Maharaja Sahib Singh (b.1774-d.26 March 1813) succeeded Maharaja Amar Singh in the erstwhile Patiala State.

The birth of Sahib Singh AD 1774

In the year 1774, Amar Singh's first wife, Rani Raj Kour, gave birth to a son, Sahib Singh, who afterwards became Maharaja. [1]

Raja Sahib Singh’s accession

Lepel H. Griffin writes:[2] Raja Sahib Singh, the new Chief of the Pattiala State, was a child six Years of age. It would have been a hard task for a man, however able, to maintain order in a country so lately conquered, inhabited by warlike and independent races, and to ward off the attacks of powerful neighbours and rivals. For a child, surrounded by greedy and unscrupulous servants, who found their own profit in his weakness and inexperience, there could be little hope of a successful or happy reign.

Diwan Nanun Mal:

Through the influence of Rani Hukman, the grand-mother of the young Chief, Diwan Nanun Mal was appointed prime minister and no better choice could have been made. The Diwan, an Aggarwal Bannia of Sunam, was a man of great experience and honesty. He had served Raja Amar Singh well, both in the council and in the field, and his principal fault was an undisguised contempt for the rude Sikh Sirdars, which may not have been undeserved but which they repaid with hatred and suspicion.

The rebellion of the Governor of Bhawanigarh:

No sooner had the young Chief taken his seat on the masnad than rebellion broke out in all quarters. The first to throw off the Chiefs authority was the Governor of Bhawanigarh; Sirdar Mahan Singh, the brother of

Mai Deso, step-mother of Raja Sahib Singh, and the widow of Himmat Singh, on whose death she had been married by the late Raja. Immediately on hearing of the Governor's revolt, Diwan Nanun Mal summoned the Phulkian Chiefs to send in their contingents and marched against Bhawanigarh which he invested. Mahan Singh was assisted by Sirdar Tara Singh Gheba and held out for more than three months; until his ally was induced to desert him, when he surrendered It would have been well if an example could have been made of this rebel, but Nanun Mal did not feel himself strong enough to put to death so powerful a Chief and one so nearly connected with the reigning family, and the only punishment inflicted was degradation from his office as Governor of Bhawanigarh.

Rebellion at Kot Sumer:

Before this affair was settled, another outbreak occurred at Kot Sumer, headed by Rajo, the widow of Sirdar Baksho Singh of Saboka. The fort held by this lady was very strong, and, before the Diwan was able to reduce it, he was summoned away to quell a still more serious revolt at Bhikhe, which Sirdar Ala Singh, the brother of Rani Khem Kour, one of Raja Amar Singh's widows, had seized, with the aid of the zamindars of the neighbourhood, expelling the Pattiala Governor, Thamman Singh, from the town and fort.

The revolt of Sirdar Ala Singh at Bhhike:

The Ranis and their relations had, at this time, great power in Pattiala. They all, with the exception of Ram Hukman, hated Nanun Mal for his efforts to maintain economy and to restrain their extravagance within due bounds ; and the Diwan found himself opposed and thwarted in every possible way. He, however.

mustered a large force composed of Pattiala, Jhind, Nabha, Maler Kotla, Bhadour, and Ramgarhia troops, and, accompanied by Rani Hukman, marched against Bhikhe and invested the village. After a few days skirmishing, Ala Singh, seeing further resistance hopeless, escaped from Bhikhe by night, and fled to his home at Talwandi, whither he was pursued by the Diwan and captured. He was imprisoned at Pattiala for a time, but, on the intercession of Sodhi Nahr Singh of Anandpur, a man of great sanctity, he was at length released, on payment of a heavy fine, and allowed Dhamon and other villages for his support.

The Great famine of 1783:

To add to the difficulties of the Pattiala administration, tho year 1783 was one of the famine as terrible as any that has ever devastated Northern India.* The year previous had been dry and the harvest poor ; but, in 1783, it entirely failed. The country was depopulated; the peasants abandoning their villages and dying in thousands of disease and want : but little revenue could be collected; the Country swarmed with bands of robbers and dacoits, and the state of anarchy was almost inconceivable. The neighbouring Chiefs began to seize for themselves the Pattiala villages, and all who dared threw off Pattiala authority and declared themselves independent.

The action of the Diwan:

Diwan Nanun Mal did not lose heart. He A man of extraordinary resource and his powers appeared to rise with danger. He sent to Lucknow for trained gunners and officers who could discipline his troops after the European fashion, and set to work to

Lepel H. Griffin writes:[3] In 1787, Raja Sahib Singh was married to Rattan Kour, daughter of Sirdar Ganda Singh Bhangi,* who had long been dead, but his grandson Gulab Singh still held, though with diminished authority, the city of Amritsar and its neighbourhood, and was a powerful Chief, and the marriage was performed with proportionate splendour.

Raja Sahib Singh confiscates the Diwan’s property

Lepel H. Griffin writes:[4] No sooner had the Mahratta army disappeared, Raja Sahib Singh, who had taken shelter at a distance from the capital, marched to Dhodan or Bhawanigarh, where, instigated by his followers, who were determined on the ruin of the Diwan, he confiscated much of Nanun Mal's property, and thence to Barnala, where he seized and imprisoned Narinda Rai, one of the Diwan's sons, and collector of the districts of Hodiana and Barnala. From this town he marched southwards to Mong (Monak or Akalgarh ) of which Ditta Mal, the third son of the Diwan, was commandant, and who, at first, refused to surrender the fort. But his troops knowing the Diwan's fortunes were on the ebb refused to act against the Pattiala forces, the fort was given up, and four lakhs of rupees plundered. The Raja found that spoliation was an easy way

of raising money, and, after a hurried visit to Pattiala, he left for Ghanor, and besieged the fort which was defended by Zugi Mai and Diwan Mal, nephews of the Minister.

Raja Sahib Singh quarrels with his sister

Lepel H. Griffin writes:[5] No sooner had danger from without ceased, than Raja Sahib Singh dissensions were renewed within ; and the weak-minded Sahib Singh, influenced by his favorites, who were jealous of Rani Sahib Kour's power, began to treat his sister with great coldness.

