भारत के लिए अन्तरराष्ट्रीय मैडल प्राप्त कर देश का नाम रोशन करने वाली पहलवान बेटियों ने भारतीय कुश्ती संघ के अध्यक्ष ब्रजभूषण शरणसिंह पर यौन प्रताड़ना का आरोप लगाया है। भारतीय कुश्ती संघ के पूर्व प्रमुख बृजभूषण शरण सिंह के खिलाफ एक्शन की मांग को लेकर प्रोटेस्ट कर रहे हैं। उनको भारतीय कुश्ती संघ से हटाने के लिए 18 जनवरी 2023 से ये पहलवान धरने पर बैठे थे। 23 अप्रेल 2023 से जंतर-मंतर पर भारतीय कुश्ती संघ के अध्यक्ष ब्रजभूषण शरण सिंह को गिरफ्तार करने के लिए ये धरना-प्रदर्शन कर रहे थे। 28.05.2023 को ये प्रदर्शनकारी नए पार्लियामेंट भवन की तरफ प्रस्थान करते समय गिरफ्तार कर लिए गए थे और उनके साथ बहुत ही अपमान जनक व्यवहार दिल्ली पुलिस द्वारा किया गया था। इससे व्यथित होकर अगले दिन सभी एथलीटों ने अपने मैडल गंगा में हरिद्वार में प्रवाहित करने का निर्णय लिया। एथलीटों के आरोपों को एफआईआर के रूप में दर्ज किया जा चुका है, जिसके लिए सर्वोच्च अदालत ने दिल्ली पुलिस को निर्देशित किया था। बृजभूषण शरण सिंह यूपी के गोंडा से भाजपा सांसद हैं और वे अभी तक इस मामले की आंच से अप्रभावित हैं।

पहलवान मेडल बहाने के लिए हरिद्वार पहुंचे थे। खबर लगते ही भारतीय किसान यूनियन के अध्यक्ष नरेश टिकैत वहां पहुंचे। पहलवानों से बात कर उन्होंने केंद्र सरकार को कार्रवाई के लिए 5 दिन का अल्टीमेटम दिया है। टिकैत ने पहलवानों से मेडल्स और मोमेंटो वाली पोटली भी ले ली है। उन्होंने कहा कि इन्हें राष्ट्रपति को देंगे। सभी खिलाड़ी हरिद्वार से घर के लिए रवाना हो गए। इससे पहले साक्षी मलिक, बजरंग पूनिया और विनेश फोगाट करीब एक घंटे तक हर की पौड़ी में बैठकर मेडल पकड़े रोते रहे।

किसान नेता नरेश टिकैत के सक्रीय होने के पश्चात विभिन्न स्थानों पर सर्व खाप पंचायतों का सिलसिला प्रारंभ हुआ जिनमें समाज के सभी वर्गों ने भाग लिया और पहलवानों को न्याय दिलाने के लिए कार्य योजना निर्धारित की गयी।

बता दें, ये पहलवान WFI के पूर्व अध्यक्ष बृजभूषण शरण सिंह की गिरफ्तारी के लिए जंतर-मंतर पर धरना दे रहे थे। रविवार को पुलिस से हुई झड़प के बाद ये जंतर-मंतर से लौट आए थे।

नए संसद भवन पर करतलध्वनि जब थमेगी, तब भी एक छवि हमें क्षुब्ध करती रहेगी : विनेश फोगाट और संगीता फोगाट का प्रतिरोध की मुद्रा में एक-दूसरे की बांहों में गुंथा होना, उनके समीप ही राष्ट्रीय ध्वज का पड़ा होना और पुलिस द्वारा उन्हें वहां से खींचकर ले जाने का जतन करना, ताकि जंतर-मंतर पर एक महीने से चल रहे आंदोलन का अंत किया जा सके। यह छवि इसलिए भी अधिक मार्मिक हो गई थी, क्योंकि विनेश के सिर के समीप ही एक जूता था, जो किसी पुलिसकर्मी के पैरों में था।

आंदोलनकारी और उनके समर्थक नए संसद भवन की ओर मार्च करना चाहते थे और वहां महापंचायत का आयोजन करना चाहते थे, ताकि एक असहज करने वाले सच को रेखांकित कर सकें : स्त्री खिलाड़ियों से यौन दुर्व्यवहार। वह तस्वीर उन्हें ऐसा करने से रोकने में निहित क्रूरता को चित्रांकित कर उठी थी।

कितनी विडम्बना की बात है कि जिन एथलीटों के कारण अंतरराष्ट्रीय मंच पर भारत गौरवान्वित हुआ, आज उनके साथ सड़कों पर झूमाझटकी की जा रही है। और यह लोकतंत्र के नवनिर्मित मंदिर से कुछ ही दूरी पर हो रहा था, जहां तमिलनाडु के संतों से घिरे प्रधानमंत्री राजसत्ता के प्रतीक सेंगोल को प्रतिष्ठित कर रहे थे। अपने भाषण में प्रधानमंत्री ने स्त्रियों के सशक्तीकरण की बात कही और नौ सालों में 11 करोड़ टॉयलेट्स बनाने के लिए अपनी सरकार की पीठ थपथपाई, क्योंकि इससे स्त्रियों की अस्मिता की रक्षा होती है। यह सुनकर आंदोलनकारी क्या सोचते, यह हम कभी नहीं जान सकेंगे, क्योंकि ठीक उसी समय उन्हें बसों में ठूंसकर पुलिस स्टेशन ले जाया जा रहा था।

सरकार ने न्याय की उनकी मांग को अनसुना कर दिया था और अब उन्हें बहुत स्थूल तरीके से चुप कराने की कोशिशें की जा रही थीं। महिला एथलीटों द्वारा लगाए आरोपों के प्रति सरकार द्वारा किसी भी तरह की सहानुभूति का परिचय नहीं देना चकित करने वाला है। एक महिला के लिए किसी शक्तिशाली पुरुष के विरुद्ध खुलकर सामने आना और उस पर यौन प्रताड़ना का आरोप लगाना सरल नहीं होता है। इसके बावजूद सात महिला एथलीटों ने ऐसा किया, जिनमें से एक तो नाबालिग है।

