Kamala Beniwal

Dr Kamala Beniwal (Born: 12 January 1927- Died: 15 May 2024) (कमला बेनीवाल) was a senior member of Indian National Congress party. She served as a minister in different posts and Deputy Chief Minister of Rajasthan in 2003. She was appointed Governor of Gujarat on 27 November 2009. (before that, she was Governor of Tripura). She was the first female governor of any North Eastern state. She is a prominent congress leader from Rajasthan.

In July 2014, she was transferred from Gujarat, to take over the Governorship of Mizoram State.

Family

She was born at village Gaurir in Jhunjhunu district in Mann gotra Jat family. Her father was Kunwar Netram Singh Gaurir (Maan) hero of Jats. Kamla was married to Ramchandra Beniwal and her son is MLA Alok Beniwal.

Political life

She was the first woman minister in Rajasthan at the age of 27 and had been minister in successive Congress governments in Rajasthan with all chief ministers since 1954 for about 50 years, holding almost all important portfolios, including home, education and agriculture. She was revenue minister in first Ashok Gehlot government. She has also been deputy chief minister of Rajasthan.

Appointment of Gujarat Lokayukta bypassing the government

In August 2011, she bypassed the Narendra Modi government of Gujarat, who had been sitting on the matter of appointing an Lokayukta (ombudsman) since 2004. The Lokayukta is a state-level body for checking on actions of the government, particularly corruption. Ms Beniwal appointed Justice R A Mehta as the Lokayukta under The governor took the action under Section 3 of the Gujarat Lokayukta Act, 1986, which gives the Governor the right to appoint Lokayukta without consulting the government, in cases of extreme delay.

Justice Mehta's name had been recommended by the Chief Justice of the Gujarat High Court in June but the government had not been acting on it for two months. In August, the father of murdered RTI activist Amit Jethwa filed a Public Interest Litigation in the High Court, which then served a show cause notice on the government for the delay in appointment of Lokayukta. In response, the Narendra Modi cabinet had set up another committee of five ministers to look into the matter. This was widely viewed as a "a move to delay the appointment" of a anti-corruption chief.

Beniwal's action, coming against this background, is a bold step by a titular head of government. The step coincided with the Anna Hazare led 2011 Indian anti-corruption movement, coming on the 13th day of his fast, and attracted considerable media attention. Justice RA Mehta is known to be close to Hazare. The action has been challenged in court by Narendra Modi's government, who called the move "unconstitutional".

She avoids writing her surname because she dislikes caste-driven politics. At 84,most people prefer a quiet retired life. But not Kamla. There is more to the Gujarat governor than the controversy she finds herself amidst after bypassing the Narendra Modi government in the appointment of the Lokayukta.

Freedom fighter

A swimmer, a horse-rider, a connoisseur of art,an agriculturist and a nature lover all wrapped into one, Kamla learnt the leadership lessons very early in life. She joined the freedom struggle at the age of 11. Daughter of a leading freedom fighter of the Rajputana state, Netram, Kamla was imprisoned by the British. She was awarded a Tamrapatra by former prime minister Indira Gandhi in recognition of her contribution to the freedom struggle.

In 1948, Kamla,then a student of M A history,trained women volunteers at the first Congress Session of independent India in Jaipur,leaving everyone,including Jawaharlal Nehru impressed.

In 1954, at 27, she became the first woman minister in Rajasthan. Kamla remained active in Rajasthans politics for five decades and rose to become deputy chief minister.Among her other firsts,Kamla is also the first woman from Rajasthan to become a governor and the first lady governor of north-east before being transferred from Manipur to Gujarat in 2009.

Armed with a D Litt degree,she is a staunch advocate of Sanskrit and ayurveda.She has also been awarded Woman of the Year 2001 by American Biographical Institute.When she took charge as Gujarat governor on November 28,2009,many in the Narendra Modi government thought she would be a rubber stamp.But not only has she appeared resolute in the Lokayukta issue,she is blocking many bills from turning into law,raising technical issues after taking advice.

The governor,in her capacity as chancellor,surprised the government by selecting Hemaxi Rao as vice-chancellor of Hemchandracharya University,Patan. She also put her foot down in Saurashtra University when she ordered the Vice-chancellor to remove the registrar Gajendra Jani on the ground that his appointment was in violation of recruitment rules. Her decision was later upheld by the Gujarat high court.