The new cause of family discord :

There was, moreover, a new element of discord in the person of Rani Aus Kour, daughter of Sirdar Gurdas Singh of Chattah, whom the Raja had married in 1792, and who, in 1797, bore him a son and heir who was named Karm Singh. This lady, both clever and ambitious, thought the influence possessed by Bibi Sahib Kour over the Raja belonged legitimately to her, and coalesced with his Court officials against Sahib Kour who was accused to her brother of many imaginary offences. Of these, the first asserted that she had herself kept the elephant given by the Raja of Nahan as a return for the services rendered in restoring order in his State. As Rani Sahib Kour had performed all the work at Nahan, while her brother was squandering health and money among pimps and prostitutes at Pattiala, she might well have pleaded her right to keep the present. It was also alleged, as a crime, that she had built, in 1795, a fort near Sunam, in her jagir, without her brother's permission, and had changed the name of the village of Bhirian to Ubhowal, which it still retains. When the Rani saw that the evil advice of his favorites had more weight with the Raja than all her services, she left Pattiala in disgust for Bhirian, where her new fort stood.

Her flight from Pattiala:

This conduct seemed to confirm the Raja's suspicious, and he ordered her to leave Bhirian and return to her husband at Fatahgarh,

The Raja's first military expedition:

The Rani had been so long accustomed to command that she was not disposed to obey, and took no notice of this order ; on which the Raja himself marched against the fort and was making preparations to reduce it when Bhai Dal Singh and other mutual friends succeeded in persuading him that it would not be for his fame to commence his military career by fighting with his sister, and in inducing the Rani to submit and return to Pattiala. On the road, however, suspicious, with very good reason, of the intentions of her brother, she escaped and returned to Bhirian, when all the negotiations had to be commenced afresh.

The treatment of Sahib Kour:

At last, on promises of safety, she consented a second time to return to Pattiala ; but when the Raja had conveyed her as far as Dhodan Or Bhawanigarh, he placed her in confinement in the fort. She soon contrived to escape, changing clothes with one of her servants, and returned to Bhirian, where she lived without further molestation for some time.

Her death, AD 1799.'

She died in 1799, the unjust treatment that she had received having probably shortened her life.

The dispute at Pattiala between Raja Sahib Singh and the Rani

Lepel H. Griffin writes:[6] It is now necessary to return to Pattiala, where the disputes between the Raja and and the Rani Aus Kour had grown more bitter than ever and their unfortunate results were seen in all the neighbouring States. The Rani turned her arms against Raja Jaswant Singh of Nabha and Raja Bhag Singh of Jhind, having for her allies, Bhai Lal Singh of Kythal and Sirdar Bhanga Singh of Thanesar.

The mediation of Ranjit Singh of Lahore requested:

The contest was continued for some time with varying success and much bloodshed, till, at length, Raja Bhag Singh, desirous of putting an end to it in a manner favorable to himself and his ally of Nabha, requested the aid of his nephew Ranjit Singh of Lahore. Raja Jaswant Singh of Nabha joined in his request, for he had just been defeated by the Pattiala Chief at Mirwana, and was eager for revenge. Ranjit Singh was only too glad of an opportunity of interference, and, on the 26th of

July, 1806, crossed the Satlej with a force which was estimated at 30,000 horse, though half this number would be nearer the truth, accompanied by Sirdar Fatah Singh Ahluwalia; Gurdit Singh Ladwa and other Chiefs. On the 28th he took possession of Doladhi, a town belonging to the Raja of Pattiala and the subject of dispute between him and Nabha, and some twenty two miles to the north of the capital ; and the following day he reached Nabha.

The account given by Shahib Singh of the Maharaja Ranjit Singh’s visit

‎As per Lepel H. Griffin[7] Raja Sahib Singh made no secret of his sentiments, which may be best seen from a letter which he addressed to the Resident of Dehli, who, on the approach of the Maharaja of Lahore, had written to Sahib Singh, without waiting for by Sahib Singh of distinct orders from Calcutta, and had promised him protection. This comforting letter Sahib Singh did not, however, receive till after the dreaded interview was over. His own narrative of what occurred is as follows : —

"Having marched from Kotlah to this quarter, he (Ranjit Singh) expressed a desire that a meeting between us should take place. He himself advanced to the neighbourhood of Pattiala and fixed his camp at Ambala, which he took possession of; moreover, in consequence of Sirdar Bhanga Singh having come to Pattiala through friendship for me, and joined my party, he ordered Dumah and other places belonging to the said Sirdar to be given up, and placed them in charge of Sahib Singh Balik, who had united with the Chiefs of Aluah. He then encamped at Shahabad. The kind conduct (used ironically) which he observed towards the family of the late Karm Singh, a relative of mine, is well known. Although after such conduct on his part, I should have declined a meeting, yet upon his reaching Shahabad he sent Raja Bhag Singh, Chen Singh, my agent, and his own agent Must Singh to Pattiala, for the purpose of expressing his wish to meet me. Still, however, four or five days were taken up in discussing the the building of the fort. After the death of Lal Singh, his colleague, Gurbaksh Singh, became sole Sirdar. He died childless, and his widow, Dya Kour, succeeded in 1783. She was temporarily ejected by Ranjit Singh, but was restored by General Octlierlony ; and held the estate till 1823, when it lapsed to Government. She was an excellent ruler and her estate was one of the best managed in the Protected Territory.

matter on my part, but at length all the Chiefs gave it as their opinion that since Mr. Metcalfe had been sent on the part of the Governor General to wait on the Singh Sahib (Ranjit Singh), and establish the relations of friendship, my objecting and opposing singly would be of no avail. Having no choice, I followed the advice of the Chiefs, and, marching from Pattiala, I encamped at Laknour, where Baba Sahib Bedi Sahib Singhji, the revered descendant of Baba Nanak, was already encamped. The second day after my arrival the Singh Sahib (Ranjit Singh) left Shahabad and repaired to the same place, and we met in the presence of Baba Sahib. Four or five days after this, no further intercourse taking place, I sent for Mast Singh, the agent to the Singh Sahib, and asked the reason for the discontinuance of our intercourse. He replied that the wish of the Singh Sahib was to bring about that complete and precise friendship which is testified by an exchange of turbans ; adding, that in the event of my objecting, although in consequence of the presence of Baba Sahib nothing hostile to me might be manifested, yet, after my departure for Pattiala, the real intentions of the Singh Sahib would be evident.

