    LARR Act 2013 & It's Amendment

    LARR Act 2013- The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013

    A good article thatdiscusses the state's dual policies (w.r.t to land) which takes rights away from certain citizens"farmers" to benefit other certain citizens"industrialists" at the cost of democracy and environment.


    When amendment amounts to nullification


    Silent Points:
    1. The attempt to find a generally acceptable compromise which would reconcile the conflicting interests of industry and farmers/landowners began in the 1980s and continued intermittently. Eventually this resulted in the LARR Act 2013. The LARR Act 2013 was not a hasty doctrinaire - as per writer - Ramaswamy R. Iyer - a former Secretary, Water Resources, Government of India.

    2. The ruling party "Bharatiya Janata Party (National Democratic Alliance)" was a party to the passing of the 2013 Act. Barely a year later, with little experience of its working, that Act is now regarded as wholly retrograde, unacceptable and in need of root-and-branch “reform”.

    3. By using the amendment route, the state has wholly accepted one perception of the conflict, and sought to undo the compromise embodied in the 2013 Act without a review. Apart from the merits of the ordinance, this is an authoritarian, partisan and undemocratic procedure. (What was the urgency for an the amendement route when lots of allready acquaried land for industry is lying unsed for decades? Various SEZs are example - Arvind)

    4. It is curious that those who argue for reducing the role of the state and “deregulating” industry want the state to take land away from farmers and give it to industry. (The dual policies for two class of citizens - Arvind)

    5. The acquisition of land means not merely loss of land and homestead, but also loss of livelihoods, loss of a community and cultural continuities, loss of a way of life. This is bound to be a traumatic experience. (Sudden shot of easy money changes the livelihood of people at the cost of the loss of a sustainable source of encome and loss of "a way of life" - One can easily relate the rise of criminal cases in the areas where land was acquaried - The villages of Gurgaon, Faridabad etc. - Arvind)

    By way of a digression it may be added that property rights are presumably sacrosanct in capitalism, but evidently this does not apply to a farmer’s right to his or her land. The property of an industrialist is inviolable, and nationalisation is socialism and therefore anathema; but the acquisition of land from a farmer — which corresponds to nationalisation in the industrial sector — is evidently good capitalism!

    Dear Jatlanders it's our social responsibility to create awaireness amongst masses for the equal rights to the "farmers". They are also citizens of the state.

    When, a builder is allowed to market it's flats/plots at market driven prices, why land a small farmer?

    When Relience is allowed to sell it's oil at market driven prices, why not a small land owner?

    Why an industrial land has different policies than agriculture land when comes to acquisitions for infrastructure projects?

    A market driven land price would help decongestion of big cities as industries would move to rural areas where land would be cheaper.

    List of some changes

    1- The existing Act kept 13 most frequently used acts for Land Acquisition for Central Government Projects out of the purview. These acts are applicable for national highways, metro rail, atomic energy projects, electricity related projects, etc. The present amendments bring all those exempted from the 13 acts under the purview of this Act for the purpose of compensation, rehabilitation and resettlement. Therefore, the amendment benefits farmers and affected families.

    2- The proposed changes in the Land Acquisition Act would allow a fast track process for defence and defence production, rural infrastructure including electrification, affordable housing, industrial corridors and infrastructure projects including projects taken up under Public Private Partnership mode where ownership of the land continues to be vested with the government.


    3- As per the changes brought in the Ordinance, multi-crop irrigated land can also be acquired for purposes like national security, defence, rural infrastructure including electrification, industrial corridors and building social infrastructure.


    4- The original Land Acquisition Act, 2013 had a consent clause for acquiring land – industrial corridors, Public Private Partnership projects, rural infrastructure, affordable housing and defence. But after the central government changed, it exempted these five categories from the rule of acquitting land in the Bill tabled on February 24.


    5- Social assessment which was mandatory before acquitting land has also been exempted in the Bill tabled in the Lok Sabha.