ऐसा करके उन्होंने इस कुरूप सच को उजागर कर दिया कि अंतरराष्ट्रीय प्रतिस्पर्धाओं के लिए तैयारी करने वाली हमारी खिलाड़ियों को किन हालात से होकर गुजरना पड़ता है। इन सभी एथलीटों ने भारतीय कुश्ती संघ के अध्यक्ष ब्रजभूषण शरण सिंह पर यौन प्रताड़ना का आरोप लगाया है। उनके आरोपों को एफआईआर के रूप में दर्ज किया जा चुका है, जिसके लिए सर्वोच्च अदालत ने दिल्ली पुलिस को निर्देशित किया था। ब्रजभूषण यूपी के गोंडा से भाजपा सांसद हैं और वे अभी तक इस मामले की आंच से अप्रभावित हैं। सच्चाई तो जांच से ही सामने आएगी, पर सरकार एथलीटों की शिकायतें सुनने की तो कोशिश करे।

2014 में जब नरेंद्र मोदी प्रधानमंत्री बने थे, तो उन्होंने लाल किले की प्राचीर से अपने पहले भाषण में दुष्कर्मों और यौन हत्याओं का हवाला देते हुए कहा था- ‘माता-पिता बेटियों से सैकड़ों सवाल पूछते हैं, लेकिन क्या उन्होंने कभी बेटों से पूछा कि वे कहां जा रहे हैं, क्यों जा रहे हैं, उनके दोस्त कौन हैं? आखिर एक दुष्कर्मी भी किसी का बेटा होता है!’ प्रधानमंत्री के उस भाषण ने हर महिला के दिल को छुआ था। उसके बाद से मोदी सरकार ने नारीशक्ति को अपने प्रशासन का केंद्रीय अभिप्राय बनाए रखा है।

उनकी कथनी-करनी में भेद नहीं दिखा है, क्योंकि उन्होंने ग्रामीण स्त्रियों को रसोई गैस के सिलेंडर मुहैया करवाए, उनके लिए टॉयलेट्स बनवाए, स्त्रियों को सरकार में महत्वपूर्ण पद दिए और सुरक्षा सम्बंधी कैबिनेट समिति में भी स्त्रियों को सम्मिलित करके एक नई परिपाटी कायम की, जबकि अभी तक इसे केवल पुरुषों का क्षेत्र समझा जाता था।

पर स्त्रियों के विरुद्ध अभद्र भाषा का उपयोग करने वाले नेताओं को दंडित करके, प्रताड़ना और दुष्कर्म के आरोपी नेताओं को पद से हटाकर और दुष्कर्म के आरोपियों को टिकट नहीं देकर ही स्त्री सशक्तीकरण की दिशा में वास्तविक कदम उठाए जा सकते हैं। उनकी अनसुनी कर देने का मतलब तो न केवल नारीशक्ति के अपने नारे से मुंह मोड़ लेना होगा, बल्कि एक भरोसेमंद वोटबैंक को भी अपने से विमुख कर देना होगा।

सर्वेक्षण बताते हैं कि स्त्री मतदाताओं में प्रधानमंत्री की बहुत लोकप्रियता है, लेकिन बीते दिनों में देखा गया है कि यह घट रही है। सनद रहे कि हाल में हुए हिमाचल प्रदेश और कर्नाटक के चुनावों में स्त्री मतदाताओं ने भाजपा के बजाय कांग्रेस को प्राथमिकता दी थी और यह 2024 की तैयारियों के सिलसिले में एक शुभ संकेत नहीं है।

आज जिस तरह से सरकार ने एथलीटों के आरोपों के लिए अपने आंख-कान बंद कर लिए हैं, वह उसके अब तक के रुख से विपरीत है। स्त्रियों के लिए सुरक्षा का प्रश्न मायने रखता है और इसके लिए शीर्ष से कड़ा संदेश सामने आना चाहिए।

आज के घोर-ध्रुवीकृत माहौल में- जिसका निर्धारण बहुधा वॉट्सएप फॉरवर्ड्स के जरिए होता है- भारत के आंदोलनकारी एथलीटों को समझ आ गया है कि सराहनाएं कितनी क्षणभंगुर होती हैं। जिन लोगों ने पदक-विजेता पहलवानों को सिर-आंखों पर बैठाया था, उन्होंने ही अब उनसे किनारा कर लिया है। जिन्हें पहले नायक-नायिकाओं की तरह पूजा गया था, उन्हें ही अब ‘पॉलिटिकल टूलकिट गैंग’ के सदस्य बताया जा रहा है।

जब वे गंगा में अपने पदक फेंक आने की बात करते हैं तो उन पर नौटंकी करने का आरोप लगाया जा रहा है। उन्हें एंटी-नेशनल तक का तमगा दे दिया गया है। यौन-उत्पीड़न जैसी समस्या को रौशनी में लाने के लिए उनकी सराहना करने के बजाय उनसे उनके आरोपों को साबित करने के लिए प्रमाण मांगे जा रहे हैं। जो विक्टिम हैं, वे ही आरोपों के घेरे में हैं, जबकि जिन पर आरोप लगाया गया है, वे आसानी से बच जा रहे हैं।

कोई भी स्ट्रीट-प्रोटेस्ट जब लम्बा खिंच जाता है तो वह देर-सबेर सत्ता से आमने-सामने की मुठभेड़ वाली स्थिति में आ जाता है। दिल्ली पुलिस नए संसद भवन के शुभारंभ अवसर पर आंदोलनकारियों को संसद तक मार्च करने की अनुमति नहीं देगी, यह भी अपेक्षित ही था। लेकिन विडम्बना यह है कि जिस पुलिस ने आंदोलनकारियों के साथ संवेदनहीन तरीके से झूमाझटकी की, वो इससे पूर्व कई महीनों तक इस मामले में एफआईआर तक दर्ज करने से आनाकानी कर रही थी, जब तक कि सुप्रीम कोर्ट ने इसके लिए उस पर दबाव नहीं बनाया।