" My friend ; after repeated delays, I became at length completely hopeless, and seeing that the mind of the Singh Sahib was inclined to violence, I was induced, by the advice of all the Sirdars, to consent to his desire. Had your kind letter arrived at Pattiala two or three days before my departure, notwithstanding the number of his troops then in my country, I would have replied to him in the language of defiance."

The death of Raja Sahib Singh, March 1813

Lepel H. Griffin writes:[8]that he fell suddenly ill and died on the 26th March 1813. In such a den of intrigue and wickedness as Pattiala, poison was at once suspected to have been the cause of his death ; but there is no reason to believe that this was the case. The party of the Rani could not desire a death which would probably terminate her administration, while the party opposed to her, lost in the Raja the support and object of their intrigues. The probable cause of his death is found in his intemperate habits.

The cause of his death:

Formerly, taking much exercise, he had, since the reinstatement of the Rani, remained entirely secluded ; while he drank more deeply than ever. A few days previous to his death he had, in consequence of a dream, abandoned the use of wine or spirits altogether, in spite of the advice of his physicians who had recommended him rather to diminish gradually its quantity, and the want of the accustomed stimulant may have had a fatal effect on a frame exhausted by debauchery.

This interference withdrawn entirely

Lepel H. Griffin writes:[9] The policy of the British Government, on the death of Raja Sahib Singh, underwent a necessary change. Although it appeared certain that Rani Aus Kour and Misr Noudha would lose power and the Pattiala State again become a prey to anarchy, yet there were no longer any reasons sufficient to justify any authoritative interference. Raja Sahib Singh had been an imbecile, and the exercise of the influence of the British Government had been earnestly solicited by the well wishers of the Pattiala State. The character of his successor, whatever it might be, gave no occasion for interference ; and the British Government accordingly withdrew from all concern in the internal affairs of Pattiala and canceled the guarantee it had given to support the Rani's authority.*

The policy of the new Raja:

The young Raja was naturally influenced by his mother, and he showed a disposition to leave the administration in her hands and in that of Misr Noudha, in whom he professed to have entire confidence, though a short time before he had agreed to his death.

The intrigues of Rani Khem Kour:

The old Rani Khem Kour, a widow of Raja Amar Singh, was much disappointed with the affairs were taking, and busied herself with stirring up fresh disturbances, in the hope of obtaining some share of power by placing on the throne Ajit Singh, a younger son of the late Raja. This was the woman who was the originator of the plot against the life of Misr Noudha, and there can be little doubt but that it was she who employed the assassin to murder Colonel Ochterlony. Her intrigues were not without powerful support.

Aided by Raja Jaswant Singh of Nabha:

Raja Jaswant Singh of Nabha, one of the ablest Chiefs in the Protected States, was a man of the most unscrupulous character, who, for an acre of fresh territory would sacrifice truth and honor without a thought. He had married the niece of Rani Khem Kour, and, partly from this connection, party from a jealousy of the power of Pattiala, but chiefly from a desire to see that State divided and in the hands of a minor, who would nominally be under the guidance and guardianship of Rani Khem Kour, but, in reality, of him-self, aided her scheme as far as was in his power. But these intrigues seemed destined to be disappointed.

महाराज अमरसिंह के बाद आपके बालक पुत्र साहबसिंह पटियाला राज्य के उत्तराधिकारी हुए। उनकी उम्र उस समय केवल सात बरस की थी। राज्यारोहण के समय अनेक राजा, जिलेदार और सरदारों ने नजरें भेंट कीं और देहली के बादशाह शाह आलम की ओर से सरोपाव एवं महेन्द्र की उपाधि प्राप्त हुई। दीवान नन्नूमल की देख-रेख में राज्य-कार्य चलने लगा। महाराज की नाबालिगी से लाभ उठाने के लिए सरदार महासिंह ने विद्रोह खड़ा कर दिया और मौजा ढूढ़ान पर अपना कब्जा कर लिया। सरदार तारासिंह रईस राहूं भी तारासिंह का छिपे तौर से साथी हो गया। दीवान नन्नूमल ने अपनी बुद्धिमानी से 3 महीने के युद्ध के बाद महासिंह को दबाने में सफलता प्राप्त की। यह विद्रोह दबा ही था कि भटिंडा के पुराने वारिसों में से बक्सूसिंह की रानी राजू ने विद्रोह करके कोट समेर पर अपना अधिकार कर लिया। दो महीने तक दीवान नन्नूमल उनसे लड़ते रहे और आखिर उस पर दृष्टि रखने के लिए कोट समेर के पास एक कच्ची गढ़ी बना कर अपनी फौज रख दी। दीवान नानूमल को खास महाराज के पारिवारिक लोगों के साथ भी सख्त होना पड़ा। क्योंकि रानी खेमकुंवरि साहिबा के भाइयों ने भी विद्रोह खड़ा कर दिया था और इस विद्रोह में स्वयं रानी खेमकुंवरि का हाथ था। उन्होंने अपने पास का रुपया-जेवर जो लगभग दस लाख के करीब था, अपनी निजी जागीर मूलेपुर के कार्यकर्त्ता शार्दूलसिंह के पास गुप्त रूप से इसलिए भेज दिया था, क्योंकि वह चाहती थी कि उनका निज का रुपया दीवान नानूमल सरकार में व्यय न करे। इस रुपये को पाकर शार्दूलसिंह की नियत बिगड़ गई और वह बेईमानी कर बैठा। दीवान नानूमल ने बेईमानी का मजा चखाने के लिए शार्दूलसिंह पर चढ़ाई कर दी। लेकिन शार्दूलसिंह की चालाकी और षड्यन्त्र से दीवान नानूमल को जख्मी होना पड़ा और वह उसी दशा में पटियाला लाए गए तो रानी खेमकुंवरि साहिबा ने उनका इलाज कराने के बजाए उसे कैदखाने में पटक दिया और लाला कूमा को उनके स्थान पर दीवान बनाया, किन्तु राज्य में बढ़ती हुई बगावत को दबाने में दीवान कूमा असफल रहा। राजेन्द्र साहिबा ने