जीवन परिचय

जन्म: कमला बेनीवाल का जन्म 12 जनवरी 1927 को राजस्थान के झुंझुनू जिले के गाँव गोरीर में मान गोत्र के जाट परिवार में हुआ। आपका विवाह रामचंद्र बेनीवाल से हुआ। आपका सुपुत्र अलोक बेनीवाल भी आज राजनीती में सक्रीय है।

शिक्षा: उनकी प्रारंभिक शिक्षा झुंझुनू जिले में हुई। 11 वर्ष कि आयु में कमला ने 'बाल सैनिक दल' का सञ्चालन कर प्रजामंडल से जुड़ गयी। वनस्थली विद्यापीठ से बी. ए. की डिग्री हासिल की। महाराजा कालेज जयपुर, राजस्थान विश्वविद्यालय से अर्थशास्त्र, राजनीती शास्त्र तथा इतिहास में स्नातक की उपाधि प्राप्त की। कमला ने महाराजा कालेज, जयपुर से इतिहास में ऍम. ए. की पढ़ाई पूरी की। प्रदेश में कांग्रेस पार्टी के अधिवेशनों में आपको घोड़े पर सवार होकर पंडित जवाहर लाल नेहरू की अगुआई करने का श्रेय है। कमला एक अच्छी तैराक, घुड़सावर, कला प्रेमी और प्रकृति प्रेमी हैं। कमला ने बचपन में ही राजनीती के गुर सीख लिए थे।

स्वाधीनता आंदोलन में : 11 वर्ष की आयु में इन्होने भारत छोडो आंदोलन में भाग लिया था। इसके लिए इन्हें पूर्व प्रधानमंत्री इंदिरा गांधी ताम्रपत्र सम्मान से सम्मानित कर चुकी हैं। अपनी पढ़ाई पूरी कर कमला ने कांग्रेस पार्टी ज्वाइन की।

राजनीती में :1954 में कमला 27 वर्ष की उम्र में विधान सभा चुनाव जीत कर राजस्थान सरकार में पहली महिला मंत्री बनीं। वे अशोक गहलोत की सरकार में गृह, शिक्षा और कृषि सहित कई विभागों की मंत्री रहीं। वे राज्य की उप-मुख्यमंती भी रहीं। वे लम्बे समय तक राजस्थान कांग्रेस में राज्य सरकार में कई महत्वपूर्ण पद सम्भाल चुकी हैं।

डॉ कमला की आयुर्वेद एवं संस्कृत भाषा में गहरी रूचि है। उन्हीं की देन है कि जयपुर में राष्ट्रीय आयुर्वेद संस्थान तथा संस्कृत विश्वविद्यालय की स्थापना हुई है। संकृत विद्यापीठ (विश्वविद्यालय) नई दिल्ली द्वारा आपको 'वाचस्पति डी. लिट.' से सम्मानित किया है।

सहकारिता आंदोलन को बढ़ावा देने में आपका महत्वपूर्ण योगदान है। आपने सहकारिता का राष्ट्रीय और अंतर्राष्ट्रीय स्तर पर प्रतिनिधित्व किया है। डॉ कमला को वर्ष 1994-95 के लिए इफको द्वारा 'बेस्ट कार्पोरेटर ऑफ़ द कंट्री' अवार्ड से सम्मानित किया। किसान हितैषी कमला ने अपने मंत्रितव के कार्यकाल में भूमि सुधार, जल संरक्षण एवं ग्रामीण विकास के लिए अनेक महत्व्पूर्ण कार्य किये हैं। आप प्रकृति प्रेमी हैं और आपको अमेरिकन बायोग्राफिकल संस्था द्वारा 'वुमन ऑफ़ द ईयर 2001' का सम्मान प्राप्त है।

गुजरात की राज्यपाल

गुजरात की राज्यपाल: कमला 27 नवम्बर 2009 को गुजरात की राज्यपाल नियुक्त हुई। गुजरात की वर्तमान राज्यपाल और त्रिपुरा की पूर्व राज्यपाल कमला बेनीवाल राजस्थान कांग्रेस की सबसे वरिष्ठ राजनेता हैं। इससे पहले केंद्र सरकार ने उन्हें त्रिपुरा का राज्यपाल नियुक्त किया था।