जनवरी में जब यह आंदोलन पहले-पहल शुरू हुआ था, तब मैं जंतर-मंतर पर गया था। हमारे खेल-प्रशासन का ढांचा कुछ ऐसा है कि अगर आप क्रिकेटर नहीं हैं तो अपनी आवाज बामुश्किल ही उठा सकते हैं। इसके बावजूद इन ओलिम्पियन एथलीट्स ने जिस तरह का साहस दिखाया, वह उल्लेखनीय था। जब मैंने विनेश फोगाट से पूछा कि आपने आवाज उठाने में इतना समय क्यों लगाया, तो उन्होंने कहा, आपको अंदाजा है, यह हमारे लिए कितना कठिन है? अगर हमने यौन उत्पीड़न की बात कही होती तो हमारे पैरेंट्स हमें ट्रेनिंग करने से रोक देते और हमारी शादियां करवा देते।

यही कारण है कि हमें अपने एथलीट्स की सराहना करनी चाहिए, उलटे उन्हें भला-बुरा नहीं कहना चाहिए। फोगाट बहनों और साक्षी मलिक जैसी एथलीट साधारण नहीं हैं, वे भारतीय खेलों की दुनिया में नए मानक स्थापित करने वाली लड़कियां हैं और उनके प्रभाव का दायरा उनके अखाड़ों से कहीं दूर तक फैला हुआ है। पुरुषों की बपौती समझे जाने वाले खेल में उन्होंने अपनी पहचान बनाई है। जब कोई लड़की कुश्ती के अखाड़े में उतरती है तो वह न केवल एक परिपाटी को तोड़ रही होती है, बल्कि सदियों के पूर्वग्रह और लैंगिक विभेद को भी चुनौती देती है। उनका जीवन-संघर्ष ग्रामीण हरियाणा सहित अन्य राज्यों की लड़कियों के लिए बेटी बचाओ बेटी पढ़ाओ जैसे नारों से अधिक प्रेरक साबित हुआ है।

लेकिन राष्ट्रीय गौरव और लैंगिक सशक्तीकरण के प्रतीक बनने के बावजूद ये एथलीट हमारे खेल-प्रशासन में व्याप्त सत्ता के असंतुलन को चुनौती नहीं दे सके। आंदोलनकारी जिन ब्रजभूषण शरण सिंह की गिरफ्तारी की मांग कर रहे हैं, वो छह बार के सांसद और बाहुबली नेता हैं और भारतीय कुश्ती संघ पर उनका दबदबा है। उनका केंद्रीय यूपी की राजनीति में भी खासा प्रभाव है। जहां खेल-अधिकारीगण पांच सितारा सुविधाओं का उपभोग करते हैं, वहीं एथलीट्स से उम्मीद की जाती है कि वे अकसर किसी मेकशिफ्ट आवास में रहकर दूसरे दर्जे के स्टेटस को चुपचाप स्वीकार कर लें।

1978 में बैंकॉक में हुए एशियाई खेलों को याद कीजिए, जिनमें अनेक खिलाड़ियों ने एक स्थानीय गुरुद्वारे के लंगर का भोजन खाकर अपना पेट भरा था। एक अन्य अवसर पर एक खेल फेडरेशन के अधिकारी दिल्ली के आजाद मार्केट से पुरानी चादरें खरीद लाए थे, ताकि उनसे खिलाड़ियों के ट्रैकसूट बनाए जा सकें। 2010 के राष्ट्रमंडल खेलों के बाद से बहुत कुछ बदला है और ओलिम्पिक पोडियम स्कीम प्रोग्राम जैसी पहल की गई हैं।

विभिन्न खेलों के खिलाड़ियों के प्रदर्शन में निखार आया है और खेलों की दुनिया में भारत का सितारा पहले से बुलंद हुआ है। लेकिन खेल के मैदान में सम्मान पाने वाले खिलाड़ी मैदान से बाहर भी हमारे उतने ही आदर और स्नेह के अधिकारी होने चाहिए। आखिर गम्भीर आरोपों पर सांसद से पूछताछ तो की ही जा सकती है। पॉस्को एक्ट के प्रावधान तो लागू किए ही जा सकते हैं। उलटे आरोपी सांसद को संसद भवन के शुभारम्भ समारोह में वीआईपी गेस्ट की तरह निमंत्रित किया गया था। ऐसे में कभी न्याय मिलेगा?

नई दिल्ली: भारतीय कुश्ती संघ के पूर्व प्रमुख बृजभूषण शरण सिंह के खिलाफ एक्शन की मांग को लेकर प्रोटेस्ट कर रहे हैं। पहलवानों के समर्थन में आज हरियाणा के कुरुक्षेत्र में खाप महापंचायत बुलाई गई है, जिसमें विरोध को लेकर आगे की रणनीति पर फैसला होना है। पंचायत कुरुक्षेत्र के जाट भवन में सर्व खाप की पंचायत होने वाली है। गुरुवार को मुजफ्फरनगर में खाप महा पंचायत आयोजित की गई थी, जिसमें चार राज्यों की 50 खाप पंचायतों ने हिस्सा लिया था और देश के लिए मेडल लाने वाले पहलवानों को सपोर्ट करने का फैसला किया था।

राष्ट्रपति और गृह मंत्री से मिलेगा खापों की समिति

सोरम में महापंचायत के दौरान ये प्रस्ताव रखा गया कि पहलवान गंगा में पदक बहाने के बजाय इसे अंतर्राष्ट्रीय कुश्ती महासंघ के माध्यम से नीलाम करें। वहीं खाप प्रमुखों की समिति का गठन का प्रस्ताव रखा गया। यही समिति भविष्य में पहलवानों के विरोध के लिए सारे फैसले लेगी। इसके साथ ही एक प्रतिनिधि मंडल पहलवानों की मांग को लेकर राष्ट्रपति द्रोपदी मुर्मू और गृहमंत्री के पास जाएंगे और उनकी बात रखेंगे। इसके साथ ही दिल्ली की सीमाओं को फिर से बंद कर प्रोटेस्ट करने पर भी महापंचायत में सहमति बनी है। वहीं देशव्यापी आंदोलन खड़ा करने की तैयारी किसान संगठन कर रहे हैं। इन प्रस्तावों पर फाइनल फैसला आज कुरुक्षेत्र की महापंचायत में आने वाला है।

कुरुक्षेत्र. भारतीय कुश्ती महासंघ के अध्यक्ष बृजभूषण शरण सिंह के खिलाफ प्रदर्शन कर रहे पहलवानों का मामला तूल पकड़ते जा रहा है. इसी कड़ी में हरियाणा के कुरुक्षेत्र की जाट धर्मशाला में आज खिलाड़ियों के समर्थन में खापों की महापंचायत होगी. इस दौरान खिलाड़ियों के समर्थन में कोई बड़ा फैसला लिया जा सकता है. कुरुक्षेत्र में आयोजित महापंचायत की अध्यक्षता सूबे सिंह समैण करेंगे श्योरण खाप, महिला सर्व जातीय सर्व खाप, समैण खाप, धनखड़ खाप, संगरोहा खाप व अन्य खापों के साथ-साथ किसान नेता राकेश टिकैत, अमरजीत मोहडी, सुखविंदर सिंह ऑलख सहित तमाम किसान नेता भी इस महापंचायत में शिरकत करेंगे.