फगवाड़ा से आकर राज्य की बागडोर फिर से नानूमल के हथ में दे दी। दीवान नानूमल ने विद्रोहियों को दबा कर राज्य में शान्ति स्थापित करने की भरपूर चेष्टा की और इसमें वह बहुत कुछ सफल भी हुआ। 1787 ई० में अमृतसर के सरदार गुलाबसिंह की लड़की के साथ महाराज साहबसिंह का विवाह बड़ी धूम-धाम के साथ हुआ।

नानूमल दीवान बुद्धिमान, वीर और परिश्रमी व्यक्ति था। पटियाला की हालत को उसने उन दिनों में संभाले रक्खा था जब कि “घर को घर के चिराग से आग लगने वाली थी।” युद्धों में उसके बेटे और अन्य रिश्तेदारों से भी उसे बड़ी मदद मिलती थी। वह दरबार में भी हुक्का पीता रहता था और सिख सरदारों के प्रणामों का उत्तर हुक्के की नय से देता था। इस कारण से अथवा उसके बढ़े हुए प्रताप से दरबार के सिख सरदार उससे द्वेष रखते थे। द्वेष की मात्रा शनैः-शनैः यहां तक बढ़ गई कि उन लोगों ने महाराज से उसकी झूठी शिकायतें करना आरम्भ किया। महाराज को अभी अल्प वय के कारण संसार का अनुभव ही कितना था। वह सरदार लोगों की बातों में आ गए। एक दो घटना भी नानूमल के पुत्रों की ओर से ऐसी हो गई जो महाराज को भड़काने के लिए पर्याप्त सिद्ध हुई। नानूमल के लड़के ने कोई घोड़ा खरीदा था। महाराज को भी वह घोड़ा पसन्द आ गया। महाराज उसे अपने लिए चाहते थे, लेकिन उस लड़के ने घोड़ा देने से साफ इन्कार कर दिया। घटना बिल्कुल मामूली थी, किन्तु यह भी महाराज के क्रोध का कारण हो गई। कुछ ही दिन के बाद मरहठे सरदारों का एक दल रानी रवां की मातहती में पंजाब में आ गया। नानूमल ने बीबी साहब राजेन्द्र से जो कि उन दिनों पटियाला में ही ठहरी हुई थीं, कहा कि आप भटिंडा चली जायें, वरना मरहठों को नजराना देने की फिकर करनी पड़ेगी। राजेन्द्र बीबी इस बात से नानूमल से नाराज हो गई। मरहठों के पटियाला की सीमा में आने पर जब नानूमल उनके पास गया, तो इधर राजेन्द्र बीबी ने उनके बेटे दत्तामल को इसलिए गिरफ्तार कर लिया कि कहीं नन्नूमल मरहठों के साथ मिल कर कोई दगा न कर बैठे। इससे तनातनी और भी बढ़ गई। नानूमल मरहठों को पटियाला ले ही आया और निकट के गांव में डेरे डाल दिए। मरहठों के कहने से राजेन्द्र बीबी ने दत्तामल को तो छोड़ दिया, किन्तु नजराना देने पर काफी चखचख होती रही। कई महीने बीत गए आखिर में यह लक्षण दिखाई दिए कि युद्ध की नौबत आयेगी। किन्तु किसी कारणवश मरहठा-दल मथुरा की ओर चल दिया। नानूमल को भी जमानत के तौर पर अपने बेटे दत्तामल को मरहठों के साथ भेजना पड़ा। राजेन्द्र बीबी भी कुछ आदमियों के साथ मरहठों के साथ मथुरा को गई।

मरहठों के देश से वापस जाते ही महाराज ने दीवान नानूमल का कुल माल-असबाब,

ऊंट, घोड़े जब्त कर लिए और उसके बड़े लड़के नन्दराय को जो जिला बरनाला का तहसीलदार था, कैद कर लिया और उसकी लाखों की सम्पत्ति जब्त कर ली। इसके बाद महाराज ने नानूमल के रिश्तेदारों और मिलने वालों सभी के साथ यही सलूक किया। जब मरहठों के पास से नानूमल पटियाला को लौट रहा था तो उसे ये कुसमाचार प्राप्त हुए। आखिर वह विवश होकर महाराज के विरुद्ध अन्य जागीरदारों और सिख सरदारों के पास घूम-घूम कर तैयारी करने लगा। कुछ ही दिनों के बाद बीबी राजेन्द्र भी मथुरा से लौट आई। रास्ते में ही नानूमल ने उनसे मिलकर पटियाला की स्थिति और सरदारों की चुगलखोरी का हाल सुनाया। साथ ही उसने बीबी साहिबा की इतनी खुशामद की कि वह उसके पक्ष में हो गई। इधर महाराज के भी चापलूस सरदारों ने कान भर दिए। उन्होंने महाराज को बतलाया कि बीबी राजेन्द्र भी अपना दखल बनाए रखना चाहती हैं। इसलिए वह फिर से नानूमल को दीवान बनाने पर राजी हो गई हैं। महाराज चुगलों की बातों में ऐसे आए कि वह बीबी राजेन्द्र से उनके हजार कोशिश और इच्छा करने पर भी न मिले। बीबी राजेन्द्र अपने भतीजे की इस कठोरता पर इतनी रंजीदा हुई कि कुछ ही दिनों में इस संसार से चल बसीं। वास्तव में राजेन्द्र बीबी बहादुर, बुद्धिमान और एक आदर्श महिला थीं। उस समय में पंजाब की राजकुमारियों में उनका पहला स्थान था।

