Are bhai, there is no clear process. Also politics, regionalism etc play a big part of decision making. Countries like US hold trials between several good players to select the best, no matter who won the quota for the country. In our country sports organisations run by politicians etc who have vested interests. On top of that poor infrastructure, lack of good training and coaching, poor diet practices etc add further obstructions. Even when we talk about most popular sports in India(Cricket), training and infrastructure is still an issue. Not many stadiums, training facilities available for such a huge population. Yes India has produced really good players but overall India's cricket performance abroad has been abysmal. India never dominated like Australia or West Indies. India knows the problem of bouncy tracks but still very less work on weakness. India did not produce reputable fast bowlers either, which again boils down to physique and available infrastructure.
Overall India lacks a lot in terms of Infrastructure, good training, good access to facilities, high nutrition diet etc. Red tape and too much bureaucracy,lack of funding, politics, lack of professionalism in the sports organisations etc are the major bottlenecks. Yes sports culture also matter but that said, India needs to do a lot in the above said areas.