वहीं महिला पहलवानो के पक्ष में बालू खाप ने बड़ा फैसला करते हुए हरियाणा के मुख्यमंत्री मनोहर लाल खट्टर के जनसंवाद कार्यक्रम का विरोध करेंगे. इसके अलावा बालू खाप ने ऐलान किया है कि जब तक महिला पहलवानों को न्याय नहीं मिलता तब तक भाजपा-जजपा के नेताओं की एंट्री बैन रहेगी और उनका कोई भी राजनीतिक कार्यक्रम नहीं होने दिया जाएगा. बालू खाप ने अन्य खापों से भी इस तरह के फैसलों के लिए आग्रह करेंगे.

बीते गुरुवार को किसान राकेश टिकैत ने कहा कि खाप महापंचायत के सदस्य महिला पहलवानों के यौन शोषण के आरोप का सामना कर रहे भाजपा सांसद बृजभूषण शरण सिंह के खिलाफ कार्रवाई की मांग को लेकर राष्ट्रपति द्रौपदी मुर्मू से मुलाकात करेंगे. भारतीय किसान यूनियन की तरफ से यहां बुलाई गई खाप महापंचायत को संबोधित करते हुए राकेश टिकैत ने कहा कि शुक्रवार को कुरुक्षेत्र में महापंचायत की बैठक में इस मुद्दे पर आगे चर्चा की जाएगी.

इसके अलावा उन्होंने कहा कि अगर राष्ट्रपति और सरकार से मुलाकात के बाद भारतीय कुश्ती महासंघ के निवर्तमान अध्यक्ष के खिलाफ कार्रवाई पर कोई फैसला नहीं होता है, तो महापंचायत अगला कदम उठाएगी. बता दें कि विरोध प्रदर्शन कर रहे पहलवान अपने समर्थकों के साथ हरिद्वार में गंगा जी में अपना मेडल विसर्जित करने पहुंचे थे. हालांकि इस दौरान किसान नेता नरेश टिकैट ने पहलवानों को समझा-बुझाकर रोक लिया. इसके बाद पहलवानों ने पूरे मामले से संबंधित अधिकारियों को 5 दिन का अल्टीमेटम दिया.

देश का सम्मान एवं गौरव बढ़ाने वाले कुश्ती खिलाड़ियों को एक माह से अधिक समय तक जंतर-मंतर पर भारतीय कुश्ती महासंघ के अध्यक्ष के विरुद्ध गिरफ्तारी की मांग को लेकर धरना देना पड़ा. धरने के चलते और नई संसद के उद्घाटन वाले दिन भारत के गौरव इन पहलवानों को बड़ी बेरहमी और असम्मान तरीके से जबरदस्ती हटाकर धरना स्थल पर रोक लगा दी गई. देश के गौरव इन खिलाड़ियों को न्याय के लिए सड़क पर बैठकर गुहार लगानी पड़ी. इसके बाद भी उन्हें न्याय नहीं मिल पा रहा है, गुस्सा और हताशा में उन खिलाड़ियों ने अपने अंतरराष्ट्रीय मेडल गंगा में प्रवाहित करने का निर्णय लिया और ये हरिद्वार तक पहुंचे भी किंतु प्रबुद्ध और समाज के वरिष्ठ लोगों के समझाने पर कि मेडल उनकी मेहनत और योग्यता से मिले हैं किसी सरकार या व्यक्ति की कृपा से नहीं, अतः इसे टाल दिया गया.

सात महिला पहलवानों ने सुप्रीम कोर्ट में याचिका दाखिल कर भारतीय कुश्ती संघ के अध्यक्ष पर यौन उत्पीड़न के आरोप लगाते हुए उसके विरुद्ध प्राथमिकी पुलिस में दर्ज कराकर जांच किए जाने की मांग की थी. उच्चतम न्यायालय ने याचिका पर संज्ञान लेते हुए दिल्ली पुलिस और दिल्ली सरकार को नोटिस जारी किया था. प्राथमिकी दर्ज हो गई. कोर्ट ने आदेश दिया कि पहलवान चाहें तो निचली अदालत या उच्च न्यायालय जा सकते हैं और सुप्रीम कोर्ट में सुनवाई बंद कर दी. अतः न्याय पाने के लिए खिलाड़ियों का धरने पर बैठना मजबूरी हो गई. इसके फलस्वरूप भारतीय कुश्ती महासंघ को भंग कर दिया और 7 मई 2023 को कार्यसमिति के होने वाले चुनाव को भी रद्द कर दिया.

खेल मंत्रालय का कथन है कि आरोपों की जांच के लिए सरकार द्वारा 23 जनवरी 2023 को गठित निगरानी समिति ने अपनी रिपोर्ट सौंपी है और वर्तमान में इसकी जांच की जा रही है. कुछ अन्य निष्कर्षों में यौन उत्पीड़न रोकथाम अधिनियम 2013 के अंतर्गत विधिवत गठित आंतरिक शिकायत समिति के अनुपस्थिति और शिकायत निवारण के लिए खिलाड़ियों के बीच जागरूकता के लिए पर्याप्त तंत्र की कमी शामिल है. मंत्रालय की रिपोर्ट में कहा गया है कि खिलाड़ियों सहित महासंघ और विधायकों के बीच अधिक पारदर्शिता और परामर्श की आवश्यकता है. महासंघ और खिलाड़ियों के बीच प्रभावी समाज की आवश्यकता है. इस संबंध में 6 सदस्य निगरानी समिति का गठन किया गया है जिसमें पहलवान बबीता फोगाट भी शामिल है.