नानूमल ने थोड़े दिनों के बाद मालेर कोटला के रईस अताउल्ला को उभाड़ कर उसे पटियाला के विरुद्ध लड़ाई के लिए तैयार किया। कई छोटी-छोटी लड़ाइयां हुईं पर अताउल्लाखां को हर बार परास्त होना पड़ा। इसलिए लाचार होकर उसने मैदान छोड़ दिया। नानूमल कुछ दिन के बाद मानसिक कष्ट के कारण इस दुनिया से चल बसा और महाराज के खुशामदी सरदारों के घर घी के चिराग जलने का अवसर दे गया। उसके देहान्त के बात महाराज ने दीवान का पद लाला केसरमल को और मीर-मुन्शी का ओहदा मुन्शी किशनचन्द को दिया। महाराज के सारे दरबारियों में सैयद इलाहीबख्श उनका सबसे बड़ा प्रेम-पात्र था। सिख दरबारियों को यह बात खटकती थी। इसलिए जबकि महाराज पटियाले के बाहर थे, सूखासिंह और दयालसिंह नाम के सिखों ने सरे दरबार में इलाहीबख्श को कत्ल कर डाला। इस फिसाद में मुन्शी किशनचन्द भी जख्मी हुए। इस घटना के बाद महाराज स्वयं भयभीत रहने लगे और अपना अधिक समय सैर सपाटे और शिकार में व्यय करने लगे।

कहा जाता है कि उनकी छोटी बहन साहबकुंवरि बड़ी बुद्धिमती और दूरदर्शी थीं। इसलिए महाराज ने उनको ससुराल से पटियाला बुला लिया कि समय-समय पर वे उन्हें मदद और सलाह देती रहें। बीबी साहिबा जब पटियाला आ गई तो महाराज ने उन्हें रियासत का मुख्तारे आम बना दिया। दीवान नानूमल के भतीजे दीवानसिंह को दीवान नियुक्त किया।

बीबी साहिबा को पटियाला में आए कुछ रोज हुए थे कि उनकी ससुराल से समाचार मिला कि उनके पति सरदार जयमलसिंह को उनके चचेरे भाई सरदार फतेहसिंह ने कैद कर लिया है। थोड़ी सी फौज लेकर के बीबी साहिबा अपनी ससुराल गई और अपने पति को जेल से मुक्त कराके तथा वहां का सुप्रबन्ध कराके वापस पटियाला आ गई। 1794 ई० के आरम्भ में मरहठों की एक बड़ी भारी सेना लछमनराव और अन्टाराव के साथ पंजाब की तरफ लूटमार करने के लिए आ पहुंची। जींद और कैथल आदि के रईसों ने भेंट देकर मरहठों की अधीनता स्वीकार कर ली, लेकिन बीबी साहबकुंवरि को यह बात अपनी मान-मर्यादा के विरुद्ध जान पड़ी और उन्होंने मरहठों से युद्ध की तैयारी कर दी। राजगढ़ के मैदान में युद्ध हुआ। मरहठों की सेना अधिक थी, इसलिए पटियाले की सेना के पांव न जम सके। बीबी साहिबा यह देख रथ से नीचे आ गई और फौज के सामंतों को सम्बोधन कर कहा -

“यदि आप लोग कायर हैं अथवा आपको प्राण प्यारे हैं और मान-मर्यादा का कुछ भी ख्याल नहीं तो आप भाग जा सकते हैं। पर मैं प्राण रहते समरक्षेत्र से हटने वाली नहीं। वीर क्षत्राणियों ने इसी दिन के लिए आपको जना था। आप चाहें तो उनके दूध को लज्जित कर सकते हैं। अपमान की हजार वर्ष की जिन्दगी से मान की एक दिन की जिन्दगी कहीं अधिक अच्छी है। एक स्त्री को जो कि राजघराने, साथ ही आपके परिवार की भी है, मैदान में अकेली छोड़कर संसार के सामने मुंह दिखाने की हिम्मत कर सकते हैं तो आप लोग अविलम्ब मैदान छोड़कर भाग जायें!”

बीबी साहिबा के उपर्युक्त ओजस्वी भाषण ने सेना में और सेनापतियों में मर मिटने की लगन पैदा कर दी - “न दैन्यं न पलायनम्” के सिद्धान्त के अनुसार उन्होंने मरहठों की सेना पर धावा कर दिया। “हिम्मते मर्दा मददे खुदा” कहावत के अनुसार बीबी साहिबा की विजय हुई और मरहठे मैदान छोड़कर भाग खड़े हुए!

बीबी साहिबा जहां बुद्धिमान थीं, वहां बहादुर भी खूब थीं, साथ ही राज्य प्रबन्ध की योग्यता भी रखती थीं। नाहन के राजा धर्मप्रकाश के करने पर उसका छोटा भाई करम-प्रकाश जब राज्य का अधिकारी हुआ तो उसके दरबारियों और कुछ प्रजा के लोगों ने उसके विरुद्ध बगावत खड़ी कर दी। लेकिन बीबी साहिबा ने थोड़ी सी फौज के साथ नाहन पहुंचकर सारे विद्रोहियों को दबा दिया और राज्य का नये सिरे से ऐसा उत्तम प्रबन्ध कर दिया जिससे प्रसन्न होकर राजा करमप्रकाश ने बीबी साहिबा को बहुत से उपहार भेंट किए। इसके कुछ ही दिन बाद बीबी साहिबा को जार्ज टाम्स से लड़ना पड़ा। जार्ज-टाम्स का वृत्तान्त इस तरह बताया जाता है कि - जाति का यह अंग्रेज था और किसी यूरोपियन जहाज पर सन् 1781 में खल्लासी होकर हिन्दुस्तान में आया था। 1787 ई० में यह समरू की

