Maharaja Mahendra Singh, c.1870

Mahendra Singh (b.16 Sept.1852, r.29 Jan.1863-1875 ) was the Maharaja of Patiala. He succeeded Maharaja Narindar Singh (r.18 January 1846-13 Nov.1858) He was succeeded Maharaja Rajinder Singh (25 May 1872-8 November 1900)

Introduction

Mahendra Singh was the son of Maharaja Narendra Singh,then Maharaja of Patiala. He was a member of the Phulkian Dynasty. Mahendra Singh succeeded as a minor in 1862 and a council of regency ran the government till 1870. During his rule the Maharaja tried to improve the state by funding a new canal, colleges and provided for famine stricken areas. He received the Grand Commander of the Star of India in 1871.[1]

His life

Lepel H. Griffin writes:[2] Mahindar Singh, the only son of the Maharaja, was born on the 16th September 1852, though his birth was not announced to Government till the 14th January 1853. He was consequently only ten years old at the time of his father's death, and it was necessary to make immediate arrangements for carrying on the administration.

A Neota or wedding present, has occasionally been given by Government as a mark of special favor ; but it is not necessary, nor warranted by precedent. The only instances are, that in the text; the marriage of the Maharaja himself 5th March 1865, alike amount 5,000 Rs. ; the marriage of Prince Randhir Singh, Ahluwalia, 21st February 1848, Rs. 1100; the marriage of his brother Prince Bikrama Singh, 16th February 1849, a like amount; and, lastly, the marriage of the third brother Suchet Singh, 5th February 1852, Rs. 1,100 ; the father Raja Nihal Singh giving a return present of jewels of equal value.

A Council of Regency provided for in 1858

Lepel H. Griffin writes:[3] It will be remembered that in June 1858, a paper of requests from the Phulkian Chiefs was submitted for Government sanction ; one of the paragraphs of which proposed that in the event of the death of any one of the three Chiefs, leaving an infant heir, "a Council of Regency, consisting of three of the old and trusty and most capable ministers of the State may be selected by the British Agent, acting with the advice of the other two Chiefs, and that no stranger be introduced into the Council of Regency, except with the consent of these two Chiefs, and in the event of misconduct on the part of any one of the Council, a successor to the Regency be appointed by the same means ; in no case should any relatives of the infant heir be admitted to the Regency."

Character of the young prince

Lepel H. Griffin writes:[4] Maharaja Mahindar Singh is now eighteen of age. His education has been carefully conducted by Ram Chandar, an eminent Mathematician of Dehli, who long performed delicate and difficult duties at Pattiala with singular courage and honesty. His labors appear to have been successful. The young Maharaja is well educated for a native Prince, knowing English, Persian and Gurmukhi. Possessed of great natural intelligence and force of character, there can be little doubt that Mahindar Singh will choose to rule his territory himself, and not surrender his power to unworthy subordinates. The troubles of the Regency have taught him many lessons, which will not be quickly forgotten. He, at any rate, will not begin his reign as his father did, with any suspicion of the intentions of the British Government : he knows well that its only wish is to see him prosperous and contented ; while education has taught him that no Prince can be distinguished

or worthy of honor, who does not rule for the benefit of his people.

The Lieutenant Governor visits Pattiala

There remain a few incidents worthy of record in Pattiala history. First may be mentioned the visit of the Lieutenant Governor of the Punjab to Pattiala in January 1867.* In March 1869, Maharaja Mahindar Singh attended the Durbar held at Ambala in honor of Amir Sher Ali Khan of Kabul, and, in February 1870, visited Lahore, to meet His Royal Highness the Duke of Edinburgh, when the usual ceremonial visits were exchanged between the Prince and the Maharaja.


* It may be interesting to give the program of this visit as a picture of the ceremonies which custom enjoins in meetings with Native Princes. A similar ceremonial would be followed in the case of the Nawab of Bahawalpur, who is of equal rank with Pattiala.