    6- As per the existing law, land will be given back to the farmer if it remains unused for five years. The proposed amendment says the land will be returned only if the specified project on the land fails to complete the deadline.


    7- Bureaucrats will be punished if found guilty of violating any clause of the existing Land Act. However, the new clause makes government sanction necessary to prosecute civil servants.

    8- It also expands the scope of infrastructure to include private hospitals and educational institutions, which were left out in the original Act. The original Act, while defining infrastructure projects for which land can be acquired, says “excluding private hospitals, private educational institutions and private hotels”.

    9-The ordinance also replaces the term “private company” with “private entity”, which means while earlier acquisitions for private purposes was limited to private companies registered under the Companies Act, it can now be extended to any private entity.

    The proposed Amendments to the Land Acquisition Act are fatal to the farmers. It clearly shows that Govt is run by the Big Industrial Houses. Farmers have no scope in the present Govt.

    अगर दो महीने के लिए किसान यह कर दे तो लैंड आर्डिनेंस रद्द समझो:
    It is about recognizing the consumer power of a farmer by a farmer!
    असल तो पूरे देश में, लेकिन फिर भी अगर पंजाब (22 जिले) - हरियाणा (21 जिले) - पश्चिमी उत्तरप्रदेश (करीब 30 जिले) - राजस्थान (33 जिले) व् दिल्ली (9 जिले) यानी कुल 115 जिलों में भी किसान
    1) दो महीने के लिए नया ट्रेक्टर खरीदना बंद कर दे तो (करीब 200 से 500 ट्रेक्टर उत्तरी भारत के हर जिले में बिकते हैं), औसतन 300 भी ले लो तो 115 जिलों में 2 महीने में कुल 34500ट्रेक्टर बिकेंगे| औसतन एक नया ट्रेक्टर आता है 4 लाख का, यानी 400000 * 34500 = INR 13800000000 यानी 13 अरब 80 करोड़ का अकेला नुक्सान तो अकेले ट्रेक्टर ना खरीदने से हो जायेगा उद्योपतियों को| और इन दो महीनों में किसान का कुछ बिगड़ना नहीं|
    ऐसे ही सोचिये अगर कृषि के ट्रेक्टर के अतिरिक्त बाकी के कृषि उपक्रम भी दो महीने नहीं खरीदे तो अकेले खेती उपक्रम खरीदने के बायकाट से इन उद्योगपतियों को इतना नुकसान होगा कि इनकी बैलेंस सीटें इम्बैलेंस कर जाएँगी और जो यह मुफ्त में किसान की जमीन पर उसकी मर्जी के बिना नजर गढ़ाए बैठे हैं, इनकी नजरें इनकी बैलेंस सीटों में ही उलझ के रह जाएँगी| और इनकी अक्ल ठिकाने आ जाएँगी कि जिसको तुम लूटने की सोचे बैठे हो, उसने सिर्फ दो महीने भी तुमसे सामान नहीं खरीदा तो कहाँ से कहाँ होवोगे तुम| इसलिए इस ग्लोबलाइजेशन (globalization) के जमाने में किसान रुपी कंस्यूमर (consumer) अपनी इस कंस्यूमर पावर (consumer power) को पहचाने और इसका इन व्यापारियों को भी अहसास करवा दे कि कहाँ तुम सरकारों पे दबाव दे के हमें कुचलने पे तुले हो, हम अपनी पे आये तो घर-बैठे-बिठाए ही तुम्हें कुचल देंगे|
