Well that is absolutely right. We should debate on Policies and their impact on the country. And If that was the parameter, BJP would have lost the elections given their performance on the ground.Rather BJP fought elections on the basis of Nationalism and used catse and emotional card. Indian society is divided on caste, religious lines. It is very easy to rule such an electorate which is divided on non-development, non-trivial issues.
In my observation, Indian electorate is also obsessed with personality cult. Modi's is being framed as a messiah who is fighting against all odds and evils. He is a Rajinikath of Indian politics who can turn around things. He is revered by Main Stream Media like a Bhagwaan.
Take an example of Haryana. How BJP has pulled off a miracle from being nothing to being everything. BJP used to be an ally partner but it feels like there is no alternative of BJP in Haryana. People voted for Modi and not for development.
Some MPs said they would not want to contest elections as they haven't done anything on the ground but still got a ticket and won. They won because of Modi's popularity. Have a look at post poll analysis:

Indian voters do not vote on the basis of development or policies, according to a recent study, confirming the results of the 2019 general elections.

There is no correlation between building roads or doing development or policies with winning an election. If policies were the parameter, no party would stand a chance in India. Jumlas, nationalism, religion, personality cult caste dynamics and emotions play main factor in winning elections.
On a lighter note on name calling, sir ji kya aap bhi. Waise hi 1-2 bande aate hain yaha. Name calling, taking potshots at each other etc are big masala items.
Look at news channels. How debates are run and how TRP is achieved. They are inculcating Modimania in war rooms by smashing opponents in debates. That gives them TRP. Modi is a big business for them.
And We are so obsessed with masala and bollywood. We eat masala so much that we need masala here too. Have a look at some comments from fellow members.
Ek drawback hai iska.....now every news is abt BJP / Modi.....koi naya masala hi nahi raha.....news are bored with praises of Modi and Failure of Rahul
I m missing Anti BJP / Modi and Congress Supporters......I guess they went on sabbatical.
Enjoy......
It is a necessity in current times. We should ponder over it.
What I feel happens on this forum more often than not is that people have made up their minds for/against a political party due to patronage (my forefathers used to vote for this party so will I) or media propaganda or higher education colleges/universities (my highly educated professor was dead against this guy so I am against him too). Then they try to convince others that every bad deed happening in the country is due to this party or person. They look for echo chambers where others who agree with them are good and those who don't are dumb/uneducated/blind.
What should happen is that we should debate on policy, not on person or political party. If the policy helps the country as a whole, then we should support it irrespective of who brought it forward.
Lastly jumping from a debate on policy to name-calling other members on this forum is definitely not condoned and would invite infractions/bans. Please be respectful in your dialog with others.