Programme of proceedings on the occasion of the visit of the Honorable the Lieutenant Governor of the Punjab to His Highness the Maharaja of Pattiala.
The Honorable the Lieutenant Governor will leave his camp at 7 o'clock, Ar M.
Two Ministers of State of the first class will come out two miles from the city to meet the Lieutenant Governor.
His Honor will be met by His Highness the Maharaja and his retinue at the village of Chourah.
At this place the Lieutenant Governor will mount the Maharaja's elephant, and proceed to the camp, sitting on the Maharaja's right
The Maharaja will have a suitable guard of honor drawn up in the vicinity of the town of Pattiala, who will salute the Lieutenant Governor as he passes.
A salute of 19 guns will be fired as the cortège proceeds from the walls of the town, and on the Lieutenant Governor reaching his tents.
The Maharaja will accompany the Lieutenant Governor to his tents and there take leave.
Two Ministers of the State of the first rank will come from the Maharaja to enquire after the Lieutenant Governor's health.
His Highness the Maharaja's visit.

In the evening, at 4-30 p. m., the Maharaia will pay a visit to the Lieutenant Governor. In the absence of the Deputy Commissioner, the Deputy Inspector General of Police will proceed on an elephant to accompany the Maharaja. The Military Secretary, Private Secretary, and Aide-de-Camp will go half way on elephants to meet him ; the

The Sirhind Canal

Lepel H. Griffin writes:[5] During the present year, 1870, a scheme of great importance to the Pattiala territory has been finally decided, which had been for many years under discussion. This is a canal from the Satlej near Rupar to irrigate the Pattiala and Ambala districts.

In February 1861, the late Maharaja Narindar Singh, at an interview with the Lieutenant Governor at Pinjor, expressed a desire to construct, at his own expense, a


Agent and Secretary to Government will receive him on alighting. The Lieutenant Governor will come forward two or three paces beyond the edge of the carpet to meet the Maharaja.
The Agent will sit on the Maharaja's right, and the Maharaja's retinue on the right of him.
On the Lieutenant Governor's left will sit the Secretary to Government and the Staff of the Lieutenant Governor.
The Maharaja's officials will then present the usual nazarana.
Khilluts will then be brought in for the Maharaja and the Officials, of the Pattiala State ; and after the ceremony of uttur and pan the ceremony will conclude.
The ceremony of taking the Maharaja back will be the same as those for bringing him reversed.
A salute of 17 guns will be fired on the Maharaja's coming and going, and the troops present in the Lieutenant Governor's camp will present arms.
Return visit.
On the following day, at 4-30 p. m., four Ministers of State of the first rank will come to fetch the Lieutenant Governor, and the Maharaja himself will come halfway to meet His Honor ; and on meeting, the Lieutenant Governor will take the Maharaja up with him on the elephant.
At the gate the troops will present arms.
In the Durbar, the Lieutenant Governor will sit on the right of the Maharaja, and on his right, the Secretary to Government and the other officers present. The Agent will sit on the Maharaja'8 left. State chairs will be provided for the Lieutenant Governor, the Maharaja, the Agent, and the Secretary to Government ; the rest will be plain chairs.
The officers of the Pattiala State will present the usual Nuzzars.
The Lieutenant Governor's Peshkush will then be brought in ; after which uttur and pan will be given by the Maharaja himself to the Lieutenant Governor, the Agent, and the Secretary to Government, and by the Council to the other Officers ; and the Lieutenant Governor will take leave and return. The ceremonies on return will be those of coming reversed.
A salute of 19 guns will be fired on the arrival and departure of the Lieutenant Governor.

canal from Rupar, on the Satlej, into his own territory. He had some time before formed this intention, but the then Commissioner Cis-Satlej States considered the work impossible, and his idea was temporarily abandoned; however, in 1861, he again took it up and applied for the services of an Engineer officer to survey the line. An officer of experience reported that the country was well adapted for irrigation and greatly in want of it, and the Government expressed a strong desire to give every encouragement possible to a work so useful.*