    2) और ऐसे ही दो महीने के लिए अगर सिर्फ किसान अकेला भी कोई कार-एसयूवी (SUV)-मोटरसाइकिल भी खरीदना बंद कर दे तो आप सब अंदाजा लगा लीजिये कि इन लोगों को दो महीने में कितना बड़ा नुक्सान उठाना पड़ जायेगा|
    3) और ऐसे ही दो महीने के लिए अगर सिर्फ किसान अकेला भी कोई वाशिंग मशीन-फ्रिज-कूलर-पंखा यानी घर में काम आने वाली तमाम तरह की मशीनें ना खरीदें तो और किस-किस की मार्किट बैठेगी|
    4) और ऐसे ही दो महीने के लिए अगर सिर्फ किसान अकेला भी कोई ज्वैलरी-कपडा-लत्ता-बर्तन ना खरीदे तो इन दो महीनों में और किस-किस के पेटों के पानी हिलेंगे और कितने अरबों-करोड़ों के घाटे व्यापारियों को होंगे|
    यहां सिर्फ खाने-पीने के सामान की चीजों के बायकाट को बाहर रख रहा हूँ, क्योंकि हम किसान होते हैं, समाज के पालनहारी हैं हम और अगर खाने-पीने की चीजों का भी बायकाट कर देंगे तो कहीं ऐसा ना हो जाए कि किसी व्यापारी के घर में बच्चे बिना दूध-फल-सब्जी के तरसें| इसलिए एक किसान की इंसानियत को कायम रखते हुए अगर किसान खाने-पीने की चीजों को छोड़ के बाकी तमाम सामान का दो महीने भी खरीदने से बहिष्कार कर देवें तो यही व्यापारी जो आज सरकार पर "भूमि अधिग्रहण" के लिए ऐसा जालिम बिल बनवाने को तुले हैं, खुद ही अपने-आप इसको वापिस करवाने को कहेंगे और किसान का उसके घर बैठे-बैठे निशाना सध जायेगा| यानी लाठी भी नहीं टूटेगी और सांप मरे-का-मरा|
    लेख का सार यही है कि किसान अपने आपको लाचार-बेबस ना समझे, इस ग्लोबलाइजेशन के जमाने में अपनी कंस्यूमर पावर को पहचाने| इस बिल को वापिस करवाने के लिए उसकी यह कंस्यूमर पावर ही काफी है; ना कोई रेल रोकने की जरूरत ना रोड जाम करने की, ना दिल्ली घेरने की जरूरत ना जेल भरने या जाने की|
    प्रवर्तिगार से यही अरदास है कि हमारे तमाम तरह के किसान संगठनों, पार्टियों में उनकी इस कंस्यूमर पावर की ताकत को पहचानने की नजर डाल दे बस, बाकी सारा काम तो घर बैठे ही हो जायेगा; क्योंकि जब कोई किसान ग्राहक दो महीने के लिए सामान खरीदने ही नहीं जायेगा तो बड़े-बड़े कॉर्पोरेट (corporate) सीईओ (CEO) से ले के डायरेक्टर्स (directors), मैनेजर्स (managers) और सेल्समेन (salemen) तक की नौकरियां हिलने के साथ-साथ बैलेंस सीटें हिलेंगी तो कौन किसानों से पंगा लेने का जोखिम लेगा?
    अपील: किसान का युवा बेटा-बेटी अपने तमाम किसान नेताओं, शुभचिंतकों और परिवारों के बड़ों को इस पावर बारे समझाएं और इसपे एक-जुट होने का आह्वान करें| साथ ही सोशल मीडिया पे इसको इतना बड़ा आंदोलन बनाये कि सोशल मीडिया पर बैठी व्यापारी और सरकारी लोगों को उनके इन अन्यायकारी क़दमों पर दोबारा सोचना भी पड़े और इस आर्डिनेंस को वापिस लेने के तमाम कारणों का भी इनको अहसास हो जाए|

    विकास भी चाहिए और जमीन भी नहीं देनी, यह कैसे होगा?

