    OROP demand of ex-servicemen accepted

    The government has accepted the demand of ex service personnel for one rank one pension scheme. The following 8 points emerge from the government declaration:

    1. OROP will be implemented from July 1, 2014 and the base year would be 2013.

    2. The estimated cost to implement OROP would be between Rs 8,000 crore to Rs 10,000.

    3. Pension of ex-servicemen will be revised every five years.

    4. Re-fixed pension will be the average of minimum and maximum pension in 2013.

    5. OROP arrears to be paid in 4 half-yearly installments.

    6. Those drawing pensions above the average will be protected.

    7. A one-member judicial committee will be constituted. It will give reports on equalisation period in 6 months.

    8. Personnel who retire voluntarily will not be covered under OROP scheme.

    I super Like point 8....

    This will surely help the artificial Officers and Pilot shortages, to a considerable extent.


    May MoD push Defense relax norms to increase % of people moving from SSC (Short Service Commission) to Permanent Commission.
    If someone has to kill you, he has to beat you first.

    Congress on Saturday described key components of government's announcement of 'One Rank One Pension' as a "betrayal" to the cause of ex-servicemen.

    Former defence minister A K Antony charged the government with doing politics over OROP, "substantially diluting" its provisions and "ridiculing" ex-servicemen.

    Attacking the government's decision to keep out of OROP those ex-servicemen who had opted for VRS, he said it was sad because 90 per cent of service personnel retire between 35 to 40 years of age, losing lakhs of rupees.


    Politics starts in BJP camp too over OROP acceptance.

    For example BJP says :


    "Every year Rs 9,000-10,000 crore more will go to the ex-servicemen. The Modi government has given economic security to them as well the serving personnel who will retire later. BJP hails the Prime Minister for this," he said.

    He, however, declined to take any question. A section of ex-servicemen has objected to the contours of the OROP formulation as announced by defence minister Manohar Parrikar.

    In tweets, Shah said the "historic" decision is a "big step for the welfare of soldiers; the real life heroes".

    "The decision will go a long way in boosting morale of our soldiers and their families," he said.

    War of word among politicians goes on on the issue of OROP :

    "There is no comparison of those in defence forces with those in other services", Antony told reporters here.

    Former Union minister Kapil Sibal said that Congress was against the provision of revision of pension every five years announced by the government. He also faulted it for not adhering to the equalization principle.

    Antony took exception to defence minister Manohar Parrikar's remarks that OROP was being implemented for the first time in four decades by his government.

    "The defence minister is doing politics," he said insisting that UPA government had announced acceptance of OROP last year and had even provided a token amount of Rs 500 crores and constituted an expert committee.

    Replying to a question as to what was the estimate of the financial impact of the erstwhile UPA on its acceptance of the OROP demand, Antony merely said that an expert committee was constituted.

    Asked whether government's decision has opened up a Pandora's box as OROP announcement would lead to demands from other central security forces, Sibal said that the party would react only after the Prime Minister makes his stand clear in the matter.

    He steered clear of a question whether Congress would participate in a rally being called by the agitating ex-servicemen in the national capital soon.

    Both Antony and Sibal targeted Prime Minister Narendra Modi recalling that he had promised OROP in toto within 100 days of coming to power.

    The BJP, on the other hand, termed as "historic" the Centre's decision on 'One Rank, One Pension'. The party today said Prime Minister Narendra Modi has fulfilled the commitment he made to ex-servicemen and provided them economic security while Congress had only played a "joke" on them when in power.

    Attacking Congress, BJP president Amit Shah said the pension of ex-servicemen was decreased by its government in the 70s and slammed the allocation of only Rs 500 crore for OROP by the previous UPA government.

    "In 1973 their pension was reduced from 70 per cent to 50 per cent (of salary) and the demand for OROP has been hanging fire since.... The previous Congress government in its last moments made an allocation of Rs 500 crore for it and this was a joke with servicemen," Shah told reporters, noting that an additional expenditure of Rs 9,000-10,000 crore annually will go towards it.

    Recalling that it was Modi's poll promise during the 2014 Lok Sabha election campaign, he said the Prime
    Shah underlined that the decision would come into effect from the time Modi came to power.

    May be to your own liking but thats the bone of contention. Govt. used the 'pre-mature' retirement instead of early retirement to define it. Further, all the personnel who have worked for minimum 15-16 years will be excluded. I am not sure how good is that as maximum Junior Command retires after this much service.

    leave aside politics of one upmanship being played by two major political parties.

    Let us congratulate our defence ex-service personnel on their successful campaign which led Government to accept their long pending [pending perhaps since 1973] OROP demand today.