The Scheme delayed:

The sudden death of the Maharaja prevented the realization of the project, and it was not till July 1867, that, on the motion of the Government of India, it was again revived, and Sirdar Jagdeo Singh, Member of the Pattiala Council, and Abdul Navi Khan, Foreign Minister, deputed to discuss its details at Simla. Owing to the fierce dissension in the Pattiala Council, great delay took place in the negotiations as to the terms on which that State should join in the work of constructing the canal ; but, in December 1869, the Pattiala Government assented to all the stipulations of Government, and the terms were finally determined in March

The execution and supervision of the work is to be entirely


On the morning of the 36th instant, the Lieutenant Governor will leave Pattiala for Bazidpore ; on his departure a salute of 19 guns will be fired.
The ceremonies of Ziafat, &c., will be carried out by the Maharaja, in communication with the Agent of the Lieutenant Governor.

in the hands of the British Government, whose officers are to have control over the water-supply in the main channel, leaving the distribution from the smaller channels with the Pattiala Government. The cost of the canal is to be borne by both Governments in proportion to the amount of water taken by their respective territories; a certain seignorage being paid, in addition, to the British Government, for the use of the water of the Satlej, a river in British territory. The works of this canal have been already commenced at Rupar, and its completion will prove of the greatest benefit to Pattiala and largely increase its revenue.*

Donation to the University College:

The Maharaja, in May 1870, presented to the Donation to the University College of Lahore the sum of Rs. 70,000, of which Rs. 20,000 was intended to found a scholarship in honor of the Duke of Edinburgh and to commemorate his visit to the Punjab.

The death of heir to the Bharatpur State at Pattiala December 1869:

Rani Basant Kour, sister of the Maharaja, had married the Raja of Bharatpur, and early in 1869, after a long correspondence, she was allowed to visit her home at Pattiala, bringing with her the heir to the Bharatpur State, her son, only a few years of age. She remained at Pattiala for the

rest of the year, but the child fell ill and died on the 4th of December of inflammation of the lungs.

The Rani of Bharatpur dies in February 1870:

The Rani herself soon after this fell ill of fever, and, after an illness of nearly three months, died on the 17th February 1870, while her brother was at Lahore, during the visit of the Duke of Edinburgh.*

Birth of a son to the Maharaja, 1867:

Maharaja Mahindar Singh has married three wives. The lady last married, daughter of Mian Mehtab Singh Dhaliwal of Dina, a relative of the Raja of Faridkot, gave birth to a son on the 17th of October 1867.

Appointed to the Order of the Star of India:

In May 1870, the Maharaja was nominated a Knight of the Most Exalted Order of the Star of India.

महाराज महेन्द्रसिंह

सन् 1863 ई० 29 जनवरी को महाराज महेन्द्रसिंह 10 वर्ष चार महीने बारह दिन की अवस्था में गद्दी पर बैठे। गद्दी पर बैठने की रस्म अत्यन्त धूमधाम से मनाई गई जैसी कि पहले कभी न हुई थी। इस उत्सव पर बड़े-बड़े ओहदेदार