    एक मित्र जो नाम से तो किसानपुत्र लगता है परन्तु विचार से अंधभक्त लगता है, उसने यह जुमला कहा है| मित्र आपकी शंका का जवाब इस प्रकार है:

    1) क्या आपने या आपकी सरकार ने इस बात का अध्यन किया है कि जिन पुराने भूमि अधिग्रहण के नियमों के कारण काफी प्रोजेक्टों के लटके होने की दुहाई दी जा रही है, उनमें कितने प्रतिशत सरकारी प्रोजेक्ट लटके हुए हैं और कितने गैर-सरकारी यानि प्राइवेट? कितने लाइन के यानी सड़क की लाइन, रेल की लाइन, नहर की लाइन, बिजली की लाइन व् आर्मी के यानि सरकारी प्रोजेक्ट लटके पड़े हैं और कितने फिर से वही प्राइवेट हाउसिंग व् इंडस्ट्री के प्रोजेक्ट अटके पड़े हैं? और लाइन का तो मैंने कोई विरला ही प्रोजेक्ट अटका सुना है| और अगर कोई अटका भी है तो 95% लाइन को थोड़ा बदल के बना दिए जाते रहे हैं| क्योंकि लाइन के हर प्रोजेक्ट के कम से कम तीन सर्वे होते हैं, प्राथमिकी के आधार पे, कि या तो यहाँ से बनेगी, या यहां से या यहां से| इसलिए लाइन के प्रोजेक्ट में विरला ही कहीं अधिग्रहण की दिक्क्त आती है| पहली बात!

    2) दूसरी बात, सरकारी प्रोजेक्टों के लिए तो खुद सरकार सीधी ले या लीज पे ले परन्तु यह प्राइवेट वालों को किसान से जमीन लीज पर लेने में क्या दिक्कत है? लीज पर लेने में उनको किसान से जमीन खरीदनी नहीं होगी कि जिसके लिए उनको लाखों-करोड़ों रूपये एक ही बार में किसान को देने पड़ें, अपितु जमीन किराए पे भी ली जाएगी, जो कि अगर देखो तो कम से कम पहले पचास साल का लीज का किराया तो एक मुस्त दी जाने वाली कीमत से ही निकल जायेगा| परन्तु नहीं इन्होनें तो किसान का शोषण जो करना है, इनको जमीन से थोड़े ही मतलब है|

    3) सर छोटूराम और फिर रही-सही कमी जो चौधरी चरण सिंह ने एक किसान को जो तमाम तरह के जमीन से संबंधित मालिकाना हक किसान को दिलाने के लिए जीवन खपाए थे, इस नए आर्डिनेंस से वो सारे हक किसान के हाथ से निकल जायेंगे और किसान पहले की तरह जमींदारी प्रथा के चंगुल में आके साहूकारों के दोहरे चंगुल में फंस जायेगा|

    एक इतिहासकार भाई कह रहा था कि अमेरिका में 1930 में इसी तरह का कानून आया था जिसमें कॉर्पोरेट ने लगभग सारी जमीन एक सोची-समझी स्ट्रेटेजी के तहत अपने अधिकार में ले के किसान को उसी जमीन का मजदूर बना के छोड़ दिया था, अब वही अमरीकन नीति भारत में लागू होने वाली है| यह सही है कि यह नीति उसके जैसी ही होगी, लेकिन यहां यह भाई साहब सर छोटूराम का वो क्रेडिट भूल गए जिसके तहत सर छोटूराम ने उसी 1930 के आसपास 1930 से भी पहले यहां जो सदियों से खेती का कॉर्पोरेट रूप यानी जमींदारी प्रथा चली आ रही थी; वह एक बड़ी लड़ाई लड़ के किसानों को उससे मुक्त करवा दिया था| इसलिए आप ऐसा ना कहें कि अमेरिका की तरह करने जा रहे हैं, अपितु यह कहें कि सर छोटूराम के जमाने से पहले यानी तकरीबन एक सदी पहले जो भारत में किसान की हालत थी, इस बिल के जरिये वो वापिस आ रही है| हर बात में अमेरिका को पैमाना बनाना छोड़ के अपने ही इतिहास को पलटोगे तो यह अमेरिका की चीजें तो यहां, उनसे बहुत पुरानी भरी पड़ी हैं| खैर जो भी है, परन्तु वह एक सदी पुरानी किसान की गुलामी फिर से जबाड़ा खोल रही है इसलिए इस बिल का विरोध जरूरी है| और वो हालत कैसे आ रही है, अगले बिंदु में देखो|