बेगम का नौकर हो गया। 1794 ई० में बेगम ने जब इसे किसी कारण से निकाल दिया तो वह खांडेराव मरहठे जो कि माधोजी सेंधिया की तरफ से झझ्झर, दादरी मानोड़ और नारनोल के हाकिम थे, के पास आकर नौकर हो गया। इनकी नौकरियों से खांडेराव इतना प्रसन्न हुआ कि झझ्झर का उसे जागीरदार बना दिया। उसने झझ्झर के पास अपने नाम पर जार्जगढ़ किला बनाया जो आजकल जहाजगढ़ कहलाता है। खांडेराव के मरने के बाद, इसने स्वतन्त्र होकर हांसी और हिसार पर अधिकार कर लिया। इसके पास करीब आठ हजार सैनिक और 50 तोपें थीं। मरहठे और सिखों की आपसी लड़ाई से फायदा उठाने के लिए इसने सिखों को अपने साथ मिलाना चाहा। सिख भी महत्त्वाकांक्षी थे। उन दिनों प्रत्येक सिख के हृदय में यह लगन थी कि कुल भारतवर्ष की राज्य-शक्ति उनके हाथों में हो। इस सबब से जार्ज की चालबाजियों में वह न आए। इस चाल में विफल होने पर इस चालाक अंग्रेज ने जींद पर चढ़ाई की। इसका ख्याल था कि शायद अन्य सिख-रियासतें जींद की सहायता न करेंगी परन्तु इसका ख्याल गलत निकला और नाभा, पटियाला, कैथल सभी रियासतों ने इसकी फौजों को घेर लिया। पटियाला की ओर से बीबी साहबकुंवरि मैदान में पधारी थीं और बड़ी बहादुरी और योग्यता के साथ इन्होंने सेना-संचालन किया।

बीबी-साहिबा के सुप्रबन्ध एवं युद्ध-कुशलता से बाहरी झगड़े शांत हो गए थे और राज्य में भी पूर्णतः अमन-चैन था। अवसर पा करके खुशामदी मुसाहिबों ने बीबी-साहिबा के खिलाफ भी महाराज को उसी तरह उभाड़ना शुरू किया, जिस तरह दीवान नानूमल और बीबी राजेन्द्रकुंवरि के विरुद्ध किया था। मुसाहिब लोग चाहते थे कि बीबी साहबकुंवरि का प्रजा तथा दरबारियों पर जो रौब-दौब है वह हट जाना, ताकि उन्हें मनमानी करने का अवसर मिले। महाराज साहब की महारानी साहिबा भी अपने को अब कुछ समझने लगी थीं, क्योंकि उनके पुत्र-रत्न हो चुका था और अब युवराज की मां कहलाती थीं। वह अपने से बढ़ करके बीबी साहिबा के आदर-मान को सहन नहीं कर सकती थीं। महाराज साहबसिंह के चारों तरफ से कान भरे जाने लगे। लोगों ने उनसे यह भी कहा कि राजा साहब नाहन ने जो हथिनी दी थी, बीबी साहिबा ने उसे निज की सम्पत्ति बना लिया है। वास्तव में उस पर अधिकार आपका है। सन् 1795 ई० में बीबी साहिबा ने अपनी जागीर के एक गांव बहरयान में कच्चा किला बनाकर उसका नाम 'ऊभा बाल' रख दिया था। इस काम को उनका अनौचित्य तथा अनधिकार चेष्टा कहकर मुसाहिबों ने महाराज को भड़काया। बीबी साहिबा उन दिनों जींद में ठहरी हुई थीं। उनको जब यह पता चला कि उनका भाई साहबसिंह उनकी की हुई सेवाओं तथा बलिदानों की परवाह न करके दुष्ट लोगों की चालों में आ गया है तो उनके हृदय को बहुत कष्ट हुआ और वे भाई से अप्रसन्न होकर सीधी अपनी जागीर को

चली गईं। लोगों ने इस बात से भी लाभ उठाया और बतलाया कि बीबी साहिबा आपकी कुछ भी इज्जत और परवाह नहीं करती हैं। बात यहां तक बढ़ी कि महाराज ने उनको लिख भेजा कि - किला खाली करके अपनी ससुराल को चली जाओ। बीबी साहिबा अपनी जिद पर अड़ गईं और किला खाली करने से इनकार कर दिया। 'तारीख पटियाला' का लेखक तो यहां तक लिखता है कि दोनों बहन-भाइयों में युद्ध भी हुआ और महाराज ने उन्हें धोखे से पटियाला लाकर नजरबन्द भी कर दिया। लेकिन यह विश्वास योग्य नहीं है क्योंकि यदि ऐसी बात होती तो बीमारी के दिनों में वे भरियान से जहां कि वह बिलकुल आजाद थीं, पटियाला न आतीं और इस लेखक ने यह भी लिखा है कि महाराज को बीबी साहिबा की मृत्यु से अत्यन्त दुख हुआ। यह बात भी हमारे पक्ष का समर्थन करती है।

जार्ज टामस ने पंजाबी रियासतों में पुनः लूट-मार आरम्भ कर दी। नाभा, जींद, कैथल के साथ मिलकर महाराज ने उसको कई स्थानों पर परास्त किया। लेकिन जार्ज जमकर युद्ध नहीं करता था, वह तो सिर्फ लूट करना चाहता था। वह ऐसी चालाकी और सावधानी से लड़ता रहा कि इनको मराठी सेना के जनरल पीरू से सहायता लेनी पड़ी। लड़ाई का कुछ खर्च लेकर चन्द शर्तों के साथ पीरू ने जार्ज टामस के साथ युद्ध छेड़ दिया और कुछ दिन ही की लड़ाई के बाद, उसके तमाम इलाके पर अधिकार कर लिया। जार्ज टामस ने लड़-भिड़कर जो इलाके पंजाबी रियासतों के अपने कब्जे में कर लिए थे, सेनापति पीरू ने उन स्थानों को उनके असली हकदारों को वापस कर दिया।