गुजरात की राज्यपाल के रूप में मुख्यमंत्री नरेंद्र मोदी से कई मसलों पर अनबन हुई जिसमे लोकायुक्त की नियुक्ति का भी मसला था। अगस्त 2011 में सभी राज्यों में सरकार की निगरानी के लिए लोकायुक्त नियुक्त करने का निर्देश केंद्र सरकार ने दिया था। इसके बाद कमला ने राज्य के पूर्व न्यायाधीश आर. ए. मेहता को राज्य का लोकायुक्त नियुक्त कर दिया। राज्य सरकार को इसका गहरा झटका लगा और उन्होंने लोकायुक्त की नियुक्ति नहीं की। कुछ समय बाद गुजरात हाई कोर्ट के आदेश के बाद लोकायुक्त की नियुक्ति को लेकर सरकार गम्भीर हो गयी और विधानसभा में लोकायुत विधेयक पास किया और राज्य पाल के पास भेजा। जिसे राज्यपाल ने कई गलतियां बताकर विधेयक वापस कर दिया।

पूर्व राज्यपाल कमला बेनीवाल का निधन

राजस्थान की पूर्व और पहली महिला उपमुख्यमंत्री तथा देश के कई राज्यों की राज्यपाल रह चुकीं डॉ. कमला बेनीवाल का बुधवार 15.05.2005 को जयपुर में निधन हो गया। 16.05.2005 को जयपुर में ही उनका अंतिम संस्कार किया गया. डॉ कमला बेनीवाल के पुत्र आलोक बेनीवाल भी विधायक रह चुके हैं.

कांग्रेस की जाट राजनीति का चेहरा रहीं कमला बेनीवाल भी उपचुनावों से ही निकलीं। उन्होंने 1954 में आमेर विधानसभा सीट से उपचुनाव जीता। इसके बाद वे राजस्थान की उपमुख्यमंत्री से लेकर गुजरात और मिजोरम की राज्यपाल तक बनीं। साल 2003 में कमला बेनीवाल उपमुख्यमंत्री बनी। बतौर मंत्री बेनीवाल के बाद गृह, चिकित्सा और स्वास्थ्य, शिक्षा और कृषि सहित विभिन्न महत्वपूर्ण विभाग रहे। अशोक गहलोत सरकार में भी वे राजस्व मंत्री रहीं।

पार्टी में विभिन्न पदों पर भी रही: 1977 के चुनावों के दौरान प्रदेश कांग्रेस कमेटी के संयुक्त सचिव, राजस्थान कांग्रेस कार्यकारी समिति के सदस्य, राजस्थान महिला कांग्रेस के अध्यक्ष, राजस्थान प्रदेश चुनाव समिति के सदस्य व बाद में चुनाव अध्यक्ष के रूप में कार्य किया।

त्रिपुरा, गुजरात व मिजोरम की रह चुकी है राज्यपाल: डॉ. कमला को 2009 में त्रिपुरा का राज्यपाल नियुक्त किया गया था। वह पूर्वोत्तर भारत के किसी भी राज्य की पहली महिला राज्यपाल थीं। एक महीने बाद, उन्हें 27 नवंबर 2009 को गुजरात का राज्यपाल नियुक्त किया गया, जहां उन्होंने चार साल से अधिक समय तक सेवा की। 6 जुलाई 2014 को उनका तबादला मिजोरम के राज्यपाल पद पर कर दिया गया। सिंचाई मंत्री के रूप में उन्होंने राजस्थान में लगभग 48,000 जल संचयन संयंत्रों के जिला कार्यक्रम बनाने का कार्य पूरा किया। जयपुर में राष्ट्रीय आयुर्वेद संस्थान की स्थापना में उनकी महत्वपूर्ण भूमिका थी। उन्होंने जयपुर में एक संस्कृत विश्वविद्यालय भी स्थापित किया है। लगभग 20 वर्षों तक विभिन्न रैंकों में भारतीय राष्ट्रीय सहकारी संघ में राजस्थान इकाई के प्रतिनिधि के रूप में कार्य किया है। 1994 - 95 में इफको द्वारा प्रदत्त भारत का सर्वश्रेष्ठ सहकारी पुरस्कार दिया गया।

उपमंत्री से उपमुख्यमंत्री तक का सफ़र

झुंझुनूं जिले की खेतड़ी तहसील के गोरीर गांव में चौधरी नेतराम सिंह मान के घर 12 जनवरी,1927 को जन्मी और चौधरी रामचन्द्र बेनीवाल की पत्नी डॉ कमला बेनीवाल राजस्थान विधानसभा में दूसरी महिला विधायक, पहली महिला मंत्री....