अंग्रेजों में से तथा कई एक अंग्रेज और कपूरथला, अलवर, जींद, नाभा, बनारस, बर्द्धवान आदि कई रियासतों के अधिकारी तथा कई जागीरों के जागीरदार पधारे थे, चूंकि महाराज की नाबालिगी में शासन-प्रबन्ध का विषय चिन्त्य एवं विचारणीय था। सन् 1859 ई० में गवर्नर से हुई संधि के (सनद के) अनुसार तो सतलज के प्रदेश के लैफ्टीनेण्ट, महाराज जींद, महाराज पटियाला इन तीनों के परस्पर परामर्श से तीन आफिसर मुकर्रर होकर रियासत का इन्तजाम करते थे। परन्तु सन् 1860 की सनद के अनुसार जो गवर्नमेण्ट की ओर से ही प्राप्त हुई है रियासत के इन्तजाम में किसी तरह की सरकार की ओर से बाधा न दी जाएगी और महाराज नरेन्द्रसिंह बहादुर ने मरते समय तक, फरमाया है कि - जिस तरह हम ब्रिटिश गवर्नमेंट के खैरख्वाह रहे हैं, उसी तरह आयन्दा भी हमारी रियासत की सरकार के प्रति प्रगाढ़ भक्ति एवं मित्रता का बर्ताव रहे और हमारे उत्तराधिकारी को इसकी शिक्षा दी जाए और जिस तरह से रियासत का इस समय प्रबन्ध है, उसी तरह कायम रहे। इसलिए दरबार अपना अधिकार समझता है कि इस इन्तजाम में हस्तक्षेप न किया जाए और तीन अधिकारियों की नियुक्ति करा नया इन्तजाम न करके जैसा इस समय प्रबन्ध हो रहा है, उसी प्रकार रहने दिया जाए। इस पर एजेंट महोदय ने नाभा और जींद के शासकों की उपर्युक्त बातों के लिए राय ली और उन्होंने इसका समर्थन किया कि इस तरह शासन होने में हमें कोई एतराज नहीं। पर गवर्नमेण्ट की ओर से एतराज किया गया कि सन् 1859 में हुई सनद सन् 1860 में हुई सनद के हो जाने से इस नियम को भंग नहीं करती है। इस पर दरबार की ओर से पुनः कहा गया कि इस समय राज्य के मुख्य प्रबन्धक 5 हैं, इसलिए उन तीन की संख्या भी इसमें आ जाती है। परन्तु गवर्नमेण्ट ने इससे इन्कार कर दिया और तीन नये अधिकारी बनाये जाकर ही शासन-प्रबन्ध होने की हिदायत की। इस पर महाराज जींद, नाभा और गवर्नमेण्ट की सलाह एवं मंजूरी से सरदार जगदीशसिंह नाजिम नारनौल, सरदार रहीमबख्श नाजिम जिला करमगढ़, सरदार उदैसिंह नियुक्त हुए जो कि पूर्ण विश्वासी थे।

इस समय रियासत का कार्य पूर्णतः शान्ति के साथ चल रहा था। न कहीं लड़ाई-झगड़े की आशंका थी और न असन्तोष। परन्तु शासन-सूत्र चलाने के लिए कौंसिल से पारित कराके एक तजवीज सरकार को भेजी गई।

जिस समय 1864 ई० में लार्ड लारेन्स लाहौर आए और उस दरबार में पंजाब के सब महाराजे बुलाये गए तो उसमें महाराज शेरसिंह काशमीर नरेश भी आये थे। तब महाराज भूपेन्द्रसिंह की भी उनसे भेंट हुई। महाराज काशमीर के तंबू से महाराज के तंबू तक पूरा प्रबन्ध किया था और दो विश्वासी अधिकारियों

को काशमीर नरेश ने महाराज को लिवाने भेजा था। महाराज ने स्वयं दरवाजे के पास ही पहुंचकर स्वागत किया और साथ-साथ आकर अपने पास दाहिनी ओर बिठाया और ग्यारह सौ रुपया उन्होंने, सात सौ युवराज ने और ढाई सौ रुपया महाराज के भाई ने न्यौछावर किए और सब अहलकारों एवं सरकारों ने नजरें भेट की। बिदाई के समय 51 किशियां और दो घोड़े तोहफे दिए गए। साथ के अधिकारियों का भी यथोचित सत्कार किया गया। आते-जाते समय फौज ने सलामी दी। इसी प्रकार महाराज साहब जब भेंट करने के लिए निमंत्रित किए गए तब ये ही सब रस्में हुईं।

