Chaudhari Devi Lal (b.25 September 1914- d.6 April 2001) Hindi: चौधरी देवी लाल) was an Indian politician, Indian independence movement, freedom fighter, Chief Minister of the state of Haryana and Deputy Prime Minister of India. He was born in a Jat Hindu family on 25 September 1914 in Teja Khera village of Sirsa district in Haryana. His mother's name was Shugna Devi and father's name was Ch. Lekh Ram. His son Om Prakash Chautala has also been one of the former Chief Ministers of Haryana . He was from a Jat Hindu family of Sihag gotra in Teja Khera village of Sirsa district in Haryana. Ch. Lekh Ram was a wealthy Jat landlord of Chautala village and he owned 2750 bighas of land. Ch. Devi Lal, whose original name was Devi Dayal, received education up to middle and also trained as a wrestler at an 'Akhara' in Badal village (Punjab).

National Lok Dal, the main opposition party in Haryana follows principles of Chaudhary Devi Lal.

Freedom Struggle

Ch. Devi Lal Memorial Dabwali

On Mahatma Gandhi's call, both he and his elder brother Ch Sahib Ram, left their studies unfinished to take part in the freedom movement. For taking part in the Salt Movement Chaudhary Devi Lal was sentenced to one year rigorous imprisonment and sent to Hisar jail on 8 Oct, 1930. He took part in the movement of 1932 and was kept in Sadar Delhi Thana. In 1938 he was selected delegate of All India Congress Committee. In March 1938 his elder brother Ch. Sahib Ram was elected M.L.A. in a by-election on the Congress party ticket. In January, 1940 Ch. Sahib Ram courted arrest as a 'satyagrahi' in the presence of Ch. Devi Lal and over ten thousand people. He was fined Rs 100 and sentenced to 9 months imprisonment.

Ch. Devi Lal was arrested on 5th October, 1942 for taking part in the Quit India movement and was sentenced to be kept in jail for 2 years. In 1942, Ch. Lekh Ram's both sons, Ch. Sahib Ram and Ch. Devi Lal, were in the Multan jail for their having taken part in the freedom struggle. Ch. Devi Lal was released from prison in October, 1943 and he got his elder brother Ch. Sahib Ram released on parole. In August 1944, Sir Chhotu Ram the then Revenue Minister Punjab, visited Chautala village. He, along with Lajpat Rai Alakhpura, made efforts to woo both Ch. Sahib Ram and Ch.Devi Lal to desert Congress and join the Unionist Party. But both the brothers, being dedicated freedom fighters and Congress men, refused to desert the Congress Party. After independence Ch Devi Lal started a farmer's movement and was arrested along with 500 workers. After some time, then Chief Minister Dr. Gopi Chand Bhargawa made an agreement and Muzzara act was amended. He was elected member of Punjab Assembly in 1952, Congress president of Punjab in 1956.

Ch. Devi Lal and his elder brother Ch. Sahib Ram were true Gandhians and freedom fighters. They fought against British rule and played an important role in the freedom movement. After Independence, Chaudhary Devi Lal emerged as a leader of farmers in whole of India. During his two tenures as Chief Minister of Haryana, he made several decisions benefiting farmers and rural people. He always took decisions about the betterment of common masses. His popularity amongst farmers and rural people earned him the title of 'Tau' (Elder Uncle).

Founder of Haryana

Devi Lal played an active and decisive role in the formation of Haryana as a separate state which came into effect on 1st November 1966. Earlier in 1958, he was elected from Sirsa in Punjab Vidhan Sabha. He was the founder Chairman of the Haryana Khadi & Village Industries Board.

In 1971, Ch. Devi Lal left the Congress party, of which he was the member for 39 years. He was elected MLA in 1974 from Rori constituency, defeating Congress nominee. In June 1975, Indira Gandhi declared imposition of internal emergency, and Ch. Devi Lal, along with all opposition leaders, was sent to jail. He spent 19 months in Hisar, Rohtak and Mahendergarh jails. In January 1977, internal emergency was lifted and general elections were held first (March 1977) for Parliament and then, in the same year, for the State Assembly (Vidhan Sabha). He was elected on Janata Party ticket as an M L A in June 1977 and became the Chief Minister of Haryana. For his steadfast opposition to Emergency, he came to be known as Sher-e-Haryana (Lion of Haryana).