कुछ दिन बात महाराज साहबसिंह और रानी आसकुंवरि में पारस्परिक कलह हो गया। इस झगड़े को मिटाने के लिए पंजाब-केसरी महाराज रणजीतसिंह को पटियाला आना पड़ा। महाराज रणजीतसिंह के पटियाला आने में साहबसिंह को भारी घाटा रहा। एक तोप और एक कंठा उन्हें महाराज साहब की भेंट करना पड़ा, साथ ही रामपुर गूजरवाल के देहात भी दिये। पटियाले के सिवाय नाभा, झींद और कैथल के रईसों को भी नुकसान उठाना पड़ा। क्योंकि महाराज ने आते हुए उनसे भी काफी नजराने वसूल किए थे। उनकी इस चाल-ढ़ाल से पंजाब के सभी रईसों के दिल में यह बात बैठ गई कि रणजीतसिंह का ऐसा ही एक और दौरा हुआ तो शायद ही हमारा अस्तित्व बच सके। इसलिए राजा जसवन्तसिंह, राजा भागसिंह, भाई लालसिंह, समाना के स्थान पर महाराज साहबसिंह से मिले और इस बात का विचार-विनिमय किया कि महाराज रणजीतसिंह से किस भांति हमारे राज्यों की रक्षा हो सकती है? इन सब की दृष्टि अंग्रेज सरकार की ओर गई। यह खूब जानते थे कि रणजीतसिंह की ही भांति अंग्रेज भी अपना राज्य लेने में लगे हुए हैं। लेकिन एक अन्तर जो उनकी समझ में आया वह यह था कि रणजीतसिंह हैजा (कॉलरा) हैं और वे अंग्रेजों को तपेदिक (थाइसिस) समझते थे।

साथ ही उन्होंने यह भी सोचा था कि शायद रणजीतसिंह के तूफान से इस समय हमारे राज्य बच जाएं तो भविष्य में अंग्रेजों के साथ परिस्थिति के अनुसार निपट लिया जाएगा। अंग्रेजों की ओर से उस समय देहली में मिस्टर इस्टीम साहब रेजीडेण्ट थे। सन् 1808 ई० में इनके प्रतिनिधि-मण्डल ने देहली जाकर रणजीतसिंह के विरुद्ध अंग्रेजों के साथ सम्बन्ध स्थापित कर लिया। अंग्रेज सरकार की तरफ से इनकी हिफाजत के लिए कोई खास वचन नहीं मिला था। इसलिए ये लोग महाराज रणजीतसिंह की सेवा में खुशामद और चापलूसी के लिए अपने प्रतिनिधि भेजते रहे। हमारी निज की राय में इन राजा लोगों ने रणजीतसिंह के विरुद्ध, अंग्रेजों की शरण जाकर अपने आदर्श को ही नहीं गिराया बल्कि एक अक्षम्य अपराध किया था। वीरता इस बात का तकाजा करती है कि यदि वास्तव में रणजीतसिंह से ये छुटकारा पाना चाहते थे, तो सम्मिलित शक्ति द्वारा वीरोचित ढ़ंग से उससे मुक्त होते और स्वयं बलिदानी वीर का यश अर्जित करते। दूसरे यह भी हो सकता था कि महाराज रणजीतसिंह के साथ में कुछ नफा-नुकसान उठाकर संधि कर लेते। इन लोगों ने राजपूताने के उन राजाओं से कम पतित-कार्य नहीं किया, जिन्होंने मुगल-शहंशाहों से सम्बन्ध स्थापित कर महाराणा प्रताप, शिवाजी और सूरजमल के साथ मुगलों के हित में लड़ाइयां लड़ी थीं।

जिस भांति पंजाब के ये राजा, रईस महाराज रणजीतसिंह से भयभीत हो रहे थे और किसी दूसरे का सहारा टटोलते फिरते थे, उसी भांति उस समय अंग्रेज सरकार भी नेपोलियन बोनापार्ट और रूस के भय से बेचैन थी और वह चाहती थी कि हिन्दुस्तान में बने रहने के लिए महाराज रणजीतसिंह उसके मित्र बन जाएं। उस समय संसार में तीन ऐसे महापुरुष थे कि जिनके भय से चारों तरफ हलचल मची हुई थी -

(1) नेपोलियन बोनापार्ट
(2) महाराज रणजीतसिंह और
(3) जसवन्त राव होल्कर।

होल्कर का सितारा ढ़ल चुका था। शेष दो में से एक की सहायता से दूसरे से चतुर अंग्रेज निश्चिन्त होना चाहते थे, इसीलिए अंग्रेजों ने महाराज रणजीतसिंह के पास मिस्टर मेटकाफ को मित्रता कायम करने के इरादे से भेजा। महाराज रणजीतसिंह ने स्वाभिमानी की भांति मेटकाफ के सामने मित्रता के लिए 3 शर्तें पेश कीं - (1) काबुल और लाहौर में यदि कोई तनाजा हो तो अंग्रेज उसमें हस्तक्षेप न करें, (2) अंग्रेज सरकार और लाहौर सरकार की दोस्ती सदैव एकसी बनी रहे और (3) सिक्खों के कुल मुल्क के वही बादशाह गिने जाएं।

जब इन पंजाबी राजाओं ने देखा कि अंग्रेज सरकार स्वयं महाराज रणजीतसिंह से मित्रता करने को उत्सुक है, तब इन लोगों की आंखें खुलीं और महाराज रणजीतसिंह के साथ आखिरकार वही किया जो उन्हें पहले ही कर लेना चाहिए था। महाराज पटियाला ने जो सन्धि लाहौर दरबार से की, वह बिल्कुल

सम्मानपूर्ण थी और यदि यही सन्धि कुछ पहले कर ली गई होती तो उसका आज अधिक महत्त्व होता।

