has given detailed calculations of how the fiscal burden of the Food Security Act would not be Rs 1,25,000 crore but Rs 3,14,000 crore, or 3% of GDP, to begin with.

    The current account deficit was 2.5% of GDP in 1991. It stands at 5% today. According to most indices, the economic situation is much worse today than it was in 1991. The need for fiscal consolidation is greater than ever before. Yet, Sonia Gandhi is determined to repeat the mistakes of her late husband.

    Once again, we are ready to splurge because "money does not matter". Manmohan Singh and I were on the same page in 1991 regarding fiscal consolidation. I still stand by my conviction. What does Manmohan Singh stand for today?

    I dont think he has much of a choice when Parliament is washed away by opposition for discussions and this is a bill purely made to please poor vote bank that is why Congress wanted to bring it at any cost and BJP wanted to avoid it at any cost

    Ye MNREGA jaisi schemo ne dollar 60 rupee tak pahuncha diya... ab ye aise-aise bill pass kar ke 120 tak pahuncha dengae...

    yahan india mai rehne walo ke liye cheezein costly hongi... or wahan "amrika" mai rehne walo aish... ye sarkar yahan rehne walo ke liye kaam karti hai ya wahan rehne walo ke liye????

    Lack of thoughts and studies results in inefficiencies. And these inefficiences cost more dearer than visible corruption. We have so much overlap in bureaucracy, and further to that lack of transparency and slack attitude of bureaucrats make it worse.

    It will also put burden on the farmers. This money has to come from somewhere and Govt will be tempted to set the price of crops at lower rate. The Govt has a history of creating mess with its policies just for some votes. Well for them, in the end, its the vote which matters so they are playing the game well its us who need to understand their game.

    क्या उत्तराखंड में मरे 35,000 हिन्दुओ का कोई महत्त्व नहीं ?


    क्या इसकी जांच नहीं करवाई जानी चाहिए कि 35,000 हिन्दुओं की हत्या का उत्तरदायी कौन है ?

    किन्तु विडंबना देखिये मित्रों केंद्र की कांग्रेस सरकार और उसकी सहयोगी पार्टियो ने पूरे जांच तंत्र को एक आतंकवादी इशरत जहाँ में उलझा रखा है। रोज़ बम विस्फोट हो रहे हैं इस देश में , किन्तु मुस्लिम वोट बैंक ना ख़राब हो जाए इसलिए आतंकवादियो को नहीं पकड़ा जा रहा है और दोषारोपण पाकिस्तान पर लगाया जा रहा है, जिससे जांच से बचा जा सके।



    क्या इस देश में मुस्लिम किसी आतंकवादी से कम हैं?


    हर दिन कोई ना कोई समाचार सुनने को मिलती रहती है इन आतंकवादियों की।


    चाहे अमरनाथ यात्रा का विरोध हो, वैष्णो देवी यात्रा का विरोध हो, सिक्के पर किसी हिन्दू देवी -देवता का चित्र हो। हर स्थान पर ये मुल्ले अपना विरोध प्रदर्शन और तोड़-फोड़ करते पाए जाते हैं।


    यहाँ तक कि म्यांमार ,फ्रांस, अमेरिका, इजराइल इत्यादि देशो में इस्लाम पर प्रतिबन्ध भी लगाया जाता है तो ये मुल्ले यहाँ हिंसक प्रदर्शन करने लगते हैं।


    और ये सब भारत में कांग्रेस और उनकी सहयोगी पार्टियों के मुस्लिम तुष्टिकरण के कारण हो रहा है।