इस वक्त नाभा की गद्दी पर राजा भरपूरसिंह की मृत्यु के बाद राजा भगवानसिंह नियुक्त हुए थे, क्योंकि नाभा के राजा साहब के कोई सन्तान न थी। इसलिए सन् 1860 ई० में हुई सनद के मुआफिक राजा भगवानसिंह गद्दी-नशीन हुए थे। परन्तु गद्दी पर बैठते ही इन्हें एक आपत्ति का सामना करना पड़ा। वह यह थी कि किसी ने यह हल्ला कर दिया कि भगवानसिंह ने राजा भरपूरसिंह को जहर देकर अपनी एक सम्बन्धित के जरिए उनको मरवा डाला है, इसीलिए महाराज लाहौर के दरबार में शामिल न हुए। अंग्रेज सरकार की ओर से इसकी जांच के लिए जांच कमीशन बैठा, जिसमें मेजर केरीक्राफ, डिप्टी कमिश्नर रावलपिंडी, महाराज पटियाला और महाराज जींद नियुक्त हुए। पूरी तरह जांच की गई और कमीशन की रिपोर्ट से राजा भगवानसिंह पूर्ण निर्दोष साबित ही नहीं हुए, बल्कि महाराज भरपूरसिंह को जहर देकर मारने की बात भी मिथ्या प्रमाणित हुई। इस कमीशन में सम्मिलित होने से महाराज का छोटी उम्र में भी अनुभवशील होना साबित होता है।

राजा महेन्द्रसिंह की शादी महाराज की मृत्यु के कारण रुक गई थी। दरबार ने अब इसकी तैयारी शुरू की और बड़ी धूम-धाम के साथ 1858 ई० की मार्च मास की 5वीं तारीख को शादी की। महाराज की शादी की सबसे महत्त्वपूर्ण बात यह थी कि बखेर की रिवाज बिलकुल बन्द कर दी। चूंकि उस समय आम जनता में ही उसका काफी प्रचार था और राजाओं में तो उस समय फिजूलखर्ची में लाखों रुपया व्यय होता था। परन्तु महाराज की ओर से इस प्रथा को कतई बन्द कर दिया गया।

जब सन् 1870 में राजकुमार अल्फ्रेड अलबर्ट भारतवर्ष आये और लाहौर में दरबार हुआ, तब महाराज साहब भी लाहौर गए और राजकुमार के स्वागत करने में सम्मिलित रहे। आपने राजकुमार की भारत-यात्रा की यादगार में बीस हजार रुपया पंजाब यूनिवर्सिटी लाहौर को इसलिए प्रदान किया कि राजकुमार के नाम से एक वजीफा दिया जाया करे। नवाब साहब भावलपुर भी वहां आए थे। अतः इस अवसर पर नवाब साहब से भी भेंट की। महाराज साहब लाहौर में ही थे कि उनकी बहन की मृत्यु का समाचार पहुंचा। यह महाराज से बड़ी थीं और भरतपुर