अब रियासत पटियाला को किसी प्रकार के बाहरी झगड़ों का डर न रहा था, परन्तु गृह-कलह बराबर चला आ रहा था। यद्यपि रानी आसकौर साहिबा को मय उनके सुपुत्र युवराज करमसिंह के जागीर देकर अलग कर दिया था, मगर उनको (रानी साहिबा को) यही खयाल था कि किसी प्रकार राज्य-कार्य में उनका हाथ रहे। एक घटना और भी हुई कि फूलासिंह नाम के अकाली ने कप्तान वायट पर हमला कर दिया, जो कि अंग्रेज-सरकार की ओर से सरहद की पैमायश के वास्ते नियत हुआ था। जनता ने फूलासिंह के इस कार्य को वीरता का काम समझा। इसलिए उसकी मदद के लिए 1000 आदमी इकट्ठे हो गए। उन्होंने वायट साहब के 6 आदमियों को जान से मार दिया और 19 को घायल कर दिया। महाराज साहबसिंह ने जब यह समाचार सुना तो अपनी सेना भेजकर फूलासिंह को पकड़ लाने का हुक्म दिया। लेकिन फूलासिंह अपने साथियों को लेकर पटियाला की सरहद से बाहर हो गया और अमृतसर की ओर चला गया। महाराज की इस कारगुजारी से अंग्रेज सरकार बहुत खुश हुई और उनकी उपाधि में 'अधिराज राजेश्वर' का पद और बढ़ा दिया।

महाराज साहबसिंह में उन गुणों की कमी थी, जो किसी योग्य शासक में होने चाहिएं। उनको हर कोई भुलावे में डाल सकता था - यही कारण था कि उन्होंने राज्य का अधिकांश भाग खुशामदी लोगों को जागीर में दे डाला। खजाना भी खाली हो चुका था। आमदनी के जरिये नष्ट हो चुके थे। दिनों-दिन हालत बिगड़ती जा रही थी। राज्य की भलाई की दृष्टि से महाराज नाभा और जींद ने एजेण्ट अक्टरलोनी साहब से रियासत के कारबार को रानी आसकुंवरि के सुपुर्द करने की सलाह दी। शर्तों के अनुसार अंग्रेज सरकार पटियाला के भीतरी मामलों में हस्तक्षेप न कर सकती थी। इसलिए अक्टरलोनी ने सिर्फ सलाह के तौर पर महाराज साहबसिंह से रानी आसकुंवरि को राज्य-प्रबन्ध सौंप देने की सम्मति प्रकट की और साथ ही यह भी कह दिया कि यह आपकी मर्जी पर निर्भर है। गवर्नमेण्ट किसी तरह का हस्तक्षेप नहीं कर सकती। महाराज की आन्तरिक अभिलाषा तो यह थी कि उनकी सौतेली मां खेमकुंवरि साहिबा राज्य का प्रबन्ध करें, परन्तु उन्होंने सोच समझकर एजेण्ट महोदय की राय को स्वीकार किया। नये प्रबन्ध के अनुसार मिश्र नोधाराय, दीवान गुरदयाल, सरदार अलबेल महारानी के सलाहकार और सहकारी नियुक्त हुए। एक वर्ष तक तो कार्य ऐसे ही चलता रहा, लेकिन एजेण्ट को यह पता लग चुका था कि महाराज भीतरी ढ़ंग से महारानी के प्रबन्ध में बाधा पहुंचाते हैं। इसलिए 6 अप्रैल 1812 ई० को उन्होंने पटियाला जाकर महारानी को कानूनन राज्य का मालिक बना दिया। चूंकि गवर्नमेण्ट ने पटियाले

की परिस्थिति देखकर ऐसा हुक्म दे दिया था, महारानी ने इस खूबी के साथ शासनभार को संभाला कि एक ही वर्ष के अन्दर खजाने में 1 लाख रुपया इकट्ठा हो गया और 3 हजार के करीब सेना पटियाले में रहने लगी। महारानी के सुप्रबन्ध और शासन-योग्यता से स्वार्थी दरबारी मन ही मन कुढ़ने लगे। अलबेलसिंह खुद भी उनसे इसलिए नाराज हो गया कि महारानी ने उसकी जागीर पर 7000 रुपये साल की रकम बांध दी थी। अब महाराज को इन लोगों ने यह कहकर भड़काया कि अब कुछ दिनों में महारानी आपको नजरबन्द कर लेंगी। महाराज ने इन लोगों की बातों में आकर महारानी, युवराज और नोदाराय मिश्र को नजरबन्द कर लिया। लेकिन कुछ ही दिन के बाद, उनको विवश होकर राज्य-प्रबन्ध में असफल होने के कारण, रानी साहिबा को मुक्त करना पड़ा। कुछ दिनों में नौबत यहां तक पहुंची कि अंग्रेज सरकार को भीतरी मामलों में हस्तक्षेप करना पड़ा और महाराज के लिए एक लाख रुपये की जागीर देकर राज्य से अलग कर दिया और महारानी को परामर्श दिया गया कि खास जरूरत के समय में राज्य की चौथाई आमदनी महाराज के खर्च के लिए दे दी जाए। महाराज को शराब पीने की आदत भी थी। फिजूलखर्ची तो पहले ही से थी। इन कारणों से महाराज बीमार पड़ गए और मार्च सन् 1813 ई० में इस संसार से विदा हो गए!

महाराज साहबसिंह की कमजोरियों से पटियाला की उन्नति तो रुक ही गई, साथ ही राज्य की जड़ भी हिल गई। अगर रानी साहिबा ने कुशलतापूर्वक राज्य-कार्य न संभाला होता तो इसमें सन्देह नहीं कि पटियाला स्टेट एक छोटी सी जागीर के रूप में होती। स्वार्थी लोग रियासतों को किस प्रकार बना देते हैं, यह इससे जाना जा सकता है जिन्होंने जिस राज्य से अपने को बनाया, उन्हीं ने फिर राज्य के लिए कलह की आग तैयार की। फलस्वरूप महाराज को राज्य छोड़ एक जागीर का अधिपति होना पड़ा। नशेबाजी का परिणाम भी कैसा होता है, महाराज के जीवन से जाना जा सकता है कि जिसके कारण उनकी स्मरण शक्ति इतनी कमजोर हो गई थी कि रानी साहिबा को पृथक् तक कर दिया और जिधर मतलबी लोग कहते, चलने लगते। विश्वसनीय व्यक्तियों द्वारा रानी साहिबा के पुनः नियुक्त होने पर भी नजरकैद कर लिया। नशेबाजी उनकी मृत्यु का भी एक प्रधान कारण थी।