    4) किसान की मर्जी का क्लॉज़ प्राइवेट सेक्टर के लिए भी हटा देना; जिसमें कि व्यापारी को एकमुश्त फायदा होगा| उसके ऊपर फिर कोर्ट जाने का रास्ता भी बंद किया, यानी सरकारी अफसरों की तानाशाही चलेगी, वो भी क्लास A और B के अफसरों की, जिनमें कि 80% अफसर गैर-किसान जातियों के हैं या ऐसी जातियों के हैं, जिनके यहां सिर्फ आंशिक रूप से खेती करते हैं या ऐसी जातियों के हैं जिनके लिए खेती द्वितीय धंधा रहा है, प्राथमिक नहीं|

    और अफसरों के लिए इतिहास में कहावत रही है कि "बनिया हाकिम, ब्राह्मण शाह, जाट मुहासिब जुल्म खुदा"। और अगर आप हरियाणा और वहाँ भी जींद जिले के हैं तो आपने ऐसे ही एक बनिया हाकिम की किसानों पे अत्याचार बारे 1856-58 में हुआ "लजवाना काण्ड" तो सुना होगा; जानकारी के लिए बता दूँ वो काण्ड इतना मशहूर हुआ था कि पटियाला की लोकधुनों में आज भी यह मुखड़ा सुनने को मिल जाता है कि, "लजवाने रे तेरा नाश जाइयो, तैने बड़े वीर खपाए!" तो मित्र, ऐसी-ऐसी जो दुसम्भावनाएं जो यह बिल ले के आ रहा है, उसके लिए इसका विरोध है| और मुझे यह बता दे भाई, जो समाज जात-पात के नाम पर इतना बंटा हुआ हो, और हरियाणा का तो हाल यह हो कि यहां जाट बनाम नॉन-जाट की राजनीती चलती है, तो ऐसे में इस कानून का इस तरीके का दुरूपयोग नहीं होगा, इसके लिए सरकार ने क्या प्रावधान किये हैं?

    5) यह आत्मसम्मान की भी बात हो गई है, वो ऐसे| हमारे यहाँ 50% से ज्यादा ऐसे किसान हैं जो अपनी हाड-तोड़ मेहनत से किल्ले-जमीन जोड़ते हैं| किसी ने 10 किल्ले से शुरू करके अपनी हाड़तोड़ मेहनत से 20 बनाये होते हैं| यह मत समझो कि किसान सिर्फ पिता से ही वंशानुगत जमीन पाता है और उसके लिए वो कोई पसीना नहीं बहाता| आधे से ज्यादा किसान उसमें नई जमीन जोड़ते हैं| तो क्या उसकी मेहनत की इतनी ख़ाक के बराबर की कीमत कि उसकी इस हाड़तोड़ मेहनत को कोई भी एक पल में उसकी मर्जी के बिना ही उड़ा ले जायेगा और वो केस भी नहीं कर सकेगा| और ऐसे में ना सरकारी अफसरों द्वारा हो सकने वाले अत्याचार के खिलाफ आवाज उठा पायेगा| नहीं भाई नहीं| एक उद्योगपति से पूछ के देखो कि क्या वो उसकी जीवनभर की कमाई से खड़ी की इंडस्ट्री को ऐसे ही दे देगा किसी को? फर्क सिर्फ इतना ही तो है ना कि उद्योगपति का विकास वर्टीकल होता है और किसान का हॉरिजॉन्टल, परन्तु विकास तो विकास होता है ना?