महज़ 27 वर्ष की आयु में 1954 में मोहनलाल सुखाडिया मंत्रीमंडल में उपमंत्री बनी चौधरी कुंभाराम जी आर्य कमला बेनीवाल जी को राजनीति में लेकर आए और जब चौधरी कुंभाराम जी आर्य ने 1966 के अंदर कांग्रेस से त्यागपत्र दिया तो इसके साथ कमला जी बेनीवाल और दौलत राम सारण जैसे diggaj नेताओं ने भी त्याग कर दिया था , हालांकि बीकेडी के बिखराव के बाद kamla जी दोबारा कांग्रेस में चली गई,तो सात बार की यह विधायक लगभग हर कांग्रेस सरकार में मंत्री रही।

अपनी बेबाकी और स्पष्टवादिता के लिए जानी जाने वाली डाक्टर कमला बेनीवाल जी ने 1998 में विधायक दल की बैठक में विधायकों का फैसला न मानकर हाईकमान पर छोड़ने के प्रस्ताव पर दिल्ली से आए हाईकमान के दूतों को यहां तक कह दिया कि जब विधायक दल के बहुमत से मुख्यमंत्री नहीं बनेगा तो फिर विधायक दल की बैठक ही क्यों बुलायी...?

खैर हाईकमान ने अशोक गहलोत को मुख्यमंत्री बनाया और डॉ कमला पहले मंत्री और फिर उपमुख्यमंत्री बनी।

2009 में उन्हें त्रिपुरा का राज्यपाल बनाया गया !

फिर गुजरात का राज्यपाल बनाया गया,

मोदी देश के प्रधानमंत्री बने तो उसके बाद जुलाई 2014 me डॉक्टर कमला बेनीवाल का तबादला गुजरात से मिजोरम कर दिया और वहां भी जब वे अपना काम करने लगी ,तो मिजोरम के राज्यपाल पद से बर्खास्त कर दिया।

स्वतंत्रता सेनानी होने के बावजूद नहीं मिला राजकीय सम्मान

दरअसल, 97 वर्षीय डॉ कमला बेनीवाल का आज जयपुर के लाल कोठी श्मशानघाट में अंतिम संस्कार किया गया। उनकी पार्थिव देह को मालवीय नगर के उनके आवास पर दर्शनों के लिए रखा गया था। मुख्यमंत्री भजनलाल शर्मा और PCC चीफ़ सहित विभिन्न राजनीतिक दलों के नेताओं ने उन्हें श्रद्धासुमन अर्पित किए थे लेकिन अब श्मशानघाट में पूर्व राज्यपाल और पूर्व स्वतंत्रता सेनानी को नियमों के अनुसार प्रोटोकोल नहीं देने से ये पूरा विवाद छिड़ गया है ।

अंतिम संस्कार के दौरान किसी तरीक़े से राजकीय सम्मान की व्यवस्था नहीं थी, सामान्य तरीक़े से अंतिम संस्कार किया गया है। हालाँकि प्रोटोकोल के मुताबिक़ ये राज्य सरकार की मंशा पर निर्भर करता है कि पूर्व राज्यपाल को राजकीय सम्मान दिया जाए या नहीं, लेकिन कांग्रेस नेताओं का कहना है कि वे स्वतंत्रता सेनानी भी रही थीं, भारत छोड़ो आंदोलन में उन्होंने हिस्सा लिया था और देश की पूर्व प्रधानमंत्री इंदिरा गांधी ने उन्हें ताम्रपत्र भी दिया था यही वजह है कि कांग्रेस उनकी राजकीय सम्मान को लेकर मुखर नज़र आ रही है। हालांकि कांग्रेस ने इस ओर भी संकेत दिया है कि गुजरात के राज्यपाल रहने के दौरान उस वक़्त के मुख्यमंत्री नरेंद्र मोदी जी के ख़िलाफ़ कमला बेनीवाल ने स्टैंड लिया था इसी वजह से राज्य सरकार ने राजकीय सम्मान में रुचि नहीं दिखाई है।

Dotasra Slams Govt for conducting last rites sans state honour

Rajasthan State Congress President on Wednesday registered strong objection to late Cong veteran Kamla Beniwal’s last rites not being performed with state honours by Rajasthan govt and the local administration despite she having been a former deputy chief minister and the Governor of Gujarat, Mizoram and Tripura.

Govind Dotasra said the act of not conferring state honours to Kamla Beniwal's last rites was condemnable. He described it as “an insult to the people of the state, and a violation of the tradition of conferring state honours on leaders of Rajasthan”