से कई दिनों से पूर्व पटियाला ही आई हुई थीं।

कुछ दिन बाद रियासत के अधिकारियों में वैमनस्य पैदा हो गया और महाराज के कान भरकर एक ऐसा अधिकारी निकलवा दिया गया जो कि कानून और कार्य को देखते हुए रहना चाहिए था। इससे दो पार्टियां बन इसलिए गईं कि कुछ लोगों को यह भय हो गया कि हम भी इसी तरह निकाल दिए जाएंगे। महाराज इस समय 12 वर्ष की उम्र में थे। अतः स्वार्थी लोगों ने एजेण्ट के जरिए यह चाहा कि महाराज को शीघ्र अधिकार मिल जाए, जिससे वे लोग रियासत में मनमानी कर सकें। परन्तु एजेण्ट के सिफारिश करने पर भी सरकार की ओर से महाराज के नाबालिग होने के कारण यह स्वीकार न किया गया और जो कौंसिल के 3 मेम्बरों में से दो मेम्बर मर गए थे उनके स्थान पर दूसरे कायम कर दिए गए और कौंसिल से पूर्ववत् रियासत का शासन होने लगा। फिर भी रियासत में बहुत सी साजिशें चल रही थीं जो कि महाराज को खतरे में डालने वाली थीं। कुछ लोग महाराज को गलत रास्ते पर ले जाते थे तो कुछ लोग महाराज के खिलाफ थे। इन हालातों को देखकर नये एजेण्ट भी महाराज की तरफ से कुछ उदासीन से हो गए। आखिरकार साजिशों सम्बन्धी एक मुकद्दमा भी चला जिसे नाभा-पटियाला केस कह सकते हैं। चूंकि महाराज तरुण हो चुके थे, इसलिए 1870 ई० में कौंसिल को तोड़कर महाराज को राज्याधिकार दे दिया गया।

महाराज ने अधिकार प्राप्त होते ही वेतन की कमी से फौज में फैले हुए असन्तोष को दूर किया और जांच के बाद यथोचित वेतन बढ़ा दिया। उसी समय लाहौर कॉलेज को उन बीस हजार के अतिरिक्त जो कि राजकुमार इंगलैंड के आने पर स्कॉलरशिप के लिए दिया था, 56 हजार रुपये और प्रदान किए और इस समय ही सरकार अंग्रेज की ओर से महाराज को 'सितारे हिन्द' की उपाधि मिली और वे कृतज्ञता प्रकट करने के लिए शिमला गए। शिमले से लौटते ही महाराज के बहनोई की मृत्यु का समाचार धौलपुर से मिला और महाराज धौलपुर गए। लौटते वक्त लेफ्टीनेण्ट गवर्नर पंजाब जो विलायत जा रहे थे, उनसे भेंट की और उनकी याददाश्त के लिए उनके नाम से पंजाब यूनिवर्सिटी में 15000) रुपये देकर स्कॉलरशिप देने का आयोजन किया।

चूंकि दरिया सतलज का पुल बनकर तैयार हो गया था, इसलिए उसके उदघाटन के लिए वायसराय महोदय से प्रार्थना की गई थी, परन्तु वे कार्यवशात् न आ सकते थे और न गरमी के मौसम की वजह से पंजाब गवर्नर ही पहुंच सकते थे, इसलिए इस कार्य के लिए महाराज नरेन्द्रसिंह को लिखा गया और महाराज साहब ने लुधियाना पहुंच कर रेलवे पुल का उदघाटन किया। उक्त अवसर पर रेलवे एजेण्ट ने महाराज को मान-पत्र दिया।

जब कि महाराज को राज्य-अधिकार मिला, उस समय उनकी उम्र बालिग

होने में सात महीने कम थी, इसलिए सरकार की ओर से आदेश था कि सात महीने बाद ही खुशी वगैरह के जल्से किए जाएं। चूंकि सरकार को भय था कि कहीं रियासत में किसी तरह का झगड़ा-बखेड़ा न खड़ा हो जाए, क्योंकि महाराज ने अधिकार प्राप्त होने पर भली प्रकार काम संभाल लिया था और जो कुछ भी बखेड़े थे, वे उस समय दूर कर दिए थे और सात महीने भी पूरे हो गए थे। गवर्नमेण्ट की ओर से आज्ञा भी मिल गई, इसलिए महाराज के अधिकार प्राप्त होने की प्रसन्नता में दरबार किया गया, जिसमें बड़े-बड़े अफसर और राज्य के अधिकारी मौजूद थे। इस समय कई अधिकारियों को इनाम तथा जागीरें भी दी गईं।