केंद्र सरकार द्वारा कोई ठोस कार्रवाई आरोपी के खिलाफ न होने के कारण खिलाड़ियों और आम लोगों में आक्रोश है. विपक्षी दलों के नेता प्रायः अपनी राजनीति चमकाने के लिए धरना स्थल पर आते रहे किन्तु किसी के द्वारा जन समर्थन नहीं जुटाया गया. केवल खिलाड़ियों का मनोबल ही बढा किन्तु धरने का राजनीतिकरण हो गया. सरकार और विरोधियों को इसमें राजनीतिक लाभ हुआ है जो कि आगामी चुनाव को प्रभावित कर सकता है.

देश के सम्मान के लिए खून पसीना बहाने वाले खिलाड़ियों का प्रारंभ में संज्ञान प्रभावी ढंग से न खेल मंत्रालय ने, न गृहमंत्री ने और न प्रधानमंत्री ने लिया. देश के प्रबुद्ध वर्ग और अखबारों की भूमिका भी नाममात्र की रही. सजातीय बंधुओं और खाप पंचायतों के सक्रिय हो जाने पर इस आंदोलन को जाट, किसान और खालिस्तान से भी कुछ तत्वों ने जोड़ने का प्रयास किया. हरियाणा, उत्तर प्रदेश और पंजाब के किसानों की सक्रिय सहभागिता को राजनीतिक रंग देने की पूरी कोशिश की गई जो बहुत शर्मनाक है. यही खिलाड़ी जब देश के लिए मेडल लाएं तो पूरा देश गौरवान्वित हो और जब इनके प्रति अपने ही देश में अन्याय हो तो चुप्पी क्यों? क्यों नहीं लोग इनके समर्थन में सड़कों पर निकलते?

महिला खिलाड़ियों के प्रति देश के नागरिकों की इतनी उदासीनता खेल जगत और देश के गौरव के लिए घातक होगी. कौन अपनी बेटी को खेलने के लिए प्रोत्साहित करेगा. महिलाओं के मान-सम्मान के साथ-साथ खेल संस्कृति का भी भारी अहित हो रहा है. यदि खेल संघों की कार्यप्रणाली विवादास्पद, भ्रष्टाचारयुक्त , शोषण से घिरी रहेगी तो देश में खेलों का उन्नयन एवं स्वस्थ खेल भावना का विकास संभव नहीं है. महिला खिलाड़ियों को सुरक्षित एवं निर्भययुक्त वातावरण मिलना चाहिए. खेल संघों को राजनेताओं से परहेज करके पूर्व खिलाड़ियों को ही इनका पदाधिकारी चुनना चाहिए ताकि वह खेल भावना के अनुरूप सच्चे मन से कार्य कर सकें. महिला खिलाड़ियों के इस मामले में प्रधानमंत्री को विशेष रूचि लेकर आरोपी की शीघ्रता से जांच कराकर कानून के अनुसार कार्रवाई करनी चाहिए. प्रधानमंत्री को स्वयं देश के गौरव इन खिलाड़ियों से भी बातचीत करनी चाहिए. सरकार की उदासीनता आरोपी की हिम्मत बढ़ा रही है जिससे सरकार और भाजपा की छवि पर प्रश्न चिन्ह उठ रहे हैं.

Sexual assault of female wrestlers by Brij Bhushan

In Jan 2023, a group of Olympians and international wrestlers including Vinesh Phogat, Sakshi Malik, Bajrang Punia, and others organized a sit-in demanding disbanding of the federation due to alleged sexual harassment of female wrestlers by Brij Bhushan. The protests resumed in April 2023 due to government inaction. The protestors demanded police file an FIR against Brij Bhushan and his immediate arrest. The incidents of sexual harassment cited by protestors ranged from 2012 to 2022.

On 28 April 2023, only after the intervention of the Supreme Court, did the Delhi Police registered two FIRs against him. One of the FIRs was registered under the POCSO Act (The Protection of Children from Sexual Offences Act, 2012) for offenses against a minor. A second FIR was registered on similar grounds on the complaint of a few adult female wrestlers.

According to a report by the Indian Express, two female wrestler complainants described the way Brij Bhushan used to touch their breasts and stomach sexually on the pretext of checking their breath, in a police complaint on 21 April 2023. One of these two women alleged that Brij Bhushan lifted her training jersey without her consent in the year 2018.

Vinesh Phogat, one of the leading protestors, also alleged that Brij Bhushan "mentally harassed and tortured" her for missing out on a medal at 2020 Summer Olympics.

On May 12, The Delhi Police recorded a statement from Brij Bhushan Sharan Singh regarding the sexual harassment charges leveled against him by female wrestlers and stated that a female DCP will head a SIT (Special Investigation Team) of 10 people against him. The Allegations

The FIRs in the case mention allegations against Brij Bhushan and WFI secretary Vinod Tomar. The allegations include demanding sexual favours for professional assistance in at least two cases, at least 15 incidents of sexual harrasment which include inappropriate touching by running hands over breasts, touching the navel, several instances of intimidation including stalking — and a shared sense of fear and trauma. The incidents range from years 2012 to 2022 at different places at restaurant, in WFI office, at tournaments and at a warm-up. Incidents happened during domestic as well as international tournaments abroad.

Vinesh Phogat, who has won multiple medals at the World Wrestling Championships, claimed she was "mentally harassed, tortured and threatened to be killed" by Brij Bhushan for complaining against him to the then prime minister Narendra Modi and sports minister Anurag Thakur. She was made to face widespread media scrutiny for the same under the guise of missing out on a medal at the Tokyo Olympics in 2021.

India's top wrestlers, who have been protesting against BJP MP and chief of the country's wrestling federation Brij Bhushan Sharan Singh, accused of sexually harassing several women wrestlers, including a minor, have reached the holy city Haridwar in Uttarakhand where they said they would "immerse" their medals in the Ganga river at as they feel it has "no meaning" any more, and is only being used as a "mask" for propaganda by the system. Visuals from Haridwar showed Vinesh Phogat and Sakshee Malikkh, flanked by hunderds of people, in tears, slumped to the ground.