    तो "विकास भी चाहिए और जमीन भी नहीं देनी, यह कैसे होगा?" का यह जुमला बोलने वालों जरा इन पहलुओं पे जवाब दो तो जानूँ| इन सवालों पे एक किसान की शंका मेटो तो जानूँ|

    मतलब यह भारत में अपनी ही तरह के व्यापारी पैदा हो रहे हैं, जिनको ग्राहक तो चाहिए परन्तु उसकी सुननी नहीं| इसीलिए आज जरूरी हो गया है कि किसान अपनी कंस्यूमर पावर (consumer power) को पहचाने और जरा लगा दे इनको दो महीने खाने-पीने के सामान को छोड़ के बाकी सारे सामान को खरीदने के बायकाट का झटका|

    Removal of consent clause and Social Impact Assessment

    The government has amended Section 10(A) of the Act to expand sectors where assessment and consent will not be required. For five sectors, the consent clause has been removed. So the government or private individuals/companies will no longer need mandatory 80% consent for land acquisition in those five sectors. According to Arun Jaitley, the mandatory "consent" clause and Social Impact Assessment (SIA) will not be applicable if the land is acquired for national security, defence, rural infrastructure including electrification, industrial corridors and housing for the poor including PPP where ownership of land continues to be vested with the government.

    Jaitley said that rehabilitation and resettlement packages will be available as per the new Land Acquisition act. What Jaitley didn't mention was that by omitting the social assessment part, the government in essence has got away with a very important hurdle. In the earlier law, the assessment was meant to find out how many people will be impacted. So apart from the land owner, all those who are dependent on the land also needed to be compensated. But the new ordinance ensures that only land owners will be compensated.

    Also whether the land is fertile or not will also not be taken into consideration while acquiring it for these five specific sectors. Thus even if the land is extremely fertile like it was the case in Singur, it can be acquired if it fits the criterion of these five sectors, no question asked.

    Protest against Land Acquisition Ordinance 2014

    Land Acquisition Ordinance 2014 is being opposed though out the country. I quote a report from Hindu.

    Condemning the ordinance on the amendments to the Land Acquisition Bill, members of various organisations staged a protest march here on Monday.

    The agitation was held under the aegis of the Jan Sangram Parishad, the Gandhi Peace Foundation of Dharwad, the Bhoomi Hakku Horata Samiti of Naragund and other organisations.

    The protest was led by founder president of the National Committee for Protection of Natural Resources (NCPNR) S.R. Hiremath and his associates and office bearers of different organisations.

    The march began from Kadapa Maidan and concluded at the office of the Deputy Commissioner of Dharwad.

    The protestors urged the Union government to withdraw the bill and come out with a revised bill that would allow land acquisition only during inevitable circumstances and that too after taking steps to protect farmers.

    Land of the lost: Modi government will pay a heavy price for willfully ignoring the interests of farmers

    Imagine living in a plot of land in a well located suburban area in a city, bought by your grandparents where your aging parents also live, which gives you a sense of identity, belonging and rental income. And, imagine then that this is arbitrarily acquired by government for an ill defined ‘public purpose’ without your consent or any thought of where your parents would go or a foolproof mechanism of time bound compensation. Would you consider such a law to be just?

    In Maharashtra the Industrial Development Corporation has not even distributed over one lakh hectares of acquired land; in Andhra Pradesh about 50,000 hectares of acquired land remains unutilised; in UP this figure stands around 17,000 hectares; and in Gujarat some 54,000 hectares are lying fallow after acquisition.

    Can you imagine the loss of agricultural production from such forcibly acquired and still unused land?

    Former Director-General of International Rice Research Institute and one of the pioneers of the Green Revolution, Dr MS Swaminathan today said that Punjab should be declared a special agriculture zone and should be given a special package to maintain food security.

    Regarding amendments in the Land Acquisition Act, he said without specifying the objective, agriculture land should not be acquired by the government. “A sizeable chunk of land was acquired for special economic zones, many of which failed to take off and have now become real estate sites,” he said.


    No land should be acquired without consulting farmers and without declaring the need for acquiring the land, he said. “While acquiring land, three factors—food security, security of farmers and purpose for which land is to be acquired—should be kept in mind.

    Preserving land is a must as 90 per cent of food for humanity comes from the soil and only 10 per cent comes from other resources such as the ocean,” he said.