नवम्बर सन् 1880 ई० के अन्त में महाराज ने नारनोल, कानौड़ आदि के परगनों में दौरा किया, क्योंकि उस समय वहां अकाल पड़ा हुआ था। महाराज रियासत के हालात यात्रा में जानते जा रहे थे। नाजिम की रिपोर्ट से 60000) रु० तकावी देना मंजूर किया और लगान के एक लाख साढ़े इकसठ हजार रुपया जो जमींदारों पर बकाया था, मुल्तवी कर दिया, जब तक कि उनकी हालत ठीक न हो जाए। नारनौल पहुंचकर और भी पन्द्रह-सोलह हजार रुपये महाराज ने जो रियासत को कष्ट पहुंचाने वाले थे, माफ कर दिए और इस तरह प्रजा की हालत का निरीक्षण कर वह एक महीने के करीब की यात्रा कर पटियाला वापस पहुंचे। पटियाला पहुंच कर आपने राज्य-प्रबन्ध में सुधार किए। लगान और परगनों के प्रबन्ध के लिए कई रद्दोबदल और सुधार किए।

क्योंकि कलकत्ते में उपाधि वितरणोत्सव होने वाला था और महाराज सैर को भी जाने वाले थे, इसलिए 20 जनवरी सन् 1871 ई० को कलकत्ता के लिए रवाना हुए। रास्ते में कानपुर में कपड़े के कारखाने देखे और पटना में गुरुद्वारा की पूजा में शामिल होते हुए कलकत्ते पहुंचे। कारणवश दरबार होना कुछ दिन के लिए स्थगित हो गया था, इसलिए महाराज बीच में गया का तीर्थ भी करने गए और फिर कलकत्ता पहुंच कर 27 फरवरी के दरबार में शामिल हो गए। दरबार में महाराज को स्टार-ऑफ-इण्डिया का तमगा प्रदान किया गया। महाराज कितने ही दिनों तक कलकत्ते में अंग्रेजों की दावतों में शामिल होते रहे और शिकार वगैरह में भी सम्मिलित हुए और लौटते वक्त इलाहाबाद आदि स्थानों पर ठहरते हुए 18 तारीख को पटियाला पहुंच गए।

सितम्बर सन् 1871 ई० में महाराज गवर्नर-जनरल से मिलने शिमले गए और वहां पर एक क्रिश्चियन अनाथालय को 1200) रुपया प्रति वर्ष देने की स्वीकृति दी और भी कई मुफ्त औषधालयों तथा स्कूलों को करीब सवा पांच हजार रुपये दान किए।

रुपया व्यय के लिए मंजूर किए। शिक्षा-विभाग पटियाला में पहले जहां 27 हजार खर्च का बजट मंजूर होता था, अब 60 हजार का बजट मंजूर होने की आज्ञा दी, जिसमें 15 हजार रुपये सरकारी खजाने से तथा 15 हजार लगान में जमींदारों द्वारा वसूल करने की तजवीज की। जब कॉलेज को डेढ़ बरस हो गया और वार्षिक परीक्षा समाप्त हुई तो तारीख 20 अक्टूबर 1871 को महाराज ने एक दरबार किया, जिसमें शिक्षा-विभाग के सभी अधिकारी सम्मिलित थे। महाराज ने स्वयं इस समय इनाम बांटे और अध्यापकों एवं प्रोफेसर आदि के कार्य की सराहना की। इनके जमाने में ही 'पटियाला गजट' का जन्म हुआ। कॉलेज के निमित्त हुए दरबार का कुछ समाचार पटियाला के अखबार में प्रकाशित हुआ।