They also said after immersing the medals, they will sit on a fast-unto-death at the India Gate in Delhi. The site is, however, out of bounds for their protest, said the Delhi Police.

Even though "their lives would have no meaning" after losing the medals, they can't continue to compromise their self-respect, they have said.

"...it seems that these medals decorated around our necks have no meaning any more. It was killing me just thinking of returning them, but what use is a life lived compromising on your self-respect," a letter in Hindi, tweeted out by top athletes who have been leading the protests since earlier this year, said.

The letter said they wondered who they'd return the medals to. "The President, who is a woman herself, sat barely two kilometres away and watched. She didn't say anything," it said, on why they didn't feel like returning it to her.

The wrestlers accused the Prime Minister of not asking about them "even once".

"Instead, our oppressor (Brij Bhushan Singh) was at the inauguration of the new parliament building in dazzling white clothes, getting pictures clicked. This white was stinging us as if it was saying 'I am the system'," the letter, tweeted by top grapplers Sakshee Malikkh, Vinesh Phogat, and Bajrang Punia, further said.

We don't need these medals any more because this system does its own propaganda by hanging them around our necks and putting a mask on us, it said. "They then exploit us, and put us in jail if we protest," it added.

The wrestlers said they have chosen the Ganga River as it is "our mother". As holy as they consider the Ganga, they worked hard with just as much purity to win these medals, they said, adding that the medals are holy for the entire county and the holy river is the appropriate place for them.

The letter began by accusing the police of brutally cracking down on their "peaceful" protest march, ransacking their protest site, and filing FIR in serious cases against them.

"The police and the system are treating us as criminals while the harasser openly attacks us in public meetings," it said, claiming that even changes to the law to protect minors, POCSO Act, are being openly discussed.

"Us women wrestlers are feeling there's nothing left for us in this country. We are recalling the moments when we won at the Olympics and World Championships," it said.

The Delhi Police had yesterday accused the protesting wrestlers of rioting, saying the protesters yesterday broke the law in a frenzy despite repeated requests. The wrestlers have refuted the charge that they were rioting, or indulged in any violence.

"If the wrestlers apply for permission to stage a sit-in again in the future, they will be allowed at any of the suitable, notified places other than Jantar Mantar," the Deputy Commissioner of Police, New Delhi, tweeted in Hindi.

Delhi police personnel were seen manhandling Olympians and Commonwealth Games champions in the national capital yesterday during their protest march to the new parliament. Shocked social media users across the country said it was ironic that Prime Minister Narendra Modi was inaugurating the new parliament building, calling it the temple of democracy, barely two km away from where the Delhi police, which is under the Centre's control, was seen cracking down on India's top women athletes.

Earlier this month, the ace wrestlers alleged that a group of drunk Delhi Police personnel targeted them when they wanted to bring in mattresses to sleep on a rainy day. The policemen beat them up and abused the women wrestlers, they had said.

Several grapplers were hit on the head and two of them sustained injuries. One person had to be taken to the hospital.

AT least two instances of demanding “sexual favours” in lieu of professional assistance; at least 15 incidents of sexual harassment that include 10 episodes of inappropriate touching, molestation that includes running hands over breasts, touching the navel; several instances of intimidation including stalking — and a shared sense of fear and trauma. These form the key allegations in two FIRs filed with the Delhi Police on April 28 against Wrestling Federation of India chief and BJP MP Brij Bhushan Singh.

Both the FIRs cite IPC Sections 354 (assault or criminal force to woman with intent to outrage her modesty), 354A (sexual harassment), 354D (stalking) and 34 (common intention) that carry a jail term of one to three years. The first FIR covers the allegations of six adult wrestlers and also names WFI secretary Vinod Tomar. The second FIR is based on the complaint of a minor’s father and also invokes Section 10 of the POCSO Act which entails five to seven years of imprisonment. The incidents mentioned allegedly took place in India and overseas from 2012 to 2022.

The minor’s complaint, filed by her father, alleges that his daughter was “completely disturbed and cannot be at peace anymore …sexual harassment by the accused (Singh) continues to haunt her”.

Below are the salient allegations, according to the FIRs.

The minor’s allegations

“Holding her tightly, pretending to get a picture clicked, the accused (Singh) squeezed her towards himself, pressed hard on her shoulder and then deliberately…brushed his hands against her breasts”.

“She clearly told the accused (Singh) she had already told him that she was not interested in having any sort of physical relationship and that he should stop stalking her…”

The FIR concerning the six adult wrestlers alleges a series of Singh’s inappropriate advances.

“One day while I was out for dinner in the hotel restaurant, the accused (Singh) called me separately to his dinner table…to my utter shock and surprise and without my consent, placed his hand on my breast and groped me and then slid his hand down to my stomach. To my disbelief, the accused (Singh) did not stop there and again moved his hand upwards to my breast. He groped my breast and then slid down his hand to my stomach and then back to my breast repeatedly for 3-4 times.”

In Singh’s WFI office, “he started touching me inappropriately on my palm, knee, thighs and shoulders without my consent. I started shivering at that very moment.” She added: “While we were sitting he was touching his legs against mine… touched my knees…He put his hand on my breast and slid it down my stomach on the pretext of examining/checking my breathing…his only “intention was to touch me inappropriately with the intent to outrage my modesty.”

“While I was lying down on the mat, the accused (Singh) came near me and to my shock and surprise leaned in and, in the absence of my coach, without seeking my permission pulled up my T-shirt, placed his hand on my breast and slid it down my stomach on the pretext of examining/checking my breathing”

“On my visit to the federation office… I was called into the room of the accused (Singh)… my brother, who was accompanying me, was categorically asked to stay back…The accused (Singh), upon the departure of other persons, closed the door… pulled me towards himself and tried making forceful physical contact with me”.

“He made me talk to my parents on the phone, since at that time I did not possess a personal mobile phone…the accused (Singh) called me towards his bed where he was sitting and then all of a sudden, he hugged me forcefully without my permission.”

“To further fulfil his sexual intentions, he also tried to bribe me by offering to buy me supplements which I may require as an athlete in exchange for sexual favours”.