    Farmers, who were arrested on 5th March for opposing Amendment in Land Acquisition Act through Ordinance at Pipali near Kurukshetra in Haryana were set free from Rohtak Jail today. The Kisan Union leaders said that they would further chalk out the programme to broaden their movement to oppose the implementation of the ordinance.

    केंद्र सरकार की भूमि अधिग्रहण अध्यादेश के विरोध में रविवार को जशपुर जिले के किसानों द्वारा कांसाबेल में विशाल रैली का आयोजन किया। किसानों ने इसे छत्तीसगढ़ बचाओ आंदोलन का नाम दिया। रैली में अंचल के करीब 20 हजार से ज्यादा की संख्या में महिला व पुरुष हिस्सा लेने पहुंचे। रैली कांसाबेल के आम बगीचा पहुंचकर जनसभा में तब्दील हुई।

    विधेयक को रद्द करने की मांग

    किसान व आदिवासी विरोधी नीति बताते हुए वक्ताओं ने कहा कि इतनी बड़ी आबादी से रायशुमारी किए बगैर अध्यादेश लागू नहीं कर सकती। यदि अध्यादेश थोपा गया तो आंदोलन और उग्र होगा। आम सभा से पहले रैली जशपुर रोड-नीलगिरी बगीचा, तालाब के पास से प्रारंभ हो कर आम बगीचा, राजीव नगर, बगीचा रोड से भ्रमण करते हुए सभा स्थल तक पहुंची। जन सैलाब एक स्वर में भूमि अधिग्रहण अध्यादेश 2014 के खिलाफ नारे लगा रहे थे।

    The Congress showed its resentment over the Land Acquirement Bill amendment by organising a protest rally at Delhi yesterday. The Bill has been passed by the Lok Sabha and is to be taken up for passage in the Rajya Sabha.

    NDA is determined to get it passed in the present stint of session and the opposition seems to stall it at present in the Rajya Sabha. Interesting fight of nerves from both sides. Let us see what amendments in the Rajya Sabha are inserted in it or it is passed in its present form.

    देशभर के किसान आज दिल्ली में जंतर-मंतर पर जुटकर प्रदर्शन कर रहे हैं। अलग-अलग किसान संगठनों के झंडे तले जमा होने वाला किसानों का यह प्रदर्शन भूमि अधिग्रहण बिल और बेमौसम बरसात के चलते खराब हुई फसलों के मुआवजे के लिए है।

    जाट इसलिए जाट है कि वह जमीन जोतकर देश का पेट भरता है। किसान ने जो पैदा किया वह भगवान ने ले लिया बेमौसम वरसात से। अब उसके पास जमीन बची है वह सरकार ले रही है भूमि अधिग्रहण बिल संसोधन करके।

    जाट को उम्मीद थी कि चलो नौकरी से पेट भर लेंगे। वह भी अब सर्वोच्च न्यायालय ने वापस ले ली हैं, नौकरी में पिछड़ी जाती का आरक्षण खत्म करके। अब जाट कहाँ जाएगा।

    एक दिन मैं मेरे एक हिन्दू संगठन से जुड़े मित्र की बात सुन रहा था । वह उसी संगठन के दूसरे मित्र से कह रहा था कि इन जाटों का क्या करें यह तो हिन्दू भी नहीं हैं। मेरे दोस्त को मेरी जाती का पता नहीं था सो यह कह गया। पर इससे उस संगठन की पोल तो खुल गई।

    अब क्या जाटों को पाकिस्तान या अफगानिस्तान भेजा जाएगा? या यूरोप में जटलैंड भेजा जाएगा। यह तो चिंता का विषय लग रहा है। जाटों का तो अस्तित्व ही खतरे में लग रहा है!!!

    There is no need to feel dejected as the Jats have the guts to face and indeed have faced greater challenges during their long chequered history.

    Yes, the challenges are big but it is expected that by taking a united stand, the community will emerge stronger not in too distant future.