सन् 1871 ई० को शहर पटियाला में नये इन्तजाम किए गए। दीवानी मुकद्दमों के वास्ते एक जज मुकर्रर हुआ। पुलिस के लिए वरदियां नये ढ़ंग की बनाई गईं और जिस तरह अंग्रेजी शहरों में दिन में भी चौराहों पर सिपाही खड़े रहते हैं, शहर में भी इसी तरह के इन्तजाम का निश्चय हुआ। परगना नारनौल और कानोड़ में महसूल राहदारी के कारण व्यापार में एक बड़ी बाधा थी, उसे हटा दिया गया और उसके बदले सिर्फ बकरियों पर कर लगाया गया। इस मद में 2000) कानोड़ में महसूल राहदारी के कारण व्यापार में बड़ी रुकावट थी, उसे हटा रुपया प्रति वर्ष आमद थी। उस समय फौज में भरती होने वाले की उम्र का कुछ नियम न था, इससे छोटी-छोटी उम्र के लड़के भी उसमें शामिल कर लिए जाते थे, इसलिए फौज में भर्ती होने की वयस 16 साल मुकर्रर हुई।

पंजाब में जब सिखों का विद्रोह हुआ तो महाराज से भी सहायता मांगी गई थी। हर तरह सिख-युद्ध के समय रियासत की ओर से अंग्रेज सरकार को खूब सहायता दी गई थी - रसद, सिपाही, घोड़ा, हाथी, ऊंट जैसी भी जिस रूप में सहायता की आवश्यकता हुई, रियासत की ओर से पूरी की गई। जब लार्ड मेयो एक कैदी द्वारा अंडमान में मार दिए गए थे और वहां से जब लार्ड मेयो के देहान्त का समाचार महाराज तक पहुंचा तो सारे शहर में मातम मनाया गया और लार्ड महोदय की स्मृति के लिए पंजाब यूनिवर्सिटी के लिए 'स्कॉलर्शिप' या फेलोशिप अथवा 'पटियाला-मेयो-स्कॉलरशिप' के नाम से दिए जाना स्वीकार किया। यह स्कॉलरशिप अंग्रेजी, संस्कृत एवं अंग्रेजी-अरबी में योग्यता प्राप्त करने वाले छात्र के लिए थी।

पटियाला में तारबर्की का प्रबन्ध इनके शासनकाल में ही कायम हुआ। पहले-पहल सन् 1872 शुरू मार्च में दफ्तर खोला गया। महाराज ने सबसे बड़ा काम सर-हिन्दू की नहर निकालने का किया, जिसमें एक करोड़ तेईस लाख रुपये व्यय किए। बंगाल में जब अकाल पड़ा तो आपने अकाल पीड़ितों की सहायता के लिए दस लाख रुपये दिए। 1873 में महाराज ने एक सर्वप्रथम पहला सफाखाना भी

स्थापित किया, जिसमें एक अनुभवी अंग्रेज डॉक्टर रखा गया। महाराज सन् 1874 ई० में दिवाली के अवसर पर अमृतसर स्नान करने गए और 18 हजार रुपया चढ़ावे का चढ़ाया तथा 51 हजार रुपया इसलिए दरबार साहब की भेंट किया गया कि इससे एक सर्व-साधारण भोजन-भंडार स्थापित किया जाए। इस दौरे में ही महाराज ने मुल्तान की भी सैर की।

सन् 1875 ई० को जब सप्तम् एडवर्ड विलायत से भारतवर्ष सैर के लिए आए, तब महाराज कलकत्ते गए और उनकी वहां पर भी भेंट हुईं। फिर जब राजपुरा में महाराज के अतिथि हुए, इस स्मृति को स्थायी बनाने के लिए महाराज ने अलबर्ट-महेन्द्र गंज बसाया।

वैसे तो महाराज तीन साल से ही कुछ बीमार चले आते थे, परन्तु अब आकर वे कुछ शराब का ज्यादा व्यवहार करने लग गए थे, जिससे स्वास्थ्य और भी गिरता ही चला गया। डॉक्टर, वैद्य, हकीम सबकी दवा करवाई गई, पर कोई फायदा न हुआ। आखिरकार 25 बरस की ही कम अवस्था में महाराज का देहान्त हो गया।