“I was called by the accused (Singh) who pulled up my T-shirt and slid his hand down my stomach and put his hand on my navel on the pretext of checking my breath.”

“Since the accused (Singh) was always on the lookout to engage in inappropriate talk/gestures…girls, including myself collectively agreed to not go alone for breakfast, lunch or dinner”.

“While I was standing in the last row (for team photograph)… the accused (Singh) came and stood alongside me. I suddenly felt a hand on my buttock. I was stunned by the actions of the accused (Singh) while they were highly indecent and objectionable and without my consent… when I tried moving away, I was forcibly held by my shoulder.”

“On the pretext of getting a picture clicked with me, he pulled me towards him by my shoulder… to protect myself, I tried moving away from the accused (Singh)… Since I was not comfortable with the behaviour of the accused of forcing me, I, in order to escape, (his) clutches, repeatedly resisted his attempts and tried to push him away to which he (threatened): “Zyada smart bann rahi hai kya…aage koi competition nahi khelne kya tune?” (Acting too smart? You don’t want to be considered for tournaments in the future?)

New Delhi, June 1 (IANS) The International Olympic Committee (IOC) has condemned the alleged manhandling by Delhi Police of protesting wrestlers over the weekend by calling it “disturbing” and urged the authorities to ensure the “well-being of the athletes” throughout the investigation against Wrestling Federation of India (WFI) sidelined chief Brij Bhushan Sharan Singh.

Close on the heels of a similar statement by United World Wrestling, the sport’s world governing body, the IOC also urged the Indian Olympic Association (IOA) to take all necessary action to protect the protesting wrestlers.

Since April 23, prominent Indian wrestlers led by Olympians Bajrang Punia, Sakshi Malik, and Vinesh Phogat have been staging a protest at the Jantar Mantar demanding the arrest of Brij Bhushan Sharan Singh over sexual harassment of female athletes, including a minor.

“The treatment of the Indian wrestling athletes over the weekend was very disturbing. The IOC insists that the allegations by the wrestlers are followed up by an unbiased, criminal investigation in line with local law.

“We understand that a first step towards such a criminal investigation has been made, but more steps have to follow before concrete actions become visible. We urge that the safety and wellbeing of these athletes are duly considered throughout this process and that this investigation will be speedily concluded,” IOC said in a statement given to some media houses.

The IOC also confirmed its close communication with the United World Wrestling (UWW), the global governing body for the sport, regarding the matter.

“From the very beginning of the allegations, the IOC has been in close contact with United World Wrestling (UWW), which has already taken measures.

“The IOC supports UWW as the competent sporting authority to address this issue as it pertains to the governance of the sport of wrestling in India. We have been informed by UWW that the President of the Wrestling Federation of India (WFI) is currently not in charge.

“The IOC will continue to support UWW in all their efforts and in the framework of the IOC Guidelines for International Federations and NOCs for safeguarding athletes from harassment and abuse in sport.

“The IOC also urges the Indian Olympic Association (IOA) to take all necessary actions to protect the athletes and to make sure that the elections of WFI are happening as planned and in line with the regulations of UWW as an International Federation,” the statement further read.

Last weekend, the protesting wrestlers were detained by the Delhi Police during their march towards the new Parliament building.

As the protesters tried to breach the security cordon, a fierce tussle broke out — the wrestlers and cops pushed, shoved and grappled with one another.

The following day, the wrestlers threatened to discard their medals into the river Ganga in Haridwar and go on an indefinite hunger strike at the India Gate.

After the incident, UWW condemned the manhandling of the wrestlers on Tuesday in a strong statement and also threatened of suspending the Wrestling Federation of India if the election process is not completed within the 45 days deadline.

The IOA appointed a two-member Ad-hoc Committee of Suma Shirur and Bhupender Singh Bajwa to oversee the Wrestling Federation of India’s office. A retired High Court Judge will also be appointed to ensure impartial and transparent voting.

Late Tuesday evening, some of India’s most successful sportspersons stood at the banks of the Ganga in Hardwar, threatening to immerse their hard-won international medals in the holy river. As twilight turned to darkness, they agreed to give the government another opportunity to ensure justice to the aggrieved wrestlers.

Cut back to Sunday, May 28 , at about 11:30 am, India’s Prime Minister inaugurated the new Parliament building and amid revived feudal rituals, received a Sengol (a sceptre symbolic of ethical and fair governance) from a high priest. Around the same time, a stone’s throw away, Delhi Police was busy wrestling with some of India’s globally-renowned wrestlers, who were demanding justice.

Among the protesters being pinned down and dragged away to police custody was Sakshi Malik, India’s first Olympic bronze winner in female wrestling. With her was Vinesh Phogat, a gold medallist at both the Commonwealth and Asian Games. The female wrestlers and some of their male colleagues and supporters had been sitting in dharna at Jantar Mantar since April to demand the arrest of the president of the Wrestling Federation of India and BJP MP Brij Bhushan Sharan Singh. Serious charges of sexually assaulting seven women wrestlers over a decade have been filed against him.

The protesting wrestlers had first reported the matter to the police, then the Indian Olympic Association and at last to the Sports Minister Anurag Thakur. Finally, they moved the Supreme Court and when the latter ordered the police to register the case, it did. The accused continues to be an MP and has refused to resign from the WFI, calling the charges baseless. So, the wrestlers decided to call for a women’s “mahapanchayat”.

On May 28, when the wrestlers threatened to break the police barricades and march to the new Parliament building, the police swung into action. Borders to Haryana and UP were blocked so prospective participants in the mahapanchayat could not enter the capital. The protesters were dragged away from the dharna venue in police vans. “If an Olympian … can’t demand justice and is not heard, imagine what must be happening to other women in villages and cities,” Sakshi Malik said. Vinesh Phogat stuck her head out of the window and screamed into the cameras, “Naya desh mubarak ho!”

The inauguration of the new Parliament was a grand spectacle but almost entirely dominated by the ruling party. The President and the Vice-President were conspicuously absent, as was most of the Opposition. TV screens showed visuals of elaborately attired priests chanting mantras and sanctifying the Sengol. The PM prostrated before them and accepted the sceptre. Like a King, he carried the sceptre ceremonially to the Speaker’s chair and installed it there.

But then, the real world came crashing onto our TV screens: Visuals of police manhandling women Olympians, champion wrestlers.