He remained Member of Parliament (Lok Sabha) from 1980 to 1982 and was a member of State assembly from 1982-1987. He formed Lok Dal and started Nyaya Yudh under 'Haryana Sangharsh Samiti' and became very popular among masses. In 1987 state assembly elections, the alliance led by Ch. Devi Lal won a record victory, winning 85 seats in the 90-member House. Congress was rooted up in the State, winning only 5 seats. Chaudhary Devi Lal became the Chief Minister of Haryana for the second time in 1987.

Haryana Khadi & Village Industries Board started a award in his name to mark respect but now, the Khadi Board perhaps forgot his name and this award, now the National Khadi & Village Industries Board Employees Federation - an apex body of the all state KVIB's Employees Union, has been decided to restore this award.

Deputy Prime Minister of India

In the 1989 parliamentary election, he was simultaneously elected, both from Sikar in Rajasthan and Rohtak in Haryana. He twice became Deputy Prime Minister of India in two different governments led by VP Singh and Chander Shekhar respectively. He was elected to Rajya Sabha in August, 1998.

Mission and Contribution

The mission of the life of Chaudhary Devi Lal was all inclusive development for India and all Indians which can aptly be summed up in his own words: HAR KHET KO PAANI , HAR HAATH KO KAAM;

HAR TAN KO KAPADA, HAR SIR PE MAKKAN;

HAR PET KO ROTI, BAAKI SAB BAAT KHOTI.


  • To improve the lot of the people of neglected region of the then Punjab, he relentlessly struggled for formation of separate Haryana State.
  • Great Social Vision - Old Age Pension and respect for elders. He started it first time on large scale in Haryana. Now all the states in India and Central Government is following this revolutionary initiative taken by the Jananayak.
  • Increase the Land Compensation for the first time. He increased the Land Compensation from Rs.80,000/- per kila given by H U D A to Rs.23 Lacs per Qila ( 5 Bighas) for the first time in Indian History despite opposition by bureaucracy at center and state. The then political parties also warned him not to do so but he carried the day by implementing his vision.
  • Aid to SC family for arranging their daughter's marriage.
  • Started plan to double or triple matching grants from the State Government for completing community work like opening of schools or colleges in the rural areas.

He Passes Away

Chaudhary Devi Lal passed away on April 6, 2001 and was cremated at Kisan Ghat (in New Delhi), near the place where another towering farmer leader - Chaudhary Charan Singh was consigned to flames. His passing away left a void in Indian politics that can never be filled.

  • Ranjit Singh Chautala,former Minister, Govt of Haryana is Son of Devi Lal
  • Dr. Ajay Singh Chautala, (elder son of Om Parkash Chautala) is grandson of Chaudhary Devi Lal and is three-time MLA of Rajasthan Vidhan Sabha, one time MP Lok Sabha and Rajya Sabha each and presently represents Dabwali constituency in Haryana Vidhan Sabha as an MLA. He is actively associated with several social and sports organisations; and is General Secretary of INLD.
  • Khelratana Abhay Singh Chautala, (younger son of Om Parkash Chautala), grandson of Chaudhary Devi Lal, is an MLA of Haryana Assembly for the second time. He evinces keen interest in the spread of education and promotion of sports. He is also the Vice-President of the Indian Olympic Association.

The Indian Postal Department has issued a commemorative postage stamp in honour of Chaudhary Devi Lal on 25.09.2001. Denomination Rs. 4.00[1]

The Samadhi

The name of Smadhi of this great "Dhartiputra" is not Kisanghat but is "Sangharsh Sthal" as he struggled throughout his life for the upliftment of Farming Community. As his passion was Sangharsh i.e. Struggle.
