UP must not have a priest, ruler class or a commercial chief minister.
Can a state be turned into a Police state?
Can people who have been trained in defence/police/security training lead a state?
A straight forward answer might be "No"

If a state is governed by a political party with religious inclination and that too combined with a person from Police/Paramilitary forces, etc. forces, then in history it has not proved to be a good combination.

A country where people still pull rickshaw's with their physical body just to feed themselves does not need too much financial dependence on a cashless economy.
Can one can equate it to monetary resource problems that can be solved by a cashless economy, there is no assurance of it. In a country which still has problems with corruption, has a heavily driven religious thought process, etc. a cashless economy will only drain money out of middle class and other sections of the society.

What will the cashless economy bring to everyday person of the country:
Everyday person includes people from higher middle class, middle class, lower middle class, poor people, etc. These are also the bulk of the population which forms people serving in Police, Army, Paramilitary forces, Navy, Airforce, Judiciary, farmers, traders, first generation educated people, etc., these are also the people who face everyday problems in daily life due to corruption coming out of the government and other structures. Lot of these sections also represent people who do small savings which does not hold much value but is critical for these sections of society.
The major financial knowledge of these people will be passed on to the government and the rich sectors of the economy. Middle class and other sections of the economy will become a toy in the hands of politicians and their goons on one side and on rich sections of economy on the other side.
This will result in a direct benefit to rich sections of society, politicians and other corrupt people. This becomes more worse in an economy which has a heavy dependence on outside fuel. This will lead to more marginalization and will increase a gap between rich and poor.

The next CM needs to come from the Mir/Meer people as most of the north west culture comes from Meer/Mir civilization.
None of the parties in UP seem to show a proper representation.
The leaders and their family who come to power in Utter Pradesh in the name of downtrodden people and different samaj seem to have enormous wealth.
These leaders will make the condition of Utter Pradesh worse than Bihar, Delhi which is directly influenced by its neighbouring states will have a direct effect in terms of pollution, crime, etc.
A cashless economy in a corrupt system? Seeking to remove corruption through cashless economy???? It is a wrong way.... It will only increase corruption and will give more power to power hungry corrupt people/system. It will have a negative effect on lot of businesses and lives.

In terms of progress BJP has not shown much progress in UP. Policies formulated at center under Mr. Modi are also not up to the level. Although through his loud speeches Mr. Modi is able draw crowds but no real effectiveness of his policies are seen. Selection of people in BJP is similar to that of any other political party.

Mr. Modi has tried to do some good work. BJP needs to show its representation in UP, needs to come from non religious non ruler background.
Earlier political parties had CM representatives who were in different professions such as teaching, lawyer, etc., but these representatives were not able do anything about many situations including education,lawlessness, etc., in the state.
So, the situations might not improve, with the same representatives coming back again to represent the state.
BJP might be a possibility if it is able to show new representatives for the state.