The media releasing the images seemed indifferent to the immense irony of it all. The TV anchors continued to recite a script that had been prepared for them, singing paeans to historical and architectural wonders on the occasion, as always politically correct and morally unmoved. It is no secret that the Wrestling Federation chief enjoys political protection and that while an opposition leader’s membership of Parliament was recently terminated on relatively minor and debatable grounds, a man being charged by over a dozen women of molesting them, refuses to even step down until the inquiry is over.

“Injustice anywhere,” Martin Luther King Jr said, “is a threat to justice everywhere.” I think of the wrestlers’ parents, anxious, fearful and worried for their gifted daughters. The PM sent them a congratulatory note each time they won a medal for the nation. That the wrestlers were willing to immerse these medals they had won for India — medals that symbolise their total devotion to their sport — in the holy Ganges and then begin a fast unto death is deeply significant. The intellectual Rajat Kanta Ray made a strong case for looking at such “communities of emotion”, which symbolise the emotions, identities and ideas among the people of a sovereign nation-state, as precursor to unfolding history. The gesture of immersing some of the world’s most prestigious medals in the Ganga, one of India’s most sacred rivers, sad though it is, also sanctifies the resolve of women standing up to demand justice against their abusers.

In his inaugural speech, the PM said the new Parliament building will witness the dawn of a self-reliant India. Lok Sabha Speaker Om Birla said, “… we take forward the established good traditions … Democracy is our precious heritage… the Parliament of India is the highest, most revered centre of the democratic system.” But one couldn’t help but recall the words of the late Justice J S Verma, to whose committee we owe the revised laws on rape: “The humiliating aspect of the crime against a woman is that her status in the hierarchical structure of society also (obstructs) the way of securing justice for her.”

Cases such as the ones involving the wrestlers demean not just our sportswomen but all women. The authorities reportedly view the sportswomen’s move to call a Mahapanchayat as “deliberate provocation”. To the keepers of the Sengol, an MP with serious allegations enjoying the grand inauguration of India’s new Parliament while the complainants sit under open skies for weeks, is not provocative.

But there is no going back, not for long anyway. The extraordinarily strong and gifted young women wrestlers, one feels sure, will soon return and rise, phoenix like, from the ashes of their humiliation.

A mahapanchayat in Haryana’s Kurukshetra on Friday gave the Centre a week’s time to initiate a dialogue on the wrestlers’ demand for the arrest of Wrestling Federation of India (WFI) chief and BJP MP Brij Bhushan Sharan Singh. If the government failed to reach an amicable resolution of the situation, the agitation at Jantar Mantar in Delhi will be resumed from June 9, it said.

Several top wrestlers have been demanding the arrest of the WFI president over the alleged sexual exploitation of female grapplers, including a minor. Mr. Singh has denied these charges

Announcing the decision after an hour-long meeting, Bharatiya Kisan Union chief Rakesh Tikait said, “The government has time till June 9 to resolve the matter, or we will accompany the children [wrestlers] to Jantar Mantar to resume the sit-in agitation.” The mahapanchayat was attended by several khap leaders and their supporters from Haryana, Uttar Pradesh and Delhi.

Mr. Tikait said that the khap leaders had spoken to the wrestlers and concluded that nothing less than the arrest of the WFI chief was acceptable to them, their families and society. He also claimed that the families of wrestlers were receiving threats and were scared.

Drawing parallels to the 13-month-long farmers’ agitation, he said that similar mahapanchayats would be held across the country as everyone was united on the wrestlers’ issue. “His arrest is the top priority,” he said.

Mr. Tikait had earlier said that feelers were being sent from the government for talks on the issue for the past couple of days, adding that the khap leaders must allow an opportunity to resolve the matter through dialogue.

Rally postponed: With the wrestlers’ protest intensifying, the Ayodhya district administration denied permission to the BJP MP for his proposed ‘Jan Chetna Maha Rally’ on June 5 “in view of the events scheduled on the occasion of World Environment Day”. Circle Officer (Ayodhya) Shailendra Pratap Gautam told The Hindu that permission was denied as Ram Katha Park, the venue for the proposed rally, was pre-booked for other events.

Mr. Singh, however, said that he had postponed the rally for “a few days” due to the ongoing police investigation into the wrestlers’ allegations against him.

In a Facebook post, he said, “In the present situation, some political parties are trying to disturb the social harmony by promoting provincialism, regionalism and caste conflict by holding rallies at various places… But now that the police are investigating the allegations levelled by the wrestlers, respecting the directions of the Supreme Court, the ‘Jan Chetna Maha Rally’ and ‘Ayodhya Chalo’ programme have been postponed for a few days.”

Scuffles and support: The marathon mahapanchayat — with maximum participation from Haryana — witnessed several unruly scenes, with the participants on the dais violently jostling against each other and even coming to blows at one point. A minor scuffle broke out just before the announcement of the decision. The organisers blamed it on the “men from the government and the Rashtriya Swayamsevak Sangh” trying to disturb the peace.

The mahapanchayat venue was abuzz with activity since morning with the khap leaders and their supporters trooping in for the day’s meeting.

Gopi Ram, a representative of the Balu Khap from Haryana’s Kaithal, said that it was a fight for the self-respect of not just one village or city but the entire country. He added that the khaps would gradually amplify the agitation and force the government to bow down.

Vikas, a resident of Jind, said that Prime Minister Narendra Modi’s silence on the issue had dented his image.

On allegations that the agitation was politically motivated, Rakesh Kumar, another resident of Kaithal, said the present regime had employed similar tactics during the farmers’ stir and tried to divide people along the lines of caste and religion.

Wrestlers return home: Meanwhile, the protesting wrestlers, including Sakshi Malik, Vinesh Phogat and Bajrang Punia, have gone back to their native places in Haryana. Gopal Tiwari, one of the organisers of the protest at Jantar Mantar, said, “They have gone back to their homes and are waiting for the decision of the farmer and khap leaders.”

The wrestlers were evicted from the protest site in Jantar Mantar last Sunday.

“Their last resort was to immerse their medals in the Ganga river and doing an amaran anshan (indefinite hunger strike). But, now we will take forward the protest as decided by the farmer leaders,” he said.
