I am not surprised at those 95%, rather am surprised why it isnt 99.9%. Elections are not won online but offline, in villages. Ask those 95% people whom they voted for in 2009, if their votes didnt change how can you expect fortune of this country to change?

During this period, Maharashtra grew a meagre 2.64 per cent annually; Bihar grew 6.76 per cent.

This data is based on some assumptions/calculations which were formed way back in 1993. I guess another committee (rangarajan?) is evaluating it based on current circumstances and hopefully this data wil change. Yes, this data to me is grossly incorrect in current economic conditions.