    The TIMES OF INDIA VIEW

    The government has walked several extra miles to meet the demands of ex-servicemen. It's a good deal and should be accepted without further acrimony. The government needs to stand firm and not submit itself to further pressure.

    At his late evening with the veterans, Parrikar assured that the government will come out with "a clarification" on the VRS issue in a day or two.

    Officers and other ranks often opt for PMR after becoming eligible for pensions, on completing 20 years and 15-17 years of service respectively, since promotion avenues are extremely limited in the steeply-pyramidal structure of the armed forces. This also keeps the forces young and fighting-fit.

    A country has to define its priorities. In India life of any individual is not valued whether that person is a common person on the road or a highly trained person from defense/paramilitary/police forces .



    While the political parties, neta's, babas, gurus, religious cults, etc. hold immense and unaccountable wealth, everyday person's value of life does not hold true leave aside monetary status.

    NEW DELHI: Welcoming the government's decision to implement OROP, agitating ex-servicemen on Sunday announced withdrawal of their hunger strike but decided to continue their protest till all the "sticky" issues are resolved.

    The ex-servicemen said revision of pension after a gap of five years as announced by the government is not at all acceptable to them, besides appointment of a one-man judicial commission to examine various aspects of one rank-one pension (OROP).

    no doubt a good thing has happened. Let us hope better thigs would happen. The ruralites largely comprise the armed forces. They deserved it and more.

    So for only announcement has taken place, there are many if and buts in implementation, news is there that the govt is not giving correct OROP, IT IS BEING REDUCED QUITE BIT, any way we have to wait for written directions

    Brother, till 1973 pension of defense personnel used to be 70% of basic and for civilians it was 30%, in 73, 20% was increased for civilians and 20% was reduced for defense personnel, when an objection was shown by service people, it was promised by the govt that we will give you OROP, 42 long years passed, NOW YOU PEOPLE CAN SEE YOURSELF WHAT IS STATE OF AFFAIRS FOR DEFENSE PEOPLE, ANY WAY LET US WAIT AND SEE THE END RESULT. AFTER independence maximum harm has been done to kissans and defense jawans. two examples, before independence salary of defense officers was four times more than ICS, ARMY CHIEF WHO USED TO BE BOSS OF ALL THREE SERVICES, SURRENDERED AND ASKED FOR EQUAL SALARY TO CLASS ONE CIVILIAN OFFICERS DUE TO FINANCIAL PROBLEM IN THE COUNTRY THAT TIME, THANK GOD A MP FROM PUNJAB BROUGHT A PRIVATE MEMBER BILL THAT BECAME AN ACT IN 1948, PAY PROTECTION ACT WHICH STATES THAT SALARY of service officers will always be higher than their counterpart (equal ant) in civil. Even than you see--, when I joined our basic was 400, IAS WAS 350, NEXT PAY COMMISSION salary of IAS WAS DOUBLED THAT 700 WHERE AS FOR US IT WAS DONE ONLY 750, NEXT PAY COMMISSION 2200 for IAS AND 2300 FOR US, NEXT 8000 FOR IAS WHERE AS 8250 FOR US, INFACT IT SHOULD HAVE BEEN, 800, 2500 AND MORE THAN 9000 FOR US, NOW YOU SEE ANOTHER ASPECT THAT IS RESPECT, TILL 1958 OUR CAPT USED TO BE SENIOR TO COLLECTOR, IN 1958 COLLECTOR WAS EQUATED TO MAJOR, IN 78 COLLECTOR WAS EQUATED TO LT COL, SO YOU PEOPLE CAN SEE WHAT GOVT HAS DONE TO DEFENSE PERSONNEL AFTER INDEPENDENCE. i AM SURE THE NATION WILL SUFFER SOONER OR LATER FOR NEGLECTING AND DISRESPECTING DEFENSE SERVICES

    O R O P cleared by Central Government

    As a last resort when the agitating ex military personnel threatened to return their medals/awards if the government failed to implement one rank one pension scheme with immediate effect, the Central Government is reportedly have cleared implementation of the long pending demand.

    Has this much delayed decision satisfied all the sections of ex servicemen ? What would be the impact of implementation of this OROP scheme on the former armed forces' personnel and on allied elements including effect on financial front of the government is the theme of the discussion under the thread !

    Since you are directly related with the issue, Sir what according to you [ex army officer/ ex-servicemen], could be workable/acceptable solution satisfying them and the government both.

    Dr sahab, revue should be every year or at list after two years not after five years, secondly not making applicable to people who will be taking pre-mature retirement will not only effect the defense personnel but will affect the services very badly towards efficiency as well as discipline, so these two major problems, rest can be tolerated.
